THE RIGHTS OF THE FOSTER PARENTS
• To make all day to day decisions.
• To have privacy of home life, and not to be
subjected to threats by biological parents.
• To get updates from the social worker regarding
the child and placement.
• To apply for the adoption of the child, and be
informed about any application.
• To receive support from the social worker in
dealing with the foster child and the biological
parents.
• To be informed about any investigation of his/her
psycho-social background.
• To be informed about the child’s educational
history to ensure the child’s needs are met.
The goal of foster care is to protect children at risk and
place them in a safe and healthy family environment,

• encouraging interaction between foster child and
biological parents
• A child with the same needs and fears as other
children
• A child who has been neglected or abused
• A child who has been removed from their biological
family by the children’s court
• A couple whom has been married for more than
two years and have a stable relationship
• Preferably have raised children of their own
• Has stable, healthy family relationships
• Has steady income and accommodation
• Has a good understanding of the needs of children
• Emotional capacity to give a lot of love and
support to a child
Financial support for foster parents
• All foster parents qualify for a foster care grant.
• Application for foster grant is done by the foster
parent at the SASSA office after the finalisation of
the court proceedings.
• The grant is for the care of the foster child.
• All foster care children are exempt from school fees
in public schools.
• The Children’s Act 38 of 2005 is used by the
social worker to place a child in foster care.
• The foster care placement is evaluated every one -
two years, the social worker compiles a report for
the court on the circumstances of the foster care
placement and biological parents.
• An order can be made that the child:
- Remain in foster care for a further two years or
- Be placed back in the care of the biological
parents.
• The social worker provides support for the foster
parents and foster child during the period of foster
care placement.
Longterm placement until 18 years of age.
Some of the information needed for an application to provide alternative care:
• Identity documents
• Employment/income details
• Permanent address
• Letter from pastor and family
Reference from neighbours.
Form 30 from Department of Social Development.
Police clearance.
