I live less than two miles from the quarry. My wife is a teacher and coach at Saxony Lutheran High School which is located just feet from the proposed site. I am a former teacher and coach at Saxony Lutheran High School. I am a firefighter in the Fruitland Area Fire District. A quarry in this area, especially in this location, would cause several unwanted changes to the quality of life for myself, my family, and the many people who live, work, and go to school in this area. My home is in Whispering Heights subdivision, located less than 2 miles north on Hwy 61 from the proposed quarry site. With a quarry located this close to my home, I am very concerned that this quarry will affect the quality of life I have come to love in the Fruitland area. There is a possibility that the quarry will affect the water supply in this area. It will also definitely bring dust, even as far as I live from the proposed site, to my house due to the strong south winds that are very common in this area. My wife suffers from allergies, and I know that this extra dust will make things much worse. I fear that I, and many people in the Fruitland area, will have a change for the worse in the quality of life that we live in this area. Being a former teacher and coach of Saxony Lutheran High School and having a wife who is a teacher and coach at the school, I am very concerned about the teachers and students that will have to work, study, play, and practice with the dust, noise, and traffic that this quarry will bring right next door. From my baseball coaching experience at the high school, I have experienced the seemingly constant wind that is on top of that hill at the high school. The wind steadily blows from the south, the direction from the proposed quarry site. This dust will cause students and coaches with upper respiratory problems to suffer and possibly even have to quit playing and/or coaching the sports they love. I also suspect that the students and coaches who have never experienced these respiratory problems will experience them for the first time in their lives with the regular wind blowing dust from next door. The noise and traffic will also cause many problems for the students and teachers at Saxony. County Road 601 is already in a bad location for students to drive. As a firefighter for this area, I am very concerned that, with the addition of traffic that this quarry will surely bring right next door to the school, I will get a call on the radio involving a teenage driver and a dump truck. Just the thought of that sends chills down my spine. This proposed quarry site is a horrible location. There are too many people lives that will be affected by this type of industry. The air, water, and safety of the people of this community is in your hands. This is the reason we are requesting a public and formal hearing on this matter. I’m writing to voice my opposition to the Heartland Materials Quarry that has applied for a permit to operate in the Fruitland community. I live approximately one mile from where the quarry will be, and this situation affects me directly. I have many concerns regarding this permit.

Both my wife and I have allergies and are sensitive to dust. Because I know that fugitive dust cannot be completely controlled in every situation, I have grave concerns about how our health will be affected. We currently use medications to control our sinus problems, but any extra irritants in the air could seriously affect our future health and daily quality of life.

I have a nephew at Saxony High School and I am very concerned about their safety and health. Our roads are already busy. Additional Industrial traffic generated by the proposed quarry combined with inexperienced teenage drivers could lead to a disaster. It seems that this situation should warrant a study relative to the potential for accidents that will exist given these unique circumstances of 2 schools and daycares within a very close distance. Additionally, with fugitive dust in the air, I’m concerned about how this affects the future health of these young people. I believe our children have a right to a safe, clean, environment to learn and play in. Dust from quarries extends one quarter to half a mile on calm days and can carry several miles in light winds. All schools and subdivisions are downwind from the proposed quarry site and uncontained dust will settle on houses, yards, vehicles, etc. creating health and other issues.

I live in Fruitland and depend on the Public Water Supply for my family. Fruitland is a very populated area, and thousands depend on this supply daily. There are several public wells within a close proximity to the proposed quarry location. Most of the people on County Road 601 depend on a private water well approximately one mile from the quarry site. I urge you to complete the proper studies to determine how this could possibly effect our water supply in the future, especially considering the unpredictable Karst typography we live in.

My brother and I have livestock on our property and are downwind from the proposed quarry site. Uncontained dust will be settling on our property making vegetation unpalatable for livestock. Two Dairies south of Cape Girardeau closed over 30 years ago due to the same problem. We do not want a repeat of this in our area.

I adamantly oppose this quarry. I respectfully ask that an informal public hearing take place to discuss these issues. I also request that a formal courtroom hearing be granted so that further evidence could be presented to the Land Reclamation Board. Thank you for your consideration.

Larry P. Coen Director, Land Reclamation Program Department of Natural Resources P.O. Box 176 Jefferson City, Mo 65102‐0176  Re: Comments ‐ Heartland Materials, LLC Permit Application Dear Mr. Coen,                 I am writing in opposition to the above permit application. I have family that resides in the area of proposed permitting and I believe that the establishment of a surface mining operation adjacent to a high school and heavily residential and commercial area poses a safety and health hazard to the community and surrounding area. The immediate  road exit area for this property will route multiple truck into an intersection as the interstate 55 exit to Fruitland. This is already a heavy traffic area, including commuter traffic and tractor trailer truck traffic servicing the Procter and Gamble Plant that is east of this exit. In addition to the high school adjacent to the proposed location, there is a grade school on highway W just north of the proposed site. The additional truck traffic poses a safety hazard to both of the schools and their students.                 Additionally, the potential for particulate matter in the vicinity of these schools and residential homes is a concern from a health stand point. I do not want to have my grandchildren exposed to the potential health effects of the dust from the quarry or the additional ground level ozone from the truck exhaust. From a community standpoint, this facility will border the I‐55 corridor which is the doorstep to the entrance to the cities of Jackson and Cape Girardeau, Missouri. This will not be the type of entrance sign that will enhance the image of either of these communities.                 Certainly, all of these condition are exacerbated by the additional permit request filed by Strack on a tract which is North of the Saxony High School, but which for all practical purposes will multiply the effect of all of the health and safety concerns. These two applications should be looked at as one in order to properly determine the statutory factors and their effect on the community.                 Although, I certainly do not oppose the establishment of a quarry business, I do believe that it is time for our regulators to consider more keenly the need to strike a balance between business interests and the need for maintaining a fulfilling and comfortable environment in which to live. Kim R. Moore, General Counsel The Bank of Missouri PO Box 309 916 N. Kingshighway Perryville, MO 63775 PH: Direct line‐(573) 517‐5056         Bank line‐  (573) 547‐6541 ext. 11056 FAX: (573) 547‐3476

I am concerned with the increased industrial traffic that a quarry would bring to the immediate area surrounding Saxony Lutheran High School and the related safety concerns for its students. Additionally, the air and noise pollution caused by a quarry would have an adverse impact on the students' health and ability to concentrate during the school day as well as during after school extracurricular activities. Saxony provided my daughter with quality education and she graduated just last year. I hope and pray that Saxony can continue to provide high level education in a safe and attractive environment for its students. Accordingly, I fear that the establishment of a nearby quarry not only would endanger the lives and safety of the students but also the very survival of the school itself. While their health no longer requires them to be on medication daily and it is only as needed I am concerned that the dust could cause them to once again need medication daily. I want my children to be able to play in their yard in a safe and clean environment. Furthermore my family depends on the Public Water Supply in Friutland and deserves a safe water supply. As a citizen of the Fruitland community I feel my family has a right to be assured that the water supply will continue to be maintained at the current levels. There are several public wells within a close proximity to the proposed quarry location. I urge you to complete the proper studies to determine how this could possibly affect our water supply in the future, especially considering the unpredictable Karst typography we live in. The proposed site is just a few hundred yards away from my house, and I believe it would negatively affect me and my family. I work swing shifts at the P&G plant and I am sleeping during the day several days a week. I believe the noise would negatively affect me, preventing me from getting enough sleep to do my job safely. This letter is for the purpose of requesting a public meeting and informal hearing by the Commission on the quarry being proposed by Heartland Materials in Fruitland, Missouri. The Missouri District of the Lutheran Church - Missouri Synod is blessed to have seven high schools, fifty-eight elementary schools and fifty-four freestanding preschools in the state of Missouri. We are very concerned for the care and safety of students in each of those schools.

The quarry in Fruitland would have a significant negative affect on the operation of Saxony Lutheran High School. The proximity to the school would mean that dust could affect school activities both for outside functions and daily inside learning experiences.

We are also concerned about the additional truck traffic on the service road with many young drivers using that same road daily going to and from school and school activities.

This letter is in opposition to the rock quarry Heartland Minerals is seeking a permit to construct on County Road 601 in Jackson Missouri.l am sure you have seen their proposal; now here is a look at the personal view from the neighborhood side of the coin.

My husband and I purchased our property in March of 1978. We lived on the property in a mobile home until building our home in 1983. We raised our 4 children and planned to retire here. All this took place 30 years before Heartland Minerals thought about mining rock in our area

In the past 32 years we hav lived here we've made many improvements to our property. We built the house, we added a 30x30 foot detached garage years later and then added another] 2 foot on to that. We payed to have the road around our property paved before the county started paving roads for dust control. We built a retaining wall along the side of our property that boarders the road to prevent soil erosion. We poured a concrete drive and put a white fence around the front and side of our property. For the past few years we have spent between 25 to 30 thousand dollars remodeling the inside ifour home all in preparation for retirement. We've always taken pride in our home. Never would we have put this kind ofmoney in our home ifwe had known this would happen.

Many of our neighbors have been here for more than 25 years and their stories are similar to ours. They also purchased their property, built their homes, raised their children and planned to retire here.

All this was done decades before Heartland minerals came into the picture.

Our concerns are shared by many and they pertain to our way of life changing and our property values decreasing because Heartland Minerals hasn't taken into consideration the people who have lived here for years.

To begin with we are concerned with structural damage to concrete foundations, walls, and floors caused by blasting. Our insurance company has also voiced these concerns regarding what is covered and not covered in our policy.

Our community rely on wells for our water supply. We do not have county water to rely on. How will the blasting affect the quality of water we get from these wells.

There are 2 schools and several daycares close to this site. How will the dust affect the quality of air the children and residents of the neighborhood breath. We spend time outdoors with family and friends bar b queing and visiting. Our grandsons spend several days a week at our home playing outside. Wtll the dust change our ability to enjoy the outdoors?

Several residents on our road work swing shifts, or as in the case of my husband the overnight shift. These people sleep during the day. How will the noise from blasting, drilling, rock crushers, genemtors, heavy trucks and excess traffic affect the quality of sleep these people need to perform their

We live in a residential/fanning community our roads, bridges and culverts are not reinforced to withstand the heavy and excess traffic a rock quarry will generate. With the county running on a tight budget what will happen to these roads? As in our case, we payed to have ours paved. We made this improvement with our hard earned money only now to have it destroyed by companies that were not in the picture when it was done.

As in many neighborhoods we have children riding bikes and people walking. How will the increase in traffic affect the safety of these people? We sit in the front yard and neighbors stop by to chat. We bar-b-que and have family and friends over. Will this also change because ofthe noise, traffic and air quality?

There i rock quarry in this area now that has laid off all it's employees due to lack of sales and they couldn't tell the employees when they will be called back.

Just because we are a county neighborhood with no zoning regulations doesn't mean we should lose everything we have worked for and dr amed of for 32 years. We are asking you to deny blasting rights to any quarry anting to destroy our neighborhood.

I am writing out of concern about the Heartland Materials quarry currently applying for a permit to operate right next to Saxony Lutheran High School. My son graduated from Saxony and I am hopeful that my niece will attend Saxony. I myself live about 4 miles from there so I am concerned for several reasons.

I am concerned about the health of the students, faculty and visitors of the school. Several activities take place outdoors. I understand that quarries generate a lot of dust and I also understand that watering devices can be installed to help that but still I am very concerned.

I am also concerned about the safety of the students as they drive to and from school and the different activities that take place day to day. My son was involved in an accident while he was attending school. I am afraid that with additional traffic generated by the proposed quarry and the inexperienced teenage drivers that there may be worse accidents.

I also feel that the livelihood of the school may be jeopardized. When my son first attended Saxony there were 24 students and that has groan to over 200 in this short time. Hopefully it will continue to grow and prosper but with the quarry so close to the school grounds it may deter future students from attending.

I respectfully ask that Saxony Lutheran High School be granted a hearing to discuss these and other matters regarding this proposed quarry adjacent to the school grounds. Currently, there are too may unanswered questions and concerns to go any further without one.

It has come to my attention that Heartland Materials has applied for a permit to operate a

quarry very close to the campus of Saxony Lutheran High School. I am writing because I am most concerned about this situation and the impact a quarry would have on the ongoing livelihood of the school.

I am a member of Trinity Lutheran Church, one of the 25 churches who together form the ownership association for Saxony. My concern is about the future livelihood of the school should a quarry be granted a permit to operate so close to our grounds.

My congregation, and all congregations in the association, has a multi-million dollar investment in this school, an investment that was made for current and future students. However, I fear that the future of our school may be irreparably harmed by this proposed development. Right now we are a growing, vibrant school, but the perception of a school so close to a dusty, noisy industrial site like this one will most likely keep many students from choosing to attend Saxony.

Once this happens, the growth stops and the long-term livelihood looks more bleak as each year passes and the quarry gets bigger and bigger.

Our school was located here long before this permit was applied for and so I believe we should have a chance to explain our case more fully before any decisions are final. I respectfully ask that you give Saxony Lutheran High School a hearing about this permit so that all areas of its potential impact can be discussed in public forum, openly and honestly.

Please consider my concerns regarding the Heartland Materials proposed quarry site in Fruitland, Missouri. This 161-acre quarry will be right across County Road 601 from my high school, Saxony Lutheran. My little sister and I are both students at Saxony. I know that if there had been a quarry next to our school when I started high school, I would never have been able to go to Saxony. I have asthma and am allergic to dust. As an 18-year old senior, I am pursuing a career in opera and hope to audition at the three top conservatories in the country. I can tell you for sure that the dust from just one quarry would inhibit my ability and harm my health. I have many friends at Saxony who also suffer from asthma. No amount of consolation money from the quarry would make up for the

fact that our health would be compromised.

If you ever visit my school, you'll see that the wind is almost always blowing straight toward my school from the proposed quarry site. Many of my friends partIcipate in outdoor sports events. They practice soccer, softball, baseball, track, and cross country all around the school. I am concerned for my fellow students who will have to practice and compete in unclean air conditions if a quarry is allowed to go in next to my school. I and other students would also be unable to attend any of these outdoor games.

Also, I am very concerned about the high volume traffic of heavy rock- hauling trucks which will run along the same road as me and my fellow students. I am a pretty safe driver, but some of my friends drive faster and less careful-just because of their age or maturity. County road 601 is already a curvy and roughly patched road with a bad intersection at Highway 61 that causes near accidents almost daily. That's without big rock trucks on the road. I don't want to lose one of my friends to a big rock truck so someone can make lots of money with a quarry. In addition to increased potential of tragic accidents, I was told these trucks will also spread the dust, even if the trucks are sprayed with water before exiting the quarry sites.

Please don't let my high school be ruined by this quarry. Even if the companies were to operate the right way, the very nature of a quarry does not allow its effects to remain within its property lines. The vibrations, noise, dust, and traffic would negatively affect the entire area and especially the students, faculty, and visiting schools of Saxony Lutheran High School.

Please let there be a hearing to discuss these and other matters regarding this proposed quarry site. Thank you for considering our concerns.

Even if the companies were to operate flawlessly in their preventative efforts, the very nature of a quarry does not allow its effects to remain within its property lines. The vibrations, noise, dust, and traffic would negatively affect the entire area and especially the students, faculty, and visiting schools of Saxony Lutheran High School.

I am writing to request an infonnal public hearing regarding the proposed Heartland Materials quarry located in the community of Fruitland (Jackson) Missouri. If the operators do not consent to an informal hearing, I hereby request a formal hearing.

I have a child that attends Saxony Lutheran High School, which is a very short distance to the proposed quarry. The traffic that this quarry will generate on such a narrow, badly maintained county road will be terrible. Llt:xperienced young drivers hurrying to and from school, mixed with heavy equipment drivers hurrying to get jobs done will not bode well. I can not bear the guilt if a tragedy would occur - can you?

Health is another issue. The children play on the fields which will be in close proximity to the proposed quarry. Those with asthma, or with special health concerns will have compounded problems with lack of good air quality. Water quality within the school will unpredictable.

Some parents have voiced that they will have to think long and hard about sending their child to Saxony if the proposed quarry is allowed to come in. If enrollment drops, so will staff.

I strongly oppose a quarry going in next to a school based on the health, safety and livelihood of students of Saxony Lutheran High School. I respectfully request hearings based on those three factors.

1) Since quarries are industrial sites, we are concerned about the health of our daughter and all the other students at the school. We have observed that quarries generate quite a lot of dust. Our school sits on top of a hill where the wind blows constantly. Many of the activities at the school take place outside. We can only imagine the negative effect the potential dust would have on the education, enjoyment and health of both our students and visitors. The location of the proposed quarry would directly affect the students' outdoor classrooms, sports fields and recreation areas.

2) We are concerned about our daughter's safety. Industrial traffic generated by the proposed quarry combined with our inexperienced teenage drivers seems like a worst-case scenario. It seems that this situation should warrant a study relative to the potential for accidents that will exist given these unique circumstances.

3) We feel that the livelihood of the school may be jeopardized. Our church and the other 24 association member churches have a multi-million dollar investment in the school, which just last year went through another $1 MM addition. Having a quarry so close to our school grounds certainly does not bode well for a new school' which was built long before any quarry was proposed. This quarry may very well deter future students from attending Saxony... making our considerable investment a prisoner to our j-Jcation.

My husband and I bought our property in 1986 and bui It our home here in Fruitland about a half mile from the proposed quarry site. We also built seven duplexes to be able to retire and liv off the rental income.

In the insuring years I have developed a bad case of COPD. 1can not put into words how distressed we are about the quarry being built a half mile from our home. We have our whole lives, our whole livelihood tied up in this property and this community.

I am already getting negative feedback from the renters and prospective renters. What will happen to our income w en we can't rent our Duplexes because of the quarry being on top of us?

My family and I live off of County Road 303. Our private road runs parallel to Interstate 55 and west of the quarries. This situation affects me directly. My family and I have many concerns regarding this permit. 1) My wife and I just built a new home directly across from the proposed Heartland Materials land. Our newly constructed home was completed in June of this year. We have four young children who love to spend time outdoors. Their ages range from 8 years old to 22 months. Because I know that fugitive dust cannot be completely controlled in every situation, I have grave concerns about how my family's health will be affected. This could seriously affect their future health and daily quality of life. 2) Three of my elementary children currently attend St. Paul Lutheran School in Jackson, Missouri. Eventually, they will attend Saxony Lutheran High School. I am very concerned about my future students' safety and health. These roads are already busy. Additional industrial traffic generated by the proposed quarry combined with inexperienced teenage drivers could lead to a disaster. Both of our girls are involved in cross-country running, track, and soccer, and the idea of running in dusty air generated by the quarry operations is very adverse. For those with any breathing problems, the dust matter could prevent them from participating in any outdoor sports. Also, we've heard that the dynamiting could create some problems for well structures and the water table, and might these cause problems with the water being potable?

Second, the traffic safety issue is a concern. Heavy equipment and large truck, poor visibility from dust, increased traffic, and inexperienced drivers are not a good combination.

Another concern is the impact that a quarry will have on the learning environment. The noise and vibration from the blasting is not conducive to learning, and we invest a significant amount toward our daughters' education.

Finally, we feel that a quarry could be detrimental to the future of our school. Having a quarry in the "front yard" is not very inviting for future students. Had it been known that there was a possibility of a quarry being located near the school, it would never have been constructed at this site.

We would ask that you consider granting a hearing to Saxony Lutheran High School to discuss these matters. There are too many issues at stake not to allow us to be heard. Thank you for your consideration of this very important request.

I write to request a public hearing on the quarry being proposed by Heartland Materials, LL.C. in Fruitland, Missouri. As the parent of a student at Saxony Lutheran High School, which would be sandwiched in between the two proposed quarries in Fruitland, I am extremely concerned about the health and safety of the students at the school should this quarry (and the other proposed quarry) be allowed to operate so closely to the school.

It is my understanding that several of the current students at the school have asthma and that future students foreseeably will have asthma. I am told that quarry dust is extremely detrimental to children with this condition. This dust would pose a health risk not just for Saxony students, but for all of the students in our area who come to the school to participate in extracurricular activities such as outdoor sports. For instance, every year my younger children join students from other Lutheran schools in the area at a "play day" that is held on the Saxony grounds.

In addition, my oldest son is a Saxony student and drives to school each morning. I am concerned about his safety as it relates to the heavy truck traffic that is standard at any quarry like the one being proposed. I am told that the quarry traffic will be particularly heavy in the morning as the children are coming to school. And, it appears from the map of the proposed quarry that the trucks will share the same county road as the students. Common sense would suggest that mixing inexperienced drivers with this kind of heavy industrial traffic where drivers are, in some cases, compensated based on how many loads they can haul in a day, is a recipe for disaster.

I know that I do not stand alone in stating that this proposed location for a quany is simply the wrong choice. There is plenty of vacant land in Cape Girardeau County where these quarries can locate without posing a significant danger to the health and safety of our children. While I am a believer in the fundamental concept that one can do what one wants to do on his or her own land, it is my finn belief that such a principle has its limitations. Principally, it is my belief that when one's use of their own land unreasonably interferes with their neighbors' use of their own property, and particularly when that land is occupied by our children, it becomes untenable.

What this case really boils down to, for me, is money. Greedy business men have chosen this site as a location for a quarry because it lies close to the interstate. And, one set of business men does not want to allow the other to gain a competitive advantage, so they have followed suit. Neither has any "business" operating a quany at that location.

Again, I would like to request a public hearing pursuant to the rules and regulations of the Land Reclamation Commission.

We have been extremely concerned since becoming aware of the possibility of Heartland Materials operating a quarry adjacent to Saxony Lutheran High School in Fruitland, Missouri. We believe this would have a profound impact on our family.

We have been on the Board of Regents of Saxony Lutheran High School since its inception. We have spent so many hours working diligently in the form of meetings, physical labor and especially prayer, to bring this school to reality. The efforts of numerous persons are countless. Our school is now thriving, bringing children closer to their Lord and educating them in a superior manner for their future. We have experienced this by having one child graduate from Saxony and another currently attending.

We believe the establishment of a quarry near our school would negatively impact our family as well as current and future students and their families who attend Saxony. It may even cause decreasing enrollment and eventual closing. The health of the students is at risk due to probable contaminated air quality. Children's lungs need clean air, especially as they spend countless hours exercising and practicing sports outdoors. The safety of the students is another concern because of increased and very large traffic using the same small county road as our young experienced drivers day after day. These trucks have the potential of also losing mat rial off the trucks and causing hazards in the road. The quarry would also affect the livelihood and enjoyment of all those who attend and support Saxony by being an eyesore, causing blowing and settling dust on a usually very windy hill, and again using the same already narrow road without shoulders. Imagine sitting at a soccer game watching your child or grandchild play, feeling and breathing quarry dust, no matter how small the particles.

We are committed supporters of the school's mission to provide excellent Christ­centered education to students, regardless of church affiliation, in the Southeast Missouri

and Southern Illinois area. The school has shared with us their concern about the recent development of two companies applying for permits to perform mining operations on both the north and south sides of campus. We believe they are right to be concerned.

First, there is the issue of the health and safety of our students not only from the ever present dust and potential blasting but also exposing our young, inexperienced drivers to the heavy, industrial traffic that a quarry is known to generate. Another issue is the ongoing viability and livelihood of our school should a quarry be granted the necessary permits to operate as close as is being proposed. Our school which was started on faith, is now vibrant and growing. Just last year, an addition was completed to accommodate our increasing student population. Even if these developers run the best operations on record, in the end, perception is reality. And the perception of sending a' child to a school literally surrounded by quarries does not bode well for

our future.

This school is the culmination of a dream which the area Lutheran Churches, 10,000 members strong, have had for decades. The land on which our school sits was bought with money donated by a group of faithful people who willingly gave to help this dream become a reality. Since that time, every brick, every tile, every book, every desk, every part of the school, from the classrooms, to the ball fields to the chapel area, have been made possible by selfless gifts of countless donors just like them. Anyth!ng that would blemish these gifts and the others like them is something we must stand stalwart against. I am a member of Trinity Lutheran Church in Cape Girardeau, one of the twenty-five churches who together form the ownership association for Saxony. My concern is about the future livelihood of the school should a quarry be granted a permit to operate so close to our grounds.

My congregation, and all congregations in the association, have a multi-million dollar investment in this school, an investment that was made for current and future students. I'm writing to voice my opposition to the Heartland Materials quarry that has applied for a permit to operate in the Fruitland community. J live in the area and this situation affects me directly. J have many concerns regarding this permit.

I have a sensitive health issues (Chronic Sinusitis) that puts me at serious risk in this situation. Because I know that fugitive dust cannot be completely controlled in every situation, I have grave concerns about how my health will be affected. I currently use medications to control my disease, but any extra irritants in the air could seriously affect my future health and daily quality of life.

I live in Fruitland and depend on the Public Water Supply for my family. Fruitland is a very populated area, and thousands depend on this supply daily. There are several public wells within a close proximity to the proposed quarry location. I urge you to complete the proper studies to determine how this could possibly effect our water supply in the future, especially considering the unpredictable Karst typography we live in.

J am also concerned about what a quarry in Fruitland will do to my property value and if the blasting from the quarry could potentially cause damage to the foundation of my home.

My grandson is a student at Saxony and that is why this situation affects me directly. I am concerned for several reasons:

I) Since quarries are industrial sites, I am concerned about the health of my student and all the other students at the school. As I understand it, quarries generate quite a lot of dust. Our school sits on top of a hill where the wind blows constantly. Many of the activities at the school take place outside. I can only imagine the negative effect the potential dust would have on the enjoyment and health of both our students and visitors.

2) I am concerned about my student's safety. Industrial traffic generated by the proposed quarry combined with our inexperienced teenage drivers seems like a worst-case scenario. It seems that this situation should warrant a study relative to the potential for accidents that will exist given these unique circumstances.

3) I feel that the livelihood of the school may be jeopardized. Our church and the other 24 association member churches have a multi-million dollar investment in the school, which just last year went through another $ IMM addition. Having a quarry so close to our school grounds certainly does not bode well for a new school which was built long before any quarry was proposed. This quarry may very well deter future students from attending Saxony ... making our considerable investment a prisoner to our location.

I respectfully ask that Saxony Lutheran High School be granted a hearing to discuss these and other matters regarding this proposed adjacent to the school grounds. Currently, there are just too many unanswered questions and concerns to go any further without one. Thank you for your consideration.

Land Reclamation Board,

It has come to my attention that Heartland Materials has applied for a permit to operate a quarry very close to the campus f Saxony Lutheran High School. I am writing because I am most concerned about this situation and the impact a quarry would have on the ongoing livelihood of the school.

I am a member of the alem Lutheran Church, one of the 25 churche who together form the owner hip association for Saxony. My concern is about the future livelihood of the school should a quarry be granted a permit to operate so close to our grounds.

My congregation, and alJ congregations in the association, have a multi-million dollar investment in this school, an investment that was made for current and future students. However, I fear that the future of our school may be irreparably harmed by this proposed development. Right now we are a growing, vibrant school, but the perception of a school so close to a dusty, noisy industrial site like this one wilJ most likely keep many students from choosing to attend Saxony. Once this happens, the growth stops and the long-term livelihood looks more bleak as each year passes and the quarry gets bigger and bigger.

Our school was located here long before this permit was applied for and so I believe we should have a chance to explain our case more fulJy before any decisions are final. I respectfully ask that you give Saxony Lutheran High School a hearing about this permit so that all areas of its potential impact can be discussed in a public forum, openly and honestly.
