1 Voluntary Manufactured Gas Plant Cleanup Program Former Vallejo Manufactured Gas Plant Project Update Fall/Winter 2019 Background Pacific Gas and Electric Company (PG&E) is voluntarily cleaning up the site of a former manufactured gas plant (MGP) that operated from 1872 to 1930 near Curtola Parkway and Sonoma Boulevard. The site is comprised of a 26-acre City-owned portion south of Curtola Parkway – referred to as Operable Unit 1 (or OU-1) – and a 0.67-acre privately-owned portion north of Curtola Parkway – referred to as Operable Unit 2 (or OU-2). This cleanup work is being performed under the oversight of the California Department of Toxic Substances Control (DTSC) and in accordance with access agreements with the City and private property owners. Investigations and Cleanup Plans PG&E completed an extensive environmental investigation to delineate the extent of soil, soil vapor (the air in between soil particles) and groundwater contamination both on and off-site. DTSC reviewed and approved the resulting investigation report. Based on the investigation results, PG&E developed cleanup plans – also referred to as Remedial Action Plans (RAPs) for OU-1 and OU-2. DTSC approved the RAPs on September 12, 2019, finding that they satisfactorily address “all applicable state and federal statutes and regulations.” Remediation work includes: OU-1 Remediation Work o Excavation and off-site disposal of 120,000 cubic yards of impacted soil o In-place treatment of 105,000 cubic yards of deeper soil at the main site area by mixing it with stabilizing agents o Placement of three to five feet of clean soil over treated areas to restore the original grade o Ongoing monitoring of groundwater to confirm that cleanup goals are achieved OU-2 Remediation Work o Excavation and off-site disposal of approximately 3,500 cubic yards of soil to a depth of 10 feet o Excavation and/or in-place treatment of contaminants in a localized area up to a depth of 15 feet o Backfill with clean soil to restore the original grade Current Work and Schedule PG&E is now preparing engineering designs and obtaining permits for the work. Permits will be issued by the City of Vallejo and the Bay Area Air Quality Management District (Air District). We anticipate work will begin on OU-2 in 2020 and last about eight months. Cleanup of OU-1 is scheduled to begin in 2021 and continue in phases for three years. Community Protection Measures PG&E has safely and effectively remediated over 20 MGP sites in urban areas over the past ten years. All work will be performed in a manner that is fully protective of public health. This includes:

• Conducting work in the most impacted areas within a fully enclosed tent • A full-scale air monitoring program • Vibration and noise monitoring • Careful management of project trucking activities • Regular communications to provide up-to-date project information and advance notice of work that

may impact the community. While engineering drawings are being prepared, PG&E will be meeting with County and City stakeholders, local social/environmental organizations and nearby residents and business-owners to discuss the project. During active remediation work, PG&E will distribute weekly email updates and have community relations staff on-site, as needed, to address public inquiries. Antecedentes Pacific Gas and Electric Company (PG&E) está llevando a cabo una limpieza voluntaria en el sitio de una antigua planta de gas manufacturado (MGP) que operó de 1872 a 1930 cerca de Curtola Parkway y Sonoma Boulevard. El sitio se compone de una propiedad de 26 acres al sur de Curtola Parkway – llamada Unidad Operable 1 (o OU-1) – y una propiedad privada de 0.67 acres al norte de Curtola Parkway – llamada Unidad Operable 2 (o OU-2). Este trabajo de limpieza se lleva a cabo bajo la supervisión del Departamento de Control de Sustancias Tóxicas de California (DTSC) y de conformidad con los acuerdos de acceso con la ciudad y los propietarios privados.

Medidas de protección comunitaria PG&E ha remediado de manera segura y efectiva más de 20 sitios de MGPs en áreas urbanas en los últimos diez años. Todos los trabajos se llevarán a cabo de una manera que protegerá totalmente la salud pública. Esto incluye:
