Since her eclipse in this track=s G3 Sweet Solera S. in August, the grey has emerged as a leading force by winning three of her last four starts in Group 1 company and being unlucky in the GI Breeders= Cup Juvenile Fillies Turf. Her success in the May 5 G1 1000 Guineas on the Rowley Mile here was followed by an impressive four-length win in Royal Ascot=s G1 Coronation S. June 21, and Richard Hannon Jr is confident of a bold show. AShe seems in great form,@ he said. AIt=s always very difficult when horses go and win races like that in the fashion she did. You don=t really have an idea what it has taken out of her until you take her to the races. Her weight is very good and we've been happy with her work since. She=s taking on the older mares, so we=re not sure how it=s going to go, but physically she=s done extremely well. I haven=t known a filly do so well from two to three at our place ever. She=s continued to thrive since the Guineas. I=ll leave tactics up to Hughesie. We=ve got her there for the race in good form. He=ll take over and do his job.@ Teruya Yoshida=s Elusive Kate (Elusive Quality) found only Giofra (GB) (Dansili {GB}) too strong on her sophomore bow in this race 12 months ago, but has gained an edge on that rival in terms of form by winning the G1 Prix Rothschild at Deauville and placing in the G1 Prix Jacques le Marois, G1 Sun Chariot S. and G1 Queen Elizabeth II S. Fourth on her return in the G1 Queen Anne S. at Royal Ascot June 18, she will strip fitter for that experience. AIt=s an exciting race and as tight an elite field as you would see,@ conditioner John Gosden commented. AI=m happy at this stage, she needed the race a little bit in the Queen Anne but that=s no surprise as it was her first run since October. She has done fine since Royal Ascot. Obviously that was a strong race and she was against the colts. Wednesday's best price of 250,000gns was surpassed during Thursday morning's session when Durand (GB) (Motivator {GB}) ( lot 374) reached 260,000gns, bought by trainer Ibrahim Al-Malki. As always at this sale, recent good form can lead to decent profits, and the 3-year-old, a 6,500gns yearling purchase who was owned and trained in Ireland by John Joseph Murphy, had posted a 3 1/2-length victory over 10 furlongs at Roscommon since the publication of the catalogue, having been placed on debut in May. With an entry in the G3 Royal Whip S. next month, he may stay in training in Ireland in the short term before shipping to Qatar. "He went for more than I thought he would but I like him very much,@ said Al-Malki. AI watched his maiden win, which was very impressive in a track record. The Aga Khan-bred Zarkiyr (Ire) (Acclamation {GB})(lot 435) will be racing in the silks of Sheikh Mishaal binHamad bin Khalifa Al Thani, President of the ArabEquestrian Federation and the brother of the new Emirof Qatar, after selling for 200,000gns. The 3-year-oldwas the tenth horse purchased by Qatar's eight-timechampion trainer Gassim Ghazali, who snapped upWednesday's top lot Miblish, and is another to beaimed at the ten-furlong Qatar Derby. Also boastingrecent winning form, Zarkiyr, from the family ofEuropean champion filly Zarkava (Ire), claimed a12-furlong maiden at Tipperary June 27. Ghazali was back for more later in the session,selecting 3-year-old Sejalaat (Ire) (Kheleyf) (lot 483)from the Shadwell consignment for 60,000gns. Buyers seeking potential jumpers found themselvesoutbid on a number of the pricier lots, but agent MagsO'Toole, buying for trainer Noel Meade, had the finalsay on The Plan Man (Ire), a twice-raced 3-year-old sonof Jeremy, at 42,000gns. He shares his sire with thesensational 2013 Triumph Hurdle winner Our Conor,with his new connections hoping that their acquisitioncan also make a successful conversion to the NationalHunt game. Describing The Plan Man as a "fine, big,scopey type",O'Toole added, "Let's hope he continues Jeremy's finerecord with juvenile hurdlers." A further 2,276,300gns was bid on a total of 126lots on Thursday--a 20% rise from the same sessionslast year--with the average up again, this time by 30%at 18,066gns (from 13,895gns) and the medianincreasing by 29% to 9,000gns (from 7,000gns). Theonly sector in decline from 2012 was the clearance rateof 89%, which was down by seven points. The saleconcludes today with a morning session starting at9.30 a.m., and the post-racing evening session at 6 p.m.

NOT YOUR AVERAGE SHUTTLE STALLIONby James Trotter This past weekend saw an unprecedentedachievement by a stallion when Silvano (Ger) (Lomitas{GB}) sired the Grade/Group 1 double of the GermanDerby and South Africa's biggest race, the Durban July.As impressive a feat as this would be for any stallion, it

is the circumstances behindthis achievement that deserveyour attention. Silvano stands at AndreasJacobs' Maine Chance Farmsoutside Cape Town in SouthAfrica. The German-bred sonof Lomitas was a trueinternational globetrotting starin his time on the track,winning the G1 QueenElizabeth Cup in Hong Kong,

the G1 Singapore Cup and the GI Arlington Million, aswell as placing at the Group 1 level in Australia andGermany. Andreas Jacobs, the owner of Newsells ParkStud in the UK and Gestut Fahrhof in Germany, broughtSilvano to South Africa in 2003. When Jacobs firstvisited Maine Chance with his wife after purchasing theproperty from Graham Beck, he noted that "we couldhardly anticipate that we would have the opportunity toacquire one of the most beautiful stud farms in theworld." He had been looking to stand a stallion in SouthAfrica for some time, and thought upon Silvano'sretirement from the track that he would be the perfecthorse for the job.

"I thought he suited South Africa, as all the biggestraces there are for 3-year-olds and older over 2000meters on fast ground--exactly his own racing profile.And with his outcross pedigree he could cover everymare in the country.@ In a year when Silvano has been completely dominantover South Africa's classic distance races and hastoppled six-time consecutive Champion Sire Jet Master(SAf) with an unassailable lead at the top of the SouthAfrican Sires Championship, these words seem almostprophetic. It has been an incredible season for Silvano.His progeny have won four of the five richest Grade 1'sin the country, including the country's two mostprestigious races: the G1 J&B Met and G1 Durban July.With five Grade 1 winners and 12 stakes winners thisseason in South Africa alone, Silvano has broken theall-time South African stakes earning record by astallion even before this weekend's win in Africa'sbiggest race.

STYLE VENDÔMEC.10 Anabaa x Place Vendôme

Bred by Guy Pariente (Haras de Colle-ville) who sold him to Nicolas Clément for €92,000 at the 2011 August Yearling Sale, this Classic winning colt comes from the last crop of the influential Anabaa and is out of a Listed placed daughter of Dr Fong. With a race record now boasting five wins, this magnificent grey colt was already making headlines at the age of two, ending the year with a highly promising Listed win at Deauville. This year, he has blown away the racing industry, first of all when romping home in the Prix Djebel (Gr.3) then when winning the Poule d’Essai des Poulains (Gr.1) with a majestic performance against seventeen rivals including Intello and Olympic Glory.

OCOVANGOC.10 – Monsun x Crystal Maze

This son of Monsun bought by BBA Ireland for €180,000 from Watership Down in August 2011 caught the eye from his very first start as a two-year-old at Saint-Cloud. The André Fabre-trained colt continued in the same vein on the very same course winning the Prix François Mathet (L.) on his reappearance followed by the Prix Greffulhe (Gr.2). Deemed good enough to take on the best of the English in the Epsom Derby (Gr.1), Prince Faisal’s colt finished fifth, less than a length away from the third placed horse, having been unlucky in the straight.

TORONADOC.10 – High Chaparral x Wana Doo

In August 2011, this son of High Chaparral bred by Paul Nataf and consigned by the Haras d’Omméel, appealed to Amanda Skiffington who went to €55,000 for him. Even as a two year old, he was already impressing onlookers with his class and good looks, winning three times including the Champagne Stakes (Gr.2) at Doncaster. He was faultless on his seasonal reappearance at Newmarket in the colours of Sheikh Joaan Al Thani, where he was in a different league to the other runners in the Craven Stakes (Gr.3) before finishing fourth in the 2000 Guineas (Gr.1). In the St James’s Palace St. (Gr.1) at Royal Ascot, he ran a cracking race to finish 2nd, only beaten a nose by the extraordinary Dawn Approach.

CHICQUITAF.10 - Montjeu x Prudenzia

Chicquita, a daughter of the Listed winner Prudenzia bred by Ecurie des Monceaux and Skymarc Farm, was the object of everyone’s attention in August 2011, none more so than the Australian Paul Makin who, represented by Badgers Bloodstock, went to €600,000 to secure the filly. In the Prix de Diane (Gr.1), this talented filly trained by Alain de Royer Dupré put in an exceptional performance, coming from last place to snatch second place from dual Group 1 winner Silasol.

MORANDI C.10 – Holy Roman Emperor x Vezina

In August 2011 Jean-Claude Rouget paid €65,000 in order to get his hands on this powerful colt sold by the Haras des Capucines. Aged two and in the colours of Daniel-Yves Trèves, the grey colt had an exceptional season, the highlights of which were a 12 length victory in the Prix de Condé (Gr.3) and a 7 length victory in the Critérium de Saint-Cloud (Gr.1) making him the best two year old in France in order of prizemoney. This year, he showed he had lost none of his ability when finishing an excellent second to the untouchable Intello in the Prix du Jockey Club (Gr.1).

FLOTILLAF.10 – Mizzen Mast x Louvain

A daughter of Mizzen Mast and the Miesque Stakes (Gr.3) winner Louvain, this filly bred by the Haras des Capucines was bought by the Justin Bahen – Hubie de Burgh tandem for €120,000 in August 2011. At the end of her two year old year, the young filly belonging to Sheikh Mohammed Bin Khalifa Al Thani and in the care of Mikel Delzangles had her crowning moment on American soil when winning the Breeders’ Cup Juvenile Fillies Turf (Gr.1) in fantastic style. This year she was a most eyecatching winner of the Poule d’Essai des Pouliches (Gr.1) on her seasonal debut against the unbeaten Esotérique, breaking the track record in the process.

The odds were with Silvano to sire the Durban Julywinner this year, as the sire of no less than six runnersin the race. In the end, it was the progressive 4-year-old, Heavy Metal (SAf) who would be the one to step

up, with Silvano's Grade 1 winningfilly Do You Remember finishingthird. Heavy Metal has now wonGrade 1's on both his attempts at2000 meters and above, and is setfor an international campaign thatwill likely include Dubai and HongKong. Two other of Silvano'sprogeny based in South Africa arealso set for international campaigns.Vercingetorix, the highest rated 3-year-old in the country, is set to

join Mike de Kock in Dubai, while Grade 1 winning2-year-old filly Happy Valentine has been purchased byTeam Valor and will ship to France to start aninternational campaign. The victory of Lucky Speed (Ire) in the German Derbylast weekend added another element to the Silvanostory. What makes this win special is how a Europeanbred 3-year-old sired by a South African-based stallionwon a European classic. Due to arduous quarantinerestrictions, it is extremely difficult to shuttle stallionsto and from South Africa. In fact, in the last 10 years,Silvano is the only stallion to have done so. And thiswas done more out of good will by Jacobs than for anycommercial benefit.

Silvano was originally intended to be a shuttle stallionbetween South Africa and Germany. However, while hewas based in South Africa in 2003, the export ofhorses from South Africa wassuspended for two years due toa breach in the African HorseSickness protocols. Shea Shea came out of his Dubai World Cupnight win rated by Timeform the best sprinter in theworld (after the retirement of Black Caviar). After anarrow, and perhaps unlucky, loss in the G1 King=sStand S. at Royal Ascot, he is now the favorite forSaturday's G1 Darley July Cup at Newmarket. Closer tohome, the South African sales results have also seenboosts, with the average of both the two primary sales,the Cape Premier Yearling Sale Book 1 and TBANational Sale, rising by 33% and 27%, respectively. Likewise, runners with German pedigrees have beenmaking a mark in Europe this season, with Estimate(Ire) (Monsun {Ger})=s G1 Ascot Gold Cup win, Novellist(Ire) (Monsun {Ger})=s win in the G1 Grand Prix deSaint-Cloud and Maxios (GB) (Monsun {Ger})=s win inthe G1 Prix d'Ispahan amongst the standouts. To addto the obvious influence of Monsun, he is also thebroodmare sire of Lucky Speed and G1 Prix Ganaywinner Pastorius (Ger) (Soldier Hollow {GB}). The loss of Monsun was a great one to Europeanbreeders, and the task of finding his successor will be adifficult one. Though it would be difficult and unwise tocompare the two, in South Africa Silvano appears to beon the road to leaving the kind of mark on SouthAfrican breeding that Monsun did for Germany. And onthe international stage, it is unlikely we have heard theend of this story.

LANCASTER ISSUES WARNING Britain=s Thoroughbred Breeders= AssociationChairman Richard Lancaster spoke out on the dwindlingnumbers of horses, owners and breeders at the annualAGM in Newmarket Wednesday. Addressing thestatistical evidence of diminishing forces within thebreeding industry, he said, ASince 2007, the number ofracehorse owners has declined by over 1,300 andBritish Thoroughbred foal production has fallen over thesame period, from a high point of 5,920 foals in 2008,to 4,366 foal registrations in 2012. This is the lowestrecorded figure in recent years and indications are thatthe 2013 foal numbers will fall further, emphasisingthat there is a vital need to stimulate production.Correspondingly, British breeder registrations continueto drop. HONG KONG SEASON ENDS WITH GAINSEdited Press Releases The Hong Kong 2012/13 racing season concluded atHappy Valley Wednesday with Hong Kong Jockey ClubChief Executive Officer Winfried Engelbrecht-Bresgesdescribing it as Aone of the best seasons we=ve had,ever.@ The season=s 83 meetings produced a bettingturnover of HK$93.8 billion (US$12.7 billion), up 9%from last season, and higher than the previous top markestablished in 1996/97. The HKJC also experiencedincrease attendance, with over two million racegoersover the last season. AThe figures have been extremely good,@ Engelbrecht-Bresges noted. AAnd if you look at the contributions tothe Government, our betting duty stands at HK$11billion, an 8.6% increase on last season [aboutHK$10.6 billion], meaning that this year=s betting dutyis almost back up to the 1999/2000 level. It must benoted, though, that the Club=s net margin this year wasHK$4.085 million, which is still some way short of the1999/2000 figure [HK$4.5 million]. This reflects thechallenges the Club has going forward in the face ofincreasing competition and higher operating costs.@ In addition, HKJC Executive Director of Racing BillNader announced yesterday purse increases for the2013/14 season of approximately HK$31 million(US$3.9 million). STALLIONS, ZULU WARRIORS AND THEFLASH OF A SABRE by Liesl King After a day of racing, that included the greatest racein Africa, the G1 Vodacom Durban July, it seems fittingto be spending a day in the heartland of the ZuluKingdom. Known as fierce warriors, the Zulus are alsogreat singers. There is nothing quite like walking alonga stone pathway, flanked by Zulu singers welcomingyou in full voice. The sound reverberates around you,words lost on the wind, but the big smiles make themessage perfectly clear. Welcome to Summerhill Stud,home of an extraordinary family, for there is no otherway to describe the relationship between owner MickGoss and his staff. The Sunday after the July would seem like theperfect day to get up late and slowly migrate to acomfortable spot in front of the television, all the whilenursing that hangover from the day before. Yethundreds of guests from all over the world chose torather get in their cars and head out on the long driveto the little town of Mooi River. For on its outskirts liesthe stud farm of Summerhill, where for many years,Goss has hosted the Summerhill Stallion day. Threeyears ago, Investec came on board and one is nowcordially invited to the Investec Summerhill Stallion day.but apart from that, nothing much else has changed. After being warmly welcomed by the singing Zulus,guests are handed a fluffy Investec blanket to ward offany chills coming from the snow-covered DrakensbergMountains. Seated on the grassy bank of a naturalauditorium, we eagerly await the arrival of the stallionsin their Investec finery, while soaking up the welcomerays of the sun after weeks of grey rainy skies. Suddenly Mick Goss appears, looking down from thebank, he seems small in stature, well that is until hestarts to speak. For there surely is no greater orator inSouth Africa when it comes to the story of this littlepart of the Zulu Kingdom and that magnificent animalwe call the Thoroughbred racehorse. Goss starts off by introducing a newcomer to thefarm, as PJ The People's horse makes his entrance.Piere Jourdan is not a stallion, in fact he is a ratherordinary Thoroughbred. With skew legs, a distinctiveroman nose and a pedigree that did not set the worldalight, the plain bay is just that, plain. Yet while he maynot have the looks or the pedigree, Pierre Jourdan (SAf)

(Parade Leader) had the heart and the bay gelding cameperilously close to winning the Triple Crown, goingdown in the last leg. Maybe it was his looks, maybe itwas his gutsy attitude, but the ugly ducklinginstantaneously became the people's favorite, knownsimply as PJ, the people's horse. Newly retired toSummerhill, he proudly led the stallion parade. Variety is the spice of life with stallions andSummerhill is no different. Brave Tin Soldier (StormCat) is as beautiful as he is elegant and regally paradesfor the guests, while Mullins Bay (GB) (Machiavellian)made a dramatic entrance that would be hard to top. Walking into the auditorium, the stallion made it only asfar as Goss and his podium, before rising high on hisback legs. The rear was graceful and perfectlybalanced, the teeth on display were not. A son of Sunday Silence, Admire Main (Jpn), hadclearly been taught better manners in the faraway landof his birth, posing for the barrage of cameras withoutbatting an eye, before A. P. Arrow (A.P. Indy) didexactly the opposite. His feet were seldom on theground and his mane flew in all directions as thegleaming ball of chestnut muscle threw a tantrumbefore his audience. That set the scene for the troupe of Zulu warriors tomake their entrance. And, in true Zulu tradition, theywere heard, long before they were seen. Stirring battlecries filled the air, before a group of traditionallydressed Zulu warriors made their way into theauditorium to perform a war dance usually reserved forthe eve of a battle. It was awe-inspiring and frighteningall at the same time and the audience to a man, couldeasily imagine the fear of the foe, as thousands ofthese spear-carrying warriors, in full cry, appeared overthe horizon at dawn. One gets transported back in time, watching thesedancing Zulu warriors, but the tantalizing smellswafting up from the kitchen drag you back to reality,suggesting that lunch would not be a far-off affair. Asalways, Cabriere cellar master Takuan von Arnim, deftlyassisted by Coolmore's Sophie Magnier, performed theritual sabrage. The sabre flashed in the sunlight and thechampagne cork flew skywards without a drop beingspilled. All that was left was for the Summerhill staff tosing the National anthem and a song for the gravely ill,Nelson Mandela, before sitting down to lunch. As the sun set over the paddocks, guests, reluctantto leave, mingled to the sounds of the band, sated bygood food and even better wine. Summerhill may be abit off the beaten track and remember to pack yourwinter woollies, but your welcome will be immenselywarm and sincere, here in the land of the Zulu warriors,where that magnificent animal, called the Thoroughbredracehorse reigns supreme.

THE BIRTHPLACE OF MODERN DAY RACING“150 Years of Racing in Saratoga” By Allan Carter and Mike KaneReviewed by Christie DeBernardis

Saratoga has been the scene of some of racing=smost memorable and historic moments. The averagemodern day racing fan can probably name only one ortwo of them. Upset ending Man O=War=s perfect recordin the 1919 Sanford Memorial is familiar to all racingfans, but many other racing greats and landmarkmoments in the sport have played out over theSaratoga track and, sadly, faded from memory. In their book A150 Years of Racing in Saratoga,@ AllanCarter and Mike Kane remind the reader of thosehistoric moments and the racing legends who got theirstart or made their mark at the Spa. Carter is theNational Museum of Racing historian and Kane is alongtime journalist and was the museum=scommunication officer for five years. The twocombined their talents and knowledge in this book thatis structured like a collection of short stories. Theirstorytelling style, as well as photographs give thereader a unique and detailed glimpse into racing=s past.With each flip of the page you begin to feel like you arein a time machine taking you back to the glory days ofthe Sport of Kings, at the place where so many rose togreatness, as well as fell to the curse of the AGraveyardof Champions.@ The first section of the book discusses all of theAfirsts@ that occurred at Saratoga. Robyn Smithpioneered the way for female jockeys there as the firstwoman to ride and win at the Spa. Trainer Mary Hirsch,the first female to be granted a license from The JockeyClub and the first to saddle a Kentucky Derby runner,also became the first to win a race at Saratoga whenshe captured the Diana with No Sir, who she alsoowned. She is also the first and only female trainer towin the Travers S. in 1938 with Thanksgiving, whichearned her her own chapter. The book also details the stories of several Saratogachampions who were unfairly overlooked or who havefaded from the limelight after their racing careersended. Whichone was one of the best of his generation,but lost to Triple Crown Winner Gallant Fox in theTravers after suffering a career-ending injury. Thetenacious filly Los Angeles won 16 stakes at the Spaand showed an obvious affinity for the track with 18wins, six seconds, and one third in 25 starts. Her Sparecord was bested by the horse the authors call ATheUltimate Saratoga Horse,@ Checkmate who had 19 winsand five seconds in 27 starts. The colt turned his careeraround at Saratoga, winning seven of his eight starts inhis first season there.

With a historian as one of the authors, it is nosurprise that this book is a compilation of facts andfigures. One of the sections, entitled ASaratoga=s Top15 Fields,@ lists several historical fields chosen byCarter that contain multiple divisional champions and/orHall of Famers. Many racing fans have heard the storyof champion match races like those between Seabiscuitand War Admiral or Ruffian and Foolish Pleasure, butnot many know the runners of the 1916 Saratoga H.,which was the first loss for Regret, the first filly to winthe GI Kentucky Derby. The story and history of Saratoga have been told timeand time again, but Carter and Kane show the reader adifferent perspective in this book. They tell the storiesof the Spa that are not well-known, but deserve to be.Carter=s adept knowledge and compilation ability as ahistorian combined with Kane=s knack for storytellingbreathe new life into the champions of the past andbring back into the limelight those that wereundeservingly forgotten.'150 Years of Racing in Saratoga' By Allan Carter andMike Kane. 130 pages. TRAINERS AND OWNERS ON STRIKE: A TRUE STORY by Mark Cramer I suppose that in a country where employees engagein boss-napping (taking CEOs hostage in order tonegotiate compensation for mass layoffs), where PTAmembers hide immigrant children who are threatenedwith deportation, and where in Operation Snail angryinterest groups slow down traffic to make a point, it'snot too much of a longshot to expect some sort bizarreprotest to erupt at a French racetrack. The eruption occurred July 4 at Dax, a small track insouthwest France. At least six trainers who prolificallyenter horses in low-level races in Paris and at ruraltracks across the country decided to scratch a total of35 horses from the Dax card. One of the rebellioustrainers, Cedric Boutin, told the Parisien newspaperthat, "Three of my horses came down with a fever justbefore getting on the road to Dax, and the other ninehave upcoming races elsewhere." Other trainers scratched "sans motif" (without astated reason), which is permitted. If these trainers hadexpressed outright that they were scratching to protest,it would have meant fines of as much as the winningpurse money. For the past two years, France Galop has been addingrestrictions on the subsidies paid to trainers for shippinghorses. This began with a hike in the Value Added Taxon horse transactions. It was followed by a cap in theamount of shipping subsidy that any one horse canreceive during a calendar year. Evidently, some of thisbelt-tightening is the result of guidelines from theEuropean Commission. In French racing, horses are not stabled at the trackand most racing meets do not run day after day, sovanning is the primary way to get a horse to the trackon raceday. The subsidizing of shipping for lower classhorses has meant a renaissance of racing in smallermarkets, and this in turn has led to a significantexpansion in betting handle. The cost of shipping fallsheaviest on the small owners who race more frequentlyfor lower purses. On July 4 at Dax, the effects of the trainer-ownerprotest rippled across the country. An example wouldbe the second race, with 14 originally entered, with afeatured Multi wager. In order to card a Multi bet,where the player must pick the top four finishers in anyorder, you need at least 14 horses in the field. For i3you can play a Multi with four, five, six or sevenhorses. If you use 7 horses, for example, you receive1/35 of the payout. With 14 runners, if you can get alongshot to finish fourth (or better), the payout can begenerous. Hence, this is an extremely popular bet. Buteight of the 14 horses declared as late scratches, whichmeant that the Multi had to be cancelled.

This meant an enormous amount of refunded ticketsfor those off-track bettors who played the Multi beforethe scratches, and a general loss of interest in otherwagers on the race because of the small field. According to the president of the Dax RacingAssociation, Jean-Louis Gayan Sourgen, this strike bythe Association of Trainers and Owners cost the tracki300,000, not a small sum considering Dax has only15 racing days in 2013. One trainer told me, "As for the transport subsidies,yes, I'm concerned about France Galop chipping awayat them, because it's a marketing card that is useful inattracting owners, especially from England, where theyend up paying exorbitant transport fees. I didn't knowabout the strike in Dax until it was happening, but Ihave to say hats-off to the trainers who actuallycooperated to do it. There is an increasing frustrationamong smaller trainers (or big trainers with lots of smallowners, like Boutin) that France Galop really doesn'thave any use for anyone other than the Aga Khan andthe Wertheimer brothers. Cutting the transportallocation the same time as the value-added tax wentup is a blow toward keeping small owners in the game.Already two years ago, they eliminated any transportreimbursement for a horse that earned prize money ofmore than i6,000 in the day, and now that's beenlowered to i5,000, too. I disagree that there are only420 horses that have exceeded the proposed annualcap of i2,500 in transport subsidies. I'm sure horses atCedric Boutin's yard are over the top on that limit." From a bettor's point of view, the idea of playingdozens of different smaller tracks with large fields isseductive and enriching, at least in spirit. France Galop responded with a communique thatreferred to "grave consequences," not withoutambiguity, since these consequences to players, thetrack operators and the owners, trainers and jockeys ofthe scratched horses could refer simply to theaggravation and the money lost, rather than to anyfuture sanctions. Will the trainers and owners involved in the flashscratch strike be punished in some way? There havebeen no charges against boss-nappers, nor anypunishment for parents who have hidden immigrantchildren in their homes to stop deportations. Farmers,truckers and students who have engaged in "operationsnail" protests have never been pursued by the law. So, as an investigation proceeds, it is unlikely thatFrance Galop will apply any sanctions. AIf they try tounblock this situation with sanctions,@ according to theParis-Turf, Ait would be like adding oil to a fire that isalready impassioned--it seems time to sit around a tableand have a discussion."
