    Introduction/1

    WUS Austria has been involved in the development of QAsystems in the Western Balkan countries.

    This case study describes the development of a QA system in

    Bosnia and Herzegovina (BiH) as a joint effort of WUS Austria,public BiH universities and EU partners:

    From the establishment of a functional QA system (2005-2008) to using QA as an instrument for development (2007-

    2010) to sustaining QA on all levels (since 2009).

    The three overarching objectives of the Bolognaprocess have been from the start:

    introduction of the three cycle system(bachelor/master/doctorate),

    quality assuranceand

    recognition of qualifications and periods of study.

    Wider Context

    At the meeting of Europeanministers of education in Berlin(2003) and Bergen (2005), thequality of higher education wasdefined as being at the HEART ofEHEA;

    Simultaneously, the efforts of thehigher education institutions inBiH towards development andappliance of QA systems has beenevaluated as poor;

    EUA has clearly defined QA(especially internal QA) as aproblem and need of BiHuniversities.

    WUS Austria, in accordance withits mission, decided to launchactivities aimed at developmentof QA systems in BiH highereducation

    Overview of the four QA projects2005-2010

    Through these 4 projects, over 1,000,000 EUR has been invested inBiH higher education!

    Quality assurance is the responsibility of the higher educationinstitution itself!

    WUS Austria projects and activities need to be perceived as beinguseful instruments for support, and not as ready-made solutions. WUSAustria is working on creating the necessary assumptions at eachuniversity in BiH for an efficient and effective quality assurancesystem.

    The universities themselves must design, promote and implementtheir own QA systems and procedures in this, they will always havethe support of WUS Austria, as a partner and as a consultant!

    OVERALL AIM:The overall aim of the project is to implement quality assurance as an

    instrument in the strategic development of B&H universities in closecooperation with the Agency for higher education and qualityassurance and the authorized Ministries in charge of HigherEducation. In this way this project of structural measures also fullysupports the structural reform of higher education in the entire B&H.

    public BiH universities by the end of 2013; formulation and adoptionof Quality Standards in Doctoral Education at university and statelevel by the end of 2013; and development of one doctoral program peruniversity (8 pilot projects) aligned with adopted procedures andquality standards by the end of 2014.
