What are we doing?
The Forder Valley Link Road is a proposed one-kilometre road linking William Prance Road in Derriford and the junction of Forder Valley Road and Novorossiysk Road. The link road will be supported by a bridge over the Bircham Valley and a larger signalised junction at the Forder Valley Road and Novorossiysk Road intersection. The scheme will also include new walking and cycling facilities. As well as creating an area of land for recreation and leisure use by local residents, the scheme will extend the local nature reserve and provide links from the new road to paths within the Community Park, connecting local residents and road users with the natural environment.Improvements are also being proposed for the Forder Valley Roundabout to improve traffic flow and access for pedestrians and cyclists. The short merge from the roundabout heading northbound on Forder Valley Road will be extended and another southbound traffic lane will be added on the approach to the roundabout and on the roundabout itself. Pedestrian crossing facilities and on-road cycle facilities will also be improved.
Why do we need to do this?
The A38 at Manadon and the A386 Tavistock Road manage very large volumes of traffic throughout the day and are often heavily congested. Proposed developments in the Derriford area could see 3,000 new homes, as well as new shops and businesses being established. A masterplan of transport improvements is essential in allowing this development to come forward, while continuing to provide reliable and sustainable access to the north of the city.This scheme will reduce traffic delays between the A38 and Derriford by providing an additional route from the east to the north of the city. It will also improve access to key destinations such as Derriford Hospital, the University of St Mark and St John and the Plymouth Science Park.

How will the scheme be paid for?
The Forder Valley Link Road is estimated to cost £33.5 million. A £22.5 million contribution from the Department for Transport has been secured in principle (subject to approval of a final business case, due to be submitted in July 2017). The remaining funding will come from contributions from developers and the Council.
The Forder Valley Roundabout improvements are estimated to cost £7.9 million. Funding has not yet been secured, but a bid for some of this funding has been submitted to Highways England. The remaining funding would come from developer contributions.

When will work begin?
Work on the Forder Valley Link Road is expected to get under way around January 2018 and take around two years. The improvements to Forder Valley Roundabout are programmed to start in 2018.
Why are we consulting?
We have carried out a considerable amount of work to assess how traffic flow can be improved along this busy route and how the additional traffic from future developments can be managed. A range of options have been considered and we have chosen a preferred option that maximises benefits to road users and the local community.
We would now like to hear your views on the proposals to help us finalise the scheme designs before they are submitted to the Department for Transport.
