FROM OUR CEO MARY HAYES FINCH

Over the last 35 years, we have been defined by moments—many that pass without much notice, yet others that leave us so marked that we are most decidedly different from before. Well beyond the experiences of some, this year has presented a turning point—brought on by circumstances that have stopped us in our tracks. This watershed, in many ways, has highlighted who we are, and perhaps, more importantly, who we can become, and the legacy we will leave behind. Like many before, this moment demands our re-sponse, focused attention and motivated action. It requires us to engage in new ways of thinking, relat-ing, discerning, accepting, and action. It leads us to the brink of what we’ve been and creates a bridge to what we can become. It has left us profoundly changed. Perhaps the most incredible thing about watershed moments is how they shape us, move us and challenge us forward, altered for good. It is in this spirit, that I ask that you and your team join me on October 13-15 at the APHCA Annual Conference as we celebrate the powerful moments from the last 35 years. While conference logistics and structure will look different as we meet in a socially distant and safe environment, our need to be together, to remember, share, learn, and understand individual and collective experiences has never been greater. And in a moment that consumes us with the tension of what is and what can be…what should be, it is time to embrace our movement…and there is only one way…Forward, TOGETHER.

EDUCATIONAL TRACKS

VIRTUAL Building and Sustaining the Workforce of the Future- TAs the healthcare environment continues to rapidly change, it is critical that each organization have a comprehensive strategy to develop, recruit, retain, and support a workforce to meet current and emerging needs. In light of HRSA’s requirements for workforce assessment, development, implementation, management, and reporting, the pre-conference workshop will assist participants in developing an overarching vision for strategies — all designed to build and sustain the workforce of the future. Participants will develop a better understanding of how to lay the groundwork for a comprehensive workforce plan necessary to enhance the experience and satisfaction of employees, providers, and related team members. Additionally, the workshop will explore strategies and approaches for tracking and evaluating metrics to better inform ongoing workforce efforts. Led by speakers with unique health center experience at national, regional, and state levels, participants will learn important steps in the recruitment process including assessing organizational strengths and challenges, defining related roles and activities, setting priorities and identifying resources, developing a solid interview process, and documenting successes. Additionally, participants will receive information and tools to bolster workforce planning, development, and management efforts to build a robust workforce plan for their health center. VIRTUAL, LIVE ONSITE Moving Forward from Data to Performance - Transformation is predicated on successful conflict management and ac-countability. This two-day course provides a straightforward, step-by-step process for identifying and resolving performance gaps, strengthening accountability, eliminating inconsistency, and reducing resentment. It uses video, group discussions, skill practice, and real-life application to make the course both entertaining and engaging. Managing Conflict, Accountability Conversations and Disputes provides a methodology for effectively holding others accountable to move organizations forward is based on more than twenty-five years of research. LIVE ONSITE Pandemic Response Planning and Emergency Preparedness Compliance - In a particularly relevant and timely way, the need for well developed, planned and practiced Emergency Response can not be overstated. This two-day course includes a CMS Emergency Prepared-ness Compliance Toolkit customized to include Alabama health center hazards and risks. CCS will train attendees on how to use the toolkit and personalize it to fit the needs of their organization. The toolkit includes a COVID-19 Pandemic Planning Response Guide, CMS EP guideline forms, sample policies and templates to meet compliance requirements. Also included, are tools and resources that are not CMS requirements but lever-ages emergency management and business continuity best practices and industry standards to help CMS providers become disaster resilient. QUALITY AND PERFORMANCETraining sessions within the Quality and Performance track will be delivered through live virtual sessions. Recorded sessions will be made avail-able for future viewing with paid conference registration.

Enhancing Operations in the ‘New Normal’ - The new-normal revealed within COVID-19 environment emphasizes the need to move forward from data to performance - This track will deepen the understanding and use of clinical and social determinants data in continuous improvement through performance reporting. Nationally recognized performance improvement coach, Jillian Maccini, will lead participants through a hands on workshop to better understand how to document, collect, analyze, and apply information and data from key performance measures more proac-tively within health center operations. Participants will learn how to avoid workflow, system access, mapping, and documentation failures while strengthening the organizational culture of care through understanding data as a strategic and crucial asset for providers and staff. Each session within this Track will focus on concepts, tools and practical examples to help teams better utilize standard performance data as a catalyst for quality and outcomes while align data and organizational strategies. Health Centers will be able to develop the skillset, mindset, and toolset to embed and sustain a data driven culture focused on meeting patient needs. Optimizing Telehealth - Never has the need to provide services through alternative delivery methods--like telehealth--been more important than now. This session will provide participants with insight on regulatory policies, effective strategies for implementation and to navigate the “new normal” in the delivery of healthcare in rural and urban communities post COVID-19. Requirements, Management, and Compliance for the 340B Discount Program - The 340B Drug Discount Program is an essential component to ensure appropriate access to care for health center patients. This session will enhance understanding and application of regulations, policy, procedures, and compliance with program requirements. Topics will include information system, pharmacy dispensing records, pharmacy pur-chase records, contract pharmacy, return on investment, and resources community health centers can take back to evaluate their organization programs. Participants will receive basic training on the statutory, regulatory, and oversight requirements for implementing and managing the 340B Discount Drug Program; and instruction on effective development, management, and monitoring of policies and procedures, pharmacy service agreements, pharmacy dispensing records, system performance and assessments necessary for program evaluation.TBA, HRSA

Maintaining Services and Compliance in the Post-COVID-19 Era - OVID-19 has resulted in unprecedented disruptions for the world. Health Centers have received significant additional funding to play a key role in their communities in preventing the spread of COVID-19 and preparing for and responding to outbreaks. During this session, we will provide insight into the additional grants management complexities facing CHCs as a result of the additional COVID related funding. Additional funding comes with compliance requirements and an expectation of accountability. This means an increase in the compliance risks and additional complexities that Health Centers have not experienced. The session will briefly highlight some recent changes to the Uniform Grants Guidance that could have an impact on the records for all grant funds maintained by your organization. Participants will understand the documentation required and accountability that comes with the COVID-19 related funding streams; and address high risk compliance elements associated with the additional COVID-19 funding; and provide best practices and recommendations for improving the COVID-19 funding compliance.TBA, BKDSuggested Audience: COOs, CFOs, Finance Director

Effective Governance for Optimized Health Center Operations - Health center boards of directors are faced with providing leadership and guidance in a rapidly changing regulatory and care environment. This session for board members and leadership teams will enhance knowledge and understanding on transformation necessary to position their organizations for value-based and alternative payment methodologies. Gover-nance responsibilities in planning and leading capacity development for resources, infrastructure, policies, and operations support to deliver nec-essary value-based care and assessing priorities based on community needs; and monitoring and evaluation of value-based performance relating to clinical quality, patient satisfaction, community health, and cost of care with benchmark comparisons at monthly board meetings; and emerging issues and relevant information on managed care to improve health outcomes. Exploring partnerships and other contractual agreements facilitate resource (both investment and payment) allocation across the organization that serves or support patients.TBA, HRSASuggested Audience: Board members, COOs

Pamela Byrnes, PhD. Ms. Byrnes has worked with community health centers, primary care associations, and national associations for over 35 years. She specializes in health center board trainings and support, community needs assess-ments and demand-capacity analyses, stra-tegic planning and facilitation, program development and evaluation, health center project design, organization and association development and management, operations assessments, policy development, and advocacy. Formerly director of the Health Center Growth and Development Program at the National Association of Community Health Centers, Pamela has consulted at national, state, and community levels on develop-ing seamless networks of care. She is an HRSA operational site visit and technical assistance consultant, and a NACHC technical assistance consultant.

Dave Angel. Mr. Angel has almost thirty years of experience in the design, development, and delivery of training. He prides himself on making sure his focus is on participant- centered learning where the learning actually takes place with the individual. One of Mr. Angel’s strengths is being comfortable in front of and connecting with a wide range of audi-ences. He’s worked with executive teams and frontline employees, groups as small as five people to groups over 1,000, and audiences from every type of industry. Mr. Angel has a strong desire to make every interaction with participants fun, engaging, and most importantly, valuable.

Jillian Maccini, MBA. Ms. Maccini is a Project Associate with CHI/JSI and supports a major initiative to collect Uniform Data System (UDS) information from Bureau of Primary Health Care grantees, look-alike designees, and Indian Health Services grantees across the country. In this role, Ms. Maccini provides technical assistance and support to the agencies and grantees nationwide. She also provides support to several other health communication and outreach projects. Ms. Maccini received her BS from Fischer College with a concentration in Business Administration, and her MBA with a con-centration in health care administration from Simmons School of Management.

Suzanne Speer. Ms. Speer is the Director of Workforce Development at the Association of Clinicians for the Under-served. In partnership with the federal Bureau of Primary Health Care, ACU created the STAR² Center to provide free resources, training, and technical assistance to the health centers facing high workforce needs. As Director, Ms. Speer oversees training online via webinars, learning collaboratives, and self paced courses. Additionally, she partners with Primary Care Associations to provide in-person trainings at state and regional conference. Ms. Speer studied at Virginia Commonwealth University, where she earned her degree in Mass Communications and Public Relations.

CONFERENCE SPEAKERS

Nora O’Brien, MPA, CEM. Ms. O’Brien is the Chief Executive Officer of Connect Consulting Services, an award winning national healthcare emergency management and business continuity planning firm that works with hundreds of clients throughout the country. She is also an Adjunct Instructor for the Federal Emergency Management Agency (FEMA) teach-ing the FEMA Basic Academy and the Advanced Public Information Officer Courses. She has a Master’s degree in Public Affairs with a concentration in Disaster and Emergency Management and received the Certified Emergency Manager (CEM) designation from the International Association of Emergency Managers.

Karen Garrison. Ms. Garrison is an Aging Services Subject Matter Expert, who has developed and facilitated a wide va-riety of programs that support seniors and disabled adults for the past 30 years. She has extensive experience as a ser-vice provider in community based and clinical settings throughout the San Francisco Bay Area include Skilled Nursing, Residential Alzheimer’s Care, Adult Day Health Centers/ Community Based Activity Services, Supportive Senior Housing, Case Management Services, and multiple national service programs. Karen’s long history as a service provider in Aging Services Community in the San Francisco Bay Area has allowed her to develop key skills to build, promote, and manage a variety of programs. She has deep experience in the following areas including fund development, writing and facili-tating training curriculum, developing multiple quality assurance systems, strategic planning and building effective pro-gram infrastructure. Karen joined Connect Consulting Services in 2017 and brings per perspective as an Aging Services Subject Matter Expert to the projects she drives and supports at CCS. Karen is a graduate of San Diego State University.
