Modifications to SASE came into effect on 6th April 2015. The changes ONLY relate to the Transferable Skills requirements of a framework and they ONLY apply to new Apprenticeship starts on, or after, 6th April 2015. Apprenticeships started before this date must continue to meet the 2013 SASE requirements for Transferable Skills.

The modifications removed the “5 year rule”, meaning that acceptable qualifications, achieved before September 2012, are now in scope. This includes iGCSEs, A and AS Levels, O Levels and Key Skills. However, there are still minimum grade/level requirements that need to be achieved, depending on the level of Apprenticeship being undertaken. There have also been some changes to the minimum grade/level requirements which, in summary are:

Intermediate Apprenticeship: GCSE/iGCSE/A and AS Levels - minimum acceptable grade is now E, irrespective of achievement date (for ALL acceptable GCSEs/iGCSEs/A/AS Levels)

Key Skills - minimum acceptable is Level 1, irrespective of achievement date

O Levels – minimum acceptable grade is C, irrespective of achievement date

Advanced Apprenticeship: GCSE/iGCSE - minimum acceptable grade is now C, irrespective of achievement date (for ALL acceptable GCSEs/iGCSEs)

A/AS Level - minimum acceptable is grade E, irrespective of achievement date

Key Skills - minimum acceptable is Level 2, irrespective of achievement date

O Levels - minimum acceptable grade is C, irrespective of achievement date

Higher Apprenticeship: There remains no mandatory requirement for Transferable Skills qualifications to be achieved.

Please note that some frameworks may have grade/level requirements that are above the SASE minimum requirements.Please check the framework to ascertain where this is the case and/or check directly with the specific Issuing Authority responsiblefor the framework.

PLEASE NOTE THAT THAT THE NEW REQUIREMENTS FOR TRANSFERABLE SKILLS, AS DETAILED ABOVE, OVERRIDETHE NOTES AND GRADES/LEVELS ASSOCIATED WITH THE TRANSFERABLE SKILLS TABLES, WITHIN THIS DOCUMENT. Until the Transferable Skills tables can be updated, any references to “achieved before Sept 2012 and within 5 years of starting Apprenticeship” or “achieved before September 2012, otherwise at any time prior to starting Apprenticeship” can now be ignored.

Over the next few months, the Transferable Skills section within AFO will be amended to reflect the SASE modifications and all current frameworks will be updated and reissued to incorporate these changes. In the meantime, if you are in any doubt as to the requirements of any framework then please contact the relevant Issuing Authority.

Short description

This apprenticeship is designed to meet the needs of employers for an expansion of trainingprogrammes, to widen recruitment and to improve retention as well as to provide progressionopportunities to and within the health and fitness industry at both intermediate and advancedlevels.

The Intermediate Level Apprenticeship in Exercise and Fitness is designed for those individualswho are either already employed in the fitness industry and wish to gain new knowledge andskills or who are looking to enter the industry and further develop their knowledge and skills toprogress within the sector. The framework is also suitable for those wishing to change careerafter having worked in a different sector.

Purpose of this framework

Summary of the purpose of the framework

Defining Apprenticeships

An Apprenticeship is a job with an accompanying skills development programme designed byemployers in the sector. It allows the apprentice to gain technical knowledge and real practicalexperience, along with functional and personal skills, required for their immediate job andfuture career. These are acquired through a mix of learning in the workplace, formal off the jobtraining and the opportunity to practice and embed new skills in a real work context. Thisbroader mix differentiates the Apprenticeship experience from training delivered to meetnarrowly focused job needs.

All apprentices commencing their Apprenticeship must have an Apprenticeship Agreementbetween the employer and the apprentice. This can be used to reinforce the understanding ofthe requirements of the Apprenticeship.

On completion of the Apprenticeship the apprentice must be able to undertake the full range ofduties, in the range of circumstances appropriate to the job, confidently and competently tothe standard set by the industry.

The Health and Fitness Industry

The health and fitness industry is a large and important component of part of the active leisure,learning and well-being sector. It is made up of both privately run clubs such as David Lloyd,Fitness First and Cannons which constitutes 54.45% of the sector and publicly run gymsthrough various leisure facilities run by local authorities or leisure trusts; this makes up justover 45.4% of the industry .

The health and fitness industry workforce is predominantly female (63%), and mainly from awhite background (92.5%) with a low proportion of Asian, Asian British, Chinese, Black, BlackBritish and other backgrounds.

There is an estimated 51,900 full and part time staff directly employed in the fitness industryworking in over 5,500 private and publicly run gyms and clubs. These members of staff are acrucial part of the front line service to over 7 million members of these clubs ensuring thatcustomers achieve their health and fitness goals. The industry continues to grow and over thelast 3 years has had a like-for-like membership growth of 2.9%

The Employer Training Survey shows that the highest qualification held by almost a third(31%) of employees currently working within the health and fitness sector is level 1 and a

further quarter hold a level 2 qualification as their highest.

Therefore, there is a clear need to up-skill existing employees working within health and fitnessfor job roles which require skills and knowledge at level 2 and 3 such as fitness instructor andpersonal trainer, and provide clearly defined routes for entrants into the sector. Health andfitness employers have worked hard to establish an industry governed register which clearlydefines entry point and progression routes which are recognised and understood by employers,employees and prospective entrants into the sector. The Register of Exercise Professionals(REPS) has been established by employers and allows instructors, coaches, trainers andteachers to know they are operating at the highest standards of professionalism. Registrationis achieved and maintained through the gaining of qualifications and training which areendorsed by industry experts and nationally recognised. Qualifications which allow entry ontothe register include both VRQs and NVQs. All the fitness related qualifications within thisapprenticeship framework allow entry onto the register giving the Apprentice a solid androunded understanding of the industry as well as the opportunity to gain employment andfurther skills.

In parallel to industry targets, the government has set a target of getting at least 70% of thepopulation participating in sport and physical activity. This apprenticeship programme willprovide the skilled staff to help the nation achieve a healthier, better life. SkillsActive are alsodeveloping excellent links with the National Health Service through the GP referralqualifications we have in place, which will contribute to achieving these targets.

This apprenticeship is designed to meet the needs of employers for an expansion of trainingprogrammes, to widen recruitment and to improve retention as well as to provide progressionopportunities to and within the health and fitness industry at both intermediate and advancedlevels.

bringing about a more diverse workforce which reflects the community and customers thehealth and fitness facilities serve;business sustainability by increasing the number of staff holding level 2 and 3qualifications and who are REPs (Register of Exercise Professionals) registered;offering clear progression pathways beyond level 2 within health and fitness as well asacross the whole of the active leisure, learning and well-being sector;offering the opportunity for level 2 staff to further develop their skills by engaging intraining at level 3 and above.

How will the framework achieve the above objectives?

The framework will address the issue of generic skills priorities as all of these skills fromcustomer services to communication and team working are essential parts of theframework elements and apprentices will be required to learn, use and practice theseskills both by obtaining functional skills qualifications and studying for both thecompetence and knowledge element of the programme.The qualifications contributing to a better skilled workforce within the sector will not onlybe the competence and the knowledge elements but also the additional employersrequirement which will give a great opportunity to tailor an apprentice's trainingprogramme to the employer's / customers' particular needs and for apprentices to gainadditional technical skills.Due to the recession, it is important that the sector recognises the value ofapprenticeship programmes in upskilling the health and fitness workforce and the valueof apprentices to their businesses. Having a workforce grown internally by apprenticeshipprogrammes ensures that businesses are supplied with a workforce who will have notonly the soft skills but also the specific technical skills to work and progress within theindustry making it a successful business for the employer and a quality experience for thecustomers.Clear progression to further specialist courses allowing continuing professionaldevelopment not only in exercise and fitness, but leisure management and sportsdevelopment as well.The apprenticeship will build further confidence in our sector from other professions suchas physiotherapists and doctors.

They should be motivated to succeed in the health andfitness industry and be willing to work shifts, sometimes unsociable hours and travel betweensites. Potential apprentices are expected to have the skills to work with and motivate a varietyof different clients. Apprentices might also need to undergo police checks for example whenworking with vulnerable adults and children.

Apprentices will be given the opportunity to gain literacy and numeracy qualifications alongsidetheir industry related skills and qualifications.

It is not a mandatory part of this framework to achieve ICT qualifications, although apprenticesare encouraged to take every opportunity to broaden their skills base.

Learners can also progress into this apprenticeship if they are already employed in the sectorand wish to develop their knowledge and skills to progress their careers.

Learners can also progress into this programme from employment in a different sector as acareer change.

PROGRESSION FROM THIS INTERMEDIATE LEVEL PROGRAMME

On completion of this Intermediate Level Apprenticeship, learners can progress onto aspecialist role in teaching exercise to children, or onto the Advanced Level Apprenticeship inExercise and Fitness and progress to roles which are more specialist and require greatertechnical knowledge and skill, for example Studio Coordinator, Assistant Manager etc.

They can also progress onto a variety of vocational qualifications offered by private providers ofFE colleges allowing them to gain further knowledge in any of our subsectors, for example theycan become Personal Trainers by completing an Advanced Level Apprenticeship in Exercise andFitness or Centre Managers by progressing onto a Leisure Management programme.

It is strongly recommend that apprentices consider membership of the Register of ExerciseProfessionals (REPs) upon achievement of their framework qualifications. Membership of REPsprovides assurance and confidence to consumers, employers and the health professions that allregistered exercise professionals are appropriately qualified and have the knowledge,competence and skills to perform specific roles. Further information on qualifications andprogression guidance within health and fitness can be found at www.exerciseregister.org

CERTIFICATION

On completion of all components of this apprenticeship programme and meeting the fullframework requirement, learners or training providers/employers on the learners' behalf andauthorized by the learner must apply to the relevant Certifying Body to request theoverarching apprenticeship certificate. Employee rights and responsibilitiesIn the active leisure, learning and well-being sector the employee rights and responsibilitiesrequirement of the apprenticeship programme will be met by all apprentices completing anexternally assessed and verified qualification covering all nine national outcomes listed below:

GCSEs, A levels or vocational training routes such as Young Apprenticeships or IntermediateLevel Apprenticeships.

Learners can also progress into this Advanced Level Apprenticeship from the IntermediateLevel Apprenticeship in Exercise and Fitness or any other Intermediate Level Apprenticeship inthe active leisure, learning and well-being sector.

Learners can also progress into this Advanced Level Apprenticeship if they are alreadyemployed in the sector and wish to develop their knowledge and skills to progress their careers.

Learners can also progress into this Advanced Apprenticeship programme from employment ina different sector as a career change.

PROGRESSION FROM THIS ADVANCED PROGRAMME

On completion of this programme, apprentices can progress into full time employment in avariety of roles, ranging from Personal Trainer to working alongside a GP doing GP referral.They can also progress onto a variety of vocational qualifications allowing them to furtherspecialise for example in Ante and Post-natal exercise or dealing with older adults.

Once level 3 qualifications are completed, there is a direct progression route for thoseinterested in becoming specialist instructors for the conditions listed below:

It is strongly recommend that apprentices consider membership of the Register of ExerciseProfessionals (REPs) upon achievement of their framework qualifications. Membership of REPsprovides assurance and confidence to consumers, employers and the health professions that allregistered exercise professionals are appropriately qualified and have the knowledge,competence and skills to perform specific roles. Employee rights and responsibilitiesIn the active leisure, learning and well-being sector the employee rights and responsibilitiesrequirement of the apprenticeship programme will be met by all apprentices completing anexternally assessed and verified qualification covering all nine national outcomes listed below:

The delivery of this programme must be in a setting free from prejudice and discriminationwhere all learners can contribute fully and freely and feel valued.

ISSUES, BARRIERS AND ACTIONS

The health and fitness industry is made up of nearly 6000 private and public health clubs.

The majority of the workforce are members of staff who work on the gym floor. As a result ofthe current economic situation, a possible barrier to entering the fitness industry is the factthat disposable income has considerably reduced in most households, therefore members ofthe public are more cautious about spending money on health club membership. There isnotably a competitive spirit amongst health clubs offering shorter commitment periods,reduced joining/membership fees and competitive rates for group exercise sessions. Ultimatelycompetition means that the fittest will survive, but unfortunately the current economic climatehas also caused a drop in pay increases and reduced support for training and development dueto the cost. However, this is where an apprenticeship programme can contribute by ensuringthat those interested in entering the sector, or who are already employed in the sector, aregiven the opportunity to gain and develop their knowledge and skills despite the currenteconomic difficulties to ensure they stand out and succeed.

63% of the workforce is female and although they have a presence across all roles, thisdecreases as the roles become more senior. Having an Intermediate and Advanced LevelApprenticeship programmes on offer in fitness makes it possible for all members of staff todevelop their skills and knowledge. Therefore this framework can contribute to encouragingmore women to develop their skills. The Advanced Level programmes available in both fitnessand leisure management can enable women to fill more senior roles in the near future.

The fitness workforce is predominantly white at 92.5% with the remaining 7.5% split betweenother minorities.By having an open access, prejudice and discrimination free recruitment process to our

Legal Requirement

The Specification of Apprenticeship Standards England (SASE) states that apprentices mustcomplete a minimum of 280 Guided Learning Hours (GLH) per year when undertaking anIntermediate Level Apprenticeship. A minimum of 100 GLH (or 30% of the total GLH whicheveris greater) must be completed each year of the programme away from the apprentices’immediate area and pressure of work (off the job).

Definition:

ON THE JOB = Learning which encourages and enables the apprentice to demonstrate practicaljob-related skills and to practice and apply these skills in the context of the job. This type oflearning will be delivered in the workplace and through practical experience of doing the job.

OFF THE JOB = Learning which encourages and enables the apprentice to develop thetechnical skills of the job and to develop their knowledge of theoretical concepts across a rangeof contexts and the wider market. This type of guided learning will be delivered away from heimmediate pressures of the job. It may be delivered in the workplace, in a college or trainingprovider premises.

Intermediate Level Apprenticeship in Exercise and Fitness

The total guided learning hours for this framework is set at 534 GLH and we expect theframework to be completed within a minimum duration of 12 months. Therefore the total GLHfor year one of this programme will be 534 GLH which exceeds the minimum legal requirementof 280 GLH per year.

Additional employer requirementsIt is strongly recommended that apprentices consider membership of the Register of ExerciseProfessionals (REPs) upon achievement of their framework qualifications. Membership of REPsprovides assurance and confidence to consumers, employers and the health professions that allregistered exercise professionals are appropriately qualified and have the knowledge,competence and skills to perform specific roles. Further information on REPs membership canbe found at www.exerciseregister.org/

While the achievement of additional employer requirements is not a mandatory requirement forcertification of this apprenticeship programme, the sector and employers recognise the valueand the need for these and completion of them will make the apprentice more employable.Therefore it is also advised for all apprentices on the programme to complete an additionalqualification to make them more employable in their chosen career. These must be anexternally assessed and verified qualification, additional technical skills the apprentice can gainto make them more employable and competent in their job role. The selected qualificationshave to be relevant to the organisation, linked to the competence element and relevant to theapprentice's job role.

Please note that the additional employer qualifications are not funded, the employer shouldcontribute to the achievement of this aspect of the programme. It is advised that oneadditional qualification is achieved at the Intermediate Level and two at the Advanced Level.
