Jubilee Housing Family Resource Center Program Manager Since 1973, Jubilee Housing has provided safe, affordable housing and supportive services to low-income citizens in the Adams-Morgan neighborhood of Washington D.C. Utilizing housing as the fundamental building block around which the other important elements of life can grow, the Resident Life Department at Jubilee offers a number of programs, services, events and one-on-one coaching to support residents in achieving their goals and enhancing their quality of life. The vision for the Family Resource Center (FRC) is to provide a caring space where families can come to learn, share resources and grow with the support of caring staff and peers. Now in its pilot phase, the Family Resource Center (FRC) is a collaborative effort lead by Jubilee Housing, an affordable housing and service provider; and Jubilee Jumpstart, an innovative early childhood development center. The two organizations are working together to develop a comprehensive continuum of support called the Newborn to College and Career Pipeline (N2C). The Pipeline is intended to increase the impact, scale and effectiveness of services to families by maximizing the strengths of each organization and its partners. As a component of the Newborn to College Pipeline, the FRC will take a multi-generational approach to ensure that each member of low-income families has the knowledge, skills, and resources to reach his or her fullest potential and contribute positively to the community. The FRC Program Manager will provide direct service support to families in the Newborn to College Pipeline and help lead the FRC from its current pilot phase into a fully operational program. A successful Program Manager will possess strong relationship building skills, be familiar with child and youth development frameworks, and have a knack for connecting people, needs and services. The Program Manager will supervise an emerging team of family liaisons, be responsible for additional family support activities, collect and analyze data and communicate to stakeholders about program outcomes. Principle responsibilities include:

Foster family engagement and relationship building Plan and implement research-based programming and services that support

families and individuals to succeed Manage and develop community partnerships to support the goals of the Newborn

to College Pipeline Coordinate regular meetings with the family support team and community

partners in Jubilee’s Newborn to College and Career Pipeline Develop and oversee a process for regular communication and information

sharing among key stakeholders including: Families, Jubilee Jumpstart, Jubilee Housing and community partners

Supervise an emerging team of family liaisons

Track and evaluate data to assess effectiveness of the Family Resource Center and celebrate success or make course corrections as needed

Complete intakes and assessments with families and connect them with appropriate programming

Develop individual and family goal plans Assist families in navigating educational options and advocating for children’s

holistic needs Facilitate family oriented workshops, support groups and open forum sessions Plan family friendly social events Other tasks as assigned by supervisor

Qualifications: Minimum of 4 years working with low-income families including some

supervisory experience Demonstrated success in communicating and working well with diverse groups of

stakeholders including: parents, children, volunteers, community partners, funders, DC government and more

Must undergo a comprehensive background check, including clearances for the National Sex Offender Registry and the District of Columbia Child Protection Registry, as well as FBI Background checks

Strong leadership and organizational skills Ability to network and develop effective partnerships to support programming Commitment to implementing an evidence based program and a proven track

record of results Knowledge of DC school systems and educational resources Willingness to work flexible hours including evening and weekends Ability to follow-through, multitask, set priorities, and meet deadlines Cultural competency Spanish fluency a plus, but not required BA/BS in Human Services, Social Work or related field preferred, but not

required
