Cover StoryEvery Door Direct Mail: The New “Enhanced” Online Mapping Tool

A new, improved Every Door Direct Mail® online map-ping tool at USPS.com® makes it easier for businesses to reach the customers that matter most to them.

With Every Door Direct Mail, businesses can get their messages into the homes and hands of everyone in their targeted areas without the need for names or street addresses. They identify the neighborhoods to target with the Every Door Direct Mail online mapping tool. It’s really that easy.

The tool guides businesses through their Every Door Direct Mail mailing from start to finish. The Postal Service™has recently upgraded the tool, giving it a new look and feel and making these improvements:

Easier to view and select target area by routes.

Improved search functionality.

Mailings can be created up to 30 days in advance of the mailing date.

Retail customers can pay online.

Customers can get started today at www.usps.com/everydoordirectmail.

Publicity Kit: Earthscapes Stamps

To kickoff October as National Stamp Collecting month, the Postal Service™ will issue the Earthscapes Forever®

stamps on October 1, 2012, at NASA’s Goddard Space Flight Center near Washington, DC. Postmasters are encouraged to conduct special dedications ceremonies — especially near stamp subject locations and where the photographers reside.

Inviting the photographers to participate in an event is a tremendous media draw. Contact photographers unable to attend events for the backstory on the stamp before pitching them to local media as a phone interview to add value to the event’s news coverage. Corporate Communications area managers are available to assist in publicizing activities.

Earthscapes Forever Stamps and Photographer Background

The stamp pane features 15 stamps in three rows of five. The top row shows five examples of natural earth-scapes. The middle row focuses on a wide range of agricul-tural earthscapes. The bottom row shows urban earthscapes. In all cases, art director Howard Paine chose photographs to showcase designs, patterns, and geo-graphic diversity.

The Earthscapes Forever stamps allow customers an opportunity to see the world in a new way. This stamp pane presents examples of three categories of earthscapes: nat-ural, agricultural, and urban. The photographs were all cre-ated high above the planet’s surface, either snapped by “eyes in the sky” — satellites orbiting the Earth — or care-fully composed by photographers in aircraft.

In the top row, we fly over America’s stunning wilder-ness. While a volcanic eruption scars the forests of Wash-ington State, fog drifts over the timeless sandstone towers of Utah’s Monument Valley. In Alaska, a wide stripe that looks like a highway is actually a glacier, an immense con-veyer belt of ice. At its base, jagged white shards resem-bling broken glass are really icebergs, bobbing in a lake.

The stamps in the center row may look like abstract art, but they show five products being gathered, grown, or har-vested: salt, timber, grain, cherries, and cranberries. Cen-ter-pivot irrigation systems create geometric shapes in the middle stamp — although bystanders on the ground might see only sprinklers in fields of wheat, alfalfa, corn, and soy-beans.

In the bottom row, urban life takes center stage. High-ways corkscrew around themselves and neat subdivisions sport tiny blue pools. It’s our familiar world, shrunken into miniature — with a fresh perspective.

Art director Howard E. Paine designed this educational and visually rich pane of stamps.

The Earthscapes stamps are being issued as Forever stamps. Forever stamps are always equal in value to the current First-Class® Mail 1-ounce rate.

The stamps are given below in alphabetical order by state for the stamp location and the photogrpher’s resi-dence for the purpose of generating news interest.

ID “Islands” of wood — log rafts made up of harvested timber — travel by water toward an Idaho mill for processing. This older method of transport has largely died out. Today the timber industry relies on rail and roads to transport trees and tree products from forests to sawmills. How to Obtain the First-Day-of-Issue Postmark

Customers have 60 days to obtain the first-day-of-issue postmark by mail. They may purchase new stamps at a local Post Office, at The Postal Store website at usps.com/shop or by calling 800-STAMP-24. They should affix the stamps to envelopes of their choice, address the envelopes to themselves or others and place them in larger envelopes addressed to:

One Earthscapes stamp depicts a Yellowstone National Park geothermal spring where the temperatures reach almost 190 degrees, making it too hot for humans. But that doesn’t mean it’s lifeless. As we look at the image on the stamp, we see colorful pigments produced by bac-teria and algae, which thrive in environments like this.

One Earthscapes stamp shows a Northern California salt evaporation pond, where we see how rising salinity levels have transformed the microorganisms below the surface. The result is a series of vivid reds, pinks, and purples, framed by brilliant yellow.

We find artistry in the Earthscapes stamp that shows a high-rise apartment complex on Man-hattan’s Upper West Side. And when we say “complex,” we’re not kidding: This image offers an endless row of balconies and windows, all cast against a grid of yellow brick.

One Earthscapes stamp shows ice breaking from the foot of Alaska’s Bear Glacier and becoming icebergs in a lake. The result: streaks of white cast against a background of brilliant blues and deep earth tones.

In the Earthscapes stamp that depicts Mount Saint Helen in Washington State, we see how the area is still recovering from the eruption of 1980. Shades of white and gray indicate still-bare slopes, while flashes of green illustrate the re-growth of vegetation.

On one Earthscapes stamp, we see Stagecoach Butte, one of the many red sandstone for-mations rising from the floor of the Monument Valley Navajo Tribal Park in southeastern Utah. The fog rolling across the terrain lends this image an aura of mystery and natural intrigue.

The Earthscapes stamp that depicts the Blackwater National Wildlife Refuge on Maryland’s Eastern Shore shows a shallow creek of deep blue water winding through bright green marshland. This is a haven for fox squirrels and bald eagles and a stopping-off point for ducks and geese migrating along the Atlantic Flyway.

Log rafts are seen floating their way to an Idaho sawmill on one of the Earthscapes stamps. This offers a window into the past because this method of transport has largely died out.

Today, the timber industry relies on rail and roads to transport tree products from forests to sawmills.

The Earthscapes stamp that depicts circular patterns on Kansas cropland show where sprin-kler systems have been at work. Each circle tells a story: the red circles indicate healthy, irri-gated crops, while the lighter circles show crops that have been harvested.

A sure sign of springtime is seen in the Earthscapes stamp that shows a cherry orchard in Door County, Wisconsin. This area is known for its tart red cherries, and in this beautiful image, it seems as if every tree is in bloom.

One of the Earthscapes stamps looks like a mass of brilliant red, but look closely and you realize you’re looking at a cranberry bog. The image shows two growers rounding up the floating fruit during a fall harvest in Massachusetts.

On one of the Earthscapes stamps, we see a pair of towboats wrangling commercial barges in the Old River barge fleeting area near the Houston Ship Channel in Texas. In this image, the barges — cast in shades of red, green, and orange — pop against the deep blue background.

One of the Earthscapes stamps looks like a series of circles, colored in shades of orange and gray. Scrutinize it a little more closely and you discover you’re actually looking at a railroad roundhouse. The image, captured in Scranton, Pennsylvania, shows the giant turntable that is used to turn around early 20th century locomotives when they undergo maintenance.

Motorists in Miami may recognize one of the Earthscapes stamps, although they may have never seen it like this before. The image shows where Highways 95 and 395 converge in a carefully engineered, multi-level interchange. It’s an aerial view of one of America’s urban crossroads.

One of the Earthscapes stamps offers a unique look at suburbia. In the image, we see a maze of pavement, sidewalks, and single-family homes in Clark County, Nevada, the state’s most populous county. Look closely and you’ll also see the swimming pools and clumps of trees that provide summertime relief in this desert development.

Some of the pictures on the Earthscapes stamps were taken by satellites. These include NASA’s Landsat 7 satellite, which orbits the earth at an altitude of about 705 kilometers, or roughly 435 miles.

Other Earthscapes images were taken by photographers like Jim Wark, who contributed several pictures to this pane of stamps.

In addition to showcasing stunning photography, Earthscapes continues the Postal Service’s long tradition of portraying our environment on stamps.

For example, between 1999 and 2009, we offered Scenic American Landscapes stamps that depicted the Rio Grande, Yosemite National Park, and other natural landmarks.

Like those offerings, these new Earthscapes stamps depict nature at its best and signal the impor-tance of preserving our planet for future generations.

In that spirit, we’re offering the Earthscapes stamps as Forever stamps. They’ll always be good, no matter what the postage rate might be.

So we encourage customers like you to purchase these stamps and affix them to your cards, let-ters, and packages.

Because each time you do, you’ll help remind the world of the enduring beauty offered by the earth-scapes around us.

ManualsDMM Revision: Holiday Mobile Shopping Promotion

Effective October 1, 2012, the Postal Service™ will revise the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) 709.3 to add a new temporary Holiday Mobile Shopping Promotion (“Promo-tion”), which will take place during November 2012 for Pre-sorted and automation First-Class Mail® cards, letters, and flats and Standard Mail® letters and flats containing two-dimensional mobile barcodes (“mobile barcode”) readable by consumer mobile devices. The term “mobile barcode” includes equivalent mobile technologies such as water-marks or tags.

The Promotion is designed to spur mobile purchasing by putting mailers’ mobile-optimized offers, coupons, and catalogs into the hands of customers for the Black Friday/Cyber Monday holiday shopping timeframe. The new stan-dards will replace those for the Mobile Commerce and Per-sonalization Promotion, which have been in effect for the months of July and August 2012.

To be eligible, each mailpiece that is listed on a qualify-ing postage statement must have a mobile barcode on the outside of the piece or on the contents within the piece. When scanned, the mobile barcode must lead the recipient of the mailpiece to a mobile-optimized shopping website that allows the recipient to purchase an advertised product on the mobile device (the sale of services will not qualify). Directional text must be printed near the mobile barcode to instruct the recipient to scan the image. Mobile barcodes that direct consumers to web pages that allow them to pay for prior or future purchases or encourage enrollment in online bill payment or paperless statement services are not eligible for the Promotion. Mailpieces with mobile barcodes that convey postage information, destination, sender, or a machinable serial number for security purposes also are not eligible for the discount.

Discount and Rebate InformationThe Holiday Mobile Shopping Promotion provides an

upfront price reduction of 2 percent on the eligible postage for qualifying mailpieces. Qualifying mailings are Presorted and automation mailings of First-Class Mail cards, letters, and flats and Standard Mail (including Nonprofit) letters and flats. Commingled, co-mailed, and combined mailings are allowed, but a separate postage statement is required for the mailpieces with mobile barcodes.

The price reduction will be taken off the eligible postage amount due at the time of mailing. The Promotion discount

does not apply to single-piece First-Class Mail pieces including residual single-piece First-Class Mail pieces claimed on a postage statement for Presorted and automa-tion mailings. The price reduction also does not apply to any Standard Mail residual pieces paying single-piece First-Class Mail prices.

Eligible mailings must be accompanied by electronic documentation, submitted via mail.dat, mail.xml, or Postal Wizard. The electronic documentation must identify the mail owner and mail preparer in the “by/for” fields for all mailings, either by the Customer Registration ID (CRID) or Mailer ID (MID) assigned by USPS®. Mailings of automation cards and letters, including Standard Mail letters (other than those with simplified addresses) claiming a carrier route automation letter price on a postage statement, or automation flats must have Intelligent Mail® barcodes. Mailpieces with POSTNET™ barcodes will not be eligible for the price reduction.

Mailers also may qualify for an additional 1 percent rebate on the pre-discount postage of their qualifying mailings if a portion of their orders is fulfilled via Priority Mail® between November 9, 2012, and December 31, 2012 (“fulfillment period”). Priority Mail packages must bear a unique track-able barcode (i.e., Delivery Confirmation™ barcode or Intel-ligent Mail package barcode). To claim the rebate, mailers will need to demonstrate that during the fulfillment period, the number of Priority Mail packages delivered to customers exceeded 0.5 percent (“package threshold”) of the total number of qualifying mailpieces sent during the “promotion period” (November 7, 2012, through November 21, 2012).

An example of the package threshold calculation is in the table below:

In the example above, if the mailer had sent 500 pack-ages or less via Priority Mail with Delivery Confirmation ser-vice during the fulfillment period, there would be no rebate. Rebate applications will be due to the program office no later than February 15, 2013. Any earned rebate will be deposited to the participant’s mailing postage payment account.

3.2 Eligibility Standards

a. The mobile barcode or similar image must be on each mailpiece, either on the outside or printed on the contents of the piece. Brief instructions or direc-tional copy must be printed near the mobile barcode to instruct the recipient to scan the barcode or image. See 3.4 for placement restrictions.

b. The mobile barcode must be readable by a mobile device and must lead to a mobile-optimized website. The mobile barcode must be relevant to the contents of the mailpiece. Scanning the barcode must lead the consumer to a webpage that allows the recipient to purchase an advertised product on the mobile de-vice. Barcodes with links that direct consumers to sites that allow purchase of a service or payment for prior or future purchases, or that encourage enroll-ment in online bill payment or paperless statement services are not eligible for the discount. c. The mailpieces with mobile barcodes must be one of the following:

1. Presorted or automation First-Class Mail cards, letters, or flats. Automation pieces must bear Intelligent Mail barcodes.

2. Standard Mail (including Nonprofit) letters or flats. Automation pieces must bear Intelligent Mail bar-codes.

d. Postage must be paid by permit imprint or by affixing metered postage or a precanceled stamp to each piece of mail; the postage statement and mailing documentation must be submitted electronically. The mail owner’s identity must be indicated in the elec-tronic documentation (“eDoc”). The eDoc must iden-tify the mail owner and mail preparer in the by/for fields, either by Customer Registration ID (CRID) or Mailer ID (MID) assigned by the USPS. All Presorted and automation pieces declared on a postage state-ment must contain a mobile barcode that qualifies for the discount.

e. At the time of mailing, mailers must provide the USPS acceptance unit with an unaddressed sample of the mailpiece that contains a mobile barcode. Mailers also must retain, until February 15, 2013, a sample of each mailpiece claiming a discount.

f. Other than a full-service Intelligent Mail discount (see 705.24), no other incentives apply for mailpieces claiming a discount under this promotion.

g. Participants must agree to participate in a survey con-ducted either during or after the promotional period.

h. Federal government official mailings under OMAS are not eligible for this promotion.

i. The electronic equivalent of the mailer’s signature on the postage statement will certify that each mailpiece claimed on the postage statement contains a qualify-ing mobile barcode.

3.3 Discounts

Mailers must claim the 2 percent postage discount on the postage statement at the time the statement is electroni-cally submitted. Mailings with postage affixed will deduct

the discount amount from the additional postage due, except that mail service providers authorized to submit Value Added Refund (“VAR”) mailings may include the dis-count in the amount to be refunded. Pieces with metered postage must bear an exact amount of postage as stipu-lated by the class and shape of mail. Affixed postage val-ues for metered mailings may be found in the Federal Register notice preamble available at http://pe.usps.com. Provisions for additional postage for First-Class Mail pieces over 1 ounce are in 234.2.2a and 334.2.2a, and in 244.2.2 and 344.2.2 for Standard Mail pieces over 3.3 ounces. Mailers may also qualify for an additional 1 percent rebate on the postage of their qualifying mailpieces if a por-tion of their orders is fulfilled via Priority Mail between November 9, 2012, and December 31, 2012 (fulfillment period). To claim the rebate, mailers will need to demon-strate that during the fulfillment period, the number of Pri-ority Mail packages (sent with a unique trackable barcode, such as Delivery Confirmation or Intelligent Mail package barcode) delivered to customers exceeded 0.5 percent of the total number of qualifying mailpieces mailed from November 7, 2012, through November 21, 2012.

3.4 Mobile Barcode Placement

The mobile barcode cannot be placed on a detached address label (DAL or DML) or card that is not attached to the mailpiece. The mobile barcode cannot be placed in the (postage) indicia zone or the (Intelligent Mail) barcode clear zone on the outside of the mailpiece. For letters, the bar-code clear zone is defined in 202.5.1. For flats, the barcode clear zone for this purpose is the barcode itself and an area that extends an additional 1/8 inch from any part of the bar-code. The indicia zone is defined as follows:

a. The postage “indicia zone” is 2 inches from the top edge by 4 inches from the right edge of the mailpiece;

b. When the postage indicium is not in the area de-scribed in 3.4a, the mobile barcode must not be placed within 2 inches of the actual postage indicium.

DMM Revision: Package Intercept — Extra ServicesEffective October 1, 2012, the Postal Service™ will

revise Mailing Standards of the United States Postal Ser-vice, Domestic Mail Manual (DMM®) 503.2.4.10 and 507.5 to align standards for the current USPS Package Inter-cept™ service options.

Prior DMM revisions have been introduced to imple-ment the first two phases of Package Intercept service. These revisions will update the DMM to include the most current Package Intercept extra services options and remove obsolete standards.

5.0 Package Intercept

5.1 Description of Service

[Revise 5.1 by renumbering current 5.1.1 and 5.1.2 as new 5.1.2 and 5.1.3, adding new 5.1.1, and assigning the text of current 5.1 to renumbered item 5.1.2 as follows:]

5.1.1 Basic Standards

Package Intercept service provides a method for custom-ers to authorize redirection of any mailable domestic mail-pieces with a tracking barcode as provided in 5.1.2. If the item is found and redirected, additional postage is charged as provided under 5.2. Package Intercept requests are active for 10 business days from the date of the request. Interception of eligible mailpieces is not guaranteed. Requests must be made as provided under 5.5.

5.1.2 Eligibility

Package Intercept service is available for any Express Mail, Priority Mail, First-Class Mail, First-Class Package Service, Parcel Select, and Package Services mailpiece with a tracking barcode, addressed to, from, or between domes-tic destinations (608.2.0), except as noted in 5.1.3. Mail-pieces must not measure more than 108 inches in length and girth combined.

5.1.3 Ineligible

Package Intercept is not available for the following:

a. Mailpieces sent to or from international destinations.

b. Mailpieces sent to or from APO/FPO/DPO destina-tions.

c. Domestic mailpieces requiring a customs declara-tions label (see 608.2.4.).

d. Mailpieces that indicate surface-only transportation such as Label 127, Surface Mail Only, or that bear other hazardous materials markings such as “Limited Quantity,” “Consumer Commodity,” or “ORM-D”.

e. Mailpieces that do not contain a tracking barcode.

5.2 Postage and Fees

[Revise the introductory text of 5.2 as follows:]

Customers must pay a nonrefundable per-piece fee to ini-tiate the USPS process of attempting to intercept the mail-piece. The USPS does not guarantee the interception of a mailpiece. An intercepted mailpiece mailed at a Parcel Select or Package Services price that is redirected to the sender is subject to payment of the applicable postage based on how the piece was originally mailed. A Parcel Select piece being redirected to the sender is charged the Parcel Select Nonpresort price plus the additional service fee. Any intercepted mailpiece that is redirected to a new delivery address or a Post Office as Hold For Pickup ser-vice, available only through the electronic commercial method, is relabeled and handled as a new Priority Mail piece. The new Priority Mail piece is charged at the appli-cable Priority Mail Commercial Base price from the location where intercepted to the new destination based on the dimensions, weight, and zone of the piece. Fee payments are as follows:

5.3 Adding Extra Services

Extra services may be added to Package Intercept mail-pieces under limited circumstances. Customers who regis-ter and file their request through the Business Customer Gateway at https://gateway.usps.com/bcg/login.htm may add, and pay additional postage for, extra services on the new Priority Mail piece being redirected to a new address

The relabeled item will be assigned a new extra service identification number and barcode appli-cable to the extra service purchased. An Intelligent Mail package barcode will be included on all redirected pieces, and all available USPS scans will be available to the cus-tomer at no charge. Extra services may not be added to items being redirected to the sender. The following extra services may be added to the new Priority Mail item at the time of the online intercept request as follows:

a. Adult Signature Required.

b. Adult Signature Restricted Delivery.

c. Insurance, if the original shipment included insurance and for the original value stated, but may not be oth-erwise added.

d. Signature Confirmation.

5.4 Registered Mail

[Revise 5.4 as follows:]

Package Intercept, redirect to sender option only, is avail-able for eligible matter mailed using Registered Mail ser-vice. In addition to 5.2 and 5.5, customers requesting to intercept Registered Mail must write on the receipt “With-drawn” and sign and surrender the receipt to the Post Office.

Verifying U.S. Postal Service Money OrdersFollow these steps to cash a Postal Service™ money

order:

1. Check that the amount does not exceed the legal limit: $1,000 for domestic, and $700 for international postal money orders.

2. Check that the proper security features are present:

When held to the light, a watermark of Benjamin Franklin is repeated from top to bottom on the left side.

When held to the light, a dark line (security thread) runs from top to bottom with the word “USPS” repeated.

There should be no discoloration around the dollar amounts, which might indicate the amounts were changes.

These appear in Postal Service Notice 299, U.S. Postal Money Order Reference Card, or online at https://www.usps.com/shop/accepting-money-orders.htm.

3. If the money order seems suspicious, call the U.S. Postal Service Money Order Verification System at 866-459-7822.

Please provide this information to local banks and retail-ers, as they also receive Postal Service money orders for cashing.

Mail addressed to military and diplomatic post offices overseas is subject to certain conditions or restrictions of mailing regarding content, preparation, and handling. The G Fund is managed internally by the Federal Retirement Thrift Investment Board. Assets of the F, C, S, and I Funds are managed externally. The Board currently has contracts with BlackRock Institutional Trust Company, N.A., to manage the F, C, S, and I Fund assets. The F, C, S, and I Funds invest in commingled trust funds, in which the assets of tax-deferred employee benefit plans are combined and invested together. DMM Revision: Revised Eligibility Criteria for Parcel ReturnsEffective October 1, 2012, the Postal Service™ will

revise the Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®) 433.1.3, 505.3.2.1, and 705.25.1 to provide Commercial Base™ pricing eligi-bility for First-Class Package Service™ mailpieces returned using Merchandise Return Service (MRS), and to expand the eligibility for participation in the scan-based payment (SBP) program.

Priority Mail® return parcels received through an MRS account are eligible for Priority Mail Commercial Base prices. With this revision, the Postal Service is aligning the eligibility standards for First-Class Package Service with those for Priority Mail service by providing Commercial Base eligibility for MRS parcels received under both products.

The SBP program provides a streamlined postage pay-ment option for participants who receive a large number of parcel returns. Under the SBP program, postage payment is based on sampling, combined with barcode scanning records, rather than weighing and rating each individual piece. Because eligible mailpieces are able to bypass the rating process, participants in the SBP program receive their returns in a more expeditious fashion. Priority Mail Return Service, First-Class Package Service Return Ser-vice, and Ground Return Service mailpieces are all eligible for postage payment under the SBP program.

Under current standards, mailers are required to receive a minimum of 10,000 combined returns per year to a single destination. With this revision, mailers may be authorized to participate in the program with 10,000 combined qualifying return mailpieces per year to multiple locations, with approval by the manager, New Business Opportunities.

Mailers interested in the SBP program may apply online, through the Business Customer Gateway, via the USPS.com® website.

152.32 Additional Postage for Nondenominated Postage Stamps or Forever Stamps

Since international postage prices are always higher than the comparable domestic postage prices, mailers who affix a single nondenominated postage stamp or a Foreverstamp to their outbound mailpieces must add additional postage to comply with the international price schedule.

HandbooksHandbook AS-353 Revision: Two New Mail Information Programs

The Postal Service™ is enhancing our customers’ visi-bility of their mailings by launching two new programs in 2012. The first program will automate the process to pro-vide business mailers with mailpiece induction information. The tracking of these mailpieces will use the 11-digit ZIP Code™ and/or an Intelligent Mail® barcode. The second will strengthen the digital relationship with consumers and aid all customers with package tracking and visibility within the Postal Service network and through other carrier net-works.

What’s New?As of October 1, 2012, recycle any old copies of Publica-

tion 75, Mover’s Guide. All Post Offices should receive the new October – December 2012 issue of Publication 75 by September 30, 2012. Similar to last quarter’s shipment, the total quantity of Mover’s Guide copies sent to your facility may have been reduced. In an effort to reduce waste and account for more customers submitting change-of-address orders online, fewer Mover’s Guide copies are needed. There are several things you can do to conserve as well:

Make sure customers are aware that USPS.com® is the most convenient, safe, and secure way for cus-tomers to submit a change-of-address order.

Encourage carriers to take ICOA message cards on their routes instead of Mover’s Guide copies.

Give Mover’s Guide copies out to moving customers only.

Important RemindersCopies of Mover’s Guide must be kept behind the counter ONLY, not in inner or outer lobbies or on clerk counters.

Customers unwilling or unable to submit their change of address at www.usps.com should be given a com-plete, unopened copy of Mover’s Guide.

Provide no more than three copies of Mover’s Guide to each customer.

Mover’s Guide is printed and distributed four times a year.

RetailStop Sending Copies of PS Form 8176, Premium Forwarding Service Application, to Headquarters

Offices are no longer required to send a copy of PS Form 8176, Premium Forwarding Service® (PFS®) Application, to Headquarters (HQ). In 2005, the application was a four-part form and “Distribution: Copy 3 — HQ” was sent to Headquarters. The form has been revised multiple times and “Distribution: Copy 3 — HQ” has not been a part of the application for several years, but we continue to get copies of the application. Many offices continue to use the 2005 or 2006 edition of the form, and others are making copies of “Distribution: Copy 1 — Post Office” and sending it to HQ.

Please use the most current, January 2011, edition of the form. It has a new format and the Terms and Condi-tions have been updated. You can order the current edition of the form from the Material Distribution Center and use touch-tone order entry (TTOE). Call 800-273-1509.

Pictorial Postmarks AnnouncementAs a community service, the Postal Service™ offers pic-

torial postmarks to commemorate local events celebrated in communities throughout the nation. A list of events for which pictorial postmarks are authorized appears below. The sponsor of the pictorial postmark appears in italics under the date. Also provided are illustrations of these postmarks.

People attending these local events may obtain the postmark in person at the temporary Post Office™ station established there. Those who cannot attend the event but who wish to obtain the postmark may submit a mail order request. Pictorial postmarks are available only for the dates indicated, and requests must be postmarked no later than 30 days following the requested pictorial postmark date.

All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail® post-age. Items submitted for postmark may not include

postage issued after the date of the requested postmark. Such items will be returned unserviced.

Customers wishing to obtain a postmark should affix stamps to any envelope or postcard of their choice, address the envelope or postcard to themselves or others, insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcard in a larger envelope and address it to: Pictorial Postmarks, followed by the Name of the Station, Address, City, State, ZIP+4® Code, as listed below.

Customers can also send stamped envelopes and post-cards without addresses for postmark, as long as they sup-ply a larger envelope with adequate postage and their return address. After applying the pictorial postmark, the Postal Service returns the items (with or without addresses) under addressed protective cover.

How to Order the First-Day-of-Issue Digital Color or Traditional PostmarksCustomers have 60 days to obtain the first-day-of-issue

postmarks by mail. They may purchase new stamps at their local Post Office™, by telephone at 800-STAMP-24, or at The Postal Store® website at www.usps.com/shop.

Traditional PostmarksCustomers should affix the stamps to envelopes of their

choice, address them to themselves or others, or provide a self-addressed return envelope with sufficient postage large enough to accommodate the canceled item. Mail the request to the corresponding city of issuance. There is no charge for the first 50 postmarks. There is a 5-cent charge for each additional postmark over 50. Customers should submit a check, money order, or credit card for payment. After applying the first-day-of-issue postmark, the Postal Service™ will return the envelopes to the customer by U.S. Mail.

All postmark requests should go to the first-day-of-issue city. The first day of issue city Post Office will then forward in bulk all postmark requests to Cancellation Ser-vices, Stamp Fulfillment Services, PO Box 449992, Kansas City, MO 64144-9992 by respective Post Offices.

Digital Color PostmarksOnly select stamp issues offer a digital color postmark.

Customers may submit #6 or #10 envelopes constructed of paper rated as “laser safe.” The Postal Service recom-mends envelopes of 80-pound Accent Opaque, acid-free, 9/16" side seams with no glue on the flap. The maximum

size of all digital color postmarks is 2" high x 4" long. Allow sufficient space on the envelope to accommodate the postmark. Do not use self-adhesive labels for addresses on the envelope. Two test envelopes must be included. There is a minimum of 10 envelopes at 50 cents per postmark required at the time of servicing. Customers should submit a check, money order, or credit card for payment.

The Postal Service reserves the right to not accept hand-painted and other cachet envelopes that are not compatible with our digital color postmark equipment. The Postal Service also reserves the right to substitute tradi-tional black rubber postmarks if use of nonspecified enve-lopes results in poor image quality or damage to equipment.

Customers should affix the stamps to the envelopes and address them to themselves or others for return through the mail. Or, they may include an additional self-addressed return envelope, large enough to accommodate their can-celed items, with sufficient postage affixed for return of their postmarked items. Mail the request for a first-day-of-issue digital color postmark to the corresponding city of issuance. Post Offices will then forward all customer requests for digital color postmarks to Cancellation Services, Stamp Fulfillment Services, PO Box 449992, Kansas City, MO 64144-9992.

After applying the first-day-of-issue postmark, the Postal Service will return the envelopes to the customer by U.S. Mail.

SustainabilityConvert Post Office Lobby Waste Receptacles to Recycling Receptacles

Your Post Office™ can promote recycling by participat-ing in the Discarded Lobby Mail Recycling Program. Reduce your solid-waste disposal costs and increase rev-enue by converting the built-in, lobby waste receptacles to recycling receptacles. It’s easy — just apply Label 891, Please Recycle: Paper Only, to your waste receptacles.

Label 891 can be applied to the existing Carolina cabi-nets with the word “Waste” on the swinging door and to the new cabinets, with no swinging door and a slot for inserting paper. By retrofitting cabinets, postmasters can reduce costs significantly — as long as they have access to recy-cling services for paper waste.

By offering customers the opportunity to recycle their discarded mail in the lobby, the Postal Service™ can play an important role in meeting customers’ environmental expectations. Built-in Cabinetry Recycling Containers To promote the USPS® Green commitment, we are

encouraging Post Offices™ to participate in the recycling program. By converting built-in waste receptacles to recy-cling receptacles, offices can reduce their trash volume costs and increase revenue.

You can offer your customers a place to recycle their paper waste in retrofitted waste receptacles. Use Label 891, Please Recycle: Paper Only, and these containers to collect the recyclable material and reduce solid waste in your lobbies. See “Convert Post Office Lobby Waste Receptacles to Recycling Receptacles” on page 61.

Containers come in two sizes:

7-gallon container (19½" long x 15 3/8" wide x 14½" high).

14-gallon container (14½" long x 10½" wide x 15" high).
