Mr. Boy Frank Mr. Boy Frank is an expert in matters of Diplomacy, Protocol, and Security. With more than 30 years of experience in diplomacy and war zones around the world, he is in the unique position to offer hands-on knowledge about such matters. Examples of his competencies are the conduct of Embassy evacuation plans in conflict zones, driving armored vehicles and leading such convoys, and response training for various types of attacks (e.g. sniper, suicide bomber).

The Masterclasses are not only based on Mr. Frank’s expertise, but also

on his qualities and competences:

• Creativity: this entails original and innovative Masterclasses. Unlike

the plethora of Academic Masterclasses around the world, Mr. Frank

will stimulate the production of first-hand knowledge and practical

application by students.

• Problem-Solving: this entails thought-provoking Masterclasses, where

sitting and listening is not enough, and where students must actively

engage in analytical diagnoses.

• Coaching: having Mr. Frank as an instructor gives students the

possibility to receive high quality mentoring and advice from him.

• Resilience & Perseverance: these qualities are primordial in the sector

of Security and Diplomacy, and Mr. Frank can identify and foster such

attributes in students.

• The Masterclasses will be taught by Mr. Boy Frank and

his assistant, Ms. Clémence Emeriau.

• The Masterclasses are recognized by the University of Leiden, Faculty

of Global Challenges.

• Participants receive an official Certificate of Participation upon

completion of the Masterclass(es).

• The Masterclasses can be given both on-site and off-site (distance

learning via Skype or conference call).

• The Masterclasses are taught in the English language (possibility for

Dutch-taught or French-taught Masterclasses).

• Academic material (e.g. articles, handouts) are provided to students.

• The Masterclasses are interactive, and provide ample room for Q&A

sessions.

• The Masterclasses are practical, and draw upon case studies of real life

situations.

• The Masterclasses build a bridge between academia and practice, by

mixing theory with Mr. Frank’s experiences.

• Duration: 12 half-days (1 full day per individual Masterclass).

This Masterclass is based on Mr. Frank’s extensive experiences in War Zones. The goal of this Masterclass is twofold: first, students can learn what kind of security functions can be observed in diplomatic postings, and how logistics are managed in a conflict context; second, students can learn what kinds of qualities and competences are necessary for conducting diplomacy in conflict zones.

Security Functions & Logistics: • Acting Chief of Mission: during the evacuation of the Baghdad Embassy from

the Red Zone to the Green Zone, he was responsible for a team of personal protection armed guards, and set up Safe Houses in the Green Zone.

• Security Official: in a many embassies around the world. He was Deputy Head of Mission and Acting Chief of Mission in Karachi, Baghdad, and Luanda. He was responsible for the oversight of Dutch citizens’ safety and security in Karachi.

• Distinction: Silver Medal of Honor in the Order of Orange-Nassau.

Competences, Qualities, and the Reality of Diplomacy in War Zones: • Management of Embassies: openings (e.g. Kabul, Tbilisi, Asmara) and

evacuations (Islamabad, Beirut, Baghdad). • Living in Embassy Compounds: Ajaltoun in East Beirut, Danish Embassy in

Baghdad (i.e. Green Zone), Dutch Safe House in Baghdad (i.e. Green Zone), Algiers Embassy Compound, Kabul Embassy Compound.

• Unsafe Situations: high criminality risk (e.g. Lagos), high risk of bombings or suicide missions (e.g. Baghdad). Mr. Frank has lived all sorts of attack situations (e.g. corrupt police, sniper fire).

• Traveling under Attack: multiple travels between Beirut and Damascus during wartime, with military plane bombings, car bombs, and suicide attacks.

• Liaison and Reporting: intensive communication and contact with EU and 5 Eyes (i.e. UK, USA, Australia, Canada, New Zealand) counterparts; daily-basis reporting to the Dutch Ministry of Foreign Affairs.

• Negotiation: cooperation and logistics (e.g. Helicopter transport for Dutch Embassy Officials with British help).

This Masterclass is based on Mr. Frank’s extensive experience in diplomacy and diplomatic protocols. This Masterclass has two thematic focuses: Protocols for Financial Control, and Consular Protocols.

Protocols for Financial Control: • Checking Protocols for Financial Control: Mr. Frank has managed financial

control of the EU Presidency by the Netherlands (i.e. preparation of budget, actual spending, satisfactory audit system by external accountants).

• Anti-Fraud Unit: he headed the Anti-Fraud Unit (i.e. against falsification of documents) for a Ministry in The Hague.

• Ministry of Foreign Affairs: as Deputy and Acting Inspector, he investigated Dutch Embassies and produced a report of those investigations for the Secretary General.

Consular Protocols: • Consular Assistance: he gave three years of lessons to Dutch Honorary Consuls

in France, as well as visits of Dutch prisoners in more than 20 French prisons. • Protocols for VIP Visits: organization of official visits (e.g. Bill and Hillary Clinton,

Ministers) and events (e.g. during the Dutch Presidency of the EU). • Directorate of the Cabinet and Protocol: responsibility for, and oversight of,

budgets for the Dutch Royal House’s official visits to foreign Heads of State. • Recruitment & Training: recruitment of more than a 100 employees, as well as

coaching and asset development in multiple sectors (e.g. Finance, Consular Matters, Security, Human Resources), and in multiple postings.

Students will be tested on their skills and competences, so as to be pushed to recognize individual strengths and weaknesses. This Masterclass aims to teach students how to maximize their skills and competences.
