Contraband Fact Sheet Holtze Youth Detention Centre - Darwin Correctional Precinct

There are a number of policies and procedures that apply to Youth Justice staff working at the Holtze Youth Detention Centre,

because of its location as part of the Darwin Correctional Precinct (DCP). This includes restrictions on a number of contraband

items. Please be aware of the following:

Permitted Not Permitted Items necessary for an employee's duty or function Mobile phones, laptops/tablets including any item issued as part of staff uniform Approved clear plastic carry bags Personal carry bags, briefcases or similar (unless

approved by the General Manager or Delegate) Plastic food and beverage containers (including Glass containers, ceramic items thermal flasks, lunch boxes, water bottles) Food and beverages including condiments Alcohol, glass jars, tin cans (please transfer tinned food

into plastic containers) Personal medications in original packaging (including Illicit substances, loose tablets/blister packs creams and lotions) Nicotine replacement therapy (including inhalers, gum Tobacco and tobacco related products (including and patches) lighters and matches) Notebooks and compendiums Electronic notebooks or devices, memory sticks (USBs) Reading materials (including newspapers, academic 'R' rated materials, electronic readers study materials, novels, magazines and work related materials) Personal items (including wallets, keys, reading Cameras, metal cutlery, ipods, ipads, radios, televisions glasses, sunglasses, raincoats, ponchos and umbrellas) Toiletries and personal hygiene items Aerosol cans or sprays

Corrosive materials (including batteries) Explosives Tools Weapons and firearms Sealed packages of any sort, unless authorised by the General Manager or delegate Sharp items (including nail scissors, pins and needles)

Permission to bring items into DCP may be approved or revoked by the Director of Youth Detention or delegate. Possession of the above contraband will be monitored by Correctional Officers at entry to the Holtze Youth Detention Centre.

NTDCS SMOKE FREE POLICY

As per the NTDCS Smoke Free Policy, the DCP site, including the staff and visitor car parks and the Holtze Youth Detention

Centre, is smoke free. The smoking, possession or other use of tobacco products is prohibited in all Department of

Correctional Services facilities, including the grounds on which they are situated. Tobacco products, lighters and matches will

be considered to be contraband. NTDCS personnel who do not comply may be subject to discipline proceedings in accordance

Thanks to the extraordinary level of team work and cooperation among staff and the huge amount of support from across the department, the relocation from Don Dale to the Holtze Youth Detention Centre has progressed well. There is still a lot of fine tuning to complete but things are settling down well. Operational routines will stabilise is coming days.

an another development today the low -medium section (M Block) of Don Dale was handed over to custodial operations ~o be occupied as a residential facility for low security work party adult prisoners.

The next phase of the implementation of youth justice officer uniform is underway. The plan is to compliment the staff polo shirt with 5.11 Tactical Series dark blue pants and Magnum boots. The pants and boots are the same grade issued to the NT Police. Samples of all sizes will be available at Holtze in coming days and a process will be set in place for staff to be fitted for the correct size. Following the fitting of Darwin based staff a similar process will be undertaken at Alice Springs. YJO Taniela Tuiaki is pictured below wearing the full uniform. The focus for now is on equipping staff with long pants and options for shorts will be considered further.

Ongoing improvements also include the consideration of appropriate equipment and training for managing serious incidents.

Please keep up the dialogue with supervisors and management in relation to any questions and suggestions you may have in relation to the recent developments.

I have just seen Maria's email to you and question about footwear so have looked up the dress standards at DCP and policy is attached FYI.

Basically, from this it is clear that closed toe shoes is a requ irement for all staff onsite at DCP. Thongs, open toes and sandals are not permitted.

Hi folks

The ad min and non-custodial staff will transition to Holtze on Thursday and Friday. There may be a requirement for 9 ome staff to remain at Don Dale such as Deb and Julie but we will discuss this further.

For the rest of you offices or workstations have been allocated in the Administration Building. You will find a sticky with your name on it in the relevant spot. This is a temporary relocation under urgency, I have allocated spaces and there will be no picking and choosing at this time as the focus is on becoming operational quickly.

You need only move paperwork. There are cabinets and shelves already there. Given this is a temporary move and we have to move again please refrain from bringing personal effects etc. There will be no scope to hang pictures on the walls etc. as we need to leave the place in brand new condition when we depart.

Movement and access around the site is also rigorously controlled according to occupation group.

Today I have set the perimeters of your access cards in consultation with DCP management.

Currently you will all have access to the administration area. Case Management will also have access to the recreation and visits areas.

Staff are required to dress neatly and appropriately for the correctional facility office environment and comply with the NTDCS Dress Manual for Non· Custodia! S1ilft. the NTDCS Code ol Conduct and the Work Hoa/Ill and Safely Ace

GENERAL Dress must be conseNatille and modest, and clothing must be clean and in good repair.

CORPORATE UNIFORM There is a noll-<:Pmpulsory, non-custodial uniform available that can be purchased at the employee's own expense.

Provision of Polo Shirts to Front-line Customer Service Staff:

At the approval of the General Manager the ViS1tor Reception Unit (VRU) staff (front­line C1Jstomer S8C\ltee, dealing direct with the public) will be proVlded with three (3) departmental polo shirts at DCC's expense.

Staff will be provided with aulhonty and a purchase order to attend the uniform provider for the DCC to be sized for and collect shirts. The provider will then be required to Invoice the Department of Corporate and Information SeNices (DCIS) Accounts Payable AccountsPayab!e@ at.gov.au (no full stop between the words 'Accounts' and 'Payable').

VRU staff are required to wear these shirts whilst working at the front counter (obseC\ling the dress standards and rules for their remaining dress).

STANDARDS OF DRESS

Staff working in direct contact with prisoners should be partiCl.llarly mindful of their work wear and are encouraged to dress as modestly as possible.

Staff working in office areas are encouraged to maintain a corporate standard of dress.

DRESS RULES The following dress rules are to be followed by all staff working within the DCP:

Not Permitted:

T-shirts (shirts without collars). singlets and singlet style tops

Denim of any type ijeans, shorts, jackets)

Miniskirts

Thin singlet style strapped dresses

Lower body clothing should not be overly tight

Ultra skin tight skinny leg trousers are not permitted

Leggings/sports tights are not permitted

Upper body clothing should not be revealing

Spaghetti style straps, low-cut tops, sheer clothing, exposed undergarments and midriffs are not permitted.

Permitted:

Sheer blouses WITH a singlet top underneath with thick straps (not spaghetti style straps) that are not low cut are permitted

Polo shirts are acceptable (collared shirts)

Skirts/dresses should be just above, at or below the knee

Shorts are acceptable provided they are long and end at or just above the knee

Trousers appropriate to the workplace environment.

FAILURE TO COMPLY WITH DRESS STANDARDS/RULES Any staff member wearing Inappropriate attire to work will be asked to return home and change into appropriate dress and return to work. Time lost is at the expense of the staff member.

NAME TAGS All staff working within the DCC are required to wear a name tag

Office Administration staff making a one off visit to the StorefCanteen/Blocks are required to adhere to the office Administration Footwear Standards.

If any office administration staff were to relieve staff in the Store or Canteen for a day or more, they would then be required to comply with the Store/Canteen Administration Footwear Standards.

Today the Holtze Youth Detention Centre became operational. The first cohort of detainees has been received this afternoon. The next day or two will be a settling in period to ensure that the various systems and technologies are functioning as they should.

I will be communicating with staff on a regular basis about the move to keep you in the loop and to ensure that hear-say is kept to a minimum.

ear now the focus and first priority is on transitioning detainees and custodial staff in an orderly fashion.

All other non custodial staff including education ( in consultation with Lisa), administration, Maria HR, Deb Davis and Case Management will remain at Don Dale. Further instructions will follow including a timeline of how the move will proceed, where you will seated located at the new site and what will be expected from you during the move.

The Holtze site is in the heart of the new Correctional Centre. There are high levels of security processes and systems that all staff will need to comply with. The movement of staff and detainees will be strictly controlled. Communication and briefings on these aspects will be made available to all staff.

Of particular note is that there is no smoking on the entire Darwin Correctional Precinct site covering a number of square kilometres and this will be strictly enforced. Anyone not complying with the non smoking directives should expect to have their employment terminated.

There will be opportunities for you to put forward questions and to have them answered.

ahere are a number of staff that have worked tirelessly over the weekend and I thank you all for your ongoing ~ooperation during these exciting times.

Okay Salli, but before we do we need to have in place a fully structured program that is very clear to the detainees where as they can be approved greater levels of privilege as behaviour improves. Also I discussed w ith Russ yesterday I would hold the legal visits in the visiting complex to minimise contact and minimise unnecessary issues that cou ld arise if they are regularly seen by the detainees in the accommodation and operat ional areas.

Please be advised that the Commissioner with the approval of the Minister has directed that the Don Dale Youth Detention Centre will be closed under urgency.

911 detainees and staff will be temporarily relocated to the Complex Behaviour Unit (CBU) at the new Darwin Correctional Precinct at Holtze. The CBU has been temporarily gazetted as a youth detention centre until such time as the former Berrimah Prison has been upgraded to become a permanent Youth Detention Centre. Once the work is complete we will return to the former Berrimah site.

The closure and removal of detainees and staff will commence today and be staged over the coming week.

This is occurring under emergency conditions and the logistics are being worked through as quickly as possible.

You will have many questions and further announcements and communication will follow as information comes to hand.

These are the biggest changes in the history of youth justice. We are emerging into a new but much improved era. I do though fully appreciate that many people may feel unsettled. If you have questions please feel free to discuss with me or Deputy General Manager Sizeland. Your ongoing cooperation will be much appreciated.

Ahe CBU is part of the brand new DCP facility there will be many issues and processes to work through. I am confident ~ough that we as a team will work together to pull through this challenging time as a team.

Last night we had a serious and critical incident at Don Dale that highlighted once and for all the inadequacy of the outdate infrastructure. The Commissioner Mr Middlebrook, Executive Director Ms Cohen, myself and DGM Sizeland were in attendance we were extremely impressed with the professional and timely way in which the youth justice staff managed the situation. We also acknowledge the fantastic support and response from the team of Correctional Officers who attended the incident.

The Minister for Correctional Services, the Hon Mr John Elferink attended Don Dale this morning and he specifically asked me to communicate that youth justice officers have his full backing and he stands behind the actions last night and the next steps forward.

As above things are moving quickly more specific information will be made available as soon as the details have been worked out. The purpose of this message is to flag the changes and I want you to hear it from directly me as opposed to

I have approved the immediate temporary relocation of the Don Dale Youth Detention Centre (DDYDC) to the site of the Complex Behaviours Unit (CBU) at the new Darwin Correctional Precinct.

As you may be aware, the DDYDC suffered extensive damage as a result of an incident at the centre on Thursday, 21 August 2014. To ensure the safety of our staff and detainees in our care, the move will take place immediately. The CBU is expected to be fully operational by next week.

Mrs Salli Cohen, Executive Director, and Mr Russell Caldwell, Director, will facilitate the relocation and may call upon your assistance from time to time during this transition. This unforseen move will require a coordination and collaboration of resources from across the Department.

I ask that you brief relevant staff of this situation and that your staff provide immediate assistance to our youth justice colleagues on their requests for assistance during this very busy time.

Jared, our emails our crossing ! We will provide a formal response tho very briefly: Education is moving with us to Holtze Case management is also moving and all our case workers have been very proactive supporting all the kids We are hopeful to get the Visits Centre open ASAP - Thursday or Friday all going well. As you would appreciate we need to follow the DCP Visits Protocol which is very different to what we are used to. Russ has discussed with Greg Donald tonight setting up case mgt to support fami lies with their visits as it is a bit complex. Greg and his team will also be providing families with all the necessary info for this. We will keep you posted.
