FORESIGHT SKILLS POLICIES FOR THE FUTURE This project is funded by the European Union The ETF is an EU agency that helps transition and developing countries to harness the potential of their human capital through the reform of education, training and labour market systems in the context of the EU's external relations policy. Which skills policies should countries develop towards 2020, and how can these skills be generated by the education and training system? FRAME "Skills for the future" is a project funded by the EU and implemented by the European Training Foundation (ETF) in South Eastern Europe and Turkey. It uses innovative foresight methodology to help countries build coherent policy visions for future skills. Foresight can be a powerful tool that helps rethink education and training policies responsive to labour market trends within evolving economic and social realities. The project not only helped elaborate a shared vision for skills policies, but also a roadmap to facilitate its implementation, a review of institutional arrangements to identify gaps which might impede implementation and a monitoring tool to follow up on progress.
