Firstly open the browser and navigate to http://forestrights.nic.in and open the FRMS on yourbrowser and click CLAIMS button for login.

When we click on Claims next login screen is displayed:









This screen display a list of roles through which a use can enter. So select the role then nextselect appear on screen. If we select District then next screen is as:

Here we select state then district and enter password or that district and click on submit but ifwe select Sub Division level committee as role then an extra selection drop down for subdivisionis also displayed as show below:











If you enter wrong password click on login then it display message wrong password and ifpassword matches then welcome screen appears, which gives quick information to enter a claimi.e. individual, community, forest rights, decision etc.









Under Individual claims(Form A) click the Entry form from the menu to enter claim..

When we click on Entry form Individual Claim Entry form following screen is displayed :

Tehsil Select the Tehsil from thedrop down list ( Tehsils in thedrop down correspond to thesubdivision from which theuser enters)

Hamlet (if any) Enter the Hamlet, if exists. Optional field

Forest Division Select the forest from thedropdown list(Forests in thedropdown are correspondingto the village selected) ORClick on the Add button toenter a new forest. (ReferForm-2 for the details)

If not selected, a message “Please select the value Forest”appears on submission.

On submitting the number of claimants, rows equal in number to the number of claimants areadded to the form. The user needs to enter the details for the claimants into these fields.



Note: The first row that appears on the form is for the main claimant and the rest of the rowsare for the other claimants. The following fields are applicable for all the claimants


Name of Claimant Enter the name of theclaimant

If name of first claimant notentered, a message “Please fillthe detail for Name of firstclaimant” appears on thescreen on final submission.

Gender Select whether the claimant isa Male or Female

Age Enter the age of the claimant If non-numeric value isentered, a message “Pleaseenter the numeric value forAge of Claimant” appears onthe screen.



Relationship with firstclaimant For the first claimant, Self

appears on the screen alongwith an option to attach hisphotograph. (See Form –3) For rest of the claimants,select their relationship to thefirst claimant from the dropdown list

On attaching photograph offirst claimant, a link “click toview appears”. By clicking onthis link, the attachedphotograph can be viewed.

Father,s Name Enter the father's name of thecorresponding claimant

Mother‟s Name Enter the mother's name ofthe corresponding claimant

Status Select whether the claimant isSchedule Tribe (ST) or OtherTraditional Forest Dweller(OTFD). Attach certificate ifthe claimant is a ScheduleTribe. (See Form-4)

Marital Status Click yes, if the claimant ismarried. Otherwise, click No.

Spouse Name Enter the name of the spouseof the claimant, if theclaimant's Marital status is Yes(i.e. if the claimant ismarried). Otherwise, leaveblank.

Is Spouse ST Check on the checkboxprovided if the claimant'sspouse is a Scheduled Tribe.And attach the relevantcertificate (See Form – 4)

Address Enter the address of theclaimant



After entering the details for all the claimants, move onto the next field of the form -

On submitting the number of member in the family, rows appear onto the form equal to thenumber of number entered by the user. Note: The family members entered should be the familymembers of the first claimant only. The following details are applicable for each family member.


Name Enter the name of the FamilyMember

Gender Select whether the familymember is a Male or Female


Relation Select from the dropdown list,the relation of the familymember to the first claimant

Age Enter the age of the familymember

If non-numeric value isentered, a message “Pleaseenter the numeric value forAge of Claimant” appears onthe screen.

After filling the details of the family members (of the first claimant), other details are filled.


Source of Livelihood Select the source oflivelihood of the first claimantfrom the dropdown list. If notpresent in the list, select"Other" and enter the sourceof livelihood in the adjacenttextbox that appears onselecting Other.

If not selected, amessage “Select the valueLivelihood” appears on thescreen on submission.

Date of Claim Select the date of claim fromthe adjacent Calendar icon.After selection, the date ofclaim appears in the textbox

If not selected, a message“Please fill the detail for Dateof Claim” appears on thescreen on submission.

Claimant is Residing in theClaimed Area

Click on the checkbox if thefirst claimant has beenresiding in the claimed areafor three generations prior to13-12-2005

Claim Details – Claim can be made for either Habitation or Self-cultivation or both. Followingdetails need to be entered corresponding to the claim made.


Land In Select the type of village fromthe dropdown list.

National Park/ Sanctuary Select from the dropdown list– National Park, Sanctuary orBiosphere Reserves

Forest Type Select the Forest Type fromthe dropdown list

If the previous field is selectedand the forest type is left out,a message “Please select thevalue Forest Type” appears onthe screen corresponding tothe claim being made.

Area (In Hectares) Enter the area of land claimedin hectares. Float values arepermissible

If non-numeric value isentered, a message “Enternumeric value for Area”appears on the screen. If the total area(habitationand/or self-cultivation) isgreater than 4 is entered, amessage “Area cannot begreater than 4) appears on thescreen.



Survey Number Enter the survey number forthe claim

Compartment Number Enter the compartmentnumber

Coupe Number Enter the coupe number

Present Ownership Select the value for Presentownership from thedropdown list

If disputed Click on the checkbox if theclaimed land is disputed

Appeal Status The dropdown list for appealstatus appears only if thecheckbox for "If Disputed‟ ischecked for the claim. Selectthe Appeal status from thedrop down list

Whether Displaced Click YES/ NO depending onwhether the land is displacedor not. If YES, then enter thedetails in the neighbouringtextbox

Whether Rehabilitated Click YES/ NO depending onwhether the land isrehabilitated or not. If YES,then enter the details in theneighbouring textbox

Whether Alternate land given Click YES/ NO depending onwhether the alternate landgiven or not. If YES, then enterthe details in theneighbouring textbox

Whether compensation given Click YES/ NO depending onwhether the compensation isgiven or not. If YES, then enterthe details in theneighbouring textbox

Any other Traditional Claim Enter the details if there is anyother traditional claim



Click to Add Evidences Click on the link "Click to addEvidences" to add evidencescorresponding to the claim.(See Form-5)

If no evidence selected, amessage “Please selectevidences” appears on thescreen on submission.

After filling all the details and submitting the form, the following receipt is generated –

Form to Add Evidences

Click on the checkbox for the evidence you want to enter. You can also upload files supportingthe evidences by clicking on the Browse button and selecting the file. Click on the CONTINUEbutton to upload the evidences. If no files are attached in support of evidences, a message appears on the screen – “You

have not uploaded the evidences. DO you want to continue?” The user can continue byclicking on Yes button or press No button to upload the evidences.

If less than two evidences are selected, a message appears on the screen- “Select at leasttwo evidences”

Modify/Delete

Click on Modify/Delete from drop down menu.



After clicking Modify/Delete following window opens

You can search filed individual claims on the basis of various options provided and thenDelete / Edit details provided for the claim



GS Decision

To take Gram Sabha level decision Click on GS Decision from drop down menu

You can select decision to be taken from Accepted, Partially Accepted, Rejected and ReferredBack and submit .

If you select Partially Accepted or Rejected or Referred back then a space for Remarksopens where you can mention remarks.

If you select Partially Accepted you can enter Modified Area and Remarks.

if accepted, claim will go to SDLC decision. if Partially Accepted, claim will go to Partially Accepted(GS). if Rejected, claim cancelled. if Referred Back, claim will go to Referred Back(GS).

You can find them under Individual Claim (FormA) menu.



SDLC DecisionTo take Subdivision level decision Click on SDLC Decision from drop down menu




if accepted, claim will go to DLC for decision. if Partially Accepted, claim will go to Partially Accepted(SDLC) under DLC login. if Rejected, claim cancelled. if Referred Back, claim will go to Referred Back(SDLC) .

You can find them under Individual Claim (FormA) menu.

you can take further decisions by selecting option from menu.

Again login through District Level Committee for further decision.

Under Community claims(Form B) click the Entry form from the menu to enter claim.

Cast Select cast from dropdownmenu.


After entering the details for all the claimants, move onto the next field of the form B.

Claim Details –Details of multiple claim is entered. Enter number of claims to be claimed andsubmit then rows equal to the number of claims are added in the form. The user is required toenter the details of the claims in these fields.

Claim nature can be selected either 3(1) or 3(2) in drop down list. on select 3(2) a new dropdown is appear and select list of given claims.

Following details need to be entered corresponding to the claim made.

Click on Modify/Delete from drop down menu.

After clicking Modify/Delete following window opens.

You can search filed community claim on the basis of various options and Delete/Edit.

On Clicking Delete button claims is deleted from database.

On clicking Edit following window opens.



You can edit value of claims and claimants and submit to save this edited value.

GS Decision

To take gram sabha level decision Click on GS Decision from drop down menu.

After clicking GS Decision following window opens.

Nature of Community Rights Select the Nature ofcommunity Rights (claimtype)from the dropdown list

If all the previous mandatoryfield is selected and theNature of Community Rights isnot selected or left out, amessage “please select theNature of community rights”appears on the screen .


If non-numeric value isentered, a message “Enternumeric value for Area”appears on the screen.

Named CFR Enter the Named CFR



After entering the details of claim , move onto the next section "Boundary Villages Details "ofthe form .

Boundary Village Details:-In this section , details of Boundary Villages around claim Area isprovided .

Following details of Boundary Villages need to be entered corresponding to the claim made.


Village Name Enter the name of BoundaryVillage

If not entered, message“please enter the details of atleast three Boundary Villages”appears on submission.

Village Direction Enter the direction ofBoundary Villages

If Direction is not provided forany Boundary Villages ,thenmessage Please enter theDirection of Village ,S.No.

Other Village Details Enter other details ofBoundary Village

On click of Decision link, list of pending claims is displayed in tabular form for which decisionis not being taken yet.



In the decision Entry page, each row of the tabular list of pending claims represents a singleclaim and its details .



Form for decisions

For each type of decision of each decision level , a row is displayed .For each decision taken forclaim , check box need to be checked .For each checked checkbox(each decision taken forclaim) decision date and remark is entered. Each row represents single decision taken forclaim .



For partially accepted decision on each decision level , modified area and area remark isentered in the provided text fields .Text fields of Modified Area and Area Remarks appearsonly when checkbox of partially accepted decision is checked.


Decision Check Box This check box need to beclicked for each decision takenfor the claim

For each level , atleast ondecision check box should bechecked that is for eachdecision level at least onedecision should be taken

Remark Enter the remark for eachdecision(for each checkeddecision checkbox)

This remark is mandatorywhen Rejected decision istaken otherwise remark isoptional

Date Enter the date of decisiontaken

This is mandatory for eachdecision taken

Modified Area Enter the modified area forpartially accepted decisiontaken on each decision level .Float values are permissible

If non-numeric value isentered, a message “Pleaseenter valid Modified Area”appears on the screen.

Area Remarks Enter the area remark forpartially accepted decisiontaken on each decision level .

This is mandatory and appearsonly in case of partiallyaccepted.



After submission of above form ,message for 'Decision saved ' appears.

Title

On click of Title link, list of approved claims is displayed in tabular form for which decision hasbeen already taken.



On click of Title link ,page is displayed for title generation for selected Approved claim.

In title generation page the details of selected approved claim is displayed which includesclaim details ,boundary village details and some other common details of claim. Other thanclaim details, statements for title generation along with the signing authority is also provided



Click REPORT button to access all the reports .

After clicking you can see a list of reports. Click on the report name which you want to generate.

We fetch the report on the basis of : State, District, Subdivision, Village and also we cangenerate report on the basis of date. All the records till date can also be fetched bychecking the check box All Records.

Report is generated in pdf format.
