In addition First Housing has had various conversations with HFABC staff and the Applicant regarding the proposed completion of 18 single family homes within Franklin Park Estates Infill Project Our findings are as follows

Background

The proposal is for the completion of eighteen (18) pre-designed affordable single family homes within the Franklin Park Estates Infill project The eighteen homes are all three (3) bedroom two (2) bath homes ranging from 1500 sq ft to 1650 sq ft There will be six homes each of three pre-designed models for a total of eighteen homes located on lots 1 thru 17 of Franklin Park Estates and parts of lot 21-3B amp18 of Franklin Park Estates All 18 homes are required to receive Certificates of Occupancy no later than September 30 2015 In addition to the single family homes the proposal includes construction of a perimeter buffer wall and appropriate signage for the Development The unit mix and approximate air-conditioned areas for the homes are as follows

The scope of work for the subject project is limited to constructing the 18 houses including underground utility hook-ups a site perimeter barrier wall and signage

A concrete 18rsquo wide driveway and concrete driveway apron will be constructed Concrete sidewalks are denoted for access to the driveway and the house

Stormwater control will consist of landscaped swale retention areas to be constructed along most of the perimeter of the individual building lots A French drain system appears to be constructed in conjunction with the landscaped drainage swales

Sanitary sewer service to each house will consist of a new 3rdquo sanitary line running from the house and connecting to an existing sewer line at the nearest adjacent street Cleanouts will be provided with the new sanitary sewer system

A new water line provided by the City of Ft Lauderdale Utility Service will be installed at an adjacent street to the house A new frac34rdquo potable water line will connect to the new city water main and service each house New Individual water meters will be provided by the City of Ft Lauderdale Utility Service

A 4rsquo high white PVC fence with gate enclosing the rear portion of the house and backyard will be provided The property will be fully landscaped with Silver Buttonwood Ilex Cassine Coco Plum Dwarf Fiberbush and Floratam St Augustine sod among other trees shrubs plants and groundcover as shown in the drawings An automatic irrigation system using city water and having four (4) zones per house and rain sensors will be provided

A sound barrier precast concrete buffer wall will be constructed along Sunrise Boulevard from NW 27th Avenue and along West Sunrise Boulevard The wall will be 8rsquo high and approximately 1060rsquo long The wall will include one sign panel and 1060rsquo of irrigation (landscaping and sign lighting is excluded)

Building Construction

Model Type III will be a single-story 3 bedroom2 bath 2-car garage 1505 sf residential house The floor plan consists of a Great Room Kitchen bedrooms bathrooms laundry room rear patio and 2-car garage

Model Type II will be a single-story 3 bedroom2 bath 2-car garage 1650 sf residential house The floor plan consists of a Family Room LivingDining Room Kitchen Breakfast Nook bedrooms bathrooms laundry room front porch rear porch and 2-car garage

FHFC Model Type I will be a single-story 3 bedroom2 bath 2-car garage 1500 sf residential house The floor plan consists of a Family Room Dining room Living Room Kitchen bedrooms bathrooms laundry room rear porch and 2-car garage

The houses will be supported with a shallow foundation system consisting of a reinforced monolithic 4rdquo slab-on-grade with thickened edge wall footings over a moisture barrier and termite treated pad Spread column and continuous wall footings will also be used The strength of all concrete mortar and grout will range between 2500 psi and 3000 psi at 28 days The structural drawings specify a maximum soil bearing pressure of 2000 psf

Exterior walls will be constructed with standard reinforced 8rdquo CMU blocks with filled-cells to a height of 8rsquo Tube steel columns concrete columns and masonry columns will be utilized at select locations

A hip roof system will be incorporated and will consist of dimensional asphalt shingles with high solar reflecting index rating placed over 90 hot-mopped roofing roll over 30 well saturated felt over 1932rdquo plywood and pre-engineered wood roof trusses spaced at 24rdquo on-center Simpson truss tie-downs are denoted in the drawings Roof eaves will consist of vented stucco soffits metal drip edge and 2rdquo x 8rdquo painted wood fascia R-30 blown insulation is specified for the roof attic space R1 insulation will be provided at all block walls R-11 insulation will be provided at select interior walls

Exterior walls will be finished with a painted stucco finish over CMU walls (minimum 2-coats and frac12rdquo thick) The exterior will also feature raised stucco bands and decorative moldings All windows are denoted to be aluminum-framed Low ldquoErdquo impact glass Overhead impact resistant metal garage doors with automatic openers will be used at the garages Attic access via the garage will be provided

Entry into each house will be provided via a pair of 36rdquo wide metal doors set in wood frames A sliding glass door with Low-E impact glass will be provided for access to the rear patio Preshyhung hollow-core wood doors will be provided at bedrooms and bathrooms Wood or metal bi- fold doors will be typical at closet locations

The houses will feature pass-through kitchen countertops and walk-in-closets (at select bedrooms) Typical interior finishes include painted frac12rdquo gypsum board partitions (over metal stud framing) marble window sills ceramic floor tile in all locations with the exception of carpet in the bedrooms window treatments and wood wall base (ceramic at bathrooms) Shower wet areas will receive moisture resistant gypsum board

Eco-friendly wood kitchen cabinets and granite countertops or equal are specified An appliance package will be provided and will include a refrigerator rangeoven above range

recirculating range hood dishwasher garbage disposal and hook-ups for side-by-side clothes washer and dryer Washers and dryers will be provided The drawings specify that all appliances are to be Energy Star labeled

Drain waste and vent plumbing piping requirements are denoted to be PVC material Water supply piping requirements are noted to be CPVC A 50-gallon electric water heater with pressure and temperature relief valve and an Energy Efficiency of 091 will be used Showers and bathtubs are noted to have anti-scald mixing valves The lavatory shower head sink faucet and water closet are all noted to have water usages comparable to Low-Flow water fixtures All plumbing fixtures are specified to be EPA WaterSense labeled Shut-off valves will be provided for each fixture A hose bib will be provided at the exterior of each house

Air-conditioning will be provided via central air using a split system with air-condensers situated outside the immediate perimeter of each house and air-handler units located in the Utility Closet in the houses The condenser units will be bolted to concrete pads and set inside steel security cages The AC system will have a 16 SEER rating and provide 25 tons of nominal cooling Float switches will be provided with the air-handler units A programmable thermostat will be provided Energy Star rated exhaust fans will be provided in the bathrooms and will be vented to the outside Clothes dryers will also be vented to the outside

Electrical service will consist of a 150-amp 120240-volt 1-phase 3-wire main breaker panel that will service each house via underground service lines Copper conductors are specified Ground-fault circuit interrupters (GFCI) are to be provided at wet outlet locations Cable television outlets and telephone jacks will be provided Doorbells will be provided

Standard surface-mounted light fixtures are denoted for inside each house Ceiling fans with light kits will be provided in the bedrooms and Great Room Exterior house lighting with motion detectors will be provided The drawings specify that all lighting is to be Energy Star labeled

Smoke detectors with battery backup and combination smoke detectors and carbon monoxide detectors with battery backup will be provided throughout

Access has a history of providing ldquogreen constructionrdquo and will apply this experience to the Franklin Park Estates Infill project to ensure that the construction of Broward Countys new residential homes offer cost-effective green building design construction and maintenance In reviewing the full set of plans for Model III in Franklin Park Estates we observed that many of the same green ideas have already been implemented in the design These elements are a great start and include

bull Installing programmable thermostats bull Installing R-30 insulation in the attic bull Installing Energy Star rated appliances bull Installing Energy Star rated exhaust and ceiling fans bull Installing tile in high traffic living areas for durability bull Installing compact fluorescent lighting throughout bull Installing water sense toilets faucets and shower heads bull Installing Low E windows and sliding glass doors bull Installing high reflectivity roofs

Construction Time Schedule

Access has provided a detailed project timeline that lays out the start of hard construction no later than the week of May 11 2015 slabs poured by the first week of June and final building inspections by the 15th of September The PCR provider indicates that they would typically anticipate that single family homes as described in the RFQ would typically take five to six months to complete therefore construction activities would need to commence quickly in order to be substantially complete by September 30 2015

Applicant

The highest ranking Applicant was ABI which is owned by Mr and Mrs Edward P Cancio ABI is a private for-profit corporation operating in the State of Florida since 2001 ABI has designed and constructed almost 1000 residential projects in South Florida working for low and middle income homeowners on behalf of local state and federal government agencies ABI and Edward P Cancio hold the following state licenses and certifications

General Contractors License CGC 062743 (expires August 31 2016) Electrical Contractors License EC13003762 (expires August 31 2016)

Access will be utilizing the same team of professionals that successfully completed 12 new homes in the Roosevelt Gardens neighborhood on behalf of Broward County Roosevelt Gardens is only a short distance from Franklin Park Estates Access has also completed single family homes for the City of Margate the Broward Alliance for Neighborhood development and has completed a 10000 sq ft Administration building for the City of Coral Springs

Mr Cancio individually has over 28 years experience in design and construction as a licensed professional engineer and a state certified general contractor state certified electrical contractor and a state certified plumbing contractor Mr Cancio holds a Master of Science Degree in Industrial Engineering from the University of Miami and a Bachelor of Science degree from the University of Florida

As President of Access Energy Inc a past affiliate of Access Mr Cancio led 12 efficiency auditors in the development of almost $10 million in energy and water saving projects for large commercial industrial and educational entities

Mrs Ana Maria Cancio currently holds the position of Project Executive and is responsible for all general contracting projects responsible for ensuring that Accessrsquo large or complex projects are completed on budget and in a timely manner Mrs Cancio previously held a position with Florida Power and Light where her responsibilities included the identification of energy conservation ldquogreenrdquo programs and their impact on residential customers Mrs Cancio holds a Bachelor of Science Degree in Electrical Engineering from The University of Miami

Plan and Cost Review

A Plan and Cost Review (ldquoPCRrdquo) was completed by On Solid Ground LLC (ldquoOSGrdquo) and dated March 21 2015 The PCR scope of work included an analysis of the construction drawings specifications and budget The Franklin Park Estates development will consist of new construction of 18 single-story 3 bedroom2 bath single family homes (three (3) repeat models) and a perimeter buffer wall and signage to be constructed in the Broward County Housing Finance Authority Franklin Park Estates Infill located in Broward County Florida Construction will consist of shallow concrete foundation systems CMU exterior walls dimensional asphaltfiberglass roof shingles over wood roof trusses aluminum-framed impact windows stucco finished exterior walls and standard grade interior finishes casework and MEP systems Construction will be a ldquoturn-keyrdquo operation

Construction plans are limited when compared to larger commercial construction projects However the drawings provided are satisfactory and should be sufficient for completion of the proposed structures The construction drawings are not signed and sealed by the Architect of Record and are not approved by the local building department Revisions and clarifications can be expected during permit review We recommend that a copy of ldquopermittedrdquo approved drawings is provided for our records once available

A specifications manual has not been issued Some specifications are included in the drawings and the DeveloperGeneral Contractorrsquos Price provided to us If the potential for incorporation and application of inferior products materials and methods is of concern to your office we recommend that outline specifications are produced for this project

It is OSGrsquos opinion that the Project Budget of $360379500 should be considered adequate for satisfactory completion of the proposed development as described in the construction documents We note however that the construction plans are not yet approved by the local building department Revisions and clarifications can be expected during permit review This may allow for the Contractor to re-price any required revisions thus potentially increasing the Project Budget

It is our understanding that Certificates of Occupancy must be obtained by September 30 2015 We typically anticipate single family homes such as described in the construction drawings for Franklin Park Estates to take approximately five (5) to six (6) months to complete but closer to six (6) months therefore construction activities would need to commence soon in order to be substantially complete by September 30 2015

Summary

First Housing concludes that the Applicant has the prerequisite past successful performance the necessary experience as a General Contractor and the financial strength and capacity to successfully complete the proposed project

2 Satisfactory review of the final Payment and Performance Bond

3 All other due diligence required by HFABC and its legal counsel

Plan and Cost Review

A Plan and Cost Review (ldquoPCRrdquo) was completed by On Solid Ground LLC (ldquoOSGrdquo) and dated March 21 2015 The PCR scope of work included an analysis of the construction drawings specifications and budget The Franklin Park Estates development will consist of new construction of 18 single-story 3 bedroom2 bath single family homes (three (3) repeat models) and a perimeter buffer wall and signage to be constructed in the Broward County Housing Finance Authority Franklin Park Estates Infill located in Broward County Florida Construction will consist of shallow concrete foundation systems CMU exterior walls dimensional asphaltfiberglass roof shingles over wood roof trusses aluminum-framed impact windows stucco finished exterior walls and standard grade interior finishes casework and MEP systems Construction will be a ldquoturn-keyrdquo operation

Construction plans are limited when compared to larger commercial construction projects However the drawings provided are satisfactory and should be sufficient for completion of the proposed structures The construction drawings are not signed and sealed by the Architect of Record and are not approved by the local building department Revisions and clarifications can be expected during permit review We recommend that a copy of ldquopermittedrdquo approved drawings is provided for our records once available

A specifications manual has not been issued Some specifications are included in the drawings and the DeveloperGeneral Contractorrsquos Price provided to us If the potential for incorporation and application of inferior products materials and methods is of concern to your office we recommend that outline specifications are produced for this project

It is OSGrsquos opinion that the Project Budget of $360379500 should be considered adequate for satisfactory completion of the proposed development as described in the construction documents We note however that the construction plans are not yet approved by the local building department Revisions and clarifications can be expected during permit review This may allow for the Contractor to re-price any required revisions thus potentially increasing the Project Budget

It is our understanding that Certificates of Occupancy must be obtained by September 30 2015 We typically anticipate single family homes such as described in the construction drawings for Franklin Park Estates to take approximately five (5) to six (6) months to complete but closer to six (6) months therefore construction activities would need to commence soon in order to be substantially complete by September 30 2015

A Plan and Cost Review (ldquoPCRrdquo) was completed by On Solid Ground LLC (ldquoOSGrdquo) and dated March 21 2015 The PCR scope of work included an analysis of the construction drawings specifications and budget The Franklin Park Estates development will consist of new construction of 18 single-story 3 bedroom2 bath single family homes (three (3) repeat models) and a perimeter buffer wall and signage to be constructed in the Broward County Housing Finance Authority Franklin Park Estates Infill located in Broward County Florida Construction will consist of shallow concrete foundation systems CMU exterior walls dimensional asphaltfiberglass roof shingles over wood roof trusses aluminum-framed impact windows stucco finished exterior walls and standard grade interior finishes casework and MEP systems Construction will be a ldquoturn-keyrdquo operation

Construction plans are limited when compared to larger commercial construction projects However the drawings provided are satisfactory and should be sufficient for completion of the proposed structures The construction drawings are not signed and sealed by the Architect of Record and are not approved by the local building department Revisions and clarifications can be expected during permit review We recommend that a copy of ldquopermittedrdquo approved drawings is provided for our records once available

A specifications manual has not been issued Some specifications are included in the drawings and the DeveloperGeneral Contractorrsquos Price provided to us If the potential for incorporation and application of inferior products materials and methods is of concern to your office we recommend that outline specifications are produced for this project

It is OSGrsquos opinion that the Project Budget of $360379500 should be considered adequate for satisfactory completion of the proposed development as described in the construction documents We note however that the construction plans are not yet approved by the local building department Revisions and clarifications can be expected during permit review This may allow for the Contractor to re-price any required revisions thus potentially increasing the Project Budget

It is our understanding that Certificates of Occupancy must be obtained by September 30 2015 We typically anticipate single family homes such as described in the construction drawings for Franklin Park Estates to take approximately five (5) to six (6) months to complete but closer to six (6) months therefore construction activities would need to commence soon in order to be substantially complete by September 30 2015

FHFC Model Type I will be a single-story 3 bedroom2 bath 2-car garage 1500 sf residential house The floor plan consists of a Family Room Dining room Living Room Kitchen bedrooms bathrooms laundry room rear porch and 2-car garage

The houses will be supported with a shallow foundation system consisting of a reinforced monolithic 4rdquo slab-on-grade with thickened edge wall footings over a moisture barrier and termite treated pad Spread column and continuous wall footings will also be used The strength of all concrete mortar and grout will range between 2500 psi and 3000 psi at 28 days The structural drawings specify a maximum soil bearing pressure of 2000 psf

Exterior walls will be constructed with standard reinforced 8rdquo CMU blocks with filled-cells to a height of 8rsquo Tube steel columns concrete columns and masonry columns will be utilized at select locations

A hip roof system will be incorporated and will consist of dimensional asphalt shingles with high solar reflecting index rating placed over 90 hot-mopped roofing roll over 30 well saturated felt over 1932rdquo plywood and pre-engineered wood roof trusses spaced at 24rdquo on-center Simpson truss tie-downs are denoted in the drawings Roof eaves will consist of vented stucco soffits metal drip edge and 2rdquo x 8rdquo painted wood fascia R-30 blown insulation is specified for the roof attic space R1 insulation will be provided at all block walls R-11 insulation will be provided at select interior walls

Exterior walls will be finished with a painted stucco finish over CMU walls (minimum 2-coats and frac12rdquo thick) The exterior will also feature raised stucco bands and decorative moldings All windows are denoted to be aluminum-framed Low ldquoErdquo impact glass Overhead impact resistant metal garage doors with automatic openers will be used at the garages Attic access via the garage will be provided

Entry into each house will be provided via a pair of 36rdquo wide metal doors set in wood frames A sliding glass door with Low-E impact glass will be provided for access to the rear patio Preshyhung hollow-core wood doors will be provided at bedrooms and bathrooms Wood or metal bi- fold doors will be typical at closet locations

The houses will feature pass-through kitchen countertops and walk-in-closets (at select bedrooms) Typical interior finishes include painted frac12rdquo gypsum board partitions (over metal stud framing) marble window sills ceramic floor tile in all locations with the exception of carpet in the bedrooms window treatments and wood wall base (ceramic at bathrooms) Shower wet areas will receive moisture resistant gypsum board

Eco-friendly wood kitchen cabinets and granite countertops or equal are specified An appliance package will be provided and will include a refrigerator rangeoven above range

recirculating range hood dishwasher garbage disposal and hook-ups for side-by-side clothes washer and dryer Washers and dryers will be provided The drawings specify that all appliances are to be Energy Star labeled

Drain waste and vent plumbing piping requirements are denoted to be PVC material Water supply piping requirements are noted to be CPVC A 50-gallon electric water heater with pressure and temperature relief valve and an Energy Efficiency of 091 will be used Showers and bathtubs are noted to have anti-scald mixing valves The lavatory shower head sink faucet and water closet are all noted to have water usages comparable to Low-Flow water fixtures All plumbing fixtures are specified to be EPA WaterSense labeled Shut-off valves will be provided for each fixture A hose bib will be provided at the exterior of each house

Air-conditioning will be provided via central air using a split system with air-condensers situated outside the immediate perimeter of each house and air-handler units located in the Utility Closet in the houses The condenser units will be bolted to concrete pads and set inside steel security cages The AC system will have a 16 SEER rating and provide 25 tons of nominal cooling Float switches will be provided with the air-handler units A programmable thermostat will be provided Energy Star rated exhaust fans will be provided in the bathrooms and will be vented to the outside Clothes dryers will also be vented to the outside

Electrical service will consist of a 150-amp 120240-volt 1-phase 3-wire main breaker panel that will service each house via underground service lines Copper conductors are specified Ground-fault circuit interrupters (GFCI) are to be provided at wet outlet locations Cable television outlets and telephone jacks will be provided Doorbells will be provided

Standard surface-mounted light fixtures are denoted for inside each house Ceiling fans with light kits will be provided in the bedrooms and Great Room Exterior house lighting with motion detectors will be provided The drawings specify that all lighting is to be Energy Star labeled

Smoke detectors with battery backup and combination smoke detectors and carbon monoxide detectors with battery backup will be provided throughout

Access has a history of providing ldquogreen constructionrdquo and will apply this experience to the Franklin Park Estates Infill project to ensure that the construction of Broward Countys new residential homes offer cost-effective green building design construction and maintenance In reviewing the full set of plans for Model III in Franklin Park Estates we observed that many of the same green ideas have already been implemented in the design These elements are a great start and include

Electrical service will consist of a 150-amp 120240-volt 1-phase 3-wire main breaker panel that will service each house via underground service lines Copper conductors are specified Ground-fault circuit interrupters (GFCI) are to be provided at wet outlet locations Cable television outlets and telephone jacks will be provided Doorbells will be provided

Standard surface-mounted light fixtures are denoted for inside each house Ceiling fans with light kits will be provided in the bedrooms and Great Room Exterior house lighting with motion detectors will be provided The drawings specify that all lighting is to be Energy Star labeled

A Plan and Cost Review (ldquoPCRrdquo) was completed by On Solid Ground LLC (ldquoOSGrdquo) and dated March 21 2015 The PCR scope of work included an analysis of the construction drawings specifications and budget The Franklin Park Estates development will consist of new construction of 18 single-story 3 bedroom2 bath single family homes (three (3) repeat models) and a perimeter buffer wall and signage to be constructed in the Broward County Housing Finance Authority Franklin Park Estates Infill located in Broward County Florida Construction will consist of shallow concrete foundation systems CMU exterior walls dimensional asphaltfiberglass roof shingles over wood roof trusses aluminum-framed impact windows stucco finished exterior walls and standard grade interior finishes casework and MEP systems Construction will be a ldquoturn-keyrdquo operation

Construction plans are limited when compared to larger commercial construction projects However the drawings provided are satisfactory and should be sufficient for completion of the proposed structures The construction drawings are not signed and sealed by the Architect of Record and are not approved by the local building department Revisions and clarifications can be expected during permit review We recommend that a copy of ldquopermittedrdquo approved drawings is provided for our records once available

A specifications manual has not been issued Some specifications are included in the drawings and the DeveloperGeneral Contractorrsquos Price provided to us If the potential for incorporation and application of inferior products materials and methods is of concern to your office we recommend that outline specifications are produced for this project

Access will be utilizing the same team of professionals that successfully completed 12 new homes in the Roosevelt Gardens neighborhood on behalf of Broward County Roosevelt Gardens is only a short distance from Franklin Park Estates Access has also completed single family homes for the City of Margate the Broward Alliance for Neighborhood development and has completed a 10000 sq ft Administration building for the City of Coral Springs

Mr Cancio individually has over 28 years experience in design and construction as a licensed professional engineer and a state certified general contractor state certified electrical contractor and a state certified plumbing contractor Mr Cancio holds a Master of Science Degree in Industrial Engineering from the University of Miami and a Bachelor of Science degree from the University of Florida

As President of Access Energy Inc a past affiliate of Access Mr Cancio led 12 efficiency auditors in the development of almost $10 million in energy and water saving projects for large commercial industrial and educational entities

Mrs Ana Maria Cancio currently holds the position of Project Executive and is responsible for all general contracting projects responsible for ensuring that Accessrsquo large or complex projects are completed on budget and in a timely manner Mrs Cancio previously held a position with Florida Power and Light where her responsibilities included the identification of energy conservation ldquogreenrdquo programs and their impact on residential customers Mrs Cancio holds a Bachelor of Science Degree in Electrical Engineering from The University of Miami

The Credit Underwriter has reviewed the Applicantrsquos 2014 2013 and 2012 CPA reviewed financial statements as well as unaudited personal financial statements and 1013 and 2014 IRS Tax Returns from the owners of Access Mr and Mrs Cancio Access financial statements were reviewed by Lopez and Figueras LLC

Construction plans are limited when compared to larger commercial construction projects However the drawings provided are satisfactory and should be sufficient for completion of the proposed structures The construction drawings are not signed and sealed by the Architect of Record and are not approved by the local building department Revisions and clarifications can be expected during permit review We recommend that a copy of ldquopermittedrdquo approved drawings is provided for our records once available

A specifications manual has not been issued Some specifications are included in the drawings and the DeveloperGeneral Contractorrsquos Price provided to us If the potential for incorporation and application of inferior products materials and methods is of concern to your office we recommend that outline specifications are produced for this project

It is OSGrsquos opinion that the Project Budget of $360379500 should be considered adequate for satisfactory completion of the proposed development as described in the construction documents We note however that the construction plans are not yet approved by the local building department Revisions and clarifications can be expected during permit review This may allow for the Contractor to re-price any required revisions thus potentially increasing the Project Budget

It is our understanding that Certificates of Occupancy must be obtained by September 30 2015 We typically anticipate single family homes such as described in the construction drawings for Franklin Park Estates to take approximately five (5) to six (6) months to complete but closer to six (6) months therefore construction activities would need to commence soon in order to be substantially complete by September 30 2015

It is OSGrsquos opinion that the Project Budget of $360379500 should be considered adequate for satisfactory completion of the proposed development as described in the construction documents We note however that the construction plans are not yet approved by the local building department Revisions and clarifications can be expected during permit review This may allow for the Contractor to re-price any required revisions thus potentially increasing the Project Budget

It is our understanding that Certificates of Occupancy must be obtained by September 30 2015 We typically anticipate single family homes such as described in the construction drawings for Franklin Park Estates to take approximately five (5) to six (6) months to complete but closer to six (6) months therefore construction activities would need to commence soon in order to be substantially complete by September 30 2015
