I. INTRODUCTION

1. This paper requests assistance from the Board of Directors in seeking their governments' review of nongovernment organizations (NGOs) and civil society organizations1 (CSOs) accredited by the Asian Development Bank (ADB) to attend the 48th Annual Meeting and those seeking ADB accreditation to attend the 48th Annual Meeting in May 2015. These include foundations, institutes, labor unions, and community-based organizations that are based in ADB member countries. The paper also sets out the procedure for accrediting CSOs that have not yet been accredited by ADB. 2. The primary purpose of CSO attendance at Annual Meetings is to create an opportunity for them to learn about ADB’s operations and to engage in consultation and dialogue with other participants, including members of the Board of Directors, Management, senior staff, and delegations from ADB members. The CSOs are active in development in the Asia and Pacific region and welcome the opportunity to exchange knowledge and views at the Annual Meeting. More than 90% of ADB-assisted loan projects involve CSOs in some way—from providing input to consultations on design to facilitating community consultations, conducting surveys, monitoring social aspects, and implementing project components. Because of their involvement, ADB has included a dedicated civil society agenda in the Annual Meeting for the last 22 years.

II. ACCREDITATION PROCESS

3. To participate in the Annual Meeting, CSOs must be accredited by ADB prior to the meeting through a process coordinated by the NGO and Civil Society Center (NGOC) of the Regional and Sustainable Development Department. The NGOC has prepared two lists: (i) accredited CSOs that have participated in the Annual Meeting from 2010 to 2014 (Appendix 1), and (ii) accredited CSOs that have not attended the Annual Meeting during the last 5 years (Appendix 2). 4. Paras. 5–11 explain the accreditation process for (i) previously accredited CSOs, and (ii) CSOs that wish to obtain ADB accreditation to attend the 48th Annual Meeting. A. No-Objection Arrangement for Accredited Civil Society Organizations

5. Through the Board of Directors, ADB requests governments to review the lists of previously ADB-accredited CSOs based in ADB member countries and confirm, on a no-objection basis, that they continue to endorse the accreditation of CSOs in their country to attend the Annual Meeting. Governments may withdraw endorsements within a 21-day period following the date of circulation of this document. If additional time is required, the Office of the Secretary should be notified within this 21-day period.2 6. In the absence of any objection to the CSOs provided in Appendix 1 and Appendix 2 or any request for extension of the 21-day consideration period (which should be communicated to The Secretary by 23 January 2015), the CSOs will be deemed to have been endorsed.

B. Accreditation for Civil Society Organizations Wishing to Participate in the Annual Meeting for the First Time

7. ADB expects some CSOs to seek first-time accreditation in order to participate in the 48th Annual Meeting. The application form for ADB accreditation will be available on the ADB Annual Meeting website. CSOs are requested to complete the form and submit supporting papers that provide information about the organization, including a valid certificate of registration with their government. 8. The NGOC screens requests for accreditation. In particular, the NGOC endeavors to confirm that the CSO (i) operates legally in an ADB member country, (ii) is independent of the state and has not been created for profit-making purposes, (iii) engages in activities related to development policy and practice relevant to ADB operations, and (iv) is committed to peaceful action. 9. If the CSO satisfies these four criteria, the NGOC will forward a recommendation for accreditation to the corresponding executive director to seek endorsement from the government of the country where the CSO is based. The request for government endorsement will be on a no-objection basis covering a period of 14 days after the request has been received by the executive director’s office. If for some reason additional time is required, the NGOC, through the Office of the Secretary, should be informed within the 14-day period. If the government wishes to withhold endorsement of an NGOC-recommended CSO, its objection should contain an explanation of which screening criteria it believes have not been met. 10. The accreditation process for new CSOs will not proceed unless they have been successfully screened by the NGOC and have been subsequently endorsed, possibly on a no-objection basis, by their government. 11. Should members of the Board of Directors wish to invite other CSOs to participate in the 48th Annual Meeting, they may forward those names to the NGOC for assessment against the four criteria cited in para. 8. To allow sufficient time to undertake screening procedures and issue invitations, the names and contact information for CSOs recommended by executive directors should be submitted to the NGOC through the Office of the Secretary by 23 January 2015.

III. INVITATIONS

12. All ADB-accredited CSOs may participate in the Annual Meeting. If needed, the NGOC may set a limit to the number of representatives per organization. In February 2015, the NGOC will send out an e-mail invitation (using the contact details provided to ADB through a centralized database) to representatives of the ADB-accredited CSOs listed in Appendix 1. As in previous years, CSO representatives register online using a password in the invitation letter. 13. Representatives of accredited CSOs may send a request for an invitation to the NGOC following instructions that will be posted on the ADB Annual Meeting website. Upon request, the NGOC sends the invitation to the CSO representative(s).
