President Joe Biden is being accused of backpedaling on his pledge to reopen the nation’s schools after the White House added fine print to his prom-ise and made clear that a full reopening is still far from sight.
Biden’s initial pledge in December was to reopen “the majority of our schools” in his first 100 days in office. In Janu-ary he specified that the goal applied only to schools that teach through eighth grade. And this week the White House said that schools will be con-sidered opened as long as they teach in-person at least one day a week.
White House press secretary Jen Psaki defended the goal Wednesday, calling it part of a “bold ambitious agenda.” But she also said it’s a bar the administration hopes to exceed.
“Certainly, we are not plan-ning to celebrate at 100 days if we reach that goal,” she said. “We certainly hope to build from that.”
The White House had faced increasing pressure to explain
the goal as the reopening debate gains urgency. Biden had never detailed what it meant to be reopened or how he would define success. Pressed on the question Tuesday, Psaki clari-fied that one day a week of in-person learning would meet the mark.
“His goal that he set is to have the majority of schools — so, more than 50% — open by day 100 of his presidency,” she said. “And that means some teaching in classrooms. So, at least one day a week. Hopefully, it’s more.”
The goal drew criticism from Republicans who said Biden is setting the bar too low. House Minority Leader Kevin McCar-thy called it unacceptable and said schools are ready to open now. Rep. Vicky Hartzler, R-Mo., a former teacher, said the goal falls short of what stu-dents need.
“Having only 51% of our schools reopen for as little as one day a week is not a ‘suc-cess,’” she said. “We should be working to safely get all of our children back to full-time, in-person learning”
With the new caveat, the
pledge appears much less ambitious than what Biden signaled when he first made it. In December, it seemed his promise was to reopen half of the nation’s more than 130,000 schools. When it was nar-rowed to K-8 schools only, the scope decreased to include the roughly 90,000 schools below high school.
Now, critics say, the goal has been moved so low it may already have been met. Data from Burbio, a service that tracks school opening plans, recently reported that 58% of K-12 students are learning in-person to some degree.
“The administration doesn’t have to exert much effort to meet this goal,” said Jonathan Butcher, an education fellow at the Heritage Foundation, a conservative think tank.
Tracking progress on the goal has been difficult due to a lack of federal data on the topic. Last week the Biden administration said it will begin collecting data from 7,000 schools showing whether they are operating online, in-person or in a combination. The Trump administration
declined to gather that data, saying it wasn’t the federal gov-ernment’s responsibility.
Some companies and researchers have sought to collect the data on their own, including Burbio, which report-ed some recent progress on schools returning to in-person classes. About 42% of students were learning entirely online late last month, the company found, down from 55% during the first week of the year.
Biden’s pledge is part of his broader plan to fight COVID-19 and jump start the economy. His $1.9 trillion plan includes $130 billion to help schools fix ventilation systems, stock up on protective gear and take other steps to open. Getting students back into the class-room is seen as a key step in getting parents back to work.
But reopening efforts have faced roadblocks due in part to slow vaccine rollouts and standoffs with teachers. While schools in some areas are teaching in-person, many remain mostly or entirely online. In cities including Chicago and San Francisco, districts have faced resistance
from teachers who refuse to return until their demands are met.
Before Biden’s goal was clari-fied this week, even some of his top health officials expressed doubt that it would be reached. Talking to teachers last month, Dr. Anthony Fauci said Biden’s school reopening goal “may not happen because there may be mitigating circumstances,” including new strains of COVID-19.
The delays have frustrated many parents, including some whose children have been learning from home for nearly a year. In Congress, debate on reopening has become increas-ingly heated as Republicans oppose further school relief and say there’s evidence that schools are safe to reopen now.
The Centers for Disease Control and Prevention issued a study last month finding that, with mask wearing and other precautions, it’s generally safe to have schooling in-person. CDC director Dr. Rochelle Walensky later added that vaccinating teachers “is not a prerequisite for safe reopening of schools.”

YANGON, Myanmar (AP) — Large crowds demonstrating against the military takeover in Myan-mar again defied a ban on protests Wednesday, even after security forces ratch-eted up the use of force against them and raided the headquarters of the political party of ousted leader Aung San Suu Kyi.
Witnesses estimated that tens of thousands of protesters, if not more, turned out in Yangon and Mandalay, the country’s biggest cities. Rallies also took place in the capital Naypyitaw and elsewhere.
The protesters are demanding that power be restored to Suu Kyi’s deposed civilian govern-ment. They’re also seeking freedom for her and other governing party members since the military detained them after blocking the new session of Parliament on Feb. 1.
“As part of Generation Z we are first-time voters. This is our first time to protest as well,” said one student who declined to give her name for fear of harassment. “They negated our votes and this is totally unfair. We do not want that. We hope they release our leaders and implement a real democ-racy.”
The military says it acted because Novem-ber’s election, which Suu Kyi’s National League for Democracy won in a landslide, were marred by irregularities. The election commission had refuted the allegation.
Some demonstrators in Yangon gathered at foreign embassies to seek interna-
tional pressure against the coup.
A small group outside the Japanese Embassy held signs and chanted “We want democracy, we get dictators!” They sat in several children’s wading pools, three or fewer per pool, in what appeared to be a tongue-in-cheek way of showing compliance with an emergency law that bans gatherings of more than five people.
Others marched through the city, chanting and wav-ing flags of Suu Kyi’s party.
Another group hauled a fake coffin as part of a mock funeral for Senior Gen. Min Aung Hlaing, the military chief who is the country’s new leader.
Civil servants in many areas have been risking their jobs to march with the protesters, and even some police have switched sides to oppose the coup.
In a dramatic video shot Wednesday in a small vil-lage in Kayah State in east-ern Myanmar, a group of 42 policemen and women declared their allegiance to the ousted elected gov-ernment and resisted the entreaties of a senior offi-cer to return to duty. Local residents flocked to their side to ward off any effort to arrest them.
The burgeoning pro-tests and the junta’s latest raid suggest there is little room for reconciliation. The military, which ruled directly for five decades after a 1962 coup, used deadly force to quash a massive 1988 uprising and a 2007 revolt led by Bud-dhist monks.
In Naypyitaw and Man-dalay on Tuesday, police sprayed water cannons and fired warning shots to try to clear away protesters. In Naypyitaw, they shot rub-
ber bullets and apparently live rounds, wounding a woman protester, accord-ing to witnesses and foot-age on social media. The reports could not be inde-pendently confirmed.
Human Rights Watch cited a doctor at a Nay-pyitaw hospital as saying the woman was in critical condition. The doctor said the woman had a projec-tile lodged in her head, believed to be a bullet that had penetrated the back of the right ear, and had lost significant brain function. The doctor said a man had been also been treated with an upper body wound consistent with that of live ammunition.
State television network MRTV, in one of its few reports on the protests, on Tuesday night broadcast scenes it claimed showed the protesters were respon-sible for the violence.
Myanmar protesters back on streets despite police violence

ATLANTA — Election systems in the U.S. are vulnerable to cyber intrusions similar to the one that hit federal agencies and numerous businesses last year and remain a potential target for foreign hacking, according to a report released Wednesday.
The report by the Center for Internet Security, a nonprofit that partners with the federal government on election security initiatives, focuses on how hardware and software components can provide potential entryways for hackers.
“We have to continue to get better,” said Aaron Wilson, a co-author of the report. “We have to improve our defenses, as those that are on the other side are likely honing their attack strategy, as well.”
The 2020 election was deemed the “most secure” in history by a coalition of government cybersecu-rity experts and state and local election officials. There also is no indication that any election system was compromised as part of the hacking campaign that exploited an update of network management software from a company called SolarWinds. It was the largest cybersecurity breach of federal systems in U.S. history.
Despite that, election systems are vulnerable to the same risks exposed by the SolarWinds hack, the report said. It describes the risk of such an attack, in which hackers might infiltrate the hard-ware or software used in election equipment. Even if voting results aren’t affected, such an attack could lead to confusion and undermine confidence in U.S. elections.
The nation’s decentralized system of election administration means voting technology varies from state to state and even county to county, pro-viding multiple ways for malicious actors to gain access. The systems generally rely on components from third-party suppliers or use commercial, off-the-shelf hardware. Most also use proprietary soft-ware that may not be subjected to rigorous security testing.
“It’s a complex mix of parts and suppliers, which creates very real supply chain risks,” said Eddie Perez, global director of technology development at the OSET Institute, a nonprofit election technology research corporation.
The use of foreign suppliers for voting technol-ogy and related supply chain security has long been a concern. During a congressional hearing last year, executives with the three major voting machine vendors faced repeated questioning from lawmakers about the sources of the parts used to manufacture their voting machines, what steps they have taken to secure their products from tam-pering and what, if anything, can be done to use American-made parts.
