INTRODUCTIONFredericktown, Pennsylvania, is located along the Monongahela River in the Monongahela River Valley, about 40 miles south of Pittsburgh. The city has a rich history of utilizing its riverfront, historically for industry and now for recreation. The Fredericktown Riverfront Planning Summary is intended to support the community’s ongoing ef forts to revitalize the riverfront and Fredericktown’s commercial core. This document provides a planning framework to help facilitate design and fundraising conversations with community leaders, stakeholders, funders, and implementers.

Planning Background

In the spring of 2016, Riverlife received support from the Benedum Foundation to work with regional partners, including the River Town Program and the Northern West Virginia Brownfields Assistance Center, and identify opportunities for riverfront project implementation in the Monongahela River Valley. In the fall of 2016, Riverlife hosted seven workshops in Pennsylvania and West Virginia to present best practices and successful funding strategies based on the organization’s experience with riverfront-focused redevelopment in Pittsburgh. Following the workshops, Riverlife worked with communities to develop next steps for specific riverfront projects.

Fredericktown’s fall 2016 Riverlife workshop focused on riverfront development along Route 88 and Water Street. With the River Towns Program, a number of riverfront projects have been completed recently, including a dock expansion, public restrooms, wayfinding and artistic sculptures. Fredericktown stakeholders addressed the need to build of f of recent project successes and the creation of the Mon River Recreation Association of East Bethlehem Township. The organization promotes recreation in and along the Monongahela River in East Bethlehem Township. Recommendations for next steps included a facilitated conversation with Pennsylvania Department of Environmental Protection (DEP), Department of Conservation and Natural Resources (DCNR), and the Army Corps of Engineers to address dredging of the currently silted riverbanks to

allow for better boat access. Additional recommendations included the demolition and removal of the existing dilapidated former gas station, implementation of riverfront amenities, reclamation of the slate dump, and development of a partnership to develop Clyde Mine property.

Project Development

In the summer and fall of 2017, stakeholders from East Bethlehem Township, the River Town Program, Design Center Pittsburgh, and Riverlife facilitated meetings to address the recommended next steps. Walking tours, boat trips, and conversations with community members and key stakeholders from DCNR, DEP, Pennsylvania Department of Transportation (PennDOT), the Army Corps of Engineers, the Mon Valley Alliance, Senator Camera Bartolotta’s of fice, the City of Pittsburgh, East Bethlehem Township, and Pashek MTR resulted in the proposed goals and projects.

GOALSDuring the planning process, the following goals were established to enhance pedestrian, cyclist, boater, and motorist experiences and to improve community gateways along Route 88 and the river:

• Enhance the pedestrian experience and connectivity along Front Street, Water Street, side streets, and the riverfront.

• Improve the gateway at the former gas station on Front Street. • Enhance connectivity and amenities within the East Bethlehem

PROJECTSThe planning process revealed five individual projects that could each address the riverfront goals.

Greene River Bike Trail Extension

The Greene River Trail is a non-motorized rail trail in Greene County, Pennsylvania. The trail runs along the banks of the Monongahela River and currently terminates near Millsboro at Ten Mile Creek, about 1.5 miles south of the Fredericktown riverfront. The Bike Trail Extension (see image right) intends to continue the Greene River Trail with both protected on-street and trail routes. A new trailhead at the Fredericktown riverfront would create a destination for cyclists and pedestrians in Fredericktown. Restaurants, a beer distributer, new restrooms, parking, and boat access are currently available to the public in Fredericktown and would provide necessary amenities to trail users.

Next Steps

• Engage PennDOT to conduct a traf fic study to understand the implications of adding protected bicycle lanes along Route 88 between Ten Mile Creek and Fredericktown

• Conduct a feasibility study for property adjacent to the proposed trail extension

• Develop design options with landscape architect or transportation engineer

• Identify funding opportunities• Issue Request for Proposals (RFPs) for construction

documentation• Issue bid for contractors

Proposed Projects

Five projects are proposed, including the Greene River Bike Trail extension, dock extension, Water Street road diet and sidewalk improvements, a renovated riverfront park, and a new Fredericktown Gateway.

Dock Extension

An extension to the existing riverfront dock is proposed. The extension will support greater boat access and allow for additional connections to the Fredericktown riverfront and Rose Street.

Next Steps

• Develop concept design with landscape architect in conjunction with Water Street road diet, sidewalk improvements, and riverfront park

• Coordinate dredging ef forts with the Pennsylvania Field Office of the US Fish and Wildlife Service.

• Identify funding opportunities

Water Street Road Diet and Sidewalk Improvements

Water Street is currently a two-lane, 48 foot wide, segment of Route 88. Speed limits are set at 25mph, but due to low traf fic and the wide street width, motorists often reach speeds up to 40mph. The existing sidewalks are sparse and in disrepair. A road diet and sidewalk improvements are proposed (see image left) to mitigate motorist speeding and to provide an enjoyable pedestrian experience along the riverfront and into the commercial center of Fredericktown.

Riverfront Park Today, the Fredericktown Riverfront park is a wide parcel of riverfront property with sweeping views down the Monongahela River. The riverfront is programmed throughout the year with events including fireworks and boating events. An asphalt parking lot accounts for most of the riverfront park. In the summer, the park becomes very hot due to lack of shade. Additionally there are limited seating opportunities. A redesign of the riverfront park is proposed to provide a more enjoyable riverfront experience. Proposed design options (see image left) include relocating the current angled parking to become parallel parking along Water Street. A 14’ multi-use path would incorporate the Greene River Trail extension and additional picnic tables and benches would activate the riverfront edge. A bio-swale would clean stormwater from Water Street before reaching the river.

Fredericktown Gateway

The Fredericktown Gateway project is currently being coordinated by the River Towns Program, the Design Center of Pittsburgh, and Pashek MTR. Design documents are referenced in Appendix A.
