1. „From the Tarmac‟ has truly taken the shape of the DAV flagship and

I am proud to be associated with publication of 5th Edition. It is a matter of both

delight and pride for me to have got the opportunity to become a torch-bearer

as the Principal Director of this vital Directorate for furthering the cause of

retiring and retired Air Veterans.

2. It is our endeavor to bring about more and more awareness amongst our

past and present Air Warriors and their families on the latest policies and

associated NE benefits. DAV is more than aware of the difficulties being faced

by our esteemed veterans and their families; hence there have been numerous

efforts to reach out to them through multiple channels. The recently concluded

Air Veterans‟ Rally at New Delhi and routine Pension Adalats being conducted

all across the country are the testimony to our resolve of spreading more and

more confidence amongst our Veterans and their families.

3. We are fully alive to the fact that today‟s IAF is, in fact, the result of

selfless toil and dedicated efforts of our Air Veterans. I assure Air Veterans

and their families that DAV will always be there at your service and we are very

keen to solve your problems, no matter how complicated they are! With the

introduction of our Toll Free number, I am sure that reaching out to DAV has

been further simplified.

4. I would like to call upon all readers to send us the feedback on the kind

of information that they wish to see in forthcoming issues of FTT. Constant

feedback will help us improve the quality of this information digest catering to

their needs and aspirations.

1. Here we are, with the new issue of “From the Tarmac”! Unlike other

magazines, this one has a much different and much higher emotional quotient

as it has very swiftly taken the shape of a DAV flagship that carries policy

updates to pensioners and family pensioners. It has its goal perfectly laid out

to bridge the widening gap between Air Warriors and Air Veterans including the

families of those who have left for heavenly abode. Now that FTT has taken

roots, this gap seems to be diminishing with every issue.

2. Having been a part of the IAF for more than three decades, I can proudly

vouch that Indian Air Force has always attached due importance to the NE

matters but the fast changing policies were unable to travel to its beneficiaries.

With the advent of FTT, the scenario has changed. This magazine is not just

educative and informative as it was destined to be, but in addition we have also

added many interesting aspects to its evolving and pragmatic nature. The

current issue brings to you some case studies about certain NE cases that

have been tackled after concerted efforts. There are sections of the magazine

that exclusively contain latest information on the policies of some of our sister

agencies such as AFGIS and IAFBA.

3. I am also personally grateful to all those readers who have sent their

valuable feed back to us. You are also urged to send some informative

material, which can be included in the future issues of FTT, if found suitable.

The 1st Air Veterans rally held at Air Force Auditorium, Subroto Park, New Delhi was organised by the Directorate of Air Veterans, Air Headquarters on 07 Sep 2014. Air Chief Marshal Arup Raha PVSM AVSM VM ADC, Chief of the Air Staff inaugurated this event in the presence of Air Veterans and four retired Chiefs of the Air Staff. Senior officials, PSAs and PDAs attended the rally which included Mr. AN Saxena, Addl CGDA and

officials of pension disbursing banks. This event was organised to resolve pension anomalies of the Air Veterans. The programme commenced with the lighting of the lamp by the CAS. The inaugural address was given by Air Commodore AK Patra (Retd), the then Principal Director, Directorate of Air Veterans.

The programme continued for the entire day with an aim to harmonise efforts in resolving payment issues to pensioners. Queries pertaining to service pension, family pension, disability pension, ECHS, and welfare measures were resolved. The CAS also interacted with the Veterans.

The Indian Air Force celebrated its 82nd Air Force Day with a grand ceremony at Air Force Station Hindon. Air Force Station Hindon is an Indian Air Force base under the Western Air Command (WAC) and is the biggest and largest air base in Asia and 8th in the world. The IAF displayed various aircraft as a part of the celebration to mark the Air Force Day Parade cum Investiture Ceremony. The parade also included the IAF Air Warrior drill team displaying rifle handling skills.

Former Indian cricketer Sachin Tendulkar attended the 82nd Air Force Day celebration along with his wife Anjali Tendulkar. Chief of the Army Staff General Dalbir Singh Suhag PVSM UYSM AVSM VSM ADC and Chief of the Naval Staff Admiral RK Dhowan PVSM AVSM YSM ADC were also present at the ceremony along with host of other dignitaries.

HR SUMMIT BY CONFEDERATION OF INDIAN INDUSTRY (CII)

CII organised the 7th HR summit and Inquizzite on 24 Sep 14 at Mumbai. AOA and Director

IAFPC were invited to attend the summit. This summit

was an important platform for deliberating on issues

concerning requirement of trained human resources

with corporate India. AOA during his address created

awareness among Corporate HR about availability of a

large untapped pool of trained manpower in terms of

Air Veterans who can be gainfully employed in

corporate sector.

JOB FAIR BY MICRO SMALL AND MEDIUM ENTERPRISE (MSME) AT HYDERABAD

Job Fair held by MSME at Hyderabad in Oct 14 was attended by Gp Capt S Mediratta,

Director Placement Cell. The Director interacted with

various

enterprises

and

acquainted

them with

the type of

manpower

available

with Air

Force for absorption into corporate sector. All

1. Jeevan Pramaan is a biometric enabled digital service for pensioners to generate the

life certificate online. Pensioners of Central Government, State Government or any other

Government organization can take benefit of this facility.

2. There are more than 25 lakh Defence Personnel drawing pension. One of the major

requirements for the pensioners after their retirement from service, is to provide life

certificate to the authorized pension disbursing agencies like the bank, DPDO etc in the

month of November following which their pension is credited to their accounts. In order to

render this life certificate, the individual drawing the pension is required to personally

present himself/ herself before the Pension Disbursing Agency.

3. This very requirement of personally being present in front of disbursing agency or its

branch often becomes a major hurdle in the process of seamless transfer of pension amount

to the pensioner. It has been noted that it causes a lot of hardship and unnecessary

inconvenience particularly for the aged and infirm pensioners.

4. Digital life Certificate for Pensioners Scheme of the Government known as Jeevan

Pramaan seeks to address this very problem by digitizing the whole process of securing the

life certificate. It aims to streamline the process of getting this certificate and making it

hassle free and much easier for the pensioners. With this initiative the pensioner‟s

requirement to physically present himself/herself in front of disbursing agency or the

certification authority will become a thing of the past benefiting the pensioners in a huge way

and cutting down on unnecessary hurdles.

5. The details indicating how Jeevan Pramaan System works are shown in the following

Jeevan Pramaan uses the Aadhaar platform for biometric authentication of the pensioner. A successful authentication generates the Digital Life Certificate which gets stored in the Life Certificate Repository. The Pension Disbursing Agencies can access the certificate on-line.

HOW IT WORKS

Enroll Yourself

Download the computer /mobile application or alternatively visit the nearest

Jeevan Pramaan Centre to get yourself registered. Provide necessary

information like Aadhaar number, Pension Payment Order No., Bank

Account No., Bank Name and your Mobile number.

Aadhaar Authentication

Provide your biometrics, either a finger print or Iris and authenticate

yourself. (Jeevan Pramaan uses the Aadhaar Platform for on-line biometric

authentication).

Life Certificate

After a successful authentication an SMS acknowledgement is sent to your

mobile number including your Jeevan Pramaan Certificate ID. The

certificates are stored in the Life Certificate Repository for making it

available anytime and anywhere for the pensioner and the Pension

Disbursing Agency.

Access your Certificate

You can download a PDF copy of the certificate from the Jeevan Pramaan

website by providing the Jeevan Pramaan ID or Aadhaar number.

Pension Disbursing Agency

The Pension Disbursing Agency can access the Life Certificate from the

Jeevan Pramaan website, and download the same.

Electronic Delivery

The Life Certificates can also be electronically delivered to the Pension

Disbursing Agency, without any manual intervention.

WELFARE

FINANCIAL ASSISTANCE UNDER ARMED FORCES FLAG DAY FUND

(AFFDF)

1. Serious Diseases Grant. Financial assistance towards cases of Serious Diseases is applicable @ 75% and 90% of total cost of operation, medication and hospital admission for officers and PBORs respectively, restricted to a maximum of Rs 1,25,000/-. The assistance towards serious diseases is available only for the non-pensioners ESM and their dependents wef 01 April 2008 for the following treatments only: -

(a) Angiography, Angioplasty, CABG.

75% and 90% in respect of Officers and PBOR respectively upto a maximum of Rs. 1,25,000/- per financial year.

(b) Open Heart Surgery, Valve Replacement.

75% and 90% in respect of Officers and PBOR respectively upto a maximum of Rs. 1,25,000/- per financial year.

(c) Pacemaker Implants, Renal Transplant.

75% and 90% in respect of Officers and PBOR respectively upto a maximum of Rs. 1,25,000/- per financial year.

(d) Prostrate Surgery, Joint Replacement.

75% and 90% in respect of Officers and PBOR respectively upto a maximum of Rs. 1,25,000/- per financial year.

(e) Cerebral Stroke. 75% and 90% in respect of Officers and PBOR respectively upto a maximum of Rs. 1,25,000/- per financial year.

(f) Dialysis and Cancer - 75% and 90 % for Officers and PBOR respect of Officers and PBOR respectively upto a maximum of Rs. 75,000/- per financial year.

2. The following information/documents are required to process the financial assistance cases pertaining to Serious Diseases Grant:-

(a) An application form requesting financial assistance from KSB along with the under mentioned details/ documents.

(i) Details of financial assistance received from any other source. (ii) If re-employed, details of medical facilities provided by the employer. (iii) Photocopy of Discharge Book duly attested by the Zila Sainik Welfare Officer. (iv) Original Bills duly countersigned by Hospital Authorities. (v) Photocopy of Hospital Admission and Discharge Summary duly countersigned by Hospital Authorities.

3. The ESM/Widow is required to submit the required information/documents to the respective Zila Sainik Board, which forwards the same to KSB after due scrutiny. An undertaking will be given by the applicant availing financial assistance for Serious Diseases Grant from RMDF/AFFD fund to the effect that he has clearly understood the provisions/guidelines of RMDF/AFFDF which are not reimbursement schemes and are merely Ex-gratia grants meant for medical assistance/grant and the applicant will not resort to any litigation in any court to claim the full reimbursement of his treatment.

4. Cases of un-listed diseases, where the expenditure exceeds Rs 1.00 Lac will be forwarded to DGAFMS for approval. The expenditure against prolonged treatment like dialysis, cancer etc will be retained at a maximum of Rs 75000/- per annum against actual expenditure, based on the calculation at the rate of 75% and 90% of actual cost of treatment for officers and PBORs respectively. The process of submitting the documents to KSB is the same as above and the amount paid from the AFFD Fund.

RESERVATION IN GOVERNMENT JOBS

1. Registration of Airmen & NCs(E): The process of registration can be started 12

months (one year) before the actual date of release of the Ex-Servicemen. The Officer

Commanding of the Unit is to prepare the Employment Index Card in Triplicate and forward to

Records Office who after scrutiny of particulars will forward it to the concerned Zila Sainik

Board. He will be registered by the Zila Sainik Board and registration number will be allotted.

The Ex-Servicemen can also contact their concerned Zila Sainik Board directly for

registration. Every ex-Serviceman who registers with the ZSBs has to renew his registration

once in three years. Ex-servicemen who are residing in and around Delhi, can register

themselves with DGR for employment assistance subject to verification of documents, viz.

Discharge Book, in original, NOC from ZSB if already registered for employment, and caste

certificate (if belongs to SC / ST / OBC) from competent civic authorities viz. Tehsildar / SDM.

2. Reservation Central Govt/PSUs/Nationalized Banks: The Ex-Servicemen have

been accorded reservation in Central Govt/PSUs/Nationalized Banks jobs. The details are as

follows:-

3. In Defence Security Corps, 100% vacancies are reserved for Ex-Servicemen. Besides this, there is 10 percent reservation for the post of Assistant Commandants in the Para Military Forces. Most of the State Governments also provide reservations to Ex-Servicemen in State Government jobs. Ex-Servicemen have also been granted relaxation in age and educational qualification and exemption from payment of application/ examination fees.

ABOLITION OF AFFIDAVITS AND ADOPTION OF SELF DECLARATION

The requirement of submitting affidavits in the following cases has been dispensed with and

instead, concerned individual shall submit self certified documents/self declaration in support

of their averments

NE POR for the date of birth of child

NE POR for the date of birth of wife

NE POR for adoption of child

NE POR for Dependant parents

NE POR for marriage and change of NOK

NE POR for change of Date of Birth of Child/Wife

NE POR for change of name for children

Duplicate discharge book

Marriage/Re-marriage after retirement

4. In addition, under the existing instructions, for the purpose of appointment of Group 'C' officers under the Central Govt as well as Public Sector Undertakings filled by the employment exchanges, disabled Ex-Servicemen whose disability is attributable to Military Service are accorded Priority I. Further, up to two dependents of Defence Service Personnel killed in action or severely disabled (with 50 percent and above disability and who have become unfit for employment but disability is attributable to Military Service) are given Priority IIA for the purpose of employment. Registration under Priority I and Priority II-A is done by DGE&T, Ministry of Labour through Zila Sainik Board/Records Offices. All such applications duly completed and verified have to be sent to Sub-Regional Employment Office, Central Employment Exchange, 14/11, Jamnagar House, New Delhi-110011. Widow/son/daughter of Service Personnel who died while in service (death not attributable to Military Service) is eligible for compassionate appointment for Group 'C' or 'D' post. Applications duly completed have to be submitted to DAV. However, due to downsizing of establishment, employment opportunities are on the decline under the subject scheme and the beneficiaries are negligible. 5. Employment by State Governments. A number of State Governments have provided reservations/concessions to the Ex-Servicemen in their respective State Services/posts. These concessions have been highlighted under the respective State concessions.

The documents of retired Airmen/NCs(E) are maintained at DAV for 25 years from their date of

discharge and after that required information is maintained in the form of a Long Roll (LR). It is

incumbent upon the Airmen/NCs(E) to get the NE POR published for occurrences after their

retirement. They are required to take up their case with DAV-III through respective Zila Sainik

Boards along with the requisite documents as mentioned against each occurrence:

BROAD BANDING OF DISABILITY ELEMENT/ROUNDING OFF PROVISION TO PRE-01.01.1996 MEDICALLY BOARDED OUT PERSONNEL

1. If an individual is invalided out due to disability which is attributable to or aggravated by

service, then the disability percentage shall be determined in the following manner for the

purposes of computing the disability element:-

Percentage of Disability as assessed by IMB

Percentage to be reckoned for computing

Between 50% and 75% 75%

Between 75% and 100% 100%

2. For Pre-96 medically boarded out cases pensioners who are in receipt of disability

pension as on 01 Jan 96, following is to be adhered to while processing Pre-96 medically

boarded out broad banding cases.

In such cases where the pensioner was not in receipt of disability element as on 01-01-96

but became entitled at a later stage due to re-assessment of disability more than 20 percent,

this benefit shall be allowed from the same date.

Similarly, in those cases where the pensioners where in receipt of disability element/war injury

element as on 01-01-96 but the same was discontinued at a later stage due to re-assessment

of disability as less than 20 percent, the disability element/war injury element shall be

discontinued from the later date as hitherto fore.

In those Pre 01-01-96 cases where the disability element/war injury element was not allowed

for disability being accepted as less than 20 percent at initial stage or subsequent stage on

re-assessment of disability, the same will continue to be disallowed and such cases will not

be re-opened.

If a pensioner, to whom benefit accrues under this provision, had already died on or after 01-

01-1996 but before date of issue of this letter, the application for revision shall be submitted

by the family pensioners or by his heir, as the case may be. Payment of life time arrears

shall, however be regulated as per the extant government orders on the subject matter.

Note: This provision is applicable to medically boarded out cases only.

NON ACCEPTANCE OF DEPENDENT INDENTITY CARD BY MILITARY

HOSPITALS

Complaints were received from Air Warriors that some of service hospitals are not accepting IAFDIC

for treatment of their dependents on issues like period of validity, which is not in consonance with

Army order on the subject and signature of Adjutant instead of Commanding Officer. The case was

taken up with Dte Gen of Med Service (Army) which has in turn issued a letter No

B/76779/Gen/DGMS-5B/2014 dated 21 Feb 14 highlighting:

Competent authority to sign the IAFDC is the unit Adjutant.

For the spouse, the IAFDC once issued is permanent and would necessitate change only on

change of status/ facial expression of the spouse.

For dependents, the IAFDC once issued will require revalidation once in 5 years only.

BENEFIT OF RESERVATION TO EX-SERVICEMEN, WHO APPLY FOR VARIOUS

EXAMINATIONS/ VACANCIES IN THE GOVERNMENT JOB ON CIVIL SIDE

Ministry of Personnel, Public Grievances and Pensions vide their letter No. 36034/1/2014-Estt.(Res.)

dated 14 Aug 14 states that if an Ex-Serviceman applies for various vacancies before joining any civil

employment, he can avail of the benefit of reservation as ex-serviceman for any subsequent

employment. However, to avail of this benefit, an ex-serviceman as soon as he joins any civil

employment, should give self declaration/ undertaking to the concerned employer about the date-

wise details of application for various vacancies for which he had applied for before joining the initial

civil employment. Further, this benefit would be available only in respect of vacancies which are filled

on direct recruitment and wherever reservation is applicable to the ex-servicemen. For further details

GRANT OF SERVICE ELEMENT OF DISABILITY PENSION TO PRE 01.01.73

INVALIDED OUT AIRMEN/NCs(E) WHEN THE ACCEPTED DEGREE OF

DISABLEMENT RE-ASSESSED AS LESS THAN 20 PERCENT

As per GOI letter 12(28)/2010-D (Pen/Pol) dated 10 Feb 14, the Service element of disability pension to PBOR who were invalided out prior to 01.01.1973 and initially granted disability pension but the same was discontinued as their accepted degree of disability fell below 20 percent at the time of re-assessment shall be continued. The NOK of such invalided out personnel who at the time of invalidment were in receipt of disability pension and subsequently died, shall also be entitled for family pension from the date following the date of death of individual.

FREQUENTLY ASKED QUESTIONS ON ECHS Q.1. I have retired after 01 Apr 2003, but my contribution for ECHS has not been

deducted through the PPO. How can I become an ECHS member? ANS AFRO has sent a letter to all its retirees after 01 Apr 2003, advising them on this matter.

DAV will take direct responsibility of ECHS membership only for those Ex-airmen/NCs (E)/ NOKs whose ECHS contribution has been deducted through their PPO (approximately wef Oct 2003). All other retirees will have to become ECHS member through their nearest Zila Sainik Board / ECHS Regional centers.

Q.2. What will happen to Medical Insurance Scheme (MIS) sponsored by AFGIS? ANS MIS by AFGIS has been stopped wef 01 Apr 2003. One-year overlap (upto 31 Mar 2004)

has been given to old MIS members so that they can become ECHS members. As we understand, AFGIS is refunding the MIS money to all such members who have not yet claimed any benefits from it. MIS has ceased to exist with effect from 01 Apr 2004.

Q.3. What is the procedure for obtaining medicines, which are not available either with

the Polyclinic or with the empanelled hospital? ANS Local purchases will be done through concerned SEMO, in military stations, and by the

OIC Polyclinic /Medical Officer in non-military stations. They have been authorised certain LP powers. ECHS members are NOT required to purchase any medicines and, hence, will not be re-imbursed.

Q.4. What is the basis of location of Polyclinic and their range of treatment facilities

being provided by them? ANS ESM population of the area, as per ZSB reports, determines the type of Polyclinic, i.e.

Type A, B, C or D. Each type of Polyclinic has different scales of manpower & equipment. Q.5. How do the members intimate the change of residence, or change of status of dependents? ANS Change may be intimated to Station HQs. However, each time the pensioner or his

dependants visit a Polyclinic, the status of dependants will automatically be checked. ECHS members must provide accurate facts of status. In case it is discovered that change of status has been concealed (no matter whatever the reasons) the provisions of Para 9 of the Affidavit will be applied and membership of the ESM and all his dependants will be terminated without any relief. There is NO appeal in such cases.

Q.6. Can the members have the option to continue with more than one Govt/PSU Scheme? ANS An individual cannot become a member of two Govt/PSU Schemes he/she has to cancel

membership of the other scheme in case opting for the ECHS. For example, one cannot be a member of CGHS & ECHS at the same time Nor can one be a member of the ECHS and a PSU scheme at the same time. In case any concealment of facts is discovered at any stage, recourse will be taken as per provisions of Para 9 of the Affidavit.

Q.7. What is the medical coverage for those Ex-servicemen who do not join the ECHS Scheme? ANS Existing facilities through MI Room and Service Hospitals will continue. This will be

reviewed after five years. Q.8. Why is re-imbursement not allowed under ECHS yet, even though members have

submitted forms and made payment of contribution. ANS The procedures for Empanelment of hospitals/diagnostic centers/ consultants and

payment to them are under consideration of the Government. There is NO payment to be made by an ECHS member under the scheme, hence, NO provision for re-imbursement.

Q.9. Whether dentures will be authorized under ECHS? ANS Yes. Details are issued through an ECHS Brochure by 31 Mar 2004.

OCCASIONS WHEN PENSION CAN BE STOPPED

1. Though pension is the right of a Govt. employee, it can be stopped on following occasions as laid down in para 108 of Pension Regulation for the Air Force 1961 (Part – I): -

(a) Grant of pension is subject to future good conduct: Future good conduct shall be an implied condition of every grant of a pension or allowances as per Para 4 of Pension Regulation for the Air Force 1961 (Pt-I).

(b) Pensioners convicted of serious crime or guilty of grave mis-conduct: The pension of a pensioner, who is convicted of a serious crime by a Court of Law or is guilty of grave misconduct, shall be liable to be withheld in whole or in part as per para 108 of Pension Regulation for the Air Force 1961 (Part-I). It is advisable for a pensioner to obtain quick bail / anticipatory bail if he is arrested / likely to be arrested and thereafter defend his case in the Court of Law.

(c) In case the pension is not drawn for more than five years; pensioners name is likely to be struck-off from pension establishment.

(d) Pension is liable to be forfeited if a pensioner is found guilty of grave, misconduct of a Political or other nature under the provisions of Pension Regulations for the Air Force 1961.

(e) If a pensioner has changed his / her Nationality and has become a citizen of a foreign state, then his/her pension is required to be immediately stopped by his Pension Disbursing Office (PDO). Thereafter, the pensioner is required to apply to PCDA (P), Allahabad through his PDO along with copy of new nationality certificate for restoration his pension. PCDA (P), Allahabad will take appropriate decision on this matter based on the merits of each case.

(f) Non submission of Life certificate in November every year (This is being replaced with e - Jeevan Pramaan).

On 01 Oct 14, AFGIS sponsored free bus service was inaugurated for ECHS members at AF Bani Camp, Najafgarh where considerable number of AF Veterans are residing. The 50 seater bus will convey patients (ECHS members) from Najafgarh area and various other localities within vicinity where concentration of ex-servicemen is high to Base Hospital/ RR Hospital Delhi Cantt and back on all working days.

(3) AT 5 AIR FORCE HOSPITAL, JOHRAT

On 10 May 14, AVM PS Sodhi, PMO, HQ EAC inaugurated the AFGIS sponsored free bus

service for ECHS members at 5 AF Hospital, Jorhat. The flagging off ceremony was

attended by AOC 5 AF Hospital, AOC 10 Wing AF and other air warriors of the station and

air veterans of the area. The service (one 30 seater bus) will facilitate Air Veterans/ ECHS

members to commute between various pre-designated pick-up points in Jorhat and the

ECHS polyclinic at 5 AF Hospital on all working days.

IAF SOCIAL SECURITY DEPOSIT SCHEME

(IAFSSD SCHEME)

The Retired Personnel Investment Scheme (RPIS) of AFGIS has been re-christened as IAF Social Security Deposit Scheme (IAFSSD SCHEME) with effect from 01 Oct 14 and the benefits covered are revised. The salient terms and conditions of the IAFSSD Scheme is as mentioned:

Eligibility

a) Retired members (including SSC Officers)/ NoK entitled to draw family pension.

b) Widows and NoK (minor children/ major unmarried daughters) of Air Warriors, who are eligible to draw family pension.

Amount of Deposit

a) Minimum of Rs 50,000/- and thereafter in multiples of Rs 10,000/-.

b) Maximum: Sum total of NE Benefits.

Interest Payment Periodicity (Non- Cumulative Deposits)

a) All depositors- Monthly/ Quarterly (as opted by the depositor).

Rate of Interest (As approved by BoT)

a) Non-Cumulative Scheme: 9.20% per annum.

b) Cumulative Scheme: 9.65% per annum.

Rate of Interest (For deposits pledged against outstanding HBL/MCL)

a) Non-Cumulative deposits where interest on the deposit is utilized towards EMI of the HBL/ MCL: 9.20% per annum (paid out towards EMI monthly).

b) Cumulative Deposits (EMI paid monthly by the loanee under his/ her own arrangements): 9.65% per annum.

Automatic Renewal

a) If the FD receipts/ instructions are not received till maturity date, the deposits will be renewed automatically for three years under cumulative scheme.

Premature Withdrawal

a) In case of premature withdrawal saving bank interest shall be paid if deposit(s) is/ are prematurely withdrawn before completion of one year. If the deposit is withdrawn after one year then the deposit will earn 1% less interest as declared for that financial year.

There remains no change in other extant terms and conditions of RPIS like change of scheme (switching between schemes), income tax (TDS), loan against deposit, nomination etc.

WELFARE

1. REVISION OF REHABILITATION GRANT UNDER FAMILY ASSISTANCE SCHEME

The Rehabilitation grant under FAS of IAFBA which provides financial assistance to families of deceased Air Warriors has been enhanced by 25% for death in service as well as death after retirement.

2. ENHANCEMENT OF LUMP SUM GRANT

Lump sum grant is a onetime grant given to cases not covered in FAS. The rates have been enhanced from Rs 8,000/- to Rs 12,000/- for Officers and Rs 5,000/- to Rs 8,000/- for Airmen/ NCs (E).

3. ENHANCEMENT OF DAUGHTER’S MARRIAGE GRANT TO BEREAVED

WIVES

A grant is given to the bereaved wives for providing assistance in marriage of their

daughters. In view of general escalation in marriage expenses, the grant has been increased

from Rs 35,000/- to Rs 50,000/- for Officers/ Airmen/ NCs(E).

4. ENHANCEMENT OF MONTHLY MAINTENANCE GRANT FOR MEDICALL

BOARDED OUT PERSONNEL WITH 100% PERMANENT DISABILITY

The rate has been enhanced to Rs 10,000/- per month for all categories i.e Officers/

Airmen/ NCs (E).

5. ENHANCEMENT OF EDUCATION LOAN TO WARDS OF SERVING AIR

WARRIORS

Amount of loan has been enhanced to Rs 10 lakh for all courses of 4 years and above

graduation/ integrated PG courses, 2 years PG and PG (Prof) courses irrespective of ranks.

Loan for all courses of less than 4 years duration would remain at Rs 6 lakh, common to all

categories. The total loan eligible to one (same) child would not be more than Rs 10 lakh for

both Graduation and PG, if done separately. The loan amount irrespective of the overall

quantum will as such be sanctioned on the basis of repaying capacity.

INDIAN AIR FORCE PARTICIPATES IN SWACHH BHARAT ABHIYAN

The National-level Swachh Bharat Abhiyan was conducted in the Indian Air Force with fervour and gusto. Starting from September 25, 2014, Indian Air Force units and establishments all over the country embarked upon a cleanliness drive in and around the technical and residential areas and also inviting enthusiastic participation by the Air Force schools as well as families of Air Warriors. Besides this, awareness campaign on preservation of environment through cleanliness is also underway throughout the Indian Air Force. Cleanliness has always been of paramount importance in IAF because it also helps to maintain higher flight safety standards besides providing healthy living environs to Air Warriors and their families.

PRESIDENT’S STANDARD PRESENTATION TO 115 HELICOPTER UNIT & 26 SQUADRON

The Hon‟ble President of India and Supreme Commander of the Armed Forces, Shri Pranab Mukherjee, awarded the prestigious President's Standard to 115 Helicopter Unit and 26 Squadron in a grand ceremonial parade held at Air Force Station Tezpur. The President's Standard is awarded to Operational Units based on their past record of performances and achievements during peace and hostilities. The Commanding Officer of 115 Helicopter Unit, Wing Commander AP Deshpande and Commanding Officer of 26 Squadron, Wing Commander S Prabhu received the Standards. The Parade was commanded by Group Captain Vikram Gaur, VSM, Chief Operations Officer of Air Force Station Tezpur.

115 Helicopter Unit, raised on 01 Apr 1967, is endowed with a glorious history and a rich operational legacy. Its active participation in the Indo-Pak war of 1971 had won them many accolades. Due to its renowned and remarkable role in Disaster Relief Operations during natural calamities, the Unit was aptly christened as 'The Hovering Angels'. The Unit's history is replete with tales of courage, valour and sacrifices.

26 Squadron (Warriors) was formed on 01 Jan 1968 at Adampur. Since its inception, it has etched numerous tales of valour and fortitude as a frontline fighter Squadron of the Indian Air Force. The Warriors also played a very active role in the Indo-Pak war 1971 providing close air support to Indian Army. The Squadron actively participated in the Kargil conflict of 1999 and was responsible for guarding northern skies during Op Prakaram.

The Hon'ble Governor of Assam and Chief Minister of Assam were present during the award ceremony. Air Chief Marshal Arup Raha PVSM, AVSM, VM, ADC, Chief of the Air Staff, Air Marshal RK Jolly, VM, VSM, ADC, Air Officer Commanding-in-Chief Eastern Air Command, Air Marshal SS Soman, AVSM, VM, Air Officer Commanding-in-Chief Western Air Command, Air Marshal HB Rajaram, AVSM, VSM, Air

Officer-in-Charge Administration along with other senior Defence and Civilian Dignitaries also witnessed the ceremony. The Hon'ble President also released a First Day Cover for 115 Helicopter Unit and 26 Squadron during the ceremony.

SKY HAS NO LIMIT AND SO DOES AGE

Honorary Flying Officer RS Sandhu (Retd) has proved to the world that age is no bar to

experience adventure of sky diving. HFO RS Sandhu (Retd) has entered the LIMCA book of

records as the oldest individual at the age of 54 years to have distinguished himself by base

jumping from the tallest tower in Kuala Lumpur at 970 ft where the Malaysian government

organizes a charity base jumps every year. In 2006, 35 countries had participated to show their

sky diving talents. This is not a usual dive from the sky as each participant carries only one

parachute and dives out of the tallest minaret among sky high buildings. The landing for the

base jump is slated on top of a water tank unlike for routine sky diving where divers land on the

ground. HFO served as a Parachute Jumping Instructor, teaching this adventurous feat to

thousands of paratroopers. He has set an enviable example for young sky divers. HFO believes

that sky diving is a daring deed where one has to overcome all his fears besides having burning

passion for adventure sports.

Case No 01. 1. XXXXXX Ex-Sgt ABC was enrolled in IAF on 04 Jan 49 and discharged from service on 17 Dec 69. He expired on 24 Jul 76. The individual had been granted Disability Pension along with Service Pension while proceeding on Discharge. However, he expired within 7 years from the date of discharge and with the same disease for which he was sanctioned Disability Pension. Therefore, his wife was sanctioned special family pension with effect from 25 Jul 76. She also expired on 23 May 09. 2. Thereafter, their daughter approached this Dte of Air Veterans requesting for grant of family pension as unmarried daughter beyond the age of 25 years are eligible for the same. Accordingly, she was asked to submit the necessary documents. After submission of requisite documents by her, the case for grant of family pension was forwarded to Pension Sanctioning Authority i.e. Principal Controller of Defence Accounts [PCDA (P)] Allahabad on 10 Oct 11. However PCDA (P) Allahabad returned the case on 23 Nov 11 stating that the children were in receipt of children allowance, hence the claimant was not eligible for family pension. 3. While communicating the decision of Pension Sanctioning Authority to the daughter, this office decided to study the matter in detail and went through several policy letters especially on family pension. The thorough study of the subject revealed that there was no such bar on grant of family pension as observed by PCDA (P). The case was once again submitted to PCDA (P) Allahabad on 10 Apr 12 quoting the relevant policy on grant of family pension to unmarried daughter. However, PCDA (P) Allahabad once again returned the case. Repeated re-submission and constant reminders were sent to PCDA by this Directorate. 4. The initial homework done by this office and constant reminders from the department resulted in PCDA Allahabad pursuing the matter with MoD for clarification. Constant monitoring and follow up by this HQ resulted in issue of GOI MoD letter No. 2(2)/2012/D(Pen/Pol) dated 14 Dec 12 which clarified that widowed/divorced/unmarried daughters beyond the age of 25 years who may have availed children allowance are also eligible for family pension.

Case No 02. 1. XXXXXX Ex-Cpl XYZ was enrolled in IAF on 24 Sep 60 and discharged from service on 30 Sep 75. After discharge, he was drawing his service pension. He expired on 02 Feb 09.

2. His wife approached this Directorate requesting for grant of family pension. Accordingly, necessary forms were sent to her for completion and submission to this Directorate. In the meantime, the Bank (from where Late Ex-Cpl was drawing his service pension) started disbursing family pension to the widow. Though, there was no authorization of family pension in the service pension PPO of Ex-Cpl, the bank disbursed family pension to the widow without proper PPO. The widow also stopped answering the letters / phone calls of this HQ for submission of forms since she was getting her family

pension. This directorate clearly informed the widow that such disbursement of family pension is wrong and can be objected by audit in future. However, the lady did not heed the letters of this directorate and continued to draw her family pension. 3. In the year 2013, the disbursement of family pension was objected during the spot audit by the bank. The family pension of the widow was stopped by the bank. Thereafter, she approached this directorate for issue of family pension PPO. The disbursement of family pension without proper PPO resulted in excess payment of pension amounting to Rs. 3,04,448/-. While processing the case for grant of family pension, PDO certificate was needed from the bank. However, the bank insisted upon the recovery of Rs 3,04,488/- from the widow. The widow deposited the entire excess amount to the bank and obtained the PDO certificate. Her case for grant of family pension is now under process at PCDA (P) Allahabad for issue of PPO. Conclusion:- Air Veterans and their families/NOKs must give due importance to the letters/messages issued by this Directorate to avoid situation similar to the one elaborated above.

Case No 03. 1. XXXXXX Ex-Cpl XYZ was enrolled in IAF on 16 Dec 02 and expired while in service on 27 Aug 10. As per service records, Smt ABC (wife) was recorded as Next of Kin.

2. The Air Warrior contracted marriage on 18 Jan 10 with Smt ABC at Pune and registered the same on 20 Jan 10 in accordance with the Maharashtra Regulation of Marriage Bureaus and Registration of Marriages Act 1998. POR action of the marriage was promulgated by parent unit situated at Pune based on the marriage certificate issued by the Registrar of Marriages Pune. Thereafter, it was revealed that the lady was already married to some other person named Sh YYY on 26 Feb 09 and had allegedly deserted him on 06 Jun 09 and returned to her parents. She had subsequently, during the subsistence of this marriage, moved to Pune and entered into matrimony with the deceased Air Warrior. Sh YYY had consequently on 16 Feb 10 filed for divorce in the Court under Sec 13 of Hindu Marriage Act 1955 and the marriage was dissolved with effect from 26 May 10. 3. At this point, it would also be correct to recount the events that lead to the death of Air Warrior. The deceased Air Warrior was suffering from a back problem and was evidently distressed due to the same. Therefore, in Jul 10 he proceeded with his wife on leave to Nabha Punjab for treatment on advice of his father. After the treatment, the Air Warrior along with his wife reached his parental house on 26 Aug 10 in the night. The wife of the Air Warrior also belonged to the same village and it is from here that she had eloped to join the Air Warrior at Pune in Jan 10. The Air Warrior apparently had dinner with his family members and went to bed. The next morning, he did not respond to the efforts to wake him up and was declared as brought dead at the nearest hospital. No post mortem examination was conducted and no FIR was lodged into the death. The body was cremated on the same day by noon. No photos of the dead body or of the cremation were taken. The Court of Inquiry and Provost investigation conducted in the case did not find anything unusual or worthy of reporting in the death.

4. The COI conducted to ascertain the circumstances of the death of the Late Corporal did not look into the legitimacy of his marriage. The contents of Hindu Marriage Act are reproduced below:- “Sec 5(i) of the Hindu Marriage Act stipulates that a marriage between two Hindus may be solemnized if neither party has a spouse living at the time of marriage. Further, Sec 17 of the said Act also mandates that any marriage between two Hindus is void if at the date of such marriage either party had a husband or wife living” 5. Now, a void marriage is the one that will be regarded by every court, in a case in which the existence of the marriage is an issue, as never having taken place and can be treated as void by both parties to it without the necessity of any decree annulling it. Such a marriage does not alter or affect the status of the parties and also does not create any rights and obligations between them which normally arise from a valid marriage. In view of the aforesaid discussion, the marriage between the deceased Air Warrior and Smt ABC was void ab initio and could not create any kind of legal rights or obligations. 6. Notwithstanding the legal position as regards the marriage between the Air Warrior and Smt ABC, it is indisputable that the Air Warrior wanted Smt ABC to be his wife and they did live as man and wife as far as the Air Force and society in general was concerned. The Air Warrior concretized his desire in this regard by changing the Will and nomination and also by ensuring that POR action for marriage, change of NOK & heir to estate and family pension was accordingly promulgated. It is, therefore, apparent that the Air Warrior being conscious of the marital status of his wife-to-be entered into matrimony with her proves that he was ignorant of the legal clauses of Hindu Marriage Act. 7. Due to judicial adjudication of the case, the POR action of Marriage was cancelled by the parent unit resulting in Smt ABC being removed as the wife of Late Corporal from the service records of late Air Warrior. The NE benefits were disbursed to mother of the deceased Corporal since the marriage was null and void in the eyes of law. Since the father of late Air Warrior was a defence pensioner, his mother was not granted pension and was given only Death cum Retirement Gratuity. Conclusion:- As per Hindu Marriage Act 1955, any marriage during the subsistence of first marriage of any the parties would be null and void.

3rd ECHS Bi-Annual Conference was held under the chairmanship of AOA at Air HQ (SP) DAV on 18 Dec 14 to discuss various issues concerning ECHS. Directors of Four Regional Centres ECHS, Reps of Command HQs and MD Central Organisation ECHS attended the conference. It was emphasized that medical care, in addition to payment of pension, is an indespensible requirement for a veteran and active involvement of all concerned in this regard was assured.

PROBLEMS IN LIFE: KNOW HOW TO SOLVE THEM

Life would have been dull and monotonous if we had no problems. It is the problems which

drive us to create solutions as the scarcity drives us to develop resources. The story of a

prodigal village lad popularly known as Nalayak may stir our emotions and equip us better in

solving our day to day problems.

The Story

We had this village situated in the interior of Indian countryside. This place was full of

learned and intelligent people. It is here that our hero lived. Everybody called him Nalayak

because of his reckless and foolish nature. He was a simple man who lived a happy go

lucky life. He had been known by this name from childhood and had actually forgotten his

real name. He was an orphan who lived in the village temple and fed on the temple

leftovers. No one took him seriously as he was a worthless Nalayak to all of them.

He was a poor fellow with no formal education. He used to serve the temple priest and

devotees. He never attended any temple sermons but overheard the teachings in the

background. People used to make fun of his illiteracy, little knowledge and poorness but one

thing was praiseworthy in him; the desire to learn and in fact a burning desire to improve

come what may. He was blessed with a never say die type of attitude.

Despite having been rejected and humiliated by the village society, he maintained a cheerful

disposition. He would not think twice to jump into others‟ problems and help them but he

was almost always turned away with the hurl of abuses. Even at this, he would give back a

smile and peacefully go away singing the lines of his favourite film song “Awaara Hun”. One

day when he was wandering alone in the woods at the outskirts of his village, he saw a man

who was trying to do something with the rope. He got interested as this was the first time in

his life when he was getting an opportunity to witness something like that. He walked

towards the Man. After observing for some time it was clear that either the man was the

biggest fool or he was given punishment because again and again he was just throwing the

rope up across the tree branch and falling down on the ground. He didn`t understand why

that man was doing like that so he thought of asking the same question to that Man. He

also noticed that the man was lame so out of curiosity he asked “what are you doing?”

The man replied “I am trying to escape from this life”. “But you are bumping on the ground

and getting hurt” asked the boy. “So what? Can`t you see I am lame”, the man yelled at the

boy, “The lame are supposed to be unable to do such things, this is our destiny”. He again

fired a question “Oh I see! But why are you ending your life?” Instead of answering the

question the man in very firm tone asked, “Are you an intelligent man?” After thinking for a

while and pondering over the question boy replied “No, but I am living my life.”

“So what? Every other person is doing the same”, stated the man in a very angry tone “but

you can`t imagine how deeply I am stuck in problems”, he again gave him some good

reason like how he is not able to cope with the circumstances and how hard the time was on

him.

Nalayak tried to calm him down, “You can improve your situation?” The man looked towards

his eyes and plainly said, “No I can`t, God wanted me to do this!”

“It could not be possible, God never wants things like that” Nalayak gave a quick reply.

“Go away, don`t bother me” the Man started crying “God is unfair, he is not kind.” He was

crying as well as cursing God.

The boy kept on staring at the man; he was confused as to what God had to do with it!

“This is your problem; God has nothing to do in it”, he shouted! “I can prove this to you. Just

wait for me, I will soon return.” After saying this Nalayak disappeared but few minutes later

he was there in front of the man with three bowls in his hands. One of the bowls had

potatoes, the other had some tea leaves and the third one contained an egg.

„What is this?” the man asked wondering what the boy was up to.

“Just watch” Nalayak replied. Nalayak lit three different fires and placed all three bowls on

them. He poured some water in each of them and let it boil. The man was watching every

step of the boy. He was angry with him but more than that he was curious to know what he

was doing. After boiling for few minutes Nalayak asked, “What do you see?” “Potato, tea,

egg,” replied the man.

The boy drew him closer and told him to feel the potatoes. He did and found that they were

soft. He was then asked to take the egg and break it. On breaking, he found a hard-boiled

egg inside. Finally, he was asked to sip the tea. The man thought for a while, as he tasted

aroma. He got Perplexed, he asked impatiently, "What's your point, you fool?” The boy

smiled and explained that each of these had faced the same condition and same adversity

i.e. boiling water but each had reacted differently. The potato which was strong, hard and

stiff-necked soon turned soft and weak. The egg, when put to the test had hardened.

However, the tea leaves were unique. They had changed the texture of the water itself and

filled it with their aroma and the taste.

"Which one are you?" Nalayak asked the man. The man was speechless but grateful to

Nalayak for the enlightenment. He had now understood that the Main thing is not the

problem but how you respond? Are you a potato, an egg, or a tea leave?

To have a problem is not a problem but how you react to the problem is what matters! Are

you the potato which seemed strong but knelt in the face of pain and adversity? Are you the

egg that was soft and transformable from inside but hardened in the face of an adversity?

Or, are you like the tea leaves, which actually change the nature of boiling water, the very

reason of the pain, by its fragrance and flavour.

Well the story has a clear lesson for all of us. Let us agree that problems are a part and

parcel of our life. Every problem has a cause behind it but there is a definite remedy for that

cause. We just need to find it. Since most of our problems are man-made, solutions are also

within our reach. Here are some tips to face and manage our day-to-day problems:

1. Accept: Problems are the part of life. The more we run from a problem, the more it will

chase us. This is ultimate reality; if we accept something it is impossible for that thing to

bother us.

2. Know: If we know our problem, it would help us to solve as wise people say, “A known

enemy is much better than an unknown friend”. Let us make an effort to know those

damages which the problem is going to make.

3. Reason: A problem never arises without any reason; if the problem exists then the

reason must be there. If we find the reason we are pretty close to solving it. Most of the

problems of daily life arise out of silly reasons, so let us find those and solve our problems.

4. Gather: We must make efforts to collect all the information, facts and data regarding our

problem.

5. Analyse and Argue: It is then that we must sit back to analyse the information to find the

optimum solution, argue with ourself as to why one solution is better than others.

6. Stop worrying: Worrying is just like a revolving chair, It gives us something to do but will

not take us anywhere.

7. Think Different: Don`t you think, it is important to have the right mind-set while solving a

problem? It always helps to be open-minded and to have the ability to think out-of-the-box.

When we have broader vision and unique ideas, we have more flexibility at our disposal

which helps solving the problem better.

8. Get advice - Two minds are always better than one. It does help to have people from

various backgrounds and with diverse experience involved in solving a problem. It will give

us support on moral grounds and for the greater range of ideas that they bring to the

problem-solving. Let us remember what socio-political philosopher Voltaire had said, “No

problem can stand the assault of sustained thinking”.

Lastly: Why to worry if a problem has a solution AND what’s the benefit of worrying if

it doesn`t have one!
