FRAMEWORK OVERVIEW

The Total Workforce Solutions tender exercise was conducted by HealthTrust Europe and designed to support the NHS and other public sector organisations in managing the dynamics of the temporary staffing market, whilst additionally providing workforce solutions. Meeting the requirements of NHS Improvement, the strategy has provided an agreement that includes capped pay and total charge rates, clear protocol with regards to the “break glass” policy and offers a holistic end to end local resourcing strategy. Period of the Framework Agreement: 1st February 2017 to 31st January 2019 (Lot 5 Only)

There are two 12-month extension options available.

This framework brief provides the NHS and public sector organisations with an overview of the Direct Engagement Lot under the Total Workforce Solutions framework agreement. Contract Reference: Direct Engagement - HTE-TWS-5.000 This lot facilitates efficient access to a range of suppliers who can provide the following services:

engagement solution effectively.

add value to the core services, these may be included within a contract in

agreement with the Authority.

KEY BENEFITS

Free Access & Support:

Al Lots under Total Workforce Solutions are free of charge for

access, including all contracting work, implementation and

project management support as standard including our on-

going category support and mediation services.

In partnership with SAFERjobs:

SAFERjobs (Safe Advice for Employment and Recruitment) is a

non-profit, joint industry and law enforcement organisation

created in 2008 to raise awareness and combat criminal

activities that may be attempted by those seeking a job, or

through the services provided by the recruitment industry.

HealthTrust Europe works closely with SAFERjobs to support

them in their campaign, sharing best practice and reporting

incidents.

VAT Efficiency:

VAT efficient method of deploying temporary workers under

the Medical Locums & GPs (Lot 3a) and AHP/HSS including

ODPs (Lot 3c) Lots of Total Workforce Solutions.

Spend Transparency:

Increased visibility and controls of agency spend locally as

bookings for temporary workers can be placed and processed

through provider technology solutions to provide a full audit

trail and reporting capability.

IR35 Support:

Whether through indemnity, added value services or data

processing support, deliver IR35 requirements with confidence.

OJEU Compliant:

Save time and resource conducting a full tender process under

OJEU with a tailored solution, robust specifications and

contracting mechanisms to ensure appropriate governance.

ACCESS TO THE FRAMEWORK

Access to the Framework is free of charge & can be enacted in three ways:

Direct Award:

Call-off the framework agreement through standard services,

establish capacity and capability locally and inform HealthTrust

Europe of the provider selected to contract appropriately.

Supplier Engagement:

In addition to the direct award process, you may wish to

engage with awarded suppliers informally to undertake a

market review on the service offerings and commercial

benefits available, work locally or with HealthTrust Europe to

meet and understand each offering to select your provider.

Call-off the framework agreement through Standard Services.

Further Competition:

Conduct further competition locally using the competed

services criteria available upon request, inform HealthTrust

Europe of the award decision to contract appropriately.

FAQS

What is HealthTrust Europe’s position on the use of direct engagement services? HealthTrust Europe is not a tax or VAT advisory service and in no way makes recommendations to beneficiaries with respect to financial products or services. We recommend any beneficiary considering the use of any such service to seek independent tax and VAT advice prior to implementing any direct engagement service. Whilst the services are being actively rolled out by suppliers within the market place and accepted by beneficiaries, HealthTrust Europe will work flexibly with beneficiaries to deliver the requirements with an accessible Framework that is compliant to OJEU requirements.

Are the direct engagement services compatible with the wider temporary staffing Lots under Total Workforce Solutions? Yes, direct engagement services can be utilised in conjunction with Lot 3a: Medical Locums & GPs and Lot 3c: AHP/HSS including ODPs to maximise efficiencies and ensure close partnership working with HealthTrust Europe as a framework partner for both aspects of the service provision. All agreements are procured to allow full compatibility for candidate introductions including PAYE, umbrella & PSC as relevant to each respective model and current legislation.

When candidates are engaged via a direct engagement service, who is responsible for ensuring appropriate deductions are made regarding local IR35 decisions? The beneficiary is fundamentally responsible for ensuring appropriate tax and national insurance deductions are made in line with IR35 decisions locally where a candidate is processed via a direct engagement service. This said, direct engagement providers may offer this as part of their service to indemnify the beneficiary or provide added value services such as data processing resource or payroll to manage the administrative burden of this in conjunction with local requirements. Appropriate processes can be agreed with providers to fulfill a beneficiary’s requirements and to provide necessary assurance.

Is it free to access Total Workforce Solutions and can we use it? All Lots of Total Workforce Solutions are free to access for all our public and private sector partners, our support and service is funded solely by suppliers through our all-inclusive contract price to ensure there is never an on-cost. The agreements are available throughout the United Kingdom and can be enacted with a professional, straight forward engagement to ensure that you get access to the services that you need in a robust, convenient manner. HealthTrust Europe is committed to finding tailored solutions to fit your requirements for the best possible value.

Will all suppliers offer the same supplementary services? No, all suppliers are encouraged to offer the widest possible range of supplementary services, however this is something that will be clarified during engagement to identify capability, the table above is indicative, the suppliers may add or retract supplementary services from their offering. Demand management software and basic workforce consultancy may also be offered on a free of charge basis, software may include vacancy release and/or bank solutions.
