For those of you who spend the winter counting down the days until the opening of trout season, fishing is a passion. That passion is evident not only at favourite fishing holes across the Island, but also through the thousands of volunteer hours spent each year to protect and restore our watercourses and sport fisheries. And it was apparent in the 285 responses we received to the survey included in the 2006 Angling Summary. I am pleased to include the survey results in this year’s summary. Last year’s survey questions related mostly to angling regulations, but this is only one area of interest to anglers. We know that angler recruitment, habitat, land use, education and access are some of the other important issues. In the coming year, my department will be seeking your input on these and other topics as we work to develop a co-ordinated policy to help guide programs, legislation and investment. Meanwhile, the department continues to look for ways to improve the service it provides to Islanders. Toward that end, this year those who participate in both the angling and hunting seasons have the option of buying their angling and hunting licences at the same time. This will save time and reduce paperwork. The Wildlife Conservation Fund (WCF) is now under the full administration of the non-governmental WCF Committee. In 2006, the Committee approved 18 watershed-based projects to support the restoration and protection of fish habitat, as well as increased opportunities for anglers. The list of projects is included in this summary and information on the fund is available at www.gov.pe.ca/go/wcf As always, the 2007Angling Summary includes information on angling regulations, licence fees and sportfishing seasons. Special management zones are implemented to ensure our goals of conservation and enhanced sportfishing opportunities are met. Because this is a summary, not all of the laws contained in the Wildlife ConservationAct or regulations are included. For additional information contact the Department ofEnvironment, Energy and Forestry or any of the Conservation Officers listed in thisbook.

This is a summary prepared for the information and convenience of persons whoplan to fish in Prince Edward Island. The original act and regulations should beconsulted for all purposes of interpreting and applying the law. The rules containedin this angling summary are in compliance with the Maritime Provinces FisheriesRegulations in respect to close times, limits and quotas subject to variation underthe authority of The Fishery General Regulations.

The laws are subject to change at any time.

The development of this licence is a first step towardreducing the number of licences that anglers and hunters require in their possessionwhile participating in these activities.

Definitions“Angling” means fishing with a line to which one or more hooks areattached and that is held in the hand or attached to a rod that is held inthe hand or closely attended.

“Artificial fly” means a single or double hook dressed with silk, tinsel,wool, fur, feathers or any combination of those or other materialscommonly used in making artificial flies, but does not include a fly thathas a spinning device, or a weight that causes the fly to sink.

“Barbless hook” means a hook that was made without a barb or a hookthat has all of its barbs compressed to be in complete contact with theshaft of the hook, except those barbs on the shank that are designedsolely to retain bait.

“Chumming” refers to the practice of using any material to attract fish to aparticular location while angling.

“Daily limit” refers to the lawful capture and retention of fish during a day,with angling restricted to the period of two hours before sunrise to twohours after sunset in any given day. The daily limit is one’s possessionlimit and is interpreted to be the only legal limit one can possess.

“Fly fishing” means angling by the use of an artificial fly or flies that areattached to a line or to a leader that is attached to a line.

“Grilse” means a salmon that is less than 63 cm but not less than 35 cmin length.

“Hook” means a single, double or treble pointed hook on a commonshank or shaft, with or without barbs.

“Jigging” means fishing by manipulating one or more hooks so as topierce a fish in any part of its body instead of luring the fish to take thehook or hooks into its mouth.

“Possession limit” is interpreted to be one’s daily limit.

“Resident” means a person who has resided in Prince Edward Island fora period of six months immediately preceding the time that residencebecomes material under this act or regulations.

“Sport fishing” means fishing for pleasure and not for sale or barter.

“Sport fish” means salmon and trout.

dÉåÉê~ä=mêçÜáÄáíáçåëGeneral AnglingIt is unlawful to:1. use a gill-net or trap-net for fishing in non-tidal or inland waters,

unless authorized by the Maritime Provinces Fisheries Regulations;2. jig, snare or spear fish of any kind in non-tidal or inland waters;3. have in your possession an untagged salmon;4. fish with an artificial fly that has more than two hooks;5. angle with more than one fishing line or with a fishing line having

more than three separate hooks;6. angle salmon except by fly fishing;7. angle within a 100-metre radius of any facility operated by or on

behalf of the Department of Fisheries and Oceans or the provincefor the purpose of counting passage or rearing of fish;

9. angle within a fishway or within 25 metres downstream of the lowerentrance of a fishway;

10. angle in non-tidal or inland waters that are frequented by any sportfish during the closed time for that sport fish;

11. angle during the time period extending from two hours after sunsetto two hours before sunrise; (please refer to table on page 5)

12. export any trout from the province without a valid angling licenseand then only in accordance with the possession limit of 10 trout;

13. litter at any time or place – conviction may result in loss of anglingprivileges;

14. operate a motor boat while intoxicated;15. chum while angling for trout or salmon;16. possess, use or sell fish eggs as bait for angling;17. retain any sport fish alive while angling. All fish must be:

a) immediately released alive back to the wild; orb) killed immediately and counted towards the daily bag limit.

18. angle for striped bass;19. introduce or re-locate live fish species into the waters of Prince

Edward Island.

Did You Know?...... Size Matters!Brook trout grow quickly in PEI’s productive waters and by threeyears of age, are approximately 30 cm (12 inches) in length. Thelargest brook trout are those that spend time in salt water. Althoughnot common, these sea-run trout may grow to seven lbs. or more.Brook trout produce about 1,200 eggs per pound of fish weight.Therefore, the big, wary fish that avoid being caught are those thatmake the most valuable spawners. Restrictions on the harvest oftrout longer than 40 centimetres, the practice of catch and releasefishing, and the imposition of conservation zones are usefulmanagement techniques to enhance the province’s trout fishery.

TroutTrout angling licences can be obtained from authorized vendors andAccess PEI centres throughout the province. Winter ice fishing licencesare available from selected vendors and Access PEI centres.

Trout licences (resident and non-resident) entitle the licensee to anglebrook and rainbow trout only. Youth under the age of 16 years are notrequired to obtain a trout angling licence.

Resident – $10Courtesy Licence-FreeAvailable to residents only. Issued to anglers 65 years of age andover and includes the spouse of the licence holder.

Resident - Angling and Hunting Licence – $20A Migratory Bird Hunting Permit can be obtained at your local postoffice and most provincial licence vendors.

Non-Resident – $20Licence is valid for entire season for the licence holder. In addition,spouse and dependents may angle on this licence for a period oftwo weeks from date of issue.

Non-Resident Three-day Permit – $7Valid for date of purchase and the following two days.

Atlantic SalmonSalmon licences are available from Access PEI centres and a limitednumber of vendors. To angle for Atlantic salmon, one requires an Atlanticsalmon angling licence in addition to a trout licence. All anglers, includingyouth under the age of 16 years, must obtain a salmon licence. Two tagsare issued with each salmon licence.

Atlantic Salmon – $10

Wildlife Conservation Fund LicenceThe Wildlife Conservation Fund was established in 1998 as a means togenerate new funds in support of wildlife conservation. Licensed anglers,hunters, and trappers support the fund through a one-time annualcontribution, represented in the purchase of a special licence. In 2006,the Department of Environment, Energy and Forestry officially transferredadministration of the Fund to the Wildlife Conservation Fund Committee. The Board is currently composed of the following:

WHY USE BARBLESS HOOKS?

It is no secret that the mortality rate when releasing fish caught on lure orfly is considerably lower than that of bait fishing. However, using hookswithout barbs, even when fishing with bait, can greatly improve thesurvival of fish caught and released. Studies have shown that themortality rate when fishing with bait on a barbed hook is roughly 30%. This drops to approximately 8% for bait on barbless hooks. Anglingmortality using barbed lures and flies is approximately 5%, dropping to~2.5% using barbless hooks. Of course, care must be taken whenhandling and releasing fish to ensure a successful release.

It is not difficult to transform a “barbed” hook into a “barbless” hook. Simply take a pair of pliers or a hemostat and compress the barb so it liesflat against the shaft of the hook. Talk to anglers who regularly usebarbless hooks and they will tell you that they do not notice a difference intheir ability to hook and retain fish. It is far easier to release little fishcaught on barbless hooks. An added bonus is the ease at which barblesshooks can be removed from your thumb! Give barbless hooks a try!

Boating SafetyAnglers are reminded that a Pleasure Craft Operators Card is required tooperate any motorized craft under four metres. Further details may beobtained by phoning the Boating Safety Info Line at 1-800-267-6687. When fishing from a boat, anglers are required to have apersonal floatation device for each person in the boat, as well as a bailerand a safety throw line.

Daily catch limit of 10 trout, of which not more than one trout (eitherrainbow or brook) may be greater than 40 cm in fork length (see diagrambelow).

Possession Limit – In your possession, in the field and elsewhere instorage, you may have no more than 10 trout in total.

Atlantic SalmonOpen Season - All waters June 1 to September 15, inclusive; except forMorell River (see page 11) and waters noted in the table on the followingpage.

Daily possession limit of one grilse (35-63 cm in length).

Daily catch and release limit of not more than two (grilse or salmon).

Season limit of four grilse retained (35-63 cm).

All salmon greater than 63 cm or less than 35 cm in fork length must bereleased immediately with the least possible harm to the fish.

Angling for Atlantic salmon is restricted to an artificial fly as defined inDefinitions, page 3. It does not include a fly that has a spinning device orweight that causes the fly to sink; however, a fly so altered can be usedto angle for trout.

Every holder of an Atlantic salmon angling licence shall immediately, upon killing any salmon, attach a tag to it by inserting one end of the tag through the mouth and locking the tag.

“Length”, in relation to a salmon, means the distance measured in a straight line from the tip of the nose to the fork of the tail.

Morell River1. On any day, an angler who holds a salmon licence must cease all

angling on the Morell River for that day after:a) one grilse has been retained; orb) two fish, either salmon or grilse, have been caught and released,

whichever occurs first.

2. Grilse captured on the Morell River may be retained (one per day)while the season is open on that section of the river and must betagged immediately when caught (see page 9).

3. From April 15 to September 15, in the lower section of the Morell Riverfrom MacKay’s to the mouth of the river (railway bridge), trout may betaken on any tackle. This section of river is closed to all angling afterSeptember 15.

4. Any Atlantic salmon taken by lure or bait must be releasedimmediately with the least possible harm to the fish.

5. Please note that the portion of the Morell River from Mooney’s Pond toMacKay’s will be closed to angling for a period of approximately twoweeks during the month of May. This is a management closure toallow stocked salmon smolts to migrate to sea. All anglers areadvised to check with local newspapers and to observe closure signsposted along the Morell River in early May.

6. The section of the East Branch of the Morell River containing the oldCrane’s Pond dam site is closed to all angling for the period July 1 toOctober 15. The section of river affected includes all waters 250metres upstream of the highway bridge on Route 355. This closure isin effect as a conservation measure to protect trout broodstock.

7. Portions of the Morell River are to be angled only by fly fishing afterJune 1. The restriction applies to Leard’s Pond, Riverton, the WestBranch below Leard’s Pond, all that section of the East Branch belowthe Hazelgreen Road (Route 329); and the main section of the riverfrom the point of union of the West and East Branches to MacKay’s inthe Bangor area. See table and map on pages 13 and 14.

8. The extended season from September 16 to November 30 is forAtlantic salmon only, using barbless hooks.

Catch and ReleaseAnglers are becoming increasingly aware of the fragility of ourenvironment and the pressure on the Island’s fishery resources. Moreanglers are discovering the enjoyment and sense of satisfaction thatcan be obtained by releasing fish. When practising catch and releasefishing, the following steps should be considered:• Use the right gear:

- barbless or pinched hooks are easier to remove

- artificial lures, not bait, reduce the chances of deep hooking• Minimize handling: retrieve your fish quickly and release it immediately• Keep the fish in the water• Use only a knotless, mesh net• Remove the hook carefully• Cut the leader if necessary• Hold the fish gently in a natural swimming position, facing upstream

until it revives.

9. For the period September 16 to October 15 inclusive, salmon anglingis restricted to those areas on the Morell River as defined in Section 7above.

10. From October 15 to October 31 inclusive, salmon angling is restrictedto that portion of the Morell River downstream from the Forks toMacKay’s.

11. Salmon angling on Leard’s Pond is permitted from June 1 toNovember 30 inclusive.

Wilmot RiverMarchbanks PondAngling within Marchbank’s Pond is extended from September 16 toOctober 31, 2007. The extension affects the part of that Wilmot Riverbetween the road stream intersection at Highway 120 (McMurdoRoad) and the intersection of Klondike Brook with the Wilmot River atgrid reference 46673776. (Tributary at upper end of pond on southside). Catch and release fishing with fly, using barbless hooks.

Creel Limit Reduced in Wilmot RiverThe creel limit on the Wilmot River has been reduced from ten to sixfish per day, of which only one may be greater than 35 cm. Thepossession limit remains at ten trout. The reduction in the creel limitis a conservation measure. Monitoring has shown that troutpopulations on the Wilmot River have been slow to recover followingtwo fish kills in 2002.

Glenfinnan and O’Keefes LakesGlenfinnan Lake was stocked with 5,000 eight-inch rainbow trout in thefall of 2006 in support of a put and take fishery.

• Open season for rainbow trout is April 15 to November 15• Daily catch limit of 5 rainbow trout, only one greater than 40 cm • Possession limit of 5 rainbow trout

Please Note: In 2005, the Prince Edward Island’s Chief Health Officerissued a public advisory on the consumption of fish from O’Keefes Lake. Regular monitoring of fish in O’Keefes Lake has indicated that mercurylevels in some fish can be in excess of recommended guidelines. TheP.E.I. Department of Health and Social Services advises the public thatwomen in the child bearing years and children 8 years of age andyounger should avoid eating trout from O’Keefe’s Lake. It is to be notedthat this advisory is provided as a precaution since toxic effects frommercury at the levels found in O’Keefe’s Lake do not occur unless the fishis eaten frequently. Fish from other lakes, ponds or brooks on P.E.I havenot been found to have mercury above the national guidelines.

All in a Name...All species of trout and salmon belong to the same family of fish - theSalmonidae. Brook trout are part of the genus or group called Salvelinus orchar, while rainbow trout is more closely related to salmon. The brook orspeckled trout is the most common salmonid on Prince Edward Island. Brooktrout who spend some time in salt water are the most prized by sport fishers. These are known as sea trout and can grow as large as 7 lbs or more!

Brook trout, speckled trout, sea trout. Call them what you like, but these areall the same fish.

Winter ice fishing is restricted to Glenfinnan and O’Keefes Lakes. Thoseanglers wishing to participate in the winter ice fishery should retain boththeir Trout Angling License and the Wildlife Conservation License. • Winter ice fishing from January 1 to March 31, 2008.• Catch limit and possession limit as outlined above

Traditionally, some ponds and rivers are iced over on opening day of theangling season, while the winter trout fishery is dependent on ice. Toavoid a potentially life threatening situation, practise caution when fishingon ice. • For your safety there should be at least 15 cm (six inches) of ice or

more for small groups of people; and 25 cm (10 inches) or more forsnowmobiles and all terrain vehicles.

• Plan to fish with a friend. • Children should be supervised by an adult. • Dress warmly – wear a hat, scarf and mitts. • Wearing a personal floatation device like a floater coat is a good idea

when ice fishing.

Should you break through the ice, extend your arms flat on the icesurface and kick your feet. Try to squirm the upper part of your body ontothe ice. Once out of the water, roll quickly to one side away from theedge. Once you reach safety, get to shore and warm yourself by buildinga fire and getting into dry clothing.

Since 2004, 684 tagged troutwere released at two locations inFoxley River and Trout River.The tag return rates fromanglers has been in excess of30 percent. Valuable informationis being garnered as a result ofstocking trout into estuarial rivers. If you catch a tagged fish, pleasecontact our office at (902) 368-6083. A small cash reward will beoffered for each returned tag.

tÜÉêÉ=açÉë=íÜÉ=eççâ=dç\Many anglers are unaware ofthe location of vital organs in afish. When fish are hooked inthe lips or jaw area, mortalitycan be less than 1%. However, fish that are “deephooked” in the esophagus orgills suffer a high mortality rate. Studies have shown that manyfish which are deeply hookedsuffer major internal damage tothe heart, stomach or liver.

The fish may appear unharmed and swim away, only to die a fewhours later. Use equipment and techniques which will allow you tocatch and release fish unharmed.

Anglers may confuse brook trout with Atlantic salmon, particularly in thespring when “slink” salmon are in the rivers. “Slink” or “black” salmon arefish that returned to the river the previous year, spawned in the fall, andare preparing to return to sea again in spring. Unlike fresh salmon, thesefish tend to be dark and rather thin. If you hook a slink salmon, pleasetake care when releasing the fish to ensure minimal harm. To distinguishbetween the two fish, look for the telltale spots on the body of the brooktrout (orange and red spots fringed with blue) and white edge on the fins.

It is no secret that the quality of fish habitat in our rivers and streams hasdeteriorated over the years. The primary cause of this habitatdegradation is sedimentation - sand and silt entering streams, filling inpools and ponds, and covering spawning gravel. The sedimentoriginates from such sources as agricultural fields, clay roads, andindustrial and residential development. The public reacts quite stronglywhen images of dead fish appear in the media, a result of chemical run-off. However, the overall impact of sediment on fish populations is farmore severe. Although many community groups have been workingdiligently to restore instream habitat, it is a long term process.

With an apparent decline in the numbers of brook trout and the perilouslylow numbers of Atlantic salmon in our rivers, there are a number ofregulatory tools available to fisheries managers which can assist inproviding a sustainable recreational fishery. The following summary isintended to provide a background on a few of these measures.

Creel LimitPlacing a limit on the number of fish allowed to be harvested each day isa means of limiting the total harvest of trout and of distributing the catchamongst the angling population. We can have the same creel limit in allrivers across the province or reduce the limit in those areas where overharvest is believed to be a problem. We currently have a specialmanagement zone on the Trout River in Coleman in which the creel limitis set at six rather than ten trout per day. Other rivers may have reducedcreel limits to allow fish populations to recover following a fish kill.

Angling SeasonWith some exceptions, the angling season for trout on Prince EdwardIsland traditionally opens on April 15, closing on September 15. Troutwhich spend time in saltwater migrate from the river to estuaries andbays in early April. Other trout overwinter in these saltwater areas. InApril, these “sea trout” feed vigorously on the abundance of food found incoastal areas, their growth rate is accelerated and their flesh becomesfirm and pink - these are the fish most prized by anglers. Some anglersbelieve that until the trout have had a chance to “fatten up”, they are morevulnerable to angling and there is potential for overharvest. That is whythere are anglers who would prefer to see the opening of the seasondelayed up to two weeks. Other anglers take an opposing view, believingthat trout feed more actively when the water temperature increases, thusdelaying the season would actually increase harvest. We can have aconsistent opening day in all rivers or delay the opening in a river wherethere is intensive angling pressure. Currently, the Trout River in Colemanis the only river where the season opening is delayed until May 1.

Trophy TroutCurrently, anglers are allowed to retain one large trout (40 cm or 16") perday. It is these large trout that are the most valuable broodstock in ourrivers. Trout produce approximately 1200 eggs per pound, therefore one4 lb fish is equivalent to 8 half pound trout. These big fish are geneticallysuited to survive in a particular river and are what we would like to seearound to spawn in autumn. Would reducing the size limit from 16" to asmaller size be acceptable to protect broodstock? Or, do we look atanother method, possibly the use of trout tags, to do the job. Forexample, trophy fish being harvested would have to be tagged andanglers would be restricted to a certain number of trout tags per year.

GearStudies have shown that using barbless (or pinched down) hooks greatlydecreases the mortality of trout when caught and released, even whenfishing with bait. Refer to page 8 in the summary for more information onbarbless hooks.

StockingPrince Edward Island has a long history of fish stocking. The currentsalmon fishery on P.E.I. is entirely dependent upon stocking because theremaining native runs of salmon found in approximately 25 rivers are toolow to support a catch and keep fishery. Brook trout are also stocked invarious rivers on P.E.I. to provide fish in areas of intensive harvest (e.g.Morell River), to provide new angling opportunities (e.g. in estuaries suchas Foxley River) and to provide a source for stocking in the event of a fishkill. With the federal and provincial governments no longer funding theCardigan Fish Hatchery, the future of fish stocking on Prince EdwardIsland remains uncertain.
