1 PURPOSE The purpose of this document is to detail the testing & commissioning of the fire protection system (FPS) for the Arcapita HQ Building. It is prepared by Banz Trading & Contracting WLL.

This method statement provides the methodology that will be used for the Testing and commissioning of the Fire protection System compliant with the contract specifications and approved drawings.

This document is required to be approved prior to the start of the Testing and Commissioning Activities for the fire protection system.

This document is structured as follows:

Section Description

1.0 Purpose This section should describe the objectives and purpose of the document.

2.0 Scope This section should describe the scope of the project and the components that would be covered by the T & C activities in this document. Any exclusion must also be highlighted.

3.0 Definitions This section should list all abbreviations and specials terms used in the document that would help in the understanding and review of this document.

4.0 Reference Project Specifications and Codes

This section should list all the project references and code standards that are used in meeting the technical and requirements specifications for the sub-system project scope.

If necessary, relevant sections should be copied as references and included in the Test Procedures.

5.0 Responsibilities This section should define the organization team structure that would be responsible for the T & C activities. Each role and responsibilities should also be described, including roles by external parties and contact details.

6.0 Testing Equipment and Tools

This section should list all the equipment and tools that would be used during the T & C activities, including test equipment calibration certificates.

It should also include any software programming, software application and software utilities.

7.0 Quality Control This section should describe the Quality Management process employed in the installation and development of system, including the development of documentation and software application.

Any tools that are used for measurement and testing should include the calibration method and certification required.

8.0 Test Procedures This section should detail the Testing Procedures and Test Types that would be carried out throughout the design and implementation stages of the system. It should describe the inspection, testing, verification and qualification of all components of the system.

9.0 Documentation This section should list and describe all the Test Reports and Checklist that would be used to record the detail testing activities, its results and where required, a signed records of participants during the testing activity.

It should include for each test activity defined in the Test Report, a complete (Installation) Test Plan.

A Risk Assessment Report would need to be included, if Live (Electrical) Testing is performed.

It should also include notification to the Electrical Contractor (MME) of required power.

2 SCOPEThe scope of works is to the complete design, supply, installation, testing & commissioning of the fire protection system to Arcapita Bank Head Quarters , Bahrain Bay. The system comprises of the following components:

Fire Pump sets

Sprinkler System

Inert Gas

Item Quantity Description

Sprinkler Head Upright 3613 Nos. An upright sprinkler differs from a pendent sprinkler in that it projects upwardly from the fluid supply pipe. When an upright sprinkler is activated, the water flows upward through the sprinkler head and is expelled from the central orifice in an upward direction. Gravitational forces, in combination with the deflector spaced a pre-selected distance above the central orifice, results in the formation of a downwardly. moving spray distribution pattern in an attempt to control a fire.

Sprinkler Head Royal Flush Concealed 2399 Nos. A fire suppression or control device that operates automatically when its heat-actuated element is heated to its thermal rating or above, allowing water to discharge over a specific area.

Fire Pump Set Horizontal End Suction, Double Electric and Jockey, Capacity 750 GPM @11.5 Bar Complete with independent standard controllers on independent base for each pump, complete standard accessories.

1 set The pumps are configured as ‘Duty’ and “Standby’ pumps, with essential and non-essential power supplies through an Automatic Transfer Switch to the Pump Control Panels serving each pump. 2 nos. electric driven fire pump sets with rated duty of 2800 liters per minute (750 (US) gpm) at 1100 kPa (160psi).

Water Flow Meter (FM) 1 No. A fire pump installation shall be arranged to allow the test of the pump at its rated conditions as well as the suction supply at the maximum flow available from the fire pump. An in-line flow meter is provided for commissioning and periodical proving of the pump performance. The water discharge during flow testing is re-circulated back to the Water Storage Tanks.

Alarm Check Valve (ACV) 4 Nos. An Alarm Check Valve inclusive of associated valve trim for alarm test, drain and monitoring functions.

Zone Control Valve (ZCV) 16 Nos. A monitored isolating valve, which enables the Sprinkler System Zone that it serves to be isolated for maintenance, modification works or by the Fire Authority following sprinkler operation. A Supervisory Alarm will be displayed at the Main Fire Alarm Control Panel if any monitored valve is not in the fully open position.

Landing Valve (LV) 81 Nos. Its a simple valve like aur water tab when you open it you'll get water so the fire department people connect there water hose to that valve to get water to extinguish fire.

Flow Switch (FS) 21 Nos. A Flow Switch to provide indication at the Main Fire Alarm Control Panel of the Sprinkler System Zone in operation.

Water motor alarm 4 Nos. A Water Motor Alarm Gong served from the alarm port of the Alarm Check Valve. An Alarm Gong is provided for each set of Sprinkler Control Valves and are located in the Carpark, immediately behind the Control Valves.

Pressure Reducing Valve (PRV) 71 Nos. Steam, liquids and gases usually flow at high pressure to the points of final use. At these points, a PRV lowers the pressure for safety and efficiency, and to match the requirements of the application or it can be define as a self-operating valve used to reduce any excess pressure in a system, for example- steam. Also known as a PRV. The valve opens if the internal pressure exceeds that holding the valve disc onto the seat.

Non-Return Valve/Swing Check Valve 6 Nos. A swing check valve is a butterfly-style check valve in which the disc, the movable part to block the flow, swings on a hinge or either onto the seat to block reverse flow or off the seat to allow forward flow. This non-return valve has a hinged disk as the closing element.

Isolation Valve (IV)/Gate Valve (GV) 10 Nos. A multi-turn valve, which has a gate-like disk and two seats to close the valve. The gate moves linearly, perpendicular to the direction of flow. This type of valve is normally used in the fully opened or fully closed position; it is not suited to throttling applications.

Supervisory Switch OSYSU1 5 Nos. The OSYSU is used to monitor the open position of an OS&Y (outside screw and yoke) type gate valve.

Pressure Relief Valve (PRV) 1 No. A pressure relief device designed to re-close and prevent further flow after normal conditions have been restored.

25mm test and drain valve With sight glass. 20 Nos. A combined Test and Drain Valve to manually check the Flow Switch operation by simulating the operation of a sprinkler and to drain the piping for maintenance, modification or by the Fire Authority following sprinkler operation. A Sight Glass to confirm water flow during testing of the Flow

Switch.

Lock Shield Valve 71 Nos. Fitted at the return side of each radiator and used to balance the system when it is first installed.

Breeching Inlet (BI) 1 No. An inlet breeching at ground level provides the connection to the water supply. The system is normally dry and is charged by the fire brigade in an emergency. Breeching inlets have either 2 or 4 inlet connections complete with 2.5” male instantaneous inlets to BS336 fitted with non-return valves, 1” drain valve and caps and chains. A 100mm (4”) rising main uses a 2-way inlet breeching in a vertical or horizontal position. A 150mm (6”) rising main uses a 4-Way inlet breeching. Inlet Breechings comply with the requirements of BS 5041 Part 3. .

Fire Hose Reel (FHR) 71 Nos. Fire hose reels are located to provide a reasonably accessible and controlled supply of water to combat a potential fire risk. The length of a fully extended fire hose is 36 meters with a diameter of 19mm (outside diameter). These appliances are designed to deliver, as a minimum, 0.33L of water per second. A control nozzle attached to the end of the hose enables the operator to control the direction and flow of water to the fire. All fire hose reels come with a unique ball valve shut-off device, a plastic or solid brass hose reel nozzle and mounting bracket.

Dry Powder Fire Extinguisher 4kg

20 Nos. The dry powder agent was developed to reduce the electrical hazard of water, and thus is effective against Class C fires. (It can also be used against Class B fires.) The powder is finely divided sodium bicarbonate that is extremely free flowing.

Automatic Dry Powder Fire Extinguisher 10 Lbs

67 Nos. Automatic dry powder Extinguishers, commonly used to protect engine/machinery compartments suitable for class A , & C fires and safe for use on Electrical equipment.

CO2 Fire Extinguisher 5 Kg 23 Nos. Carbon dioxide (CO2) extinguishers, effective against many flammable liquid and electrical fires (Class B and C), use CO2 as both the agent and the pressurizing gas. The liquefied carbon dioxide, at a pressure that may exceed 800 psi depending on size and use, is expelled through a flared horn. Activating the squeeze-grip handle releases the CO2 into the air, where it immediately forms a white, fluffy "snow." The snow, along with the gas, substantially reduces the amount of oxygen in a small area around the fire.

Fire Protection System A installed system consisting of piping, set of valves, pumps and sprinklers to extinguish fire in initial the stage to protect property and life.

Authority Having Jurisdiction, The organization, office, or individual responsible for approving equipment, materials, an installation, or a procedure.

T & C This method statement provides the methodology that will be used for the Testing and commissioning of the Fire protection System compliant with the contract specifications and approved drawings.

Fire Alarm System A system or portion of a combination system that consists of components and circuits arranged to monitor and annunciate the status of fire alarm or supervisory signal-initiating devices and to initiate the appropriate response to those signals.

2 RESPONSIBILITIES

The diagram below shows the proposed Organization Structure for the Testing and Commissioning of the fire Protection system

FUNCTION RESPONSIBILITIES

Commissioning Engineer The Commissioning Engineer shall be responsible for preparing the Method Statement (Testing Plan) Documentation, observant of all safety precautions required by the NMR Safety Plan for supervising the (Life Safety) testing activities.

Commissioning Manager (Witnessing) The Commissioning Manager is required to witness and sign-off 100% testing of Fire Safety installations. The Commissioning Manager will review Method Statement Documentation.

Engineer/Client The Engineer and or the Client representative are invited to be present to witness specific installation, functional, systems tests being performed by the fire protection system Commissioning Engineer or Test Technician.

Quality Assurance The QA function shall be responsible for conductions internal reviews of the T & C documents and testing records to ensure that all tests have been performed in accordance with the approved inspection and test procedures.

Testing Technician The Testing Technician shall be responsible carrying out the tests and recording the test results.

3 TESTING EQUIPMENT AND TOOLSThe following testing tools shall be used for the purpose of configuration and commissioning of fire protection system

4 QUALITY CONTROLThe Commissioning Engineer shall prepare the testing procedure that will include the equipment to be tested, the tests to be performed, the test equipment to be used, the test procedure to be applied and the test records to be used.

The Commissioning Engineer shall organize, supervise and verify the implementation of the testing schedule.

All T & C documents prepared will include Document Review by fire protection QA/QC function and AHQ Project QA function, before they are approved for T & C activities.

The Following QA activities are carried out during project execution

The Contractor / Consultant before procurement approves technical Submittals of all materials.

The Contractor / Consultant inspects the quality of the material before installing.

The Contractor QA/QC representative checks the installation of the works and recommended if any changes required. Then inspection is offered to consultant for approving the installation of pipes and fittings, devices and equipments prior to testing and commissioning.

The Documents for Testing and Commissioning method statement shall be submitted for contractor/ Consultant approval. After obtaining necessary approvals, the testing and commissioning work is carried out in the project. The same shall be done as described in this document.

5.4 Functional Test

Preconditions of Functional test

These series of Tests will be performed when all the Unit Tests are completed and commissioned.

Ensure the Unit test is completed.

Ensure that the electricity and water are available

Ensure the access to all the areas is available.

Ensure that the authority having jurisdiction of fire equipment has been instructed the location of fire pump room, system isolation valve and signage of the system.

Ensure that the flushing is carried for the service mains and riser.

Ensure that the Hydrostatic tests are carried.

Make Sure that fire pumps are in Auto Mode.

Ensure that interlocking of main pump controller and stand by controller is completed.

For the coverage test , please note the main contractor has to arrange for covering the area and for dewatering the water and to clean the area.

The Jockey pumps start running at 11 Bar if the pressure drops reaches 11bar from 12 Bar. (If required) Stop the Jockey pump and ensure that Main pump is starting at 11 Bar.

The signal from Flow Switch to FACP is activating the sounder with 3 min delay.

The mechanical water gong is activated

Work is to be covered by a permit to work system where necessary. Planning will include liaison with other contractors and those in control of the workplace to ensure that all are aware of the work to be done Only competent persons with suitable test equipment, correctly calibrated will be involved in the work.

Physical:

Prior to the commencement of work a check will be made to verify that all switch rooms and/or control rooms have been cleared of loose materials and that all temporary installations have been removed. Equipment covers and doors are to be closed and guards refitted to machinery. Barricading around testing area to prevent unauthorized entry. Safety or warning signs to be displayed indicating hazards.
