    Interviews are getting really tough now. seems like the board members know everything about

    everything because they just don't question, they cross question like a pro.

    Board: Alka Sirohi Mam

    Wished the CM and Members.

    CM: Ok, so you are a doctor. I am giving you a case.

    A 6 month old baby lying on a bed. Her mother picks her up and she starts crying. But if she puts her

    again on the bed she is fine. What is your diagnosis?Me: hmmm.May be meningitis. Neck rigidity may be there. And change is posture may lead to

    pain/resistance and that may be reason.

    CM adds more info to the case: she doesnt have any other clinical signs like Rigidity or fever. She is

    apparently looking normal. Completely fine. Now?

    Me: HmmmPause for few secsand politely saidI am not able to decipher it at the moment

    mam.

    to watch? Recently which one ? Tell us about it. I answered the questions and

    Me: I went on elaborating the talk of Mr. Steven Jhonson [From where do good ideas come from? I

    was going on it for almost 3-4 minutes. In between Alka Mam (CM) interrupted me about the low

    cost Neonatal warmer I was talking about for Africas village. Then I summed up with the GPS

    invention and stressed on the crux of the talk, Value of Diversity of thinking, opinions and

    interdisciplinary approach for solving problems at the last. They patiently and intently hear me out.

    Me: Yes sir, I do follow news papers and major happenings.

    M4: asked me to explain the presidential system of elections. Of USA

    Me: elaborated. CM asked a question in between about the candidates.

    CM again took charge.

    Asked me about another Medical Question, Diseases run in Males except hemophilia.Me: Told about Y linked diseases. Bur didnt give the names.

    CM: Referring to my earlier answer to M1 about the health challenges and my solutions,

    She asked me about my motivation and Incentives for joining the services. [I mentioned Motivation

    and incentive structure at the ground level in case of health services while answering the question to

    M1]

    Me: Explained. Counterquestions by CM again Explained my position. And then she declared

    Ch: Do you follow foreign policy of India ?

    Me. Yes sir I do

    Ch. Do you think our IFS officers are doing good ?

    Me. Sir I think they are doing quite wellCh. Why are then we not getting results in international forums ?

    Me. Sir I believe that success at international forums has a lot to do with a country's economic

    strength and also its capacity to gain co-operation of other nations.

    Ch. Do you think we should recruit more its officials ?

    Me. Yes sir. We are short on the number of officials and recruiting more will certainly help.

    Ch. Do u know how many IFS officials we have ?

    Me. Sorry sir I don't know the exact figure.

    Ch. Did you take geography because its high scoring ?

    Me. Sir there is a general perception that its a high scoring Subject. But if I consider this year's paper

    then. It was not so. (giggles)

    Ch. Then why ?Me. A lot of geog syallabus overlaps with GS. Also I found it interesting.

    Ch. Yes we are aware of it. And there can be changes.

    Ch. Why Bihar ? Only because its home state ?

    Me. I am aware of the culture, people and problem. I will be able to understand the issues and work

    together with people.

    Ch. Why not west Bengal ?

    Me. Sir I didn't think anything specific. Its just that I had to enter preferences that I have done. But

    even if I am given Bengal I will happily take it.

    M. You said Bihar but there are caste issues and you might favour your own caste ?

    Me. Sir I have had my education in other cities as well. I have imbibed the constitutional values and I

    am a rational person who will be able to take right decisions. So my being from Bihar wont come in

    way of my duty. It will infact be an added benefit.

    M. About naxalism in Bihar.

    Me. I told him how it was related to geography. Hilly terrain and denge forest. How development in

    the last 10 years has helped reduce naxalism from Jamui Aurangabad etc

    M. Do you think federal system is beneficial for us ?

    Me. Yes sir

    M. But when centre n states have different parties there are conflicts. ?

    Me. Sir I believe that parties at all levels have their end goal which is development. Rather than

    conflict a form of cooperative federalism has grown in India. As a matter of fact sir, rise of regional

    parties help give recognition to ground level problem at the national stage.

    M. What are your views on the current government in Bihar ? (something like this)

    Me. Sir the government has the mandate of people. In the last 10 years there have been on ground

    developmental activities and I believe that the government will do good in coming times. I ampoisitive.

    M. What all developments have taken place ?

    Me. Sir if you visit Bihar you can new good roads and fly overs everywhere. It has connected the

    hinterland to the cities and enhanced economic activities. Another aspect is law and order. People

    do go around late at night which is a big positive change and can be see on ground.

    M. What suggestion will you improve education in Bihar ?

    Me. Sir we need more schools and colleges in Bihar. The number right now is inadequate. We also

    need to recruit quality teachers.then coming down we also need schools at secondary and primary

    levels.

    M. Is quality also important. ?

    Me. Yes sir quality is very important and so is quantity. If have just a few good colleges it wont be

    enough for youngest state in the country. We ned to work on both

    M. What is the Europe migrant crisis ?

    Me. Told

    M. How to solve it ?

    Me. Sir in the long term we need to bring peace to the region...countries can also contribute to sgare

    the burden. UN can also kick in. There is UNHCR but is underfunded.(interrupted)

    M. No no ... Tell me short term. Migrants are not objects they are also people.Me. Yes sir. As you said that migrants are human beings. They are going to Europe not as a matter

    of choice as they have to leave their homes, family and culture. In the Europe may be we children

    can be educated, work.based on education migrants can be inducted into work. Germany is aging so

    these migrants can help fill the gap too. uBut sir, for this solution to work, the European society must

    accept the migrants. But as of now they are just being seen as a problem for the region.

    Me. Sir I te context that in the light of new trading blocks like top ans rcepthat are coming up it will be

    a hotly contested region.

    M. I had south china sea in mind.

    Me. Yes sir. China lays sovereign claim.over the south china sea and the world is worries aboutfree

    navigation inthe region as major portion of world trade movesthrough the region.

    M. China doesn't lay sov claim over south china sea. Its international waters.

    Me. Yes sir but china says that nations may be right to passage but only because it is allowing.

    Me. Sir there are islands in the south china sea that china claims and they will effectively enlarge the

    territorial waters of china to the whole of region.

    Me. Sir siachin is an Indian territory

    Me. A very strategic location at 20000 ft located at the trijunction of India, pak and china

    Me. Sir firstly siachin is out territory and threatened by hostile neighbours. So we must protect it.

    Also sir it is a strategic location and we must secure it to protect our positions down south.

    M. What is the mai problem in talking to Pakistan ?

    Me. Sir the main problem is that we don't know who to talk to in Pakistan and probably they also

    don't know. Pakistan has multiple power centres like army , isi, terrorist organisations and

    government. When we open talks with theirdemocraticallt elected govt the army either allows

    terroriststo infiltrate or violates the ceasefire line thus disrupting talks

    S: Good evening Madam, Good evening Sirs.

    C: Sit down.

    S: Thank you Sir.

    C: So, currently you are working somewhere?

    S: Yes, Indian Forest Service.

    C: Ooo, Let me see in DAF.

    S: Sir, it is mentioned after the current page.

    C:Ok So, what are your preferences now?

    S: IAS and IFS

    C: The topmost one?S: IAS.

    C: Now tell me something about climate change. How the negotiations at international level has

    shaped up over time, and what role India has had in it? Then explain whether perennial issues have

    been resolved in recent past in Paris summit. And whether Indias concerns were met now?

    S: (Thinking a bit)To answer the first partat the Earth summit of 1992, it was firmly established due

    to ice core analysis that climate change is a reality and major role was due to the erstwhile

    industrialized nations since industrial revolution of 1780s.

    C:It was 1880s na..

    S: It was later half of the 18th century Sir.

    C: Okok..

    S:. Then the negotiations started. Recently we had Rio+20 summit( since 1992 one happened atRio), to review the process .CBDR under UNFCCC is a known principle today. Also,the carbon

    budget has lesser headroom left for developing nations

    C( Interrupting): You didnt mention about Kyoto protocol? What were issues in that and did it work?

    S: Yes sir, I am sorry I missed that. Kyoto protocol was signed at Kyoto prefecture in japan in 1997

    and under it the Annex 1 countries and in transition economies were to fund the developing nations .

    There were 3 routes: Joint implementation, CDMand one more.

    C: Pls tell me what were issues with Kyoto protocol? Did US sign it?

    S: No sir, it didnt.

    C: Why? If you donot know we ll move to another topic.

    S:Sorry, I donot have the specific answer sir.

    C: Ok, U know that solar energy is getting greater attention these days. Tell me the renewableenergy ambitions for India?

    S: 175 GW by 2022

    C: Solar in that?

    S: 100 GW

    C: What are Indias energy needs going to be in future? How much is it producing currently?

    S: Sir, 230-235 GW

    C: Are you sure?

    S: Sir, this data belongs to last FY. I am not updated for the current year.

    C: Ok. Now tell me how much is by different sources?

    S: 67% by thermal.

    C : Ok ,, next.

    S: roughly 32 GW by renewable sources and 22 GW by Wind power.

    C: Ok. What about nuclear?S: 5600MW generation.

    C: Do u think that India should pursue nuclear power?

    S: Absolutely .

    C: Why?

    S: Its a vision of Homi bhabha for 3 stage nuclear cycle. The FBR stage is almost ready in concept

    stage and will be commercialized in future. Can we leave it midway . No. We have 25-30% of

    Monazite sands share of the world. This is our chance to have energy independence. It will

    strengthen our foreign diplomacy.

    C: But recent event show that it could be risky?

    S: Sir, I dont believe so. This is media hype. The Kakrapar power station of South Gujarat was

    contained in designed manner. AERBB detected no radiation in premises. Since, the FukushimaDaiichis 5th anniversary fell on the same day as incident, it was portrayed in a negative manner by

    the media.

    C:ok.

    M1: Says a para about panchayat.What are the responsibilities of Panchayat and have they

    safeguarded the interests of people?

    Pause( 10 sec)

    S: Panchayats are a means of local self government and decisions are meant to be taken by people

    participation and consensus. It has in past distributed land among people in rural areas( She is

    nodding). It helps in wage employment of people. Especially wrt PESA ie. Panchayat Extension to

    Schedule V areas, it helps in NTFP collection , liquor prohibition and land allotment etc.S: Mam, I forgot the second part of your question.

    M1: The safeguarding of people..

    S: The institution has issues wrt funds and human resources. Its HR lacks training and

    organizational strength and are not able to form adequate interface between distt admin and people.

    But it has provided 33% reservations to women and even 50% in few states, hence acting as tool for

    women empowerment.

    M1: The country has ample natural resources and is well endowed. But still tourism sector is not

    able to achieve its potential. Can you explain to me why?

    S: mam, may I think for sometime and then answer.

    M1: Yes Sure.

    S:May I use the paper and pencil?C: Sure.

    Thinks and writes on paper a few points.

    S: Yes mam, there are diverse issues but first and foremost is the image of our nation: the security

    of women and then the dirtiness of our heritage sites and overall nation- waste management is a big

    issue.

    Then , the administrative issue eg I have lived in Varanasi and touts do harass the tourists and

    overcharge them. Our tourist police cells are not effective. The North east is abound with natural

    beauty but it is not well connected and developed. Then the state also doesnot monitor it

    paraphernalia aswe see judiciary intervening with issues like Rohtang pass traffic control. The

    carrying capacity monitoring is a big issue today also in religious places.

    M2: Should India go for GM crops like Bt Brinjal, BT cotton?S: Yes for nonfood crops and no for food crops.

    M2: you mean for food crops yes..

    S: Sir, it is the other way round.

    M2: ok. Do u think that the non food crops may enter human food chain?

    S:(surprised,Thinks what one forest guard had told during west india tour): I just realized that it can

    sir through feed material.

    M2: Hmm. Okay. Now tell me should we go for wildlife tourism and how?

    S: Absolutely, we have precious resources like 70% of world tiger population and lions in India. Our

    Protected areas have limited capacity to entertain tourism pressure. So innovative methods could be

    applied. Eg I recently visited Gir and found out that 10 years ago only 50000 tourists/year used to

    come but now, 5 lakhs come . Hence they created a safari at Devalaya for 4 lakhs and rest 1 lakh isprovided permits at Gir national park. It has balanced all issues.

    M2: What do they do at Safari park?

    S: They take tourists in a bus which is packed and a few siddhi tribe guides communicate with bus

    guide over walkie talkie about lion locations and then people are taken along those tracks. It

    provides for tourists cultural enrichment and a win win situation.

    M2: Recently, there was a case in Supreme court regarding the Gir lion to be transferred to some

    state. Lions have frequently moved to farther regions than sanctuary also.What are your views over

    that?

    S: I believe that it is not a technical issue but a political one. Lions have habited regions from

    Palestine to Palamu. The reasons of high temperature issue is not convincing enough in my opinion.

    Southern kutchhpart of Gir has been a revenue grosser due to lions. Its their pride. If they part with it, it might lead to

    overall loss to them in future since whole region depends on it. So, they dont w ant to translocate

    some of them to Kuno Palpur region of MP.

    M3: What are causes of forest fires?

    S: There are three main reasons: Wildlife criminals , poachers burn shrubs to have better sightings

    of animals. The picnickers, tourists cook food and leave cigarette butt, and lastly the people living in

    fringe areas burn under growth to have green shoots to enable grazing and fodder.

    M3: What is market?

    S: It is a place where two entities viz. supplier and demander of a commodity arrive at an agreement.

    M3: Is it just a place?S: It could be a platform also.

    M3: Just these two. Ok leave it. Tell me what is marketing.

    S: Showcasing the qualities of a commodity to fetch a premium price.

    C intervenes: Is he an economics student?

    M3: yes he is .

    S: I have read it in class 12.

    S: Sir, can you please provide some insight as I wish to answer this.

    M3: A situation where the customer becomes indifferent to the price rise of a commodity however

    high it goes.

    S: So, it is all about price elasticity.

    M3: Nods.

    S: Sir, the essential products like salt sugar are basic needs and they would form such a category ofproducts.

    M3: Yes, Ok. But I feel its salt, (starting to smile.)

    S: Sir, since I am sweet tooth. So, I said sugar as well.

    Bhutan in course and from them I have learnt that it is a source of livelihood for them. The tourism

    sector heavily depends on environment these without which they may get pauperized.

    M4: India has been friends with Palestine since 1947 and since last 20 odd years we have opened

    up to Israel and in last 18 months we have accelerated that relationship. Do u think its a correct

    course of diplomacy?

    S: Yes it is. But before I answer the question , I would like to quote that India supports Two sta te

    solution between them based on borderline as per pre 1967 war situation. Now, Israel is a richnation with tech capabilities. It supplies to us HERON drone for security purposes. I can be a big

    investor for us.

    Experience- Very cordial atmosphere. They maybe want to bring the best out of every candidate.Very rarely would anyone being interviewed by David Sir's board would feel jittery about their

    interview. But nobody really knows the criteria on which marks are awarded.

    Mine was more of a conversation. Rarely a factual question sprang up. Mostly opinion based. They

    direct you, at times, to the answer they expect. David sir is a very keen observer. Kept scribbling

    things down through out the 30-35 minutes. There were no major hiccups except for the DAF

    blunder. I cant stop cursing myself for doing that.

    Its really wonderful to see that people are so eager to share their experiences to the benefit of

    others. I hope my experience helps others too.

    Its also a shame that certain fake scripts are doing the rounds. I hope that it stops, it brings the bar

    down.Although I lack the knowledge, experience or authority to advise, I feel being one's true self never

    goes out of fashion.

    sorry or no because it is an ambitious project of GoI. I struggled sailing but I tried my best.

    David: What are smart cities ?

    Me: Sir, it is not only about IT driven city, though it is fundamental to the concept but there are

    several areas for e.g. safety and security of the citizens, urban waste treatment, municipal wastemanagement, transport, education and health.

    David: Government is taking so many cities to be developed under smart city, don't you think it'll be

    unfair on the part of other cities not being developed under smart city for e.g. a city 20kms away to

    smart city.

    Me: Right Sir, Sir it seems that the other cities will be left neglected but Sir there is something called

    demonstration effect. That, if one city is developed under smart the city in geographical vicinity or

    proximity will also get developed. Also, Government thorugh other schemes will bring development

    to these cities

    M1: You know there are 3-4 models Government has identified and then different cities at differentlevel of development and there present status you know, then coordination between agencies and

    then he goes on speaking sthg...

    Me: [I was not aware of the models due to out of touch from the issue.] I told Sir, Information

    technology is at the core and fundamental to the development of smart city but [as he said different

    city with different present status] for e.g. a particular city has garbage disposal problem and dumping

    issue then scintific disposal of the waste becomes important for that particular city.

    Looked unconvinced but I couldn't help

    M1: Suppose yourself as DM then how to develop smart city

    Me: I replied sir initially I'll take one week of time to take stock of the situation and identify the areas.

    Also, will go through the work of senior officials posted within the same distrcit and then accordinglyintervene.

    M1: Yes, how

    Me: Sir, for e.g. if I have to take my city Mau (near Varanasi), the roads there are well laid down but

    the bumpers are not provided at trijunction and squares in the city which is important for safety and

    security of the people living in the city.

    M1: In a district there is a DM and other agencies through which DM coordinated but don't think

    policy implementation takes top-bottom approach and often not consider the bottom-up approach.

    Me: Sir DM has the responsibility for the policy implementation and it requires coordination among

    the agencies and it seems that it is a top bottom approach. But Sir, for successful implementaion of

    the scheme citizen participation is crucial as they provide valiuable inpouts and information to the

    District head so bottom up approach is equally important. Both the top-bottom and bottom up

    approach has to work in oordinated way. Command and control structure will not achieve the

    purpose.

    It was tough sailing with Member 1 but I felt relaxed, smiling, confident and was prepapred for the

    next question. I don't know how they see the things. One thing is sure that it is not the number of

    answer we are giving that matters butthey are looking at our approach. We are not aware of the

    crude administration but we can make effort to convey the sense of the matter.

    No member asked me about my work experience, hobby, M.Tech, current affairs, IR etc. It went

    completely on unpredictable lines. There are so many issues regarding the reforms in CAG, then

    CAG intervening in policy matters, CAG important revelations for e.g. 2G, Coal, CWG, AAI-DIAL

    tussle, audit of PPPs, Discoms, Kingfisher Airlines credit policy issue etc. but haven't asked a single

    question.

    9. What is BREXIT. I could not get the term so asked the member to spell it. He sort of fumbeled

    . i ws not sure so i asked can i guess he said yes i said about britain exit from EU. Then qs about

    A: Maam there was a fund instituted for this called the Universal service obligation fund. Which was

    collected as part of spectrum allocation. From Pvt telecom operators.. To increase optic fibre

    network The CAG report says that it has not yet been used. I think the onus now lies on Govt to put

    it to use

    M4: Mr. Krishna tell me about DRDO?

    A: Explained about it for two sentences..Premier R&D defence relatedetc.

    M4: Mr.Krishna, why is that both our indigenous light combat aircraft and civilian aircraft have been

    in making for so much time?

    A: Maam. There have both procedural difficulties and the problem of delegation with Tejas. With

    numerous agencies having overlapping commands. The problem also was with Kaveri Engine which

    couldnt provide sufficient thrust.. And hence it engine and engineering were transferred to GE. But

    the Govt took a long time around 7yrs to come to a decision on it. Now Tejas is not purely an

    indigenous one only the outer shell has been designed by India maam ..which gave us a bad nameof just being an assembling unit for aircrafts. Regarding , the civilian aircraft.. The MoU was not

    signed properly maam . which made Mahindra to opt out from the contract and take it to Australia

    M4: So what can we do now?

    A; Maam hoping that make in India will make a difference to the present status.

    1. The board was cordial but in no way did they give any hint of how my answers were.

    2. Moreover, almost all the candidates who were interviewed by this board gave the same reviews.

    3. HC Gupta sir seemed uninterested after asking his questions.

    4. Female member gave a lot of confidence by just nodding her head when I was replying to

    questions.

    OVERALL: the board was cordial. Ch's face was expression-less, poker face. I was wondering when

    he will nod at least once, he didn't. Interview went on for 30-35 minutes.
