It gives me immense pleasure to take note that the Gujarat is one of the leading state contributing noticeable share in Gujarat State domestic products. Gujarat state possesses remarkable position in the country so far as livestock wealth and development are concerned. The contribution of livestock towards GDP is nearly about 5% of total GDP. This shows that livestock plays an important and valuable role in the growth and development of the state. Total 42.66 lacs families keep livestock as primary or secondary source of income and contributed total ` 20434.00 crore in the state GDP during the year 2010-11.

I am proud to put on record that by collective effort of GLDB team, it has got provision of ` 5970.80 Lacs during 2012-13. the budget includes provision of number of new schemes likes establishment of new frozen semen station in Saurashtra region, establishment of breed-wise nucleus stock breeding farms, embryo transfer project and Large Scale fodder development schemes.

In our state, 11.21 Lacs animal keeping families are from tribal area. Source of their income is animal husbandry. State Government has decided to improve genetic makeup of animal in tribal belt and ultimately to increase milk production and socio-economic status of tribal families. With the help of Government of India planning commission and Government of Gujarat has implemented the livestock breed improvement programme in 43 tribal Talukas of state for eradication of poverty. Out of 10631.00 lacs provision under BIP, GLDB has utilized ` 4157.00 lacs and achieved 39.10%financialtargetundervariouscomponentofBIP.

AfterestablishmentofGLDB, there isnoticeable increase (78%) inArtificialInsemination. As per guidelines of NPCBB, board has established 599 Gopalmitra centers during 2012-13 and generated self employment to unemployed rural youth. GLDB has planned to double the coverage of breedable animals under AI networks with cooperation of all stake holders involved in animal breeding services. As GLDB is working as nodal agency for bringing all AI stake holders under one umbrella. During Second phase of NPCBB, GLDB has received ` 2900.00 lacks and utilized ` 2239.85 lacs up to 2012-13 under various activities of NPCBB-II approved by GOI. During 2012-13, GLDB has achieved 1,57,245 AI in 15 Districts with the help of 599 Gopalmitra centers. FSS Patan has produced 13,38,600 frozen semen doses of various breeds during 2012-13 and supplied Frozen Semen Doses to AI centers of state Government and Gopalmitra centers. Training institute of FSS, Patan and TTC Morbi has trained 70 administrative staffs of department, 306 refreshers training and grass development schemes.

Having all these efforts harnessed, our motto is to make Gujarat Fountain head among milk producing states of India. I would like to appreciate and congratulate all theconcernedofficersandemployeesofGLDBfortheirsincereeffortsinpreparationof Annual report 2012-13.

PReFACe

Animal Husbandry Sector plays key role in National economy. Focus on breeding, health care and production performance of the indigenous animals is the demand of the time. Gujarat is home tract of promising indigenous Cattle and Buffalo breeds such as Gir and Kankrej Cattle, Mehsani, Jafrabadi, Surti and Bunni breeds of buffalo.

Since the time of establishment, the Gujarat Livestock Development Board isthrivingtoachieveitsprimeobjectiveofpromotingscientificbreedingofCattleandBuffalo in the remote area of the State.

The Gujarat Livestock Development Board is State Implementing Agency (SIA) for implementation of National Project for Cattle Buffalo Breeding (NPCBB). UnderwhichGLDBhasestablishedefficientbreedingnetworkthroughdoorstepA.I.services, supply of pedigree & disease free bulls and semen breeding services and implementation of embryo transfer technique in various parts of the State.

In resent future GLDB is going to implement new schemes like 1) Establishment of Frozen semen station in Saurashtra region for production of quality semen of local breeds of animals and to meet the increasing demand of high genetic merit, disease free semeninthestate.2)E.T.labinSaurashtraregiontoreapthebenefitsoftechnologicaladvancement in animal breeding. 3) Bull Mother Farms of indigenous breeds in their home tract for continuous improvement and conservation of indigenous breeds. And 4) Breed improvement programe in tribal area to increase productivity of domestic animals reared by tribal household as major source of their livelihood and thereby increasing family income and rural economy of the whole area.

GLDB is also implementing livestock insurance scheme for assured protection of the animals of livestock owner’s against eventual losses.

The Gujarat Livestock Development Board looking forward for development of animal husbandry sector in the state via implementation of various state and centrally sponsored projects.

3. GLDB, Gandhinagar

Gujarat Livestock Development Board was established in the year 2002, with prime objectivetopromotescientificbreedingofCattleandBuffalointheremoteareasoftheState.

Since 2002, GLDB is a State Implementing Agency (SIA) for implementation of National Project for Cattle & Buffalo Breeding (NPCBB). Under which GLDB has established efficientbreedingnetworkthroughdoorstepA.I.services,supplyofpedigree&diseasefree bulls for natural services and implementation of embryo transfer technique in various parts of the State. It also implements Centrally sponsored Live Stock Insurance scheme in 15 districts of the state.

Providing door step A.I. services to the animal owners, being the prime objective, the BoardprovidesrequiredinputsfordevelopmentofinfrastructuralfacilitiesforefficientA.I. services. It also provides assistance in distribution of frozen semen doses, LN2 transport and related ancillary facilities. GLDB extends A.I. services through 599 Gopalmitra centers and 4 Cattle Breeding Farms throughout the State. For strengthening breeding infrastructural facilities in the State, the GLDB is going to implement new scheme sanctioned under state budget like establishing new Frozen Semen Station, E.T. lab in Saurashtra region, Bull Mother Farms and Breed Improvement Programme in Tribal area.

GLDB plays key role in conservation, breeding and improvement of indigenous breeds like Gir & Kankrej Cows at Cattle Breeding farms Bhutvad (Rajkot), Mandavi (Surat), Thara (Banaskantha) and Bhuj (Kachchh). The Board also plays vital role in conservation andmaintenanceofBannibuffalo,recentlyidentifiedasindependentbuffalobreedbyGovernment of India, at Cattle Breeding farm Bhuj (Kachchh).

The State Frozen Semen Production and Training Institute-Patan, being equipped with state of the art world class technology and infrastructure, the semen doses are produced and supplied under stringent quality norms. The Frozen Semen Production Station, Patan has been accredited as “Grade A” institute by Central Monitoring Unit of Government of India. The Frozen Semen Production Station, Patan has achieved

substantial growth in production and sale of high quality frozen semen doses during 2012-13. It has also supplied semen doses to various state and national agencies for breeding programme.

The Training Institutes are instrumental in providing manpower development training under NPCBB. It has also organized various training programmes for employees of Departments of Animal Husbandry, Gujarat and Central Herd Registration Scheme of Government of India.

GLDB is instrumental in implementation of Livestock Insurance scheme for assured protection of economy of livestock owners against eventual losses of their valuable animals.

Lastly, National Dairy Plan–1 which is being executed by NDDB – Anand is also being implemented by GLDB for strengthening of breeding activities and development fodder resources in the state.

4. oUR ACtIVItIes & ACHIeVeMents(I) national Project on Cattle and Buffalo Breeding :Withthesoleobjectiveofprovidingefficientbreedinginfrastructureformaintainingandimproving milk production of dairy animals in India, the National Project on Cattle and Buffalo Breeding was launched by Government of India. As per the project requirement GLDB was established as State Implementing Agency (SIA) in year 2002.

Central government had extended the project activity as NPCBB Phase II (year 2008 to 2013) The Central Government had sanctioned ` 3711.50 lakh for the implementation of phase II activities in the Gujarat. Against total fund sanctioned ` 500 lakh allocated during the years 2012-13.

The major activities covered under Phase II are, establishment of centralized semen production facilities, mobile AI centers, bull production programme, conservation of indigenous breeds in addition to activities of phase I.

(A) strengthening Ln2 transport and Distribution system

Uninterrupted supply of liquid nitrogen is the key to the success of any AI programme. TheBoard has developed an efficient LiquidNitrogen Bulk Storage andTransportsystem. The system, consists of semen banks located at Mahesana, Haripura (Surat), Himmatnagar, Rajkot and LN2 storage facilities at Vadodara, Junaghadh and Bhuj are ensuringuninterrupteddeliveryofinputstoartificialinseminationcentersoftheState.

The liquid nitrogen is sourced from Gujarat Co-operative Milk Marketing Federation Ltd. - Anand. The board is ensuring timely delivery of liquid nitrogen, semen doses and consumablestoallArtificialInseminationCentersoftheStatethroughhiredvehicles.Bulk LN2 storage tanks are established at ICDP-Junagadh, ICDP-Bhuj and central semen storage centre-Pedok, Rajkot.

Total 6.50 lakh liters of Liquid Nitrogen was distributed in the state during the year 2012-13.

(B) Bull Production Programme

The main aim of bull production programme is to improve the availability of indigenous cattle and buffalo bull in the state. 300 buffalo bulls and 200 cow bulls were selected during the year 2012-13 with grant utilization of ` 130.00 lakhs.

(e) Man Power Development

GLDB has two training centers viz: (1) State Frozen Semen Production and Training Institute – Patan (2) Technical Training Center – Morbi, Dist. Rajkot working under National Project for Cattle and Buffalo Breeding project. Both the training centers are having modern facilities to impart training to the participants on all aspects of Animal Husbandry and allied topics. The centers are organizing in house training on different subjects as per the requirement. The skill enhancement of professionals and para-workers in the delivery of animal breeding services in one of the key components of the project. The professionals have to be trained on treatment of infertility, frozen semen Technology, breeding soundness of bulls etc. While for Para-workers/Private A.I workers (Gopalmitra) and Livestock Inspectors the training was primarily intended torefreshtheskillsandupgradeknowledgeofartificialinsemination.Thetrainingforprofessionals aimed at upgrading the technical skill in different disciplines of bovine breeding.

(II) Livestock Insurance schemeThe scheme was launched by central Government with 100% central assistance in year 2005-06. With objective to safe guard animal owners against economic loss due to death of their productive animals. In Gujarat, the scheme was launched in 2006-07, initially covering 6 districts of the state. At present, total 15 Districts are covered under the scheme. They are Banaskantha, Sabarkantha, Mehsana, Ahmedabad, Panchamahal, Kheda, Vadodara, Surat, Navsari, Valsad, Dang, Bhavanagar, Junagadh, Rajkot and Kachchh.

Salient features of the scheme are 50% subsidy on the cost of premium, one time insurance subsidy for maximum 2 milch animals of single owner for one year or three years insurance coverage.Physical & Financial Progress

(III) Cattle/Buffalo Breeding FarmsForconservationandprovidinggoodqualitybreedinganimalsinthestate,fivedifferentfarms for indigenous animals were established in different regions of the state. The objective of the cattle/buffalo breeding farm is to provide good quality breeding bull at token prices to village panchayat and other institutions.

GLDB is providing technical support and taking care of operational activity of the farm. At present there are four cattle breeding farms and one buffalo breeding farm under the Gujarat Livestock Development Board, 1. Cattle Breeding Farm - Thara, Dist. Banaskantha, 2. Cattle Breeding Farm - Bhuj, Dist. Kachchh, 3. Cattle Breeding Farm - Mandvi, Dist. Surat and 4. Cattle Breeding Farm - Bhutwad, Dist. Rajkot, 5. Buffalo Breeding Farm - Bhuj, Dist. Kachchh.

(IV) Frozen semen station PatanPreface:

The State Frozen Semen Production & Training Institute, Patan was inaugurated on 23rd June, 2010 at Patan. The whole project was funded by Government of India under “National Project on cattle & Buffalo Breeding” (NPCBB Phase I).

This is the only semen processing laboratory in India with clean room technology (HVAC),toproduce&supplyFrozenSemenDosesforArtificialInseminationtovariousinstitutes under Department of Animal Husbandry and Dairy Co-operatives of the State. TheinstitutehasbeenclassifiedbyCentralMonitoringUnitofgovernmentofIndiaas“A grade” Institute.Infrastructure Facility :

The institute is possessing about 91.23 hectares of revenue land which is covered by Green wire mash fencing. The institute is facilitated with Administrative Building which

(V) state Assistance for expansion of GLDBState has sanctioned assistance under state plan for expansion of GLDB activities as mentioned below for the Year 2011-2012.

1. An incentive to Gopalmitra : Under the scheme each Gopalmitra gets monthly incentive of 1500. This incentive

is continued for 36 months. Out of 36 months, the sustenance allowance for 4 months is provided by Government of India and rest of sustenance allowance of 32 months is provided by Government of Gujarat. State government has allocated ` 210 lakh for the year 2012 – 13 toward the contribution of sustenance allowance.

2. Liquid nitrogen, semen doses and A.I. instruments supply :

All Gopalmitra centers are provided with LN2, semen doses and consumables for A.I. services throughout the State, provision of ` 215.70 lakh was made for the scheme.

3. Publicity and seminars

Technical seminars were organized throughout the State (Place, Date, Subject, and Organized by). The problems pertaining to animal breeding, management, animal health, production were discussed and relevant literatures were distributed. Theexpertsfromvariousfieldswerealsoinvitedfromoutsidethestate.Themeethelped in generating awareness among various categories of participants which include veterinarians, dairy personnel’s, farmers etc. A provision of ` 5.00 lakh was made during year.

4. establishment of Banni farm

To preserve high valued breed - Banni buffalo farm was established under state assistance during 2008-09. For maintenance of Banni farm, provision of ` 1.00 lakh was made for year 2012-13.

5. Maintenance of frozen semen station

For maintenance of State Frozen Semen Production and Training Institute Patan, provision of rupees 6.80 lakh was made.

3. Embryo Transfer Programme in the State for Gir & Kankrej Cow. (Amreli)

To get maximum number of high pedigreed animals from high yielding cow/buffalo mothers.

To reduce birth of low pedigreed calves by conventional breeding practices adapted by farmers.

To conserve indigenous germplasm in form of embryo.

1. Breed Improvement Project In Tribal Belt

Financial Provision: ` 106.31 Crore (` 74.42 Crore Sanctioned by State Govt. and ` 31.89 Crore Sanctioned by Central Government under OTACA).

The main objectives the projects are :

To increase breedable livestock coverage from 30 % to 60 % under AI.

To establish infrastructure for breeding services.

To enhance the productivity at least @1.50 % per year in Cattle and 1.0 % in buffaloes.

To allocate better resources for livestock rearing.
