Higinio Ochoa III (aka @Anonw0rmer or w0rmer) was sentenced to 27 months in

prison for his computer hacktivism crimes.

Hig was a member of CabinCr3w, a group of hactivists who often helped fight

police brutality directed at activists. During late 2011 and early 2012, many people

were unaware of the extent to which undercover agents were infiltrating Occupy

camps. Hig aka AnonW0rmer is serving 27 months in prison for

hacking multiple police websites as part of cabincr3w. The hacks were in response to police brutality that occurred during the occupy protests. He plead guilty in June of 2012.

Digital protests of police brutality included compromising law enforcement

websites and accessing and sometimes releasing information about law

enforcement officials.

Hig has been keeping busy in prison , learning and teaching other inmates. Higinio and Kylie Ochoa, are also now parents of a baby boy, who was born after Hig went to prison.

I wish I could rally for smarter schools and bigger budgets. I wish my voice could call for the freedoms we were promised to be relies. I wish I had the knowledge and strength to change the perception of those still blind. I wish these simply so I wouldnt need to wish.

I will always have my past but now I am ready for my future. I am often asked what I have learned in prison. Besides pain, suffering and a loneliness unmatched anywhere else I have learned little. I have seen the cost of freedom and I am paying forward. I learned why our government is failing and our police are forced to fight their own. The answer is to me as clear as it is simple: Human Nature.

We have allowed the empowerment of people for durations that can last lifetimes but whose appointment was taken out of our hands. We have given up our voices so that others may choose for us. We have allowed the very freedoms we take for granted to be handed over without a fight. We have allowed child rapists to serve less time than those who fight for freedom and we ask for change instead of demand it. The same people putting low end drug dealers away are allowed to fund the ones who ship it to them. Our judicial system is flawed because while we expect it to protect us we allow others to choose its enforcement.

Our government has erased our expectations of privacy by pushing fear. Our government has intruded on every medium of free speech we have even going as far as to define where it is allowed. Our government is allowed to police our morals because we have turned over that power to them. Our VOICE is being silenced because WE have allowed it to be so. This is what I have learned.

I am not here to find answers to problems that have plagued us for generations. At my roots I am but a soldier. I am tired from my fight and my family has suffered because of it. I am often asked what do I need and how can you help.

The answer plainly is: Money and books, is this not the staple of any prison stint?

The truth is a lot more grey: I need my family. I need to provide. I need my freedoms. I need the rights I fought for to be given back when I am finally free. I need to educate the world. I need to feed those in need. I need justice and fairness. I need love and compassion. I need understanding and willingness. Above it all however, I need someone else to step in and take this weak soldiers place.

I will always be in debt to those who have helped me and my family through this all but there are those who I will never be able to pay back. My loving wife and children. Can you look around you and say that after all we have fought for that even a day without could be traded for a cause? I would do what I did again not because of what I know but because of what I didnt. I never knew a love so deep or a bond so strong. I hope that others who choose to fight do so with knowledge and understanding. It is our last chance to make a lasting change because the next generation will not have the rights or chances we have now.

My many thanks and love to the many fallen soldiers on the path to freedom. May our loss truly help those who need inspiration.

Support PSEA-HR 2656: The Public Safety Enhancement Act of 2013

In support of Kylie and Brody Ochoa, Higinio Ochoas family, The Prison Reform Movement asks you all to get involved as this not only helps this family, but possibly millions of other

families in the very same position. Hig was convicted of a non violent cyber crime. We believe

there should be alternative sentencing for all non violent crimes, rather than spending upwards

of $34-50,000 a year to incarcerate. Our prisons across the nation are FULL of people who

harmed no one. We believe that prison should be reserved for violent offenders. Incarcerating

Non violent offenders feeds the mass incarceration monster!!

On July 11, in the U.S. House of Representatives, Rep. Jason Chaffetz (R-Utah) and Rep.

Robert Bobby Scott (D-Va.) introduced H.R. 2656, the Public Safety Enha 2013 (PSEA). The bill could allow some federal prisoners to earn credit if they complete certain programs. The

credits could enable some prisoners who are considered by the Bureau of Prisons (BOP) to be

at low risk of recidivism to be released from prison and to serve the remainder of their

sentences in a halfway house or in home confinement. The credits would be different than and

in addition to any good time credit federal prisoners already can receive. This bipartisan

legislation uses risk assessment tools to reduce recidivism, lower the crime rate, and reduce

the amount of money spent on the federal prison system.

What it does:

Helps non-violent prisoners, like those convicted of computer based crimes, earn privileges

and credit towards time served.

WHAT THE ACT SAYS:

In General, not later than 6 months after the of the enactment of the Act, the Attorney

General shall develop and release for use by the Bureau of Prisons a Post-Sentencing Risk and Needs Assessment System (which shall provide risk and needs assessment tools for each prisoner) to:

(1) classify the recidivism risk level of prisoners as low, moderate, or high as part of the intake

process, and assign the prisoner to appropriate recidivism reduction programs or productive

activities based on that classification and the prisoners specific needs; (2) reassess the recidivism risk level of prisoners periodically, and reassign the prisoner to

appropriate recidivism reduction programs or productive activities based on the revised

classification, the specific needs of the prisoner, and the successful completion of recidivism

reduction programs;

(3) determine when a prisoner who has been classified as having a low recidivism risk level is

ready to transfer into pre-release custody.

(1) FAMILY PHONE AND VISITATION PRIVILEGES- A prisoner who is successfully

participating in a recidivism reduction program or a productive activity shall receive, for use

with family (including extended family), close friends, mentors, and religious leaders

(A) up to 30 minutes per day, and up to 900 minutes per month that the prisoner is

permitted to use the phone; and

(B) additional time for visitation at the prison, as determined by the warden of the

prison.

(2) TIME CREDITS

If a prisoner is successfully participating in and/or completing programs, holding a prison

job, participating in educational courses, participating in faith-based services and courses,

or delivering programs or faith-based services and courses to other prisoners, the

prisoner can earn:

(A)Low risk 30 days time credits per month (B)Moderate risk 15 days time credits per month (C)High risk 8 days time credits per month

Low risk prisoners will be eligible for consideration for alternative custody such as halfway

houses, home confinement, ankle bracelets, etc. These incentives described in this subsection

shall be in addition to any other rewards or incentives for which a prisoner may be eligible.
