Conclusion (2): Unprecedented point

Cambodian Prime Minister Hun Sen: "It is very true

that the relations between the United States and the

Kingdom of Cambodia are now at an unprecedented

point ... its peace vessels have come and helped

Cambodia. Not just that, recently the US Navy ships

also docked at Cambodia's port and offeredhumanitarian assistance to the Cambodian citizens."

Conclusion (3)

• To build capacity takes time—many years. It cannotbe done in a week.

• Language skills and cultural knowledge are recurringissues—we need at least the right mix if the visit lastsonly a week. Make use of Regional SecurityEducation Programs when available.

• Use IMET money to send promising internationalofficers to study in the US at places like NPS.

• Work with USAID to effectively target interventionsand provide reasonable advance notice.

• Monitor and evaluate results.
