Description of Circumstances:

9tudies indicate that. with fatigue, especially because of loss of sleep, &an ia~lividual's istection of visual signals deteriorates muckedly, the tine it takes for a r.. rac to make a decision increases and more errors are made, and reeding rates derreas.. Other studies ohom that fatigue results in personnel ignoting some signals because they develop their own subjective standards as to what Is important, and an they become more fatigued they ignore more signals. Inspections of p. :sonnel performeanc and tru'1ning since the accident at Three Mile Island, have show. that in certain siti-ationa facility personunel, are either required or allowed to remaih on duty for extended periods of time. Also, complaint~s have be"n received from some licensed nutlear power plant epetators concerning the numer of ciatinsous hoars they have been on duty. Licensee managemet Is responsible for providing a sufficient number of trained personnel who are in the proper physical condition to operate and maintain the plant. Licensee managemet should review their adoinistrativo procedures cevering the working hours *f nuclear power platt staff. The*e procedares should establish a sound policy covering working howrs for plant staff wbo perform safety related functions (e.g., senior reactor "*rrotor$, reactor operators, health physicists, auxiliary operators, IIC technicians, Mey maintenance persoftel, etc.),

Subcommittee MU'S- io currently developing criteria to address the subject of operator work hours. These guidelines will become a part of ANISI 115.7. The 11C is also considoring iossuing requirements for administratg vs procedures that. would control staff overtime. U~ntil either the ANSI Standard is issued and endorsed by NRC (via a Rgld.,tory Guide) or separtet requiremens are Issued 5y 1K, It is rtcomended that the following guidance be used. The guidance should be applied to all personnel performing a safety related funtion:

1. Scheduled work should be lisuiu to the follaving maxinmm work hoars: a. An individual should sot b*e Jermitted t" Work more than 12 boors straight.

b. There should be at least a 12-hour break between all work period*.

C. An individual should most work more than 72-hours in any 7-day period.

d. An individual shctald sot work more than 14 consecutive days without having 2 consecutive days off.
