    The government must address historicalinjustices and marginalization in the Mus-lim community as a measure to addressthe challenges posed by terrorism, a newreport released by an international think-tank said.

    The present context where counter-terror-ism operations persecute the wider ethnicand faith communities is further alienationof Muslims, The Brussels-based Interna-tional Crisis Group (ICG) said in a new re-port released on Friday.

    The report titled Kenya: Al-ShabaabCloser to Home, noted that Muslims inthe country have been victims of institu-tionalized discrimination and marginaliza-tion, factors which have been exploited byextremist groups to recruit supporters fortheir cause.

    The think tank noted that by basing on so-cial and economic grievances, Al Shabaabmilitia group has exploited the countrysreligious and ethnic fault lines to advanceits agenda and called for a concerted ef-fort between the state, political players andMuslim leadership in order to address theinjustices and marginalization problem toprevent extremists from articulating localgrievances. The Kenyan government in-cluding county governments most affected,opposition politicians and Kenyan Muslimleaders, must work together to addresshistorical grievances of marginalizationamong Muslim communities in Nairobi, thecoast and the north east, said the report.

    In its campaign against the threat of terror-ism, the report said measures being takenby the government have served to alienatethe Muslim community in the ght againstterrorism where a whole community is vic-timized instead of the perpetrators. ICGcalled on the government to review itscounter terrorism operations to ensure thatit is not seen to be victimizing and conse-quently alienating the community.

    The present context is serving only to losefurther hearts and minds. Instead of clos-ing ranks as they managed just in the after-math of Westgate, Kenyas political eliteshave bought into the deadly discourse of

    ethnic and religious recriminations, the re-port states.

    Muhoros allegation on Darul Irshad 'malicious'

    'Address injustice

    Comments made by the CID director Nde-gwa Muhoro on the closure of Darul IrshadCentre are malicious and intended to putthe institution in disrepute.

    The Mombasa Senator Hassan Omar alsotook issue with Muhoro for commentingon court matters and told him to base hiscomments with facts and refrain from in-timidating Muslim institutions. The matteris already in court and he should not usehis position to spread disinformation andmalign Muslim institutions, he said duringa consultative meeting on Tuesday calledto discuss the matter.

    It appears that there is a plot to clampdown on Muslim educational institutions onthe pretext that there are promoting radi-calism and terrorism. The comments fromthe CID director are meant to win publicopinion to support the drive, he said.

    In his comments, the Marsabit SenatorGodana Hargura said that while Muslimleaders are rmly opposed to all acts whichare detrimental to national security, theyabhorred the attempts to collectively pun-ish the community and its institutions. Ifthere have evidence that some people aretraining students in terrorism, let them takeaction against the law breakers insteadof closing down mosques and madrasas.This is collective punishment, he said.

    On his part, the executive ofcer of DarulIrshad Centre Furqan Chacha said the

    human right violations and alienated com-munities whose cooperation and support isvital in the ght against terrorism. It wentfurther to state that the Somali-speakingcommunities in Nairobi have become thetarget of ofcial and popular repression.

    The government should carefully considerthe impact of ofcial operations such asOperation Usalama, and paramilitary op-erations of the Anti-Terrorism Police Unit(ATPU) when they appear to target wholecommunities, and allow for transparent in-

    vestigations and redress where operationsare found to have exceeded rule of law andconstitutional rights and safeguards, thereport further observed.

    Among its recommendations, it calledon the government to implement the rec-ommendations of the 2008 PresidentialSpecial Action Committee known as theSharawe report which revealed institution-alized discrimination against Muslims. Thereport was commissioned by former Presi-dent Mwai Kibaki in 2007 and while thecommittees nal report was submitted toKibaki in March 2008, its contents are yet

    to be ofcially made public but appeared inthe 2013 Truth, Justice and Reconciliation(TJRC) report.

    The Sharawe report revealed institution-alized discrimination, including in the issu-ance of national identity cards and pass-ports and criticized ATPU for operatingwithout due regard to the existing law ofthe land.

    The report also revealed the existence of aspecial vetting committee for Muslim pass-port applicants at the Immigration depart-ment which made it difcult for Muslims toattain travel documents.

    If the Kenyan government is successfullyto cut grassroots support for Al-Shabaab,entrenched institutional and socio-econom-ic discrimination against Muslims shouldbe addressed through implementation ofthe committees sensible recommenda-tions, the report further observed.

    Machakos County Commissioner AnneGakuria made it clear in court that the insti-tution was closed down on health groundsand not security concerns as alleged byMuhoro. Perhaps he got information thatwe plan to reopen after working on the

    health concerns and his comments aremeant to frustrate the reopening plans.We have a court order and it should berespected as this country is not governedby roadside justice but rule of the law, hesaid as he dismissed claims that studentsfrom the centre were arrested for allegedradicalization activities.

    We are a law abiding and Darul Irshadhas never been involved in activities whichpromote terrorism and radicalization. Onthe contrary, we have been having a cor-dial relationship with county security of-cials, he added.

    The centre plans to reopen next week af-ter a three-month closure. It provides basicIslamic course for new Muslims as well aspoultry and sh farming, animal and crophusbandry to promote sustained living tostudents.

    In Mombasa, civil Society organisationsdecried the threats to close down Musliminstitutions on alleged radicalization ofyouth and termed the government's actionas tantamount to infringing the freedom ofworship.

    The organisations called on the police toarrest those recruiting youths to join AlShabbab instead of closing the educa-tional institution. "If the government hasevidence of people recruiting youths to goto Somalia, they should arrest and pros-

    ecute them and not close down an institu-tion," said the Executive Director of CoastWomen in Development, Betty Sharon.

    Speaking in Mombasa during a pressbrieng attended by various organisationswhich included Haki Africa and the Mus-lim for Human Rights, Sharon stressedthat it was wrong for the government toviolate the rights of law abiding citizen be-cause of the few criminals.

    Closure of passport ofces will hurt ordinary people-Sheikh Ateka

    The Mombasa Governor has faulted thedecision by the new Immigration directorGordon Kihalangwa, close down regionalimmigration ofces.

    In a press statement sent to media houses,Hassan Joho said while he is not againststreamlining of passport issuance, the de-cision will hurt ordinary people who willbear an additional burden of travelling toNairobi to apply for the documents.

    We fully support strict security measuresto be rolled out in line with global standardpractices to protect the integrity of the Ken-yan passport, but it is unfair for the gov-ernment to shut down the ofce, he saidin reaction to the planned closure of theMombasa regional ofce.

    Already, the director has ordered the clo-sure of the Garissa, Embu and Nakuru of-ces while those of Mombasa and Kisumuare slated for closure by the year end.

    The Council of Imams and Preachers ofKenya (CIPK) also added its voice againstthe decision with the newly appointed na-

    tional chairman Sheikh Abdalla Ateka de-scribing the directive by the immigration di-rector, Maj Gen (Rtd) Gordon Kihalangwaas going against the spirit of devolution.

    Speaking to The Friday Bulletin, SheikhAteka said closing down of the ofces will

    greatly inconvenience applicants who willincur added cost of travelling and accom-modation expenses.

    He said the move goes against the spiritof taking services close to the people andwent on to state that it is unfair to ask Ken-yans to travel to Nairobi to apply for pass-ports yet the same process can be done atregional ofces.

    tual issuing of passports but Kenyans don'thave to be subjected to long and expensive

    journeys to Nairobi to apply for passport.Regional ofces should be allowed to han-dle the application process,'' Ateka said.

    Ateka pointed out that Kenyans were inneed of the immigration and passport ser-vices hence it was wrong for the govern-ment to close down the ofces instead itshould have facilitated the opening of moreofces in other counties to provide the ser-vices for the local residents.

    He emphasized that the governmentshould put in place measures to prevent

    non- Kenyans from acquiring passportsfraudulently instead of collective punish-ment to applicants who are genuine andentitled to have the traveling documents.Security can be tightened without shuttingdown the ofces, he emphasized.

    "Turn in prayer to your Lord and sacriceto Him alone." (Srah al-Kauthar (108):2)

    Udh-hiyah (sacrice) is among the greatrituals of Islam, which signify the Onenessof Allah, His Blessings, and Bounties. It re-minds us the exemplary obedience of our

    father, Ibrahm (alaihi as-salm), to HisLord and his great sacrices to Him. Udh-hiyah encompasses much goodness andblessings and thus acquires a great deal ofimportance in the lives of Muslims.

    "And for every nation We have appointedreligious ceremonies, that they may men-tion the Name of Allah over the beast ofcattle that He has given them for food. Andyour Lord is One Lord, so you must submitto Him Alone (in Islam)" [Surah al-Hajj (22):34]

    Its meaning and denition

    Udh-hiyah refers to the animal (camel, cat-

    tle or sheep) that is sacriced as an act ofworship to Allah, during the period from af-ter the Eid prayer on the Day of Nahr (Eidal-Adh-ha) until the last day of Tashrq (the13th day of Dhul-Hijjah), with the intentionof offering sacrice. Allah says: "Say (OMuhammad (sallalahu alaihi wa-sallam)):'Verily, my prayer, my sacrice, my livingand my dying are for Allah, the Lord of the

    Alamn (mankind, Jinns and all that ex-ists)." [Srah al-An'm (6): 162]

    The Principle of Udh-hiyah (Qurbani)

    The basic rule of Udh-hiyah is that sacri-ce is required at an appointed time from

    one who is alive, on behalf of himself oron behalf of his household. With regards toUdh-hiyah of a deceased person, if he hasbequeathed up to one third of his wealth forthe purpose of sacrice or included it in hisWaqf (endowment), then his wishes mustbe carried out. Otherwise, offering sacriceon behalf of the deceased is a good deedand it is considered to be giving charity onbehalf of the dead.

    Animals prescribed for Udh-hiyah are cam-els, cattle and sheep. With regards to shar-ing a sacrice, then a camel or a cow canbe shared by seven people, this is basedon the narration of Jabir (radhi allahu

    anhu), who said: "The Messenger of Allh(sallallahu alaihi wa-sallam) commandedus to share camels and cattle, each sevenmen sharing one animal." [Sahh Muslim]

    If a sheep, a goat or a ram is offered forUdh-hiyah, then sharing is not allowed,since no evidence is found in the Sunnahfor it. It should be mentioned here that thescholars agree that sacricing an animaland giving its meat in charity is better thangiving its value in charity. The Messengerof Allah (sallallahu alaihi wa-sallam) choseto perform sacrice and he did not do any-thing but that which is best and most bet-

    ting.From the conditions of Udh-hiyah is thatthe animal offered for sacrice must havereached the required age, one year for agoat, two years for a cow and ve years fora camel. The animal should be completelyfree of any faults because sacrice is an

    act of worship and Allah is Tayyib (Good)and He only accepts that which is Tayyib.

    The Messenger of Allah (sallallahu alaihiwa-sallam) said: "There are four that willnot be accepted for sacrice: a one-eyedanimal whose defect is obvious, a sickanimal whose sickness is obvious, a lameanimal whose limp is obvious and an ema-ciated animal that has no marrow in itsbones." [(Sahh) by Shaikh al-Alban inSahh al-Jam]

    Milder defects do not disqualify an animal,but it is makrooh to sacrice such animals,for e.g. animal with a horn or ear missing,or an animal with slits in its ears, etc. Who-ever honours the rites of Allah; this has todo with the taqwaa (piety and righteous-ness) of his heart.

    The sacricial animal is not for sale. It isforbidden to sell the animal chosen for

    sacrice, except for a better exchange. Ifit gives birth to an offspring, the offspringmust be sacriced along with it. It is per-missible to ride the animal. Narrated AbuHurayrah (radhi allahu anhu), the Messen-ger of Allah (sallallahu alaihi wa-sallam)saw a man leading his camel. He (sallal-lahu alaihi wa-sallam) said: "Ride it." Theman replied: "It (the animal) is for sacri-ce." The Messenger of Allah (sallallahualaihi wa-sallam) said: "Ride it." A secondor a third time." [Sahh Muslim]

    Prescribed time for sacrice

    The animal can be sacriced after the Eid

    prayer and the Khutbah (not when theKhutbah or the prayer starts) until beforethe sunset of the last day of Tashrq, whichis 13th Dhul-Hijjah. Rasulullah salallahualayhi wa sallam said: "Whoever sacricesbefore the prayer let him repeat it." [SahhMuslim]

    It is related from Ali radhiallahu anhu "Thedays of Nahr (sacrice) are the day of al-

    Adh-ha and the three days following it ."

    Slaughtering the animal with one's ownhands is better, but if one does not do so,it is mustahab (liked, preferable) for himto be present at the time of slaughtering.

    Anas radhiallahu anhu reported that rasu-lullah salallahu alayhi wa sallamsacricedwith his own hands, two horned rams withblack markings, reciting the name of Allahand glorifying Him (saying Allhu-Akbar).He placed his foot on their sides (while sac-ricing). [Sahh Muslim]

    Eating from one's sacrice is mustahab(liked, preferable). It is also mustahab forhim, who performs the Udh-hiyah, not toeat before he offers his sacrice; he shouldbreak his fast with the meat of his sacriceafter the prayer. Rasulullah salallahu alayhiwa sallam: Let every man eat from his sac-rice." [Sahh a-Jam]

    Dividing the meat into three is mustahab(liked, preferable), one-third to keep foroneself, one-third to be given as gifts andone-third to be given in charity. This wasthe opinion of Ibn Mas'd and Ibn Umarradhiallahu anhuma. [(Sahh) Sunan IbnMajah]

    Selling any part of the sacriced animalis prohibited

    Scholars agree that it is not permissible tosell anything from the sacriced animal'smeat, skin or fat. Rasulullah salallahu alay-hi wa sallam said: "Whoever sells the skinof his Udh-hiyah, there is no Udh-hiyahfor him (i.e. his sacrice is not counted)."(Sahh al-Jami]

    The butcher should not be given anythingfrom the sacrice, by way of reward or pay-ment. Ali radhiallahu anhu said: " Rasulull-ah salallahu alayhi wa sallam commandedme to take care of the sacrice and to giveits meat, skin and raiment (covering usedfor protection) in charity, and not to giveanything of it to the butcher as compensa-tion. He said: 'We will give him somethingfrom what we have.'" [Agreed upon]

    Cutting of t he hair and nails

    Umm Salamah radhiallahu anha relatedthat the Rasulullah salallahu alayhi wa sal-lam said: "If you see the hill (new moon)of Dhul-Hijjah, and any one of you wantsto make a sacrice, then he should not cut(anything) from his hair and his nails." andin one narration he said: "...then he shouldnot take (cut) anything from his hair, norfrom his nails, until he performs the sac-rice." [Sahh Muslim]. Anyone who doesany of the above-mentioned acts deliber-ately then he should seek forgiveness from

    Allah, but there is no report for any com-pensation.

    If the hairs or nails cause harm to a person,like a broken nail, or a hair on the place ofwound, then he is permitted to cut it.

    If a person cuts his hairs or nails becausehe did not intend to perform a sacrice andthen later decides to slaughter an Udh-hi-yah (in the ten days of Dhul-Hijjah), then heshould refrain from cutting them from thetime he intends to perform a sacrice.

    `Eid Adh-ha has unique spiritual, devo-tional, educational, and social meanings. Itimplants in the Muslim's heart the spirit ofsharing and caring. It has special rituals,ethics, and values that could, if properly

    observed, change a Muslim's affairs to thebetter.

    On the day of `Eid, a Muslim is recom -mended by the Sunnah to have a showerbefore going to the `Eid Prayer and wearthe best of his or her clothes. This reectsIslam's care for cleanliness and beauty. AMuslim should be careful regarding his orher appearance, dress, and personal hy-giene.

    In the early morning of the `Eid day, a Mus-lim goes out to pray `Eid with his or herfellow brothers and sisters. Every memberof the community should share the happi-

    ness and attend the gathering of the `Eid.Kids, women and men, young and elderly,should go out for the `Eid Prayer. It is well-known that even women in their mensesare allowed to go out and watch the `EidPrayer and celebration in the open areas(al-musala) to share the community thisblessed time. This implants in the Muslim'sheart the sense of brotherhood and sister-hood, unity, and togetherness.

    After the Eid Prayer, Muslims are advisedaccording to the Sunnahto change their

    route on returning from the Prayer. Jabiribn `Abdullah (may Allah be pleased withhim) reported that the Prophet (peace andblessings be upon him) used to change hisroutes on the day of `Eid. (Al-Bukhari) This

    wonderful recommended practice aims at,among others, giving the Muslim a chanceto meet more friends, neighbors, and com-munity members in order to exchange `Eidgreetings and cement social ties.

    Offering the udh-hiyyaha highly recom-mended rite of `Eid Al- Adh-hamanifeststhe great spirit of sharing and caring. Allmembers of the family are recommend-ed to share and witness the udh-hiyyahProphet Muhammad (peace and bless-ings be upon him) used to ask his beloveddaughter Fatimah to witness the udh-hi-yyah. It was reported that the Prophet said

    to his daughter Fatimah,"Watch your udh-hiyyah (while it is slaugh-tered) as you are forgiven with the rstdrop of its blood." (Al-Bayhaqi)

    Moreover, the desirable division of the udh-hiyyah into three thirdsone third for thefamily, another for relatives, and a third forthe pooris another brilliant example thatshows how far the Adh-ha day implantslove and care in the Muslims' hearts forfamily, relatives, and for the whole society.

    In the Muslim Ummah (community), noone is ignored orleft alone, as eve-

    ry member of theMuslim communityshould, not only,take care of his orher close familyand relatives but ofall fellow Muslims.

    Many Qur'anicverses and pro-phetic hadithsteach that Mus-lims are brothersand sisters, and itis the established

    duty of brothersand sisters to lookafter the needs ofeach other. Thisimpressive lessonof Adh-ha , shouldbe understoodand translated intopractice, couldhelp reform thecurrent conditionsof Muslims.

    `Eid is a day for ex-changing visits andmaintaining fam-ily ties. Maintainingties of kinship is anestablished dutythat every Muslimshould carry out.`Eid is a goldenchance to bring the

    family members together, and to visit one'srelatives, friends, and community mem-bers. The `Eid day should not pass withoutvisiting, calling, or e-mailing one's relativesand family members in order to exchange

    `Eid greetings and cement family ties.During a Ramadhan visit to the USA fewyears ago, I knew about a "`Eid Party" to beorganized by the Islamic Center in Reno,Nevada; a party that aims at bringing themembers of the community together toshare the `Eid spirit and happiness. I,thereby, admired the idea and encouragedall my friends to attend the `Eid party in or-der to come closer to each other.

    On the `Eid day, Muslims are recommend-ed to engage in public takbir (saying Al-lahu Akbar) in the masjids, market-places,streets, etc. This `ibadah (act of worship)

    connects Muslims spiritually and spreadsmercy, peace of mind, tranquility, and hap-piness. Hearts and bodies, therefore, enjoy`Eid rituals and celebrations. People meet,care for, and greet one another, and heartsnd peace and blessings in praising andworshipping Allah, Most High.

    `Eid is a day on which a Muslim shouldbring himself or herself closer to Allah bymeans of doing good deedssuch asPrayers, caring for the poor and the needy,visiting the sick people, helping those whoare in need, etc.and refraining from evilpractices such harming people and sever-

    ing ties of kinship.In short, `Eid Al- Adh-ha is a model for theMuslim community which maintains love,care, brotherhood and sisterhood, beau-ty, and solidarity. `Eid has signicant so-cial, educational, devotional, and spiritualmessages that Muslims should grasp andtranslate into a complete way of life.

    Stakeholders asked to cooperate to improveeducation standards

    Muslim leaders, scholars, educationistsand professionals in the country havebeen urged to come together and put inplace long term strategic plans to effec-

    tively address challenges faced by Mus-lims in education sector.

    At the same time, the Muslim leadershipwas also called upon to explore more av -enues and be at forefront in supportingeducation endeavours in the Muslim com-munity to solve low enrolment trends andmould Muslim students into better and re-sponsible citizens who can serve the com-munity and nation at large.

    These calls were made by the Umma Uni-versity vice chancellor Prof Shaukat Ab-dulrazak who said that while there was animprovement in the performance of Muslim

    schools in national examinations, it is re-grettable that the overall transition rate ofMuslim students from secondary schools,universities and other higher institutions oflearning were still at a low level.

    We have more than 60 public and privateuniversities which include the Muslim-owned Umma University and the enrol-ment rate of Muslim students stands at 4percent. There is need for Muslims to takeadvantage of these opportunities to en-sure that more students join higher learn-ing institutions. The glass is half full, weneed to ll it, he said.

    Speaking during the ofcial launch of theAfrica Education and Development Trust(AEDT) website at the weekend, ProfShaukat called for more educational semi-nars and workshops to sensitize parentsand students on the importance of educa-tion and provide guidance on career se-lection for students while stressing thatmore out-reach programmes are neededto enlighten Muslims on the importanceand need to participate in education.

    In his address, the director of consortiumof national health research AbdulhamidSwaleh said there is need for Muslims toengage in soul searching process for solu-tions to address challenges faced by thecommunity in education sector throughconsultation with their county governmentauthorities.

    He further urged Muslims to play their rolein matters pertaining to education in orderto improve the education standards in thecommunity.

    Speaking at the event, the Alim HighSchool director Ahmed Yusuf called onMuslims to invest more in education byestablishing more schools to improve oneducation standards in the communitythrough to universities.

    On her part, Fatuma Saman, an education-ist and a commissioner with IndependentPolice Oversight Authority (IPOA) spokeon the predicament which Muslim femalestudents were facing in public universitiessaying that many have been forced to pull

    out from the institutions due the unfriendlyIslamic environment. She explained thatthe policy where male students are al-lowed in the female hostels violates therights of privacy for the students and has

    forced some to abandon the cost friendlystudies at the public universities.

    The regional director for the World As-sembly of Muslim Youth (WAMY) IbrahimIrshad who is also aAEDT founder mem-ber said the Trust has assisted many uni-versity students from the Muslim commu-nity to further their education and pledgedthat the trust will continue supporting postgraduate studies to contribute and nurturemore highly qualied professionals.

    Since its inception in the year 2000, AEDThas dispensed interest-free loans to 115students taking Masters Studies while 26PhD students have benetted from theprogramme.

    The event attracted Muslim leaders, schol-ars, educationists and students who hadbeneted from the AEDT scholarships.

    Muslim residents of Mpeketoni in LamuCounty are protesting against a privatedeveloper who is said to have grabbed sixacre piece of land set aside for the con-struction of a mosque. Consequently, theMpeketoni Muslim Community (MMC) hascalled on the National Land Commissionto intervene and help them recover theirgrabbed land.

    The community maintains that it is therightful owner of the land which was al-located to Muslims by the government in1994.Chairman of Lamu West Inter-faithPeace Forum Ibrahim Shahibu said MMChas administered the land for the past twodecades until the private developer illegallyacquired the property.

    ''Mpeketoni Muslim Community has all thenecessary documents to prove and show itowns the land.We are requesting the Na-tional Land Commission to investigate toestablish the circumstance under which theland was grabbed and take actions againstthose involved in the illegal process,'' saidShahibu.

    The group further noted that the privatedeveloper had already put structures onthe ve acres of land leaving only one acrepiece of land.The Muslim community reiter-ated that they will stand rm to oppose thegrabbing of the land and vowed to protectthe property from grabbers.

    Maqeel Yakub Mangia is a three-year oldboy diagnosed with Wiskott Aldrich Syn-drom, a rare genetic disease that developsafter birth. The doctors recommended hebe seen abroad as they have exhausted allexpertise in Kenya.

    Doctors in India and UK recommendeda bone marrow transplant as a possiblecure for the syndrome. The procedure inIndia was less costly but none of his familymembers bone marrow matched.

    In the UK they are able to use the stemcells of his parents to match it to BabyMaqeel. This increases the success rateof the procedure to 80%. The procedureis planned to be made at Great OrmondStreet Hospital in London.

    The cost of the procedure is GBP621,000.00 (Over Sh 90,000,000). A fun-draising function is planned to be held atthe Highridge Primary School on October12 to help raise the amount. The functionwill include various family and children ac-

    tivities.

    Welfare of Our UmmahIn the early years of Islam, Zakat, Sadaqa and Awqaf ( religious

    endowments) played a large role in society - not only in povertyalleviation, but in the building of infrastructure and provision ofsocial services. In the early years of Islam in this country, sometowns like Mombasa, Lamu and others were almost entirelybased on religious endowments - the real estate donated, withthe rent going towards charitable or social ends: educational andhealth facilities. The endowments are credited as one of the rea-sons for the Golden Age of Islamic civilization from the eighthto the 13th centuries.

    But due to colonization, the stagnation of Muslim institutions,mismanagement of `awqaf and the inability of their laws to adaptto changing times, these charitable traditions lost their centralplace in the organization of society. The potential is still tremen-dous but in most countries, it is not being used to the potential

    or entirely lost its meaning. In the Malaysian state of Johor, forexample, the Zakat authority allows funds to be spent on studentloans for tertiary education and Universities.

    Feeding the indigents and helping orphans are encouraged re-peatedly in the Holy Quran and have thus become preferredforms of Zakat. Building mosques has been a popular form ofSadaqa, largely due to the Prophet Muhammads (S.A.W) say -ing that he who helps build a mosque will have a castle built forhim in heaven. Ummah Foundation with other Muslim Organisa-tions have at times struggled to convince donors to support in-tangible activities like capacity-building or empowerment, overthese more tangible causes. The focus is to build the future thatstrongly appeals to every Muslim to do something about it now.

    Around ourselves, there is an increased awareness that if Zakatand Sadaqa distribution and management is made effective, wecan bring revolutions in terms of development - not only for theMuslims, but rest of the people around this country. The conceptof One Shilling Foundation was born from this basis. As Muslims,we are raised with the good culture that you have to pay Zakatand Sadaqa. The rich just go to the poor people on the streetsand give them money and they feel that theyre fullled. To ourphilosophy this is not the answer to the prevalent poverty in ourmidst. Instead of giving money to the poor on the streets or or-phans, we should try to support them in more strategic ways,empowerment and mainstream aid activities.

    Ummah Foundation appeals and is trying to change the cultureof giving among the donors, encouraging them to take more in-terest in how the money they give is spent and whether it cre-ates any lasting change. The lasting change comes in terms of

    education- where lives of people are transformed, building healthfacilities that can cater for our interests, livelihood empowermentprograms and long terms plans that will be create solid fall backs.

    The challenges facing Muslims in this country are of all facetsand the only way we can counteract them is through the strongforce of Unity. Unity that will help us work together for the com-mon good. We should have one central Zakat or Sadaqa collect-ing body that is entrusted with the trust and mandate of collectingour charity funds in one pool. From that universal pool we can beable to full more than what our dreams can perceive.
