EXECUTIVE SUMMARY
The present document contains the issues that were discussed during the Third Plenary Meeting
of COROADO Project that took place at Cordoba and Buenos Aires, Argentina, from the
25/11/2013 to the 2/12/2013. At that meeting, the COROADO Partners discussed/presented the
progress of the 9 Work Packages (WPs) as well as its status and the future actions were
determined. Furthermore, the Project Participants had the opportunity to meet representatives
from local agencies and be informed on the current water resources status of Cordoba area.
In addition, a visit to the University of Cordoba, the Condorito National Park and river El Tigre
(Buenos Aires) were realized.

1. INTRODUCTION
1.1. MEETING ORGANIZATION AND PREPARATORY WORK
Venue, contracts, templates, and prerequisites
Before the Plenary Meeting, the Agricultural University of Athens (AUA), Greece, as Project
coordinator and Dissemination manager cooperated with University of Cordoba for a series of
related tasks to be completed. More specific:
Contacts among the Project partners regarding the meeting area and dates were made.
Accomodation, transportation, and field trips were arranged.
The meeting poster (Annex I) and Agenda – in cooperation with the Project partners
(Annex II) were prepared.
The attendance list (Annex IV), the meeting budges and folders with material for
participants were prepared.
The meeting presentations templates regarding the description of a. the Work Packages, b.
the Study Sites and c. other relative issues, were prepared and distributed among the
partners via e-mails.
The main procedures of the Third Plenary COROADO Meeting took place at Cordoba, Argentina
(Hotel de la Cañada) from the 25th to 27th /5/2012. From the visit at the Condorito National Park
and the Tigre River in Buenos Aires, as it is presented in the meeting’s agenda (Annex II), the
participants (Annex IV) had the opportunity to get a representative view of the country’s
hydrological status and WR&R potential as well as its natural resources and significant
landscapes. of aesthetic value.
At that meeting (regarding the Project), all the partners got the opportunity to:
Present the progress of the related Work Packages
Present the progress done per WP by the Case Study Sites in Latin America
Express ideas on the actions that need to be taken
Ask for clarification on certain issues
Meet with representatives from local agencies

2. THIRD PLENARY MEETING PROCEDURES
2.1. FIRST DAY (Monday 25/11/2013)
2.1.1. Meeting Opening
Prof. Christos Karavitis (AUA) and Prof. Santiago Reyna (UC)
Prof. Christos Karavitis –project coordinator – from AUA and Prof. Santiago Reyna – Study Site
Partner – from UC welcomed the COROADO Partners at Cordoba, Argentina. Then, they officially
declared the opening of the meeting.
2.1.2. Project Status Update – Presented by C. Karavitis (AUA)
Prof. Christos Karavitis presented the Project’s status by referring to the tasks included in the To-
Do-List (presented at the Porto WP Leaders Meeting) as well as the required future work for the
Project’s smooth course and the production of the desired results. Apart from that, he pointed
out two of the issues that had to be discussed during the Meeting, namely:
1. The To-Do List for the following months
2. The next Project Meetings – WP Leaders and Plenary Meeting respectively.
2.1.3. Discussion among Work Package Leaders and Study Sites Coordinators
During that session, the Study Site coordinators had the opportunity to discuss with the WP
Leaders for various issues and ask for required clarifications regarding their work in the relative
tasks. The dominant issues of the Study Sites referred to the Stakeholders Workshops that are to
be organized in the following months in each of the sites, as well as the data that need to be
collected for the various WP tasks. Additionally, the WP Leaders had the opportunity to ask for

specific actions that are directly related to their work. That session was one of the most important
sections of the meeting since it included direct communication between all the Project Partners.
2.2. SECOND DAY (Tuesday 26/11/2013)
2.2.1. Study Sites Status
The presentations based on a common structure between the four Study Sites. More specific, the
following issues were presented:
1. Progress so far per WP
2. Issues raised (problems, delays etc.) and corrective actions taken
3. Other Issues
2.2.1.1. Metropolitan Area of Sao Paulo, Brazil – Presented by F. Dalcanale (USP)
Fernanda presented all the tasks performed by the USP team (Study site Leader) concerning the
Project’s WPs. She also referred to all the work made during the last period until the 3rd plenary
meeting in Cordoba. The main issues USP team dealt with are the following:
1. Collection and creation of maps and layers. Map editing with convention and translation of GIS
attribute tables and layers.
2. Collection of indicators regarding water quality standards and data for assessment of
vulnerability indicators.
3. Characterization of Agricultural aspects in the SPMR and Completion of questionnaire
regarding WP4.
4. Missing data assessment and provision of additional data of case studies.
2.2.1.2. Copiapo River Basin, Chile – Presented by J. Gironas (PUC)
Jorge described all the tasks performed by the PUC team (Study site Leader) concerning the Project’s WPs. He also presented all the issues raised for the Chilean case study from the meeting in Sao Paolo until the 3rd Plenary meeting, such as: 1. Lack of information on Water quality 2. Development of a WEAP model. 3. Gender Issue: MS student (Caroline Casper) from Wageningen University. 4. Center for Sustainable Urban Development (10 yr, US$1.5M per year). Copiapó is one of the cities under study. 1 postdoc is working with us.

5. 2nd Stakeholders workshop is planned for October 2014 (after 15/10/2014), concurrent with
the 4th Plenary Meeting of the COROADO Project
2.3.1.3. Lower Rio Bravo/Grande Basin, Mexico – Presented by M. Vanegas (TDC)
Manuel described all the tasks performed by the TDC team (Study site Leader) concerning the
Project’s WPs. Among the issues he raised the most important are the following:
1. There has been no proper coordination in WP2, namely between USP-TDC-AUA.
Christos asked Manuel if any of his requests remained unanswered, or if he ever needed any
clarifications, explanations or any kind of help related to the Project and AUA didn’t offer it.
Manuel admitted that such a situation never happened.
2. Due to the various issues raised during this project period, the planned man-months of TDC
were exceeded.
3. TDC suggested to "focus on SS’ users" for validation of deliverables and milestones.
Finally it was decided that the 5th Plenary Meeting will take place in MEXICO: around 20 March
2015

2.2.1.4. Suquia Basin, Argentina – Presented by T. Reyna (UC).
Santiago described all the tasks performed by the UC team (Study site Leader) concerning the
Project’s WPs. Between many topics raised for the Argentinean case study in the period until the
3rd Plenary meeting he emphasized the following:
1. Development of a Geographic Information System with a series of layers such as rivers
network, water reservoirs, urban and rural areas, irrigation networks and supply points and
water infrastructure.
2. Completion in GIS of all the extra information and translation required.
3. Data Requirement Templates completion regarding WP4 and WP5.
4. Analysis regarding existing WRR schemes and Coroado Stakeholder Analysis and Selection.
5. Dissemination of the project with several activities such as interviews, articles and
Presentations at meetings and conferences.
Santiago also referred to the lack of data in lots of data categories (manual of indicators) and
stated that they have provided all the data available. Then Christos (AUA) posed a question to all:
why are we gathering all these data? Because we want to face the problems and make a common
situation, so as to develop an integrated approach of WRRT. Then Dionysis (NTUA) added that at
the end we want to see mitigation options to relax the problems of the area. Fernanda asked to
identify 3 strong topics to discuss with the Stakeholders in the Workshops. Christos replied that
the stakeholders stated problems/worries in the first workshop. For the 2nd Series of Workshops
we will discuss and agree upon questions to be posed to the Stakeholders so as all the study sites
keep in the same line.
2.2.2. WPs Status
The presentations were based on a common structure between the WPs. More specific, the

2.2.2.1. Status of Work Package 2 – Presented by F. Dalcanale (USP)
The required inputs as well as the steps that are to follow in the near future were presented. More specifically the D2.2 needs to be finalized. It is delayed because some maps that were needed to be included in the report were not ready and because AUA requested some additions in the first version of the report sent to AUA in September 2013. Furthermore the 2nd series of Workshops for the 4 case studies are proposed to be done between August 2014 and October 2014. In particular Brazil will make the Workshop from August and on since earlier in June they have the Football Mundial, Argentina will do it in August, Chile in September-early October along with the 4th Plenary Meeting and Mexico in August. It was also decided that the Final Conference will be in Brazil in June 2015, since Brazil is the biggest study site. Finally the D2.3 is postponed for one year because the report must be delivered after the second series of Workshops. Fernanda again emphasized the need to give instructions on the next workshops, and it is agreed that the guidelines will be prepared in February –March 2014. WP Leaders were advised to participate in some of the Workshops.
2.2.2.2. Status of Work Package 3 – Presented by B. Todorovic (AUA – GEOMATIC Representative)
Bane presented the WP3 progress so far making a summary of the performed work. He also
described the next steps concerning all major changes, upgrades and advanced features that are
expected to be listed in the scheduled D3.3 Report. Furthermore WP3 will constantly revise and
upgrade the data from study sites and other partners. Finally he showed the Web GIS situation
for all the case studies. Frederico (UPORTO) stated that we are not only interested on the
translation but on the uniformization of the layers! For the same layers, the name should be the
same. It was agreed that actions would be taken in order to have the layers uniformization before
20/12/2013.

2.2.2.3. Status of Work Package 4 – Presented by S. Verzandvoort (ALTERRA), A. Engebretsen
(BIOFORSK), E. van den Elsen (ALTERRA), Emmanuel Oertle (FHNW), Maria Seda (FHNW)
WP4 progress was presented by ALTERRA (WP4 Leader), BIOFORSK and FHNW. Simone
(ALTERRA) made a general overview of the progress of WP4, according to the to-do-list and the
DoW and gave a brief description of the Water Stress assessment model. She described the steps
to come such as:
1. Finalize/revise and report baseline runs water stress assessment model
2. Finalize wastewater production maps
3. Report & deliver models, scripts and maps to WP6
The most important issues raised and discussed during the period were the spatial water quality
information, the way to avoid doubled efforts on geoinformation, WW production map, water
quality map and the integration of WP4 components in final DSS.
Then Alexander (BIOFORSK) further presented the PCRGLOBWB Water Stress Assessment Model
and gave an example of a model run and results of projected future changes (land use change,
climate change and future water demand).
Erik (ALTERRA) followed, by presenting the Water Quality Standards & Water Quality
assessment. One important part within the WP4.2 tool is the calculation of treatment options
using the POSEIDON sub-tool. The purpose of POSEIDON is to quantify specific ‘treatment train’
options (treatment technologies) for local water treatment plants, given:
•Specific input (Available water quality, Available water quantity)
•Specific output (Requested water quality, depending on demand of end-users and legislation)
Erik also described that the problem with applying POSEIDON in the current situation is that POSEIDON has a fixed number of Water Quality parameters. At the same time the study sites have a different legislation, legislation WQ parameters, covering only part of POSEIDON parameters. Finally the study sites have a few monitored WQ parameters, which do only partially cover the POSEIDON parameters and the study sites legislation parameters. Finally, Emmanuel presented the POSEIDON tool Stages (collecting data, comparing different
scenarios), the methodological framework, (Situation analysis: wastewater availability and

potential reusers, Establishment of possible scenarios, Applying Poseidon, Combining scenarios
with Poseidon results, Sustainability analysis: compare the different possible options). Finally,
Maria Seda presented the case of Córdoba, which is her Master Thesis in Water Reuse Case
Studies.
The POSEIDON Tool raised a few questions and discussions on a possible catalogue of
technologies with the related indicators and Christos suggested Emmanuel to provide
algorithms, thresholds and rankings for the technologies of POSEIDON. This was requested in
order to make POSEIDON suggest a basket of options on which WP7 will work with. Emmanuel
responded positively, but asked for engineering consultation in order to relate technologies and
indicators.
2.2.2.4. Status of Work Package 5 – Presented by L. Quilez (CSIC)
The objectives, the steps and central tasks, and the up-to-date progress (Deliverable D5.2. Part I:
Irrigation water management in Latin America, Part II: Characterization of irrigation
management in the study areas, Part III: Analysis of strategies and technologies in the study
areas) were presented. Further on Lola (CSIC) presented the next steps focusing on Deliverable
5.3: “Report on a tool for assessing past and future change of irrigation practices due to water
scarcity” and described the preliminary design of the tool.

2.2.2.5. Status of Work Package 6 – Presented by R. Maia (UPORTO)
WP6 Representatives, Rodrigo, Joao Pedro and Frederico, presented the Overall tools & tasks of
WP6, the knowledge base and the visualization/simulation platform, the DSS.
Rodrigo described the main Principles were applied in the DSS and Federico displayed a live
demonstration of the Knowledge Base and the DSS Workflow. Joao Pedro analyzed all the inputs
that were used from every study site and highlighted the raised issues regarding the vulnerability
indicators, the GIS metadata import, the technology evaluation, the treatment train selection and
the Scenario creation.
2.2.2.6. Status of Work Package 7 – Presented by Christian Hunter (PUC)
In WP7 presentation Christian focused on the progress so far concerning Cost-Benefit and Trade
off development, Development of Algorithm (Scenarios), Economic and Environmental Impacts,
Multi-Criteria Analysis, Principal Component Analysis and listing of Variables. He emphasized in
the formulation, testing and monitoring of alternative scenarios and the development of

2.2.2.7. Status of Work Package 8 – Presented by P. Stathatou (NTUA)
Patricia explained all the work that has been done so far concerning the initial indicator list, the
classification of indicators according to vulnerability aspects and the selection of the final
indicator list & further development of the methodology. More detailed she presented the
development of an Indicator Pool and all the Input from Study Site Partners. Additionally she
describeD the approach and the methodology used for the final indicator development with
examples from all the study sites. Finally Patricia displayed a summary of results of existing and
potential WR&R Applications
Fernanda (USP) pointed out that indicators such as: water storage capacity are very crucial and
should be taken into account.
Christos (AUA) suggested to reconsider the selection of the indicators
Dionysis (NTUA) said that it would be easier if a data base was developed to store all the data
Christos (AUA) responded that this is a WP3 contractual obligation and will be done in D3.3 then
all the data will be gathered.
Christian emphasized that for example irrigation is crucial for Chile, but not for Brazil. Therefore
the weight could not be calculated for the 4 study sites on common basis.
2.2.2.2. Status of Work Package 9 – Presented by D. Stamatakos (AUA)
Dimitris described all the activities performed so far concerning the “Project Dissemination”. He
explained in details all the dissemination tasks such as the press release and other published
material, the participation in events, the social networks (Facebook, twitter, LinkedIn, YouTube),
the leaflets etc. Emphasis was given on the Dissemination Site (www.coroado-
project.eu/dissemination) and more specific on the TRIKS section that intends to disseminate the
various thematic aspects of water recycling and reuse. Once again, the whole project Consortium
was asked to participate and enhance the efforts of dissemination. In the following months WP9
will work on the development of the new leaflets, different for each study site.

2.3.2. COROADO Vulnerability to Changing Water Conditions Index – Presented by C. Karavitis (AUA)
By returning to the session, Christos explained in detail all the work that has been done
concerning Changing Water Conditions Vulnerability Index. He described the used methodology
for the development of the index and displayed numerous tables and diagrams with the used
data. Furthermore Christos presented the steps for selection and classification of indicators for
Water Stress, Water Scarcity and Drought Vulnerability Indices. More specifically, tables
explaining the statistical analysis that was followed for the index development were presented
and explained.
Christian posed a few questions on the use and development of the indices, which initiated a
corresponding discussion by all. Christos presented more details for the indicator usage and
development of the indices. When their developmental phase will be finished new details will be
again presented in the meetings to come, particularly in the upcoming Syros WPL meeting.
2.3.3. COROADO Gender equality in COROADO research - Heleen E. Claringbould, (CorePage)

Heleen presented the results of her research on the gender issues of COROADO Project. She
emphasized the reasons (whys) and the ways (hows) for gender equality in COROADO research
such as Diversity & Equal opportunities and Flexible working hours, part time work, Equal
payment, Respect respectively. Finally she recommended some actions in COROADO Gender
equality such as:
•Mobilizing gender balanced research team
•Work life balance
•Gender balanced participation stakeholders
•Gender awareness in data gathering, language and product development
CorePage will again report to the EU concerning the gender issues of COROADO along with the
Periodic Report.
2.3.4. COROADO Management- Presented by Vassilia Fassouli (AUA)
Management Issues were divided into 2 sections. The first one was the description of the progress
in WP1 tasks and the second was the Abolition of paper financial reports.
For the first section, Vassilia made an overview of the project so far (Project Outputs that are
delivered on time, delays, actions taken etc). Then she described the deliverables that are to come
in the current Project period (2), noting that the Case studies should deliver their inputs in
English and not in their local language. She also reminded that the 2nd Period ends in Project
month 36 (September 2014)
In the second section it was presented the procedure that should be followed in order to abolish
the papers in the financial reports. Namely, the European Parliament and the Council adopted
Regulation (EU, Euratom) No 966/2012 on the financial rules applicable to the general budget of
the Union repealing Council Regulation (EC, Euratom) No 1605/2002 (hereinafter "Financial
Regulation"). This Regulation introduces new rules as from 1 January 2013 more favorable to
beneficiaries of Union projects. This in general means that in the next reporting period the
COROADO Partners will have to apply electronic-only signature and transmission of certificates
and statements. AUA will provide the Partners with the corresponding guidelines, if only all agree
to do so according to the pertinent EC rules.

2.3.5 Financial Issues – Presented by D. Stamatakos (AUA)
As part of the management, the financial aspects regarding the spending and labor procedures
by the various Partners for the 1st reporting period were explained. Useful advices were also
presented. Yet, support and assistance will be provided to the Partners by AUA regarding these
tasks when necessary.
Namely, Dimitris presented all the tasks performed regarding the financial aspects of the 1st
reporting period. He described in detail with various tables, graphs and diagrams the overall
spending by partner and the spending by partner in each cost category. Finally Dimitris pointed
the cost categories that every partner has over or under spend during the 1st period.
Then, the Coordinator Prof. Christos Karavitis, in continuation of the Porto meeting Management
Committee decision on funds withholding for certain partners, informed the COROADO General
Assembly that partner 13 SEA, since it was lacking the necessary expertise to perform certain
duties, such duties were already undertaken by the AUA to ensure the smooth run of the Project.
Furthermore, the task of indicator sensitivity analysis originally planned for WP3 (GEOMATIC)
was also undertaken by AUA. Thus, the Coordinator arrived to the decision to reallocate the
necessary corresponding funds to the budget of AUA according to FP7 rules, the Consortium
Agreement and the Grant Agreement. The Coordinator then pointed out that SEA should be
remain as active as possible and gain experiences by interacting throughout the Project, a
direction which all partners should support. The COROADO General Assembly fully agreed on
and accepted the decisions and recommendations made by the Coordinator. The Coordinator
informed the General Assembly that all these changes will be recorded and dully reported the EC
in the official Reports.

2.4. FOURTH DAY (Thursday 28/11/2013)
2.4.1. Condorito National Park, Suquía and the Cosquín River basins and San Roque Reservoir and
Dam.
The COROADO Partners had the opportunity to see and admire the area’s natural aesthetic value
and more specific the Andean Condor, and lots of endemics species. That first leg of the triptrip
included a visit at the Condorito National Park which is one of the reasons that Cordoba is famous
for. The hiking started from de Visitors Centers, and it took a couple of hours to get to the North
Balcony. From this point there is a panoramic view to the "canyon”, where Condors use to fly, as
well as the headquarters of the pertinent river. Furthermore the watershed of the case study area
was visited and various hydraulic works were examined. The dam of San Roque was then visited
and explored.

The “Morning Glory” type Spillway in San Roque Dam.
The San Roque Lake is a reservoir in the province of Córdoba, Argentina. It was created by the
damming of several rivers, especially the Suquía and the Cosquín. It is located next to the city of
Villa Carlos Paz, about 600 m above mean sea level. It has a surface area of 16 km², an average
depth of 16 m, and a maximum volume of 180 million m³.
The dam was initially built to provide fresh water for Cordoba and its surroundings. It was
designed in 1884 by the engineering firm of Cassaffousth, Bialet Massé and Dumesnil, finished in
1886, and inaugurated officially in 1890. Two years later the dam was suffering from a complete
lack of maintenance, however, and a political scandal erupted.
The original dam was finally replaced by a newer one, located 150 m away, by an initiative of
Governor Amadeo Sabattini, and completed in 1944. The newer dam was built to contain and
control larger rises in water levels. When the engineers tried to demolish the original dam, the
dynamite only blew the metal railing. The new dam was therefore built several meters in front of
the old one. When the level of the lake is low, the upper part of the old construction can be seen.

2.5. OPTIONAL FIELD TRIP: SATURDAY AND SUNDAY 30/11 & 1/12/2013
2.5.1. Tigre River – Parana and Uruguay rivers delta area -Buenos Aires (optional)
After the field trip in Condorito National Park, the COROADO Partners (optional) visited the El
Tigre and Parana Confluence and Delta area in Buenos Aires by boat. In this visit partners had the
opportunity to get a specific idea of the area’s water resources as well as the quality and quantity
status of the water used for all the activities of the delta of the river.

3. CONCLUDING REMARKS
Based on the discussions, proposals, and comments that were made during the Third Plenary
Meeting of COROADO Project that took place in Argentina, on 25-11-2013 to 02/012/2013, the
following may be underlined:
Help and guidance will be provided to the Study Site Partners, regarding the 2nd series of
the stakeholders’ workshops that are to be organized in each of the study sites.
The To-Do list for the following months will be distributed among the Partners.
The deadlines should be respected in order to avoid potential pitfalls.
All deliverable will have to be delivered to AUA one month prior the official deadline to
deliver to EU
2nd version of POSEIDON will be delivered in March
Water Stress assessment model will be delivered in March
Vulnerability to Water changing Conditions equations will be delivered in March
Multi Criteria Analysis functionality will be delivered by the end of February.
