work packages, significant budget or resources cut, additional scientific activities tostrengthen the concept, trans-disciplinary aspects not appropriately covered…

− If experts identify significant shortcomings, they must reflect them in a lower score for therelevant criterion. Proposals requiring substantial modifications are not expected to pass therelevant thresholds
