a stellar group of leading strategic thinkers on Asia to contribute fresh perspectives and analytic insights to the volume.

Following publication in September, NBR will launch the book in Washington, D.C., holding workshops and briefings for Congress, the U.S. policy community, the presidential candidates’ foreign policy teams, corporations, and academe. With Asia at the center of global geopolitical and economic

dynamism, this year’s volume will prove to be a timely yet enduring resource for Asia watchers.

Mrs. Joan Sobba, former director of the Russell 20-20 Association, presented the fifth annual Jane T. Russell Award for Leadership and Service to Ms. Stephanie Renzi at a ceremony hosted by NBR on January 30, 2008.

Ms. Renzi joined NBR in 2006 as an intern with the Strategic Asia Program and, in October 2007, was promoted to project manager. Ms. Renzi, who earned an MA in International Studies–China from the University of Washington in

Governance and Corporate UpdatesBoeing’s Hill Joins Board of Directors

NBR welcomes Mr. Shephard (Shep) W. Hill to the Board of Directors. Mr. Hill is President of Boeing International and a member of the company’s Executive Council. He oversees Boeing’s global affairs and twenty in-country operations around the world. Building on a twelve-year career at Boeing that includes business development and government relations positions in Boeing Integrated Defense Systems and Boeing Space and Communications, Mr. Hill brings a unique international business perspective to Boeing and to NBR. Mr. Hill succeeds Ms. Laurette

Koellner as Boeing’s representative on the NBR Board of Directors. Ms. Koellner retired from Boeing in December 2007.

Former Deputy Under Secretary Lawless Joins Advisory Board

Mr. Richard Lawless, former Deputy Under Secretary of Defense for Asian and Pacific Affairs, joined NBR’s Board of Advisors in January 2008. Mr. Lawless is currently President and Chief Executive Officer of Richard Lawless and Associates, and he brings to the advisory board rich experience including fifteen years in the Central Intelligence Agency and a private-sector background in telecommunications, information technologies, and market entry strategies in East Asia. NBR’s Board of Advisors offers special expertise and guidance to NBR

projects, and members serve four-year renewable terms.

Roth and Biegun Assume New Leadership Roles

A new team will assume leadership of NBR’s Chairman’s Council of corporate advisors, following the retirement of General Electric’s Mr. Michael Gadbaw and ExxonMobil’s Mr. Robert Haines. Messrs. Gadbaw and Haines led the council of business executives since the group’s launch in 2004 and helped oversee the council’s expansion. Mr. Stanley Roth, Boeing Vice President for Asia, International Relations, and former Assistant Secretary of State for East Asian and Pacific Affairs, will serve as the new Chair of the council. Mr. Stephen Biegun, NBR director and Vice President of International Government Affairs for Ford Motor Company as well as former National Security Advisor to then Senate Majority Leader Bill Frist, will assume the role of Vice Chair. They will be supported by Ms. Raelyn Campbell, NBR’s Director of Corporate Relations, in efforts to enlarge the Chairman’s Council. The council bridges the gap between NBR’s research projects and the private sector both by identifying key issues to address and by providing briefings and tailored access to NBR experts and research findings.

Ms. Renzi continues to demonstrate initiative and effectiveness both in executing her responsibilities as a project manager and in enhancing the Strategic Asia Program’s business development and event planning.

The Jane T. Russell Award was established in 2003 to recognize the late wife of NBR’s long-time chairman Mr. George F. Russell, who devoted a lifetime of service to the nonprofit world. Jane helped NBR develop a value system and build an environment for personal fulfillment and organizational success.

Shalikashvili Chair in National Security StudiesSince assuming his role as the

inaugural John M. Shalikashvili chair holder in September 2007, former commander-in-chief of U.S. Pacific Command Admiral Dennis C. Blair (U.S. Navy, retired) has actively pursued his mandate to advance the study of national security issues and to address critical U.S. interests in Asia. He has been accomplishing this through research, written publications, participation in conferences, and briefings to senior policymakers and business leaders.

In recent months, Admiral Blair has leveraged his experience to nurture and inform Asia-related policy debates on Capitol Hill. He has held numerous meetings with members of Congress, including delivering testimony before the House Select Committee on Energy Independence and Global Warming. Admiral Blair has participated in international conferences and on various expert panels dealing with security-related studies. He has been quoted in both the domestic and international press.

publications and take part in NBR conferences and workshops that focus on security-related issues in Asia. In fall 2008 Admiral Blair will serve as a key speaker at the annual People’s Liberation Army Conference, which is coordinated by NBR in partnership with the U.S. Army War College in Carlisle, Pennsylvania. He will also help lead NBR’s U.S.-India Strategic Dialogue, an initiative that will be launched in New Delhi later this year.

NBR’s Center for Health and Aging presented in February “Undernutrition: Creating New Responses,” an advance workshop to the 2008 Pacific Health Summit. The event in Tokyo welcomed 40 leaders from Japan and the international nutrition community to discuss the critical issue of global undernutrition, focusing in particular on Japan’s role as a global health leader. Participants at the workshop included Dr. Kiyoshi Kurokawa, chairman of the Health Policy Institute, Japan; Ambassador Koji Tsuruoka, director-general of global issues for Japan’s Ministry of Foreign Affairs; and Major Courage Quarshigah, minister of health for Ghana. The Bill & Melinda Gates Foundation provided funding for the workshop.

NBR accomplished three main goals at the workshop. First, in light of Japan’s 2008 G-8 presidency, the workshop informed Japanese leaders about the importance of undernutrition and how efforts to address this issue directly complement the G-8’s current global health priorities, especially those focused on maternal and child

health. Second, the workshop explored long-term relationships between Japan and the international nutrition

community. To this end, one panel focused on identifying innovative ways to engage the private sector in international efforts to address undernutrition. Third, the workshop informed the 2008 Pacific Health Summit process by exploring in depth a variety of issues surrounding the challenge of

undernutrition, such as identifying new financing mechanisms, investing in food science, strengthening education and communication programs, and scaling successful interventions.

One of the highlights of the workshop was a presentation by Dr. Robert Black, chairman of the Department of International Health at the Johns Hopkins University’s Bloomberg School of Public Health, on the 2008 Lancet series on maternal and child undernutrition. This groundbreaking series, launched in January 2008 in a number of countries (including the United States, United Kingdom, India, Bangladesh, and Vietnam) argues that nutrition

“Engaging Asia” Event to Be Held in May

NBR is hosting a half-day event to mark the launch of a comprehensive initiative that will provide analysis and policy recommendations on future U.S. engagement with the region. “Engaging Asia: U.S. Strategic Interests, Priorities, and Policy Tools” will take place on May 21 in Washington, D.C., and participants will include prominent U.S. and Asian government officials, members of Congress, and academic experts. Among those participating will be Ambassador Christopher Hill, Assistant Secretary of State for East Asian and Pacific Affairs, and Admiral Dennis C. Blair, holder of the Shalikashvili Chair.

Partnering with Tsinghua University, NBR co-hosted an invitation-only international conference titled “Technical Standards and Innovation in China: Public Policy and the Role of Stakeholders” in Beijing on October 29, 2007. The conference is part of NBR’s ongoing research on technical standards and innovation.

The conference convened 70 academic, business, and government leaders from across Asia, Europe, and the United States for a unique dialogue exploring the influence of stakeholders on public policy development in China and the effects of standards policy on innovation through the lens of three case studies: home networking, mobile media, and radio frequency identification (RFID).

Conference participants discussed China’s desire to move from being a “standards taker” to being a “standards maker.” They noted increases in Chinese companies’ R&D investments, participation in standards alliances in China, and efforts to engage in

international standards-setting processes. Participants observed that the complex relationship between standards and innovation and the differing interests of stakeholders complicate China’s policy choices, leading to varying levels of government involvement in the standards-setting process.

In January 2008 NBR briefed members of the Information Technology Industry Council Standardization Policy Committee on findings from the conference. Drawing on those findings and subsequent research, NBR will publish a report by project specialists Dr. Scott Kennedy (Indiana University), Dr. Richard Suttmeier (University of Oregon), and Dr. Su Jun (Tsinghua University) in spring 2008. The project team will also brief senior business leaders and policymakers in Washington, D.C., Silicon Valley, and Beijing.

AccessAsia Wiki: Bridging Expertise,

Fostering CollaborationIn the coming months NBR will

transform its AccessAsia database into NBR’s AccessAsia Wiki, a collaborative online project that will use a “wiki” editing platform.

Since 1990 AccessAsia, NBR’s longest-running project, has tracked thousands of specialists on contemporary Asian affairs. AccessAsia currently showcases 3,500 experts with geographical specializations that range from Afghanistan to Japan and from Russia to Australia and with topical expertise on foreign policy, security, economic, political, public health, and energy issues.

NBR took a major step in 1998 by converting the annual hardcopy AccessAsia Guide into an online database available at

www.accessasia.org. A decade later NBR is taking the next big step with the development of AccessAsia Wiki.

“Cooperative editing websites such as Wikipedia have become

enormously successful tools for both disseminating information and engaging an active user base,” commented Ms. Tracy Timmons-Gray, AccessAsia project manager.

Migrating to a wiki platform is a natural evolution for AccessAsia, a project that for nearly twenty years has fostered collaboration and made leading expertise on Asia more accessible.”

Ms. Weinstein spent ten years as an Accounting Supervisor with the Seattle Opera and five years as Fiscal Manager with the Oregon Head Start Program. Prior to these positions, Ms. Weinstein’s professional experience was in the for-profit sector.

In January NBR welcomed Ms. Meredith Miller as Director of Congressional Outreach. Based in NBR’s Washington, D.C., office,

Ms. Miller will guide engagement with Congress as NBR leverages its network of experts to bring objective, detailed analysis and assessments of strategic developments in Asia to U.S. policymakers.

Ms. Miller has both public and non-profit sector experience. She served as the Deputy Director for the Office of Economic Policy in the Bureau of East Asia and Pacific Affairs and as an analyst in the Bureau of Intelligence and Research at the U.S. Department of State. Prior to joining the State Department, Ms. Miller worked at the U.S.-Vietnam Trade

Council on a technical assistance program to support completion of a bilateral trade agreement between the United States and Vietnam, the last step toward full normalization of relations between the two countries.
