Hello Carol, KCC should have received a notification from the DfT about the meeting. It is going to be held in Ebbsfleet at Eastgate, 41 Springhead Parkway, DA11 8AD. This is a large building at the end of the road, the sat nav takes you somewhere else. Its at the junction with Thackeray Drive and scheduled to run form 10-12. Hello Angela, Thanks for talking to me earlier today, I appreciate you are very busy before going on leave. To summarise what was discussed. Through value engineering work Balfour Beatty has identified a design modification at Bean north roundabout. As this is a promoters alternative we need to publish this before the PIM and we intend to do so Friday 02 Aug or Mon 05 Aug. We wanted to advise you of this and talk through in a little more detail, but appreciate we are working to tight timelines and it is the holiday season. You asked whether KCC had to respond and what the timescales might be. I was not sure. I have now been advised that KCC is not obliged to respond on these modifications and there is no statutory timescale for submission of comments on detailed modifications. Balfour Beatty will be appointed soon and will work through the detailed design and so there may be other modifications that develop through that process. Equally between now and the PI in October there may also be alternatives suggested by Objectors and these will also need due consideration before the PI. This is the plan showing the difference between the current proposals and the modifications – current are in blue, modifications are in red.

The detail of the modification is essentially that the off slip from the A2 eastbound will remain largely in its current location. This avoids the need for earthworks and will help reduce costs and will have an impact on programme. There are some other alterations to the geometry of the roundabout but the number of circulatory lanes remains as it was in the design presented for the orders. You asked about signalisation – the modification includes signalisation as the same as it was proposed for the orders. The revised layout has been assessed by the traffic team and this includes assumptions about signal timings. They confirmed it worked from a traffic perspective. We have also considered the impacts on the environment, the original scheme impacted some existing planting and this is reduced with the modified scheme. We are preparing a note to explain the changes and the consideration of the various impacts – at present this is in review so we are not yet able to release it. We also touched today on the impact to the orders. The short section of existing slip was noted on the Main Line Order and so this needs to be considered. There is a section in the note that considers the impact on the drawings that accompanied the orders and as I mentioned to you we are working to update these so that they can be published together with the note. You advised that there were others within your team that would need to review this information and so I would be grateful if you would pass on this email. Given we have the PIM next week on the 7 August and potentially KCC might be in attendance, perhaps we can discuss after the PIM (this is only expected to last a couple of hours).

As discussed with Angela Coull (of KCC) at the last collaborative planning meeting with the Local Planning Authorities (LPAs) for this scheme held at Eastgate on 13 March 2019, we intend to prepare a Statement of Common Ground (SoCG) with Kent County Council (as well as separate SoCGs with Ebbsfleet Development Corporation, Gravesham Borough Council and Dartford Borough Council). We will also provide responses to your representation, including the comments received from Lis Dyson (Heritage Conservation Manager) on 13 March 2019 and Helen Forster (Biodiversity Officer) on 8 March 2019, both directed via Dartford Borough Council. We are currently working though these comments and have agreed an approach to addressing heritage relates queries with Lis Dyson, English Heritage and Dartford Borough Council in the meeting held on 9 April 2019. This approach includes a separate SoCG for heritage related matters; we trust this is acceptable to you. We will send you a draft of the KCC SoCG in advance of the collaborative planning meeting arranged for Wednesday 8 May 2019. The Stage 3 A2BE model has used a combination of 2014, 2015, 2016 and 2017 data, normalised to March 2016. Given its age, this data is now on the cusp of acceptability. The forecasting report shows that at three of the junctions where traffic counts were undertaken, the vehicle flows were higher during the interpeak than in the AM, yet no interpeak period has been modelled. It is noted, however, that the PM peak hour flows are higher than the inter-peak period, and the PM peak hour has been modelled for capacity.

The assessment has not considered a future scenario (post 2027) without the Lower Thames Crossing. The Lower Thames Crossing model has not included a number of planned development sites (including the objectively assessed needs) and therefore, these have also not been included within the A2BE model. This is a concern. However, it is recognised that local developments have been assessed, the impact of the additional planned sites is likely to be focussed on the A2 mainline flow and overall, the local area is constrained and the models show that the proposed mitigation to the junctions will provide much needed capacity during the future scenario.

An Outline Environmental Plan has been provided which makes reference to a number of construction related issues. However, A Construction Management Plan is required to minimise disruption to the local highway network. This should include more detailed information about the construction period including (but not limited to) the number of construction related vehicle trips, construction vehicle routeing, employee trips and parking arrangements, employee Travel Plan and the management of deliveries.

The results of the Bluewater Sensitivity Assessment were provided to KCC on 08/03/2019 and showed that the junctions are predicted to operate within capacity during the 2038 design year, which is positive. However, the peak hour assessed within the model was 1600-1700 which is surprising for this type of use. The traffic counts sent to Highways England on 11/12/2018 appear to suggest the peak hour occurs between 12:00-13:00. KCC therefore requests confirmation of the peak hour.

Subject: A2BE Comments raised by Bean Residents Association - KCC

Hello Francesca and Angela, In the Bean Residents Association objection they make a number of comments related to KCC and in some cases these appear to be quotations. It would be good to make you aware of these comments and in some cases gather some further detail to help inform our response. In particular we would like to confirm the comments made in relation to point 55. Adequacy of consultation 14 Feb 2019 to 28 Mar 2019 - Point 54. On 4-Apr-2018 KCC said, “Without this information, it is not known how the network would perform or whether the proposed designs for both junctions would satisfactorily accommodate the forecast traffic flows”. We are planning to respond as follows, ‘…the traffic modelling was still development at this time. However, once it was available we met with KCC to discuss the findings and to explain how we had carried out the modelling. We have had several meetings with KCC on this matter and we await their formal comments.’ - Point 55. On 21-Nov-2018 KCC said comments on modelling awaited replies. Please would you confirm this statement is correct and would it be possible for you to provide a copy of those comments to us to help us respond.

- Point 57. On 14-Feb-19 KCC said they still awaited sensitivity assessments. We are planning to respond as follows, ‘The Saturday traffic model sensitivity tests have been provided to KCC and we have yet to receive comments.’

Summary - Point 11. Even on 7-Mar-19 KCC were still awaiting information from HE/ Atkins. We are planning to respond as follows, ‘At this time KCC were waiting for the outcome of the Saturday scenario testing and the traffic model reports. The key points from the traffic modelling had already been discussed with KCC at a number of earlier meetings.’ Thanks,
