According to the statistics of UNDP andUNICEF, Myanmar’s poverty rate was 32percent in 2005 and 26 percent, in 2010. Indeveloped countries, agriculture sectoraccounts for 15 percent of GDP while theservices sector and manufacturing sector aremaking up 85 percent of GDP. So, it isimpossible to be a developed country by relyingonly on agricultural sector. About 70 percent

of the country’s population resides in ruralareas. Majority of people living below thepoverty line are in rural areas. So, improvinglivelihood for rural populace is the firstpriority.

With a view to bringing down the povertyrate in the country, the government has laiddown eight rural development and povertyreduction tasks—development of agriculturalproductivity, development of livestock breedingand fisheries, development of rural small-scaleproductivity, development of micro saving andcredit associations, development of cooperativetasks, development of rural socio-economy,development of rural energy and environmentalconservation.

The central committee and subcommittees

on eight rural development and povertyreduction tasks are set up and eight majortasks are being implemented in all states/regions, targeting to reduce the poverty ratefrom 26 percent at present to 16 percent by2015. Myanmar’s Human Development Index(HDI) is low compared to other ASEANcountries. The country needs high individualincomes to achieve higher HDI.

As part of its programme, loans arebeing disbursed to vendors and needy people.Cooperation of local people is of greatimportance for development of micro savingand credit associations. It will be necessary todouble the living status if the country is toachieve the Millennium Development Goals(MDGs) by 2015.

NAY PYI TAW, 5 April—The seventh ASEAN Socio-Cultural Community CouncilMeeting took place at PhnomPenh in Cambodia on 2 Aprilduring which Union Ministerfor Information and forCulture U Kyaw Hsanexplained Myanmar’sparticipation in ASEANsocio-cultural works, futureplans and requirements.

In his discussion, he saidRepublic of the Union ofMyanmar, since 1997 when itbecame full-fledged memberof the ASEAN, has tried topromote common social andcultural values incoordination with the ASEANfellows under the objective ofthe ASEAN—“Unity inDiversity”. It has planned tohost a workshop on “initiativefor the establishment ofAncient Cities Network inASEAN towards thepromotion of ASEANIdentity” in June, 2012. Theworkshop is intended topromote the culturalcharacteristics of the ASEAN,during which exports fromASEAN member states woulddiscuss cultural heritages andarts from various aspects.Myanmar believes theworkshop would contributeto the success of ASEANSocio-Cultural Community in2015.

Myanmar attaches greatimportance to environmentalconservation works forenhancement of quality ofliving standard of ASEANnations which is one of theprogrammes of the ASEANSocio-Cultural CommunityBlueprint. For this, it hasreconstituted the ForestryMinistry as the Environ-mental Conservation andForestry Ministry which isfocusing its efforts onecological Conservation.Taunggyi and PyinOoLwinof Myanmar have wonenvironmentally sustain-ablecities (ESC) award.

As to education, thegovernment has conductednational plan to ensure everyschool-age children go toschool. In addition, it hasintroduced special educationprogramme whichencourages overage studentsgo to school, resulting in anincrease in school-going rateat basic education level.University of ForeignLanguages has openeddiploma course on MyanmarLanguage and advancedMyanmar Language coursesince 1989-90 academic yearand students from ASEANcountries are learningMyanmar Language there.Besides, it has sent Myanmarstudents to ASEAN countries

and Japan for studies underthe ASEAN UniversityNetwork/AUN.

With regard to disaster,there has been NationalAdvisory Committee ofDisaster Prevention andPreparation in Myanmarwhich educates the risks ofdisasters, informs in advance,prevention and securityprogrammes, builds easycommunication links andprepares drinking water, foodsand first-aid programmes.Apart from this, it holdsNational Monsoon Forumtwice a year in cooperationwith regional organizations.

For social security anddevelopment of women andchildren, there has opened 68kindergartens plus residentialnurseries providing care toabandoned and helplesschildren under five.

Concerning disability,the government has pledgedfor development andrehabilitation of thehandicapped as nationalduty. It has recorded thenumber of the handicappedin 120 townships incoordination with non-governmental organizationsand drawn up National Planof Action (2010-2012). Theplan includes working plansconcerned which will beimplemented in coordination

with NGOs. The SocialWelfare Department hasopened two schools for thedeaf, eight schools for theblind, two vocational trainingschools, and four specialschools for MentallyRetarded Children with aview to development of thehandicapped and protectionof their rights.

In response todiscussions of the reps ofthe ASEAN Secretariat andASEAN nations, the UnionMinister said Myanmarwelcomes the measures toextend sports sector tohuman resources develop-ment under education sector.

He said in implementa-tion of score card whichwould be a yardstick for theprogress in implementationof the ASEAN Socio-Cultural CommunityBlueprint, Myanmar wouldlike to learn more aboutevaluating the quantity andquality by organizingworkshops with the help ofthe ASEAN Secretariat associo-cultural communityworks are done throughcoordination of 17 ministriesin Myanmar.

Four detained over deadly Thai blastsBANGKOK, 5 April — Thai

police have arrested foursuspects in connection with aseries of devastating bombblasts in the insurgency-

plagued deep south, an officialsaid on Thursday. The carbombings in two southerncities on Saturday killed 15people and wounded

hundreds more in the deadliestattacks in the region in recentyears.

Three men were detainedon Wednesday evening at ahouse in Rueso District ofNarathiwat Province in anoperation involving 50police and paramilitaries,authorities said. LONDON, 5 April — Anewly described relative ofTyrannosaurus rex is thelargest known featheredanimal - living or extinct. Thefeathered meat-eatingdinosaur lived about 125million years ago and isestimated to have weighed a

other time in the two-and-a-half years before death of old age,a new study finds. In the years before death, the rate ofmemory decline speeds up eight to 17 times, according to theresearch. The study examined the brains of 174 Catholicpriests, nuns and monks who had undergone memory testingfor six to 15 years before their deaths. After death, researchersled by Rush University Medical Centre scientist RobertWilson investigated the participants’ brains.

They found that the characteristic plaques and tanglesof Alzheimer’s disease (which occur before the disease isdiagnosable) are not to blame for the fast rate of the decline.Alzheimer’s tangles and plaques were associated with thedecline starting earlier, but not with it going faster. “The findings suggest that the changes in mental abilities

LONDON, 5 April — Seven crew members have beenrescued from a stricken cargo ship that ran aground off theConwy coast in rough seas. Two lifeboats and a helicopterwere called at 20:30 BST on Tuesday after the ship hit a rocknear a quarry jetty at Llanddulas, near Colwyn Bay. Anoperation to refloat the stricken vessel is expected to beginlater. Concerns now are that the ship’s fuel tanks may havebeen ruptured and pollution crews are on alert.

coriander leaves• Heat the oil in a heavy-

based frying pan and fry thecurry leaves and cumin for 30seconds over a medium heatuntil fragrant. Add the onion,garlic, ginger and chili andgently fry until starting tocolour. Stir in the tomato andany juice and bring tosimmering point. Add theyoghurt and chickpeas andcook for 4-5 minutes untilheated through.

• Remove from the heatand stir in the chat masala,salt, lemon juice andpomegranate seeds. Taste andadjust the seasoning ifnecessary.

82 snakes released after winterin cooler

Animal rescuers in the Chicagoarea said dozens of brown and gartersnakes have been released afterspending the winter in a wine chiller.

Rob Carmichael, director of theLake Forest Wildlife DiscoveryCenter, said the 82 snakes were foundhibernating underneath old tracksnear the decommissioned Zionnuclear power plant and wereremoved before work crews came into repair the tracks, the ChicagoTribune reported Tuesday.

Carmichael said the snakes, whichwere discovered by a high schoolteacher in December, would have beenexposed to freezing temperatures andpossible death if they had not beenremoved before the scheduled repairwork.

The reptiles were kept in adonated wine chiller at the Lake ForestWildlife Discovery Centre for theduration of the winter and are nowbeing released into a newly createdhabitat at Illinois Beach State Park.

“We hope these snakes willrecognize this as their new home,”Carmichael said.
