Introduction

This project is collaboration between State Government of

Nagaland, TERI and IORA for developing REDD+ pilot project in

Nagaland State

The project will demonstrate the formulation of REDD+ project

using the Voluntary Carbon Market mechanism

Plan Vivo methodology was selected for the project, as the

methodology focuses on the forest conservation and management

practices

The project will incentivize the local communities to conserve the

forests and biodiversity and continue carbon sequestration and

accrue benefits out of it.

Project Objectives

To restore the degraded forest land and conserve the

existing native forest area in the PKR Community Reserve

region through:

Community resource micro planning to ensure reducing

pressure on forests.

Local institution building to enable community based NRM.

Capacity building of local communities on conservation and

sustainable management of forests in PKR Community Reserve

Description of the proposed project area

The PKR Community Reserve is located about 60 km from Kohima (capital city

of the state of Nagaland), situated at Tseminyu Range in Kohima Forest

Division

The proposed project area is a part of the Himalayan biodiversity hotspot

The project area is approximately 649.35 hectares, and well demarcated by

natural boundaries such as gullies, ridges and rivers etc.

The area is dominated by five primary land covers - Shifting Cultivation (SC),

Secondary Forest (SF), Open Forest (OF), Dense Forest (DF) and

Moderate Dense Forest (MDF)

Soil Type: The two major types are clay loam and sandy Loam

Terrain: Hilly terrain with high hilly slopes

Climate: The region experiences mild summer (16°C to 25°C) with chilly

winter (08°C to 22°C)

Rainfall: The area experience heavy rainfall and long periods of precipitation

prevailing throughout the Southwest and Northeast monsoon

Socio-economic status of PKR Community

Reserve

All the tribes in the community belong to low income level (average

annual income is between Rs. 15,000 to Rs. 30,000)

The main occupation of the villagers is shifting cultivation

The state has unique system of land ownership, which is governed

by tribe-specific customary laws and traditions

Land and its resources, including water and biodiversity, are

controlled by individuals, family or communities under this traditional

system

Land tenure and ownership of carbon rights

The project area is governed by tribe-specific customary laws and

traditions

The PKR Community Reserve Councils hold the land-tenure rights of

the project area

In case of the project implementation, the PKR Community Reserve

has a clear mandate to receive carbon credits on behalf of each of

the village and further distribute the benefits in consultation with the

Village Councils

Nagaland Forest Department - will be providing significant financial

and technical support for preparing the Project Design Documents

(PDD) and validation process

The Energy and Resources Institute (TERI), New Delhi and IORA

Ecological Solutions, New Delhi, are providing external technical

support for implementation of the project

Proposed project activities

Profiling of PKR Community Reserve

Proper documentation of all the three villages including geographical location,

population, agriculture status and micro plans etc.

Addressing Jhum Cultivation

o Village Councils can help communities to do intensified terrace farming, instead of

Jhum cultivation

o The current Jhum lands can be reforested through ANR activities

Addressing Fuelwood collection

Identify and promote alternative sources of fuelwood eg. improved biogas stoves

Awareness and promotion of farm forestry activities and plantation of fuel wood

species.

Address shortage of supply of LPG gas cylinders etc

Control over wild banana, Lantana and weeds

Site specific ANR practices, de weeding and other local techniques.

Horticulture activities

Promotion, awareness and market linkages of horticulture crops

Proposed project activities

Animal husbandry / Piggeries

Promotion of piggeries and animal husbandry as an alternative livelihood activities

Herbs and medicinal plant cultivation

The PKR Community Reserve is endowed with diverse herbal and medicinal plants

Medicinal tree are threatened by shifting cultivation and invasive species

Financial assistance would be explored from National Medicinal Plant Board for

plantation and conservation of medicinal tree species

Ecotourism

The PKR Community reserve comprised of beautiful mountain view, trekking routes

and abundant small water bodies.

The inherent eco tourism potential would be explored to rehabilitate the shifting

cultivators.

Home stay facilities would be developed to attract for foreign tourists

Complete ban on hunting

The PKR community reserve provides shelter to a number of migratory birds

including Amur Falcons.

The union will conduct awareness activities to enforce the ban on hunting all over

the region

What is Plan Vivo?

It is a certification framework for projects that are supporting rural

livelihood and local communities through different land use management

practices

With a view to generating climate, livelihood and ecosystem benefits

It quantify and monitor climate services in terms of CO2eq, and generate funding for

livelihood activities and biodiversity conservation

It can build funding through voluntary market or through PES

Who should use plan vivo?

Organization who plan to work with the local smallholders and community groups to

protect, restore and enhance ecosystems or reduce GHGs through best land

management practices.

Who are the Participants?

Participants are rural small land holders and communities dependent on natural

resources for livelihoods.
