Scope of ENUM Trial
� Provide a DNS based infrastructure in Tier 1 and Tier 2� Implement basic administration, validation and provisioning
procedures for ENUM Service Providers (Registrars) and Tier 1Registry
� Implement a web portal for registration of ENUM subscribersand for simple manipulations of the entries in Tier 2

Major Issues of thePolicy Framework
� Competition– On ENUM Tier 2 (Registrar and Name Server Provider) it shall
be possible in any case to have fair competition on the basis ofa level playing field
� Integrity of E.164 numbering space– Integrity of E.164 numbering space and associated ENUM
domain space must be assured under any circumstances� Validation
– Necessary validations shall be possible for all players on theirrespective level (i.e. for ENUM SP, which are no TSP)
– Extent of validation to be investigated in dedicated sub-group
