Concept of Community-based Rural Tourism:
Community based tourism is tourism based in the
community territory, where the community as a whole or its
members have substantial control and participation in
planning the development and management of the tourism
resources, and a major proportion of the benefits of the
tourism remain in the community and benefiting all
stakeholders that are fairly distributed, including
employment and income-earning opportunities, and

Step 2. Answer the question Where do we want
to be?
- Look at your vision (if there is a vision statement) . Foragencies and programs, the vision is then translated into
a mission statement: a broad, comprehensive statementof the purpose of the agency or program.
- States and communities may not have mission
statements, as they may have multiple purposes. If
unable to design mission statements that can encompass
multiple divergent goals, planners should articulate
several separate mission statements reflecting different
goals.

- Desired long-range conditions of well-being for the nation,community, agency, or program, goals indicate the intended
future direction of the state, agency, or program.
- An example of a national goal is that the country will be the
number 1 tourist destination in Asia by the year 2020.

- Addressing goal measurement involves articulation of objectives,
indicators, and benchmarks.
- Objectives are the short-term conditions needed to achieve desired
conditions of well-being for the people, or communities in the long
term.
- Indicators are quantifiable measures of progress; they providenumeric assessment of the desired conditions of well-being.
