B/68, 100 Shed Area, G.I.D.C Estate, Vapi- 396195. Dist:Valsad, Gujarat since 1998.
The unit is manufacturing Synthetic Organic Chemicals (i.e. Synthetic Organic Dyes) @ 1.6 TPM.
The unit is having Consolidated Consent and Authorization under The water Act, The Air Act and The
Hazardous wastes Rules from Gujarat Pollution Control Board.
Due to non viability of manufacturing existing product the company decided to discontinue the same
and propose to manufacture new product as Organic Titanates @ 400 TPM with required installation of
additional plant and machinery in the existing infrastructure.
The project for manufacturing Organic Titanets covered under the category 5 (f) “Synthetic Organic
Chemicals” as per EIA notifications 2006.
Total Project Cost: Rs. 5.00 Crore
Applicability of EIA notification – 2006
As per the EIA notification- 2006 as amended: proposed products are covered under the Category-5(f)–
“Synthetic Organic Chemicals”.
Manufacturing of “Synthetic Organic Chemicals” for the unit located within the notified industrial area is
covered under Category –B, but due to the applicability of General Conditions this project is categorized
as Category-A and applied to MoEF for obtaining Environmental Clearance.

Air Emission and its Control Measures
The company proposes to install two no. of Thermic Fluid Heaters having capacity 2 Lac K.Cal/Hr. each
and Natural Gas/ LDO is used as fuel. Adequate stack height and stack monitoring facilities will be
provided as per rule.
The company shall install 125 KVA capacity of D.G. Set, as stand by. It will be used only during power
failure. Adequate stack height and stack monitoring facilities will be provided as per rule.
The scrubber will be provided as APCD to control the fugitive & process emission causing pollution of
work place air. The main pollutants of the scrubber will be ammonia and hydrochloric acid.

M/s. Skyline polycats Pvt. Ltd. located at Plot No. C-1 B / 68, 100 Shed Area, G.I.D.C. Estate, Vapi-
396195. Dist.: Valsad (Gujarat). is manufacturing “Synthetic Organic Dyes” which is used in the process
of Dyeing of fabrics and home furnishings products.
Due to non viability of manufacturing existing product the company decided to discontinue the same
and propose to manufacture new product as Organic Titanates @ 400 TPM with required installation
of additional plant and machinery in the existing infrastructure.

M/s. Skyline Polycats Pvt. Ltd. proposes the expansion of their production by addition of new products
at Plot No. C-1 B / 68, 100 Shed Area, G.I.D.C. Estate, Vapi-396195. Dist.: Valsad (Gujarat).
The proposed expansion project involves the production of “Organic Titanates” which are Synthetic
Organic Chemicals, For the proposed expansion project, the company intends to procure the available
latest technology for manufacturing the products listed in under mentioned table.
The industrial sector in the past years has seen a drastic boom and also the keeping in mind the
globalization trend, we have identified the demand for the proposed products and with continuous R
& D found that it can be developed in-house and produce commercially for domestic market as well as
an eye more on export markets.
As per the EIA notification‐ 2006 as amended the proposed expansion project involves the production
of “Organic Titanates” which falls under item no. “5(f) – Synthetics organic Chemicals industries as
per the EIA notification- 2006, hence required Prior Environmental Clearance.
(iv) Need for the project and its importance to the country and or region
The proposed project will provide a potential growth opportunity for the already running business of
the company. The industrial sector in the past years has seen a drastic boom and also the keeping in
mind the globalization trend, we have identified the demand for the proposed products and it can be
developed in-house and produce commercially for domestic market as well as an eye more on export
markets. Its export and also increase the foreign revenue. The products are now well established and
acceptable in the international markets.

(v) Demand –Supply Gap
The products have very high demand for used as modifiers for plastics, metals, glass, coating materials,
etc., and as catalysts for chemical reactions.

Proposed products manufacturing in the country will be very much economical compare to Imports of
the same and also the export of the same will earn extra revenue generation for our county.
(vii) Export Possibility / Domestic / export Markets
There is a huge demand of Organic Titanets compounds in the export market. Our products are
widely used and are in demand in the domestic Chemical industry.
(viii) Employment Generation (Direct and Indirect) due to the project
There will be very good opportunity of employment generation directly and indirectly due to
proposed expansion.

The company is using the latest available process technology for the production. This section
includes the manufacturing process of the product, chemical reactions, and material mass
balance for the product.
01. Product: Tetra isopropyl Titanate (TiPT)
a. Manufacturing Process:
Chilled Titanium Tetra chloride one mole is reacted with 4 mole of isopropyl alcohol at
ambient temperature to form Tetra isopropyl Titanate in a closed reactor. During the
reaction Hydrochloric acid gas is liberated which is reacted with Ammonia gas to form
Ammonium Chloride after the completion of reaction the mass is filtered Ammonium
Chloride crystals are separated out as by product and product is recovered by applying
vacuum distillation to remove free alcohol. Then the product is packed and dispatched.

03. Product: Tetra Ethyl Titanate (TET)
a. Manufacturing Process:
Chilled 4 mole of Ethyl Alcohol is reacted with one mole of Titanium Tetra chloride at
ambient temperature to form Tetra Ethyl Titanate in a closed reactor.Hexane is used as
solvent medium. During the reaction Hydrochloric acid gas is liberated which is reacted with
anhydrous Ammonia gas to form Ammonium Chloride.After completion of reaction the
mass is filtered and Ammonium Chloride crystals are separated out as by-product and
product is passed through vacuum distillation to separate Hexane. Recovered Hexane is
reused back in process. Then product is packed and dispatched.

Marketing area of final products:
The products are used in Augmenting adhesives, Plasticizer and various coatings and Catalyst for esterification, trans-esterification and polymerization reaction. The company has a wider customer base and to cater to the increased market demand, the company proposes expansion by way of switching over to new proposed product.

4. SITE ANALYSIS
4.0 Site Analysis
(i) Connectivity:
The project is located in notified Industrial Estate of Vapi which is very well connected to National
Highway no.8, Western Railways. And the nearest air port (Mumbai) and port are 150 KM away from
the project site by road.
(ii) Land Form, Land use and Land ownership:
The plot is belongs to GIDC, Vapi and company has purchased the same from GIDC and the Land is in
the Notified Industrial area GIDC, Vapi. The letter Notified Industrial Area is enclosed as Annexure.

GIDC Industrial Estate, Vapi has the entire available infrastructure like water, electricity, roads, rail,
transportation, availability of raw material and drainage system.

General soil classification of the area is as under:

(vii) Climate data from secondary sources:
Rainfall Data :
The project site location receives annual rainfall of 2010 – 1200 to 1300 mm in 35 rainy days with
coefficient of variation of 65 %. There is large spatial and temporal variation in rainfall of the study
area. The low rainfall areas receiving less than 500 mm rainfall are comprised of Kutch district and
western parts of Banaskantha and Patan district and parts of Jamnagar, Rajkot and Surendranagar
districts. These are also characterized by arid climate. The high rainfall (> 1400 mm) receiving areas
(Project site, Dang, Valsad, Navsari and Surat, Dadra & Nagar Haveli and Daman & Diu) are
characterized as sub humid climate. The rest part of the state receives rainfall between 500-1000 mm
and generally fall under semi-arid climate. Considering the abnormality of weather particularly rainfall
during the monsoon period. The observed and predicted rainfall was then analyzed for its validity.
Temperature Data:
The site location is located in the southern part of Gujarat. The secondary data was collected from free
data of Worldclim.org year of 2010. The project site temperature regime for medium to high level
temperature (30-32 °C) during the seasonal months (June to Sep).
(viii) Social Infrastructure available:
Social Infrastructure in Valsad district is as under :

technology and trained medicos§ A multi-specialty 21st Century Hospital, (branch of Nadkarni Group
of Hospitals) is present in Vapi, giving services in general and laparoscopic surgery, trauma, orthopedic
and urology etc. the hospital is one of the few centers in India offering Uterine Thermochoice thermal
Balloon Therapy for Dysfunctioning Uterine Bleeding (DUB) patients. Beside this, several private
hospitals such as, Kasturba Hospital, Bhatia General Hospital, and Adarsh Hospital are also present in
Valsad 29.
Tourism: Tourism Built in 1742, the Fire Temple at Udawada, which is also known Fire Temple as
Mecca for the Parsi community in India, makes the city a famous pilgrimage center throughout the
world§ Dharampur is surrounded on three sides by the Sahyadri Mountains which grace the town with
pleasant climate throughout the year§ The collection at the Lady Wilson Museum in Dharampur
includes tribal art and art crafts that highlights the local culture. Besides this, District Science Centre is
also present in Valsad Proximity of Valsad with Daman & Diu, has increased the graph of tourist flow in
the district.

5.0 Planning Brief.

There is a cluster of numerous large-scale, medium-scale and small-scale industries, engaged in
manufacture of variety of products, for example pharmaceuticals, dyes and chemicals, paper mills,
paints, plastics, packaging, textiles, specialilty chemicals and others in the Gujarat Industrial
Development Corporation (GIDC) notified area of Vapi.
(ii) Population Projection:

(iii) Land use planning (breakup along with green belt etc):
The existing and proposed expansion project is located within the Notified Industrial Area by
Government of Gujarat and due to the proposed project there will not be any change in the land use
pattern of the region.

6. Infrastructure Details
6.0 Proposed Infrastructure:
(i) Industrial Area (Processing Area).
The proposed infrastructure to manufacture products will be built with standard engineering design
considering all the relevant parameters related to environment, health and safety. Lay out plan is
enclosed.
(ii) Residential Area (Non Processing Area) :
No residential area is involved in the proposed expansion project.
(iii) Green Belt:
Green belt area will be provided and maintain at the tune of 18% of the total land area as the project
site is within the developed industrial area
(iv) Social Infrastructure:
Facilities like road and communication are good. One can be sure of the uninterrupted power supply
and adequate water.
Rail and Road- The nearest railway station is Vapi in the western railway, Mumbai-Ahmadabad route.
See train table pg 56. From Vapi road transport is easily available. From Mumbai it is about 3 hours
drive while Surat (120 km) is almost 2 hours drive away. By Air Mumbai is the nearest Airport, well
connected to Vapi by road. As Local Transport Unmetered autorichshaws are the common mode of
local transport. Share auto rickshaws are available.
(v) Connectivity (Traffic and Transportation Road/ Rail/ Metro/ Water ways etc) :
The project site is very well connected by road through National Highway no. 8, western railways.
(vi) Drinking Water management (Source & Supply of water) :
Water requirement will be fulfilled through GIDC water supply.
(vii) Sewerage System:
GIDC has provided sewerage system to dispose the sewage effluent.
(viii) Industrial Waste Management:
There is no any process waste water generation only Industrial waste water @ 500 lit/day in the form of cooling tower blow down will be used for plantation within the premises and no waste
water will be discharged outside company premises.

7. Rehabilitation and Resettlement (R&R) Plan:

There will be no rehabilitation and resettlement undertaken as labours and workers from local &
nearby areas for the proposed construction activity which will be minor as the proposed expansion
activity is to be undertaken at the existing site.

After obtaining Environmental clearance and Consent to Establish from GPCB, the company shall start
