During the past several weeks, we

have had to deal with an unfamiliar

situation. Each of us has dealt with

it in our own way while being aware

of others around us.

With the cancellation of meetings,

fundraisers, volunteer opportunities

on all levels --- local, regional and

state, we find ourselves isolated

from our CPAAA family. Now with

the cancellation of the State Con-

vention, it will be another year be-

fore many of us will see each other

again.

We should remember though while

we may have more still to endure,

better days will return. We will be

with our friends and family again.

We will meet again.

TCPAAA REGION ONE

Moving forward, Region One members, I hope all are doing well and staying safe. Sandi and I are

well and looking for things to do besides watching each other. A person can only watch so much tel-

evision and play games on the computer.

Since the 2020 State Convention has been cancelled I thought we (Region One Members) could

work on different items for our Convention in 2022. I have listed some areas that will need to be ad-

dressed. When we are able to meet, discussions should include some of these topics, in order to

stay on target feel free to share your ideas now.

1. 2022 Convention Theme and Logo (for preparing the sponsor letters and Convention Ap-

plication). This will be Texas CPAAA’s thirty year anniversary.

2. Challenge Coin submissions need to be selected. Ideas from the Region One CPA’s

should be submitted.

3. Items needed for Region One training/convention budget.

4. Revitalizing the LODD procedures.

5. Areas of participation your CPA would like to lead during the 2022 Convention Committee

needs & tasks?

6. We all need to think about donations and sponsors. In these unusual times anyone with

Grant expertise out there interested in championing this much needed adventure?

Our 2020 convention has been cancelled due to current conditions, anyone who paid their 2020

Convention Registration, should know it will be returned minus $10.00 for TXCPAAA dues. This pro-

cess will take a few weeks to get mailed out please be patient..

Please let me know by email ([email protected]) of any ideas, thoughts or suggestions you may

have. You may also call if you would like to share ideas or just stay in touch, if you need anything we

can help with, just ask.. I am looking forward of hearing from you.

Keep prayers and hearts with our law enforcement family as they continue to serve and protect our

communities. Know you are not alone, stay safe ,smart and healthy. Thank you to all our first re-

sponders and essential personnel. You are appreciated.

HOUSTON CPAAA Our last volunteer event before the Stay at Home was on March 13 - we had volunteers at two differ-ent No Refusals -

1) One was an Italian Meal coordinated by Phil Niewald with LaPorte CPA. There was LE from LaPorte and HCSO.

2) The 2nd NR was a Hamburger/Hot Dog Night at the DPS Regional Office on 290. Coordinated by Mike and Jeanette Einkauf-There were over 200 LE Officers from HPD, HCSO, DPS & Pct #5. Mike cooked his world famous hamburgers.

Our members continue to donate to the Hydrate the Officer Program so we will be able to provide water for the Officers throughout the hot summer. Provided 19 pallets of water to our Patrol Divisions. Encouraged our membership to contact their local HPD Patrol Divi-sions and see what their needs are. Our members have provided cof-fee, coffee supplies, cups, Gatorade, individual wrapped snacks such as chips, cookies, crackers, personal items, paper bags masks, gloves, hand sanitizer and the list goes on. We also strongly suggest-ed that they order the items online and have them sent to the stations instead of getting out and going shopping.

This year we started recognizing our Lifetime Members and HCPAAA Partner with these plaques.

LA MARQUE CITIZEN POLICE ACADEMY ALUMNI ASSOCIATION

We have been so heavily impacted by the distancing orders amidst this COVID-19 pandemic. We

had so many events planned for our community and department, not to mention the events some

of our members had planned on attending such as the MADD events and of course the State Con-

vention.

I wanted to add, that I was unfortunate to personally experience the devastating impact of this

health crisis. My mother passed away on Friday, April 3rd

. Due to the stay at home orders, the so-

cial distancing, and the travel restrictions, it was just not an option to make the trip to attend her

funeral. There are no words to describe the anguish, pain and sadness to have to watch her me-

morial and graveside services via a live stream through a meeting app. It goes without saying that

this pandemic has indeed impacted all of us in some way or other.

One thing I have learned from being a part of the Texas CPAAA is that we are a strong community.

We stand together during the good times and the difficult times. It is this strength and the unity we

have that will carry us through.

CORINTH VIPS / COPS /

ALUMNI ASSOCIATION All Corinth VIPS/COP/and Alumni Association activities were suspended on March 19th. This was the email notification we received from our CPD liaison: "As you all know, it is an unfortunate part of our jobs in public safety that we will inevitably have a higher likelihood of exposure to infected people. COVID-19 by all evidence is highly transmittable and as such we should all follow the recommendations of the experts. Out of an abundance of cau-tion, for your protection, we have decided to limit your exposure and suspend the VIPS program, including the Citizens on Patrol program for an undetermined amount of time until this passes. For the same reasons, this also means we need to suspend access to the police department. Depend-ing on how everything plays out, this could change and we could call on volunteers to help in spe-cial circumstances as we all know how much you guys want to contribute."

2020 did started off in a good way with our first Region Two meeting of the year, hosted by the Gar-land CPAAA, as we included in the previous newsletter. Region Two meets bi-monthly, we feel the members already have enough meetings and this schedule works best for our members, but unfor-tunately our next two scheduled meetings had to be cancelled due to COVID-19. Our host for March was the Plano CPAAA and we were excited to hear if there was any inside news for plans of the up-coming 2021 Convention. And then in May we were excited to go to Lewisville for our Region Two meeting, it was going to be the first time Lewisville CPAAA hosted…. but when things get better, we know we are invited back to both cities. We will sure miss seeing everyone this year at the 2020 TCPAAA Convention. We have a lot to look forward to. From all of us to all of you, y’all stay safe and well!

GARLAND CITIZEN POLICE ACADEMY ALUMNI ASSOCIATION

Before we get into the effects of the COVID-19 pandemic, the Garland CPAAA would like to Welcome Officer Matt Pesta as our new Liaison. You’ve heard the saying “one of us”, that’s how we feel about him, Officer Pesta went through a Citizen Police Academy and joined an Alumni Association before he worked for the Garland PD. He has already made an impact on our organization with new ideas and plans to enable us to support our officers from a distance. Officer Pesta requested that our members take a selfie or have someone we were confined with take a photo of us holding a sign of encourage-ment for our officers. He made a mosaic/video of all the photo’s we submitted to him to present to the PD as a morale booster. We posted the video on our Face Book page, please go check it out and “Like” our page! We are so excited and honored to have Officer Pesta with us. The COVID-19 pandemic has caused several disruptions for our organization much like it has for other Alumni’s. The hardest felt impact was the cancellation of the 22nd Annual Garland Police Awards Dinner, scheduled for March 21, 2020. This was difficult for our group as well as the awardees from the Police Department. There were hundreds of hours put into the planning, fundraising and the execution of this event, and only to be canceled 5 days before the dinner. Chief Bryan called to tell us how sorry he was that this event had to be cancelled. He let us know that he appreciates the Alumni and all that we do for the department. We plan to get the awards and the programs handed out to the awardees, we ‘re just waiting on the Stay Home to be lifted. During COVID-19 we did find a way to support law enforcement with a generous donation to the DPS Region 1 Alumni Association to help support the Troopers with the Airport Project at Love Field and DFW airports. Our contribution assisted with drinks, snacks and gift cards for meals. The following events were also affected: · Youth Police Academy - cancelled · Garland CPA Class #55 – postponed until the Fall · Handicap Parking Enforcement – on hiatus · Several smaller volunteer events were cancelled

o Hostage scenario training o VIN etching o Bicycle unit training

Some of the larger events we volunteer at have also been cancelled: · Guns & Hoses Foundation Annual Golf Tournament - cancelled · The Star Spangled 4th of July Celebration - cancelled · Guns & Hoses Foundation Annual Boxing Event – cancelled · We are holding our Board meetings via tele/video conferencing · We have purchased for the GPD lockboxes for use in the Residential Lockbox Program. MESQUITE CITIZENS POLICE ACADEMY ALUMNI ASSOCIATION

As Dallas County put in place the shelter in place ordinance and City of Mesquite asked for all group meet-ings to be cancelled until May, we have cancelled all activities scheduled, as well, most of our members fit the “senior” descriptions and need to be mindful of their health. We are staying in contact with our Mesquite Police Dept for any possible needs they have that our group can assist with.

We are sponsoring an upcoming meal delivered to our officers at the start of each shift to show our appreci-ation for our first responders.

As we are all aware there are many heroes in our City during this time...healthcare workers, mailmen, truck

drivers, grocers, first responders just to name a few...yesterday the Mesquite Citizen’s Police Academy Alum-

ni Association (MCPAAA) had the honor to show our appreciation to our superb MPD officers and investiga-

tors! We partnered with several local restaurants (so we could help that industry as well) to deliver meals to

each shift. Thanks to Dia De Los Tacos; Mesquite BBQ; Jimmy Johns; and Panera Bread for partnering with

us. MCPAAA is very proud to be able to show our appreciation and we look forward to getting back to work

with you when this is over!!!

PLANO CITIZEN POLICE ACADEMY ALUMNI ASSOCIATION

The monthly meeting was via Skype for PCPAAA membership. All other events and activities are on hold until further notice. Due to the Collin County shelter in place order all Citizens Assisting Plano Police (CAPP)shifts are suspended and classes for CAPP training will be done virtually.

Fabian Gordon, President, and PCPAAA successfully created, gained city approval and imple-mented the Plano Members Assisting Plano (PMAP) program. It has been expanded beyond the PCPAAA Membership to benefit anyone that meets the same requirements within the city of Pla-no. The idea is behind the program is simple. Some residents need help and others are willing to provide it.

The original intent of the program was to provide fellow-member support and assistance to our members who due to social distancing or other self-isolation policies would not be able to do fun-damental tasks like shopping , picking up prescriptions and other everyday activities which are now restricted due to current CDC guidelines for high risk, at risk or the temporari-ly incapacitated. There is no fee and completely volunteer supported for these non-contact deliv-eries.

Dear Texas CPAAA Members,

First let me say that you all have been in my thoughts and prayers - and will continue to be - as you all go through the effects of this horrible, unprecedented and unpredictable pandemic crisis. It has affected us all in ways none of us could have ever anticipated.

With Gov. Abbott's extension of the Emergency Declaration and extension of the quarantine di-rectives through May 1st, at the earliest, followed by communications with our convention planning committee and Dorris Murdock, we have had to come to the unfortunate decision that we cannot ef-fectively host and present the caliber event that we had anticipated. With the State Board's approval, we are requesting that Bryan-College Station-Brazos County be rescheduled for the 2023 Conven-tion.

Our painstaking decision was not an easy one and like many other events, was based on the following components:

a) uncertainty of how long the crisis will last and when will the peak be reached;

b) we have not been able to conduct productive committee planning meetings due to 10-person di-rectives and facilities not being available; (c) our prospective sponsors' financial concerns have put discretionary event funding into "low" or "no" statuses; likewise, we are aware that this crisis may warrant financial concerns among our state members as well;

d) CSPD, Bryan PD and BCSO personnel and resources are being stretched thin and the timing for getting "back to normal" operations is uncertain.

Convention Finance Chair, Phillip Schraub and I will be working together to get your convention registration refunds to you. The refund checks will be issued to the addresses provided in you regis-tration form(s), You will be receiving a full registration refund, less your $10 annual TCPAAA mem-bership fee, which will be sent to the state board for processing for your 2020 membership. Please allow 4-6 weeks for our processing of these refunds.

. Please believe me when I say no one is more disappointed in this difficult decision than I am, and send a personal thanks to our 2020 Vision Convention & Law Enforcement Training Committee for their time, effort and support into delivering an incredible event for you all. And you'll have our same efforts as we move our efforts to the 2023 Convention. Thanks also to Dorris Murdock and the TCPAAA State Board for their cooperation and support in our planning efforts. Lastly, thanks to all of you for your enthusiasm and support, as well as for your consideration and understanding of our de-cision and we'll see you all in Plano in 2021! Stay safe and well.

KERRVILLE CITIZEN POLICE ACADEMY ALUMNI ASSOCIATION

Current Social Conditions Impair KCPAAA Programs By Bob Hoch and Brenda Smith Shortly after the first Citizen Police Academy class graduated, the students decided to form an alumni association. The mission of the Kerrville Citizen Police Academy Alumni Association (KCPAAA) would be to continue the education of academy graduates in law enforcement related subjects and to support the Kerrville Police Department (KPD) in a variety of ways.

As a result of these early discussions, KCPAAA volunteers came to support KPD in several ways. These include:

Assisting with ADMINISTRATIVE DUTIES within the department;

Driving a specially marked car to provide an extra set of eyes and ears on the street and to monitor handicapped parking violations with the CITIZENS ON PATROL (COP) program;

Acting as a force multiplier at PARADES AND CIVIC EVENTS that draw large crowds;

Helping with KERRVILLE CITIZEN POLICE ACADEMY (KCPA) and JUNIOR CITIZEN POLICE ACADEMY;

Providing the RIVER TRAIL PATROL in a golf car alongside the Guadalupe River to service problems, especially in less frequented areas.

The primary KCPAAA community event is the annual BLUE SANTA program. In partnership with the Kerrville Police Of-ficers Association, several local charitable organizations, businesses, and the generosity of concerned citizens, KCPAAA provides children in less fortunate families with clothing and Christmas gifts, along with food for a complete Christmas dinner for their entire family.

Other activities throughout the year include:

Duty Desk. From 8 a.m. to 5 p.m. Monday through Friday, a KCPAAA volunteer takes information from walk-ins at the KPD front

desk and from non-emergency phone calls and directs citizens to the KPD person they need.

Police Memorial Day KCPAAA joins KPD in honoring law enforcement officers who have fallen in the line of duty during the past year.

VA Breakfast On the third Thursday of March, June, September and December KCPAAA partners with the Elks Lodge and the Mil-

itary Order of Purple Hearts to provide breakfast for residents of the Kerrville Veterans Administration hospital. About 12 volunteers provide pancakes, sausage, eggs (cooked to order), coffee, juice and milk for each of the veterans on the hospital floor to which they are assigned.

Monthly general membership meeting. KCPAAA members learn from programs presented by KPD officers as well as other invited speakers and find out

about upcoming activities and other business conducted by the Board.

Monthly board meeting. The Board addresses ongoing business of the organization.

Guns & Hoses Charity Football Game. KCPAAA collects admission fees and provides a McGruff actor for the KPD /KFD contest.

Drug Take-Back. KCPAAA assists KPD with the collection of prescription drugs from citizens in parking lot of police station and pro-

vides lunch for volunteers and KPD personnel.

TCPAAA Award Nominations Several members inquired about the awards that normally are presented at the 2020 Conven-tion. We are asking everyone to carry forward with your Nominations for 2020, please. We plan to follow the same process in reviewing the nominations, but we will not announce the winners until the 2021 Convention. This will not replace nominations for the following year but we will have two presentations for 2020 and 2021. We have extended the submission deadline this year to August 1, 2020.

RAY RAMON AWARD Peace Officer of the Year 2020 This award is in honor of the officer who hosted the

first Convention in 1993. The award will be presented to the Texas peace officer deemed to have contributed

the most to the development of the CPA program during 2019-2020.

BILL ENNIS AWARD Alumni Member of the Year 2020 This award is in honor of the Officer who brought

and held the first Citizen Police Academy Alumni to Texas. This award will be presented to the Texas Citizen

Police Academy Alumni Member deemed to have contributed most to the success of the Alumni program for

2019-2020.

ALUMNI ASSOCIATION FOR 2020 This award will be presented to the Alumni Association considered to

have advanced and used new programs to enhance the citizen-police partnership by either actions or deeds

during 2019-2020.

ALUMNI MEMBERSHIP FOR 2020 This award will be presented to the Alumni Association which has in-

creased its membership and increased the percentage of membership participation during 2019-2020.
