MINUTES OF 9TH MEETING OF WESTERN REGIONAL POWER COMMITTEE HELD ON 16TH JANUARY 2009 AT LONAVALA

The TCC and 9th WRPC meetings were held on 15th & 16th January 2009

respectively at Lonavala. The lists of the participants are at Annexure-I (A) & I (B)

respectively.

Shri Ashok Sethi, Vice President (LA-Mumbai), Tata Power Company Ltd, welcomed

the Hon’ble Energy Minister, Maharashtra and members & participants to the 9th

meeting of Western Regional Power Committee on behalf of Tata Group of

Companies. He expressed his gratitude to Shri Sunil Tatkare, Hon'ble Energy

Minister, Govt. of Maharashtra for sparing his valuable time to inaugurate the

meeting. He also expressed his thanks to WRPC for giving them an opportunity to

host the meeting.

Dr. Ajay Bhushan Pandey, Chairman, WRPC and Managing Director, MSEDCL

welcomed Shri Sunil Tatkare, Hon'ble Energy Minister, Govt. of Maharashtra and

members and participants. He briefly introduced the constitution and functioning of

WRPC and presented a brief review of performance of Western Regional grid during

the period from September to December 2008. He said that by and large, operation

of the grid during this period was satisfactory, specially during the months of

November and December 2008 when the frequency remained within IEGC range for

more than 99% of the time. He also highlighted the new generating capacity added

during the period, comprising 500 MW Unit-V at Sipat, 250 MW Unit-I at NSPCL,

Bhilai and 370 MW Block-I at Sugen. He also intimated that the inter-regional link

between Eastern and Western Regions has been strengthened with the

commissioning of 400 kV Ranchi-Sipat D/C line. He highlighted the need for

strengthening of transmission system for evacuation of power from new generating

stations coming up in Western and Eastern regions. He stated that the Standing

Committee on Power System Planning in Western Region has finalized ambitious

transmission plan for strengthening of western region which inter-alia includes

1200 kV lines from Raipur to Wardha and Wardha to Aurangabad. He hoped that

the transmission system finalized by the Standing Committee would be approved

and implemented expeditiously. Anticipating the growth in demand in the coming

months, he called upon all the constituents to maintain grid discipline so as to ensure

that system frequency does not go below 49 Hz. He further intimated that with the

unbundling of erstwhile Chhattisgarh State Electricity Board into separate

Transmission, Generation, Distribution and Trading Companies, the reform process

has been successfully completed in all the states of the Western Region. He

expressed his thanks to Hon'ble Minister for sparing his valuable time for

inaugurating the meeting.

Shri Sunil Tatkare, Hon'ble Energy Minister, Govt. of Maharashtra, inaugurating the

WRPC meeting expressed his pleasure to be among the leaders of the power

industry in western region. He said that western region is the largest among all the

power regions in the country and called upon all the participants to strive hard for

making available electricity at affordable price to each and every citizen of the

region. He said that though the region is facing shortage of around 8000 to

10000 MW, efforts are being made to mitigate the power shortage by commissioning

of more than 20000 MW capacity in the region during XI th Plan period. He wished

the Committee for fruitful and cordial discussions.

ITEM No.1: CONFIRMATION OF THE MINUTES OF THE 8th MEETING OF

WRP COMMITTEE 1.1 Member Secretary, WRPC stated that the minutes of 8th meeting of WRP

Committee held on 12th September 2008 at Jabalpur were sent to the Members vide

letter No. A.S./Min./WRPC/2008-9638 dated 26th September 2008.

He stated that comments have been received from GM, WRLDC vide letter dated

24.10.2008 on Item No. 14.6 “Long Term Service Agreement for ULDC Project”.

WRLDC have requested to add the following paragraph before the last para of Item

No.14.6

“ The Committee also suggested that WRLDC in consultation with

ULDC/SCADA Committee may explore alternative options with other

venders in place of LTSA arrangements with M/s GE. General Manager,

WRLDC stated that since the software supplied by M/s GE is proprietary in

nature besides the fact that involving third party vendors may lead to legal

complications, it would also involve risks as third party vendors may not able

to effectively maintain the system supplied by M/s GE. In view of the above,

he suggested that maintenance arrangements with M/s GE who is the OEM

would be prudent and ULDC/SCADA O&M Committee may negotiate the

cost with M/s GE and alternative options with third vendors may not be

practicable and need not be pursued.”

1.2 In the above context, Member Secretary, WRPC stated that the above matter

i.e. Long Term Service Agreement for ULDC Project is again slated for discussion as

an Agenda item for this 9th WRP Committee meeting and as such WRLDC can

express their views during the discussions.

The matter was discussed and the WRP Committee confirmed the minutes of 8th WRPC meeting without any modifications. ITEM No. 2: LTSA ARRANGEMENT FOR SCADA/EMS UNDER WR ULDC

SCHEME

2.1 Member Secretary, WRPC stated that in the 8th meeting of WRPC held on

12th September 2008, WRLDC had intimated that ULDC project was under extended

AMC period upto 31.05.2009 and stressed the need for going in for a

comprehensive Long term Service agreement (LTSA). In this connection, it was

informed to the Committee that M/s GE had submitted their offer to take up AMC

which broadly covered the scope of SCADA/EMS/DTS software as well as hardware

at ten control centers commissioned under the ULDC project. The WRP Committee

discussed the matter and opined that ULDC/SCADA O&M committee may discuss

and negotiate the cost with M/s GE and also examine the alternative options and the

outcome of the above meeting should be placed before WRP Committee for

consideration and approval. In this context, meeting of the Negotiation Committee

comprising nominated members from the constituents was held on 16th & 17th

October 2008 at WRLDC, Mumbai to negotiate the price with M/s GE and to explore

alternative arrangement. The Outcome of the Negotiation Committee was discussed

in the 51st Commercial Committee meeting held on 15th Dec. 2008 wherein the

members opined as under:

(i) The Committee opined that there may be legal and contractual issues in

considering any 3rd party alternative like M/s OSI and proceeding further

on single quotation basis might not be appropriate.

(ii) Commercial Committee accordingly advised WRLDC to take up with M/s

GE for arriving at a reasonable LTSA cost. In view of the strategic cost

earlier quoted by M/s GE it was felt that the reasonable annual support

cost could be arrived at by applying 7.5 to 10 % on the price quoted by L2

party. The price for support, however need to be renegotiated to come

down to reasonable levels.

(iii) In regard to distribution of cost of LTSA among the constituents, the

Committee recommended that the cost of LTSA be distributed based on

cost of equipment (hardware & software) constituent wise.

2.2 In the TCC meeting held on 15th Jan 2009, GM, WRLDC appraised the TCC

members about the present status of finalization of LTSA arrangements for the

SCADA/EMS under WR ULDC scheme. He informed that the present AMC support

under “defects only” scope was available upto 31st May 2009 and a more elaborate

and comprehensive support in the form of LTSA was under consideration. He

pointed out that the original cost quoted by GE (the OEM) was of the order of

Rs. 45.7 Crores while the similar support for SR system was given by GE at a cost of

at around Rs. 49 Crores. The ULDC O&M Committee had carried initial negotiations

with GE and brought down the LTSA costs to Rs. 42.12 Crores. He however,

mentioned that the original cost of Hardware/Software under LTSA was only Rs. 22

Crores in WR as against Rs. 120 Crores of SR. Thus the support costs were 7.9%

per annum in case of SR while it was a working out to be 38.29% in WR. The matter

was discussed in detail in the Commercial Committee meeting of WRPC and it was

suggested that since GE’s initial offer at the time of award was strategic in nature as

claimed by GE, a reasonable LTSA costs could be arrived at by using similar offer by

L2 party at the time of ULDC bids.

GM, WRLDC also informed the Committee members regarding the efforts made in

the direction of finding an alternative to GE for the support requirements. In the

limited time available, offer only from M/s. OSI, USA could be evaluated. The demo

of various features of OSI system was already witnessed by the ULDC O&M

Committee members and a pilot system with multiple RTUs data was set up at

WRLDC. He requested all concerned to visit WRLDC and evaluate the state of the

art features of the OSI system. GM, WRLDC pointed out that the present offer from

a single party- OSI which comprised the maintenance of GE systems and

simultaneous commissioning of OSI system by phasing out the GE systems as a

part of maintenance strategy, however, might lead to legal and contractual issues

and hence could not be recommended.

GM, WRLDC further stated that a Negotiation Committee being nominated by PGCIL

would negotiate with GE and WRLDC would revert back on the same and inform all

the WR constituents. Alternatively, WRLDC would parallely freeze the technical

specifications based on functional requirements for SCADA/EMS and adopt a

competitive route of tendering preferably LTE for availing LTSA services that would

include replacement as a part of maintenance.

TCC discussed the matter and recommended the following :

(i) Negotiation Committee being nominated by PGCIL may negotiate the

cost with M/s GE to a reasonable acceptable level.

(ii) Alternatively, PGCIL may go for inviting quotation etc. on limited bidding

and formulate the specification. However, while formulating the

specification by WRLDC/PGCIL, views of SLDCs may also be taken

care of.

2.4 While agreeing to the recommendation of the TCC, the WRP Committee felt that it would be preferable to include five years support as a part of procurement, considering the present scenario. GM, WRLDC assured the WRP Committee that the terms would appropriately include such clause in the specifications. After discussions, it was felt that latest features like integration of PMUs, better GUI could be specified and the replacement system should be

evergreen with the vendor providing the latest updates. It was also agreed that WR constituents would be associated while finalizing the technical specifications.

(Action: WRLDC/PGCIL) ITEM NO. 3: ALLOTMENT OF TRANSMISSION CAPACITY TO IPPs AGAINST

THEIR APPLICATION FOR AVAILING LTOA 3.1 Member Secretary, WRPC stated that in the context of Long Term Open

Access meeting held at Aurangabad in Dec.’08, CSEB vide letter No.

CSEB/MIC/WRPC/ 3254 dated 16th Dec. 2008 have raised certain issues concerning

processing of applications in respect of Long Term Open Access (LTOA) viz. (i)

there seems to be no set criteria and qualification for selection of IPPs from the lot

for granting LTOA from the margin available with existing transmission capacity of

the transmission network in service, (ii) existing margin in the transmission capacity

is to accommodate the increased power flow of the existing beneficiaries and is

utilized by them for meeting the seasonal peak demands and (iii) the IPPs who are

allotted LTOA in the existing transmission capacity would have to pay much less

than IPPs who would avail LTOA in new transmission system. CSEB have therefore

desired that the issue needs to be deliberated by WRPC.

3.2 The matter was deliberated in the TCC meeting held on 15th January 2009,

wherein it was stressed by the members that the interest of existing beneficiaries,

who have so far borne the charges for regional network, must be protected. It was

pointed out that there might be a case when LTOA has been granted to an IPP, who

is not ready for utilization of network; and in the mean time one of the existing

beneficiaries might have tied up power procurement through bidding process. In

such a case, LTOA to existing beneficiary should not be denied and their

requirement must be met. It was also pointed out that the LTOA meeting is generally

held on the same day as the meeting of the Standing Committee on Power System

Planning. This results in inadequate time for any meaningful discussion. Also, the

last meeting was held after a long gap and members opined that the LTOA meetings

should be held more frequently. PGCIL representative stated that they are

processing and granting LTOA in accordance with CERC guidelines. TCC

deliberated the matter and recommended as under:

(i) CTU should circulate a paper to the constituents of WR on the criteria,

procedure etc. being followed by them in processing of application for

granting of Long Term Open Access.

(ii) A meeting should be convened by PGCIL by first week of Feb. 2009 to

discuss the above issues on LTOA.

(iii) It was suggested that LTOA meeting may be separately held well

before Standing Committee meeting on Power system Planning of WR.

3.3 Member (PS), CEA stated that it was not correct to say that there are no set

criteria for processing of applications for Long-term open access. He said that issue

of granting of non-discriminatory open access to the transmission system is covered

under the provision of Electricity Act, 2003. CERC regulations are in place and

based on that CTU have formulated guidelines/procedure and it is always on first

come first serve basis. He stated that numbers of LTOA applications have been

cleared during past two years and the issues, if any, have been addressed at that

point of time. He suggested that in case any of the constituents has any point/views

to be raised, the best forum is to go to CERC wherein all parties can present their

viewpoints including CTU and accordingly issue can be addressed by CERC.

ED (Engg.), PGCIL concurred with the views of Member (PS), CEA and stated that

CTU is having regular meetings with all IPPs who have applied for LTOA and their

priorities are set based on the status of land acquisition, coal/water linkages etc. All

these applications are discussed with constituents region wise, as it is global matter.

He added that CTU was strictly following the procedure as per CERC norms.

CSEB representative stated that they are not clear about how the available

transmission margin is calculated while granting open access to the existing

transmission system, which was originally planned for the beneficiaries of the region

under n-1 contingency. In case there is a margin available then it should be clearly

brought out under n-1 condition and the procedure for its allotment be clearly brought

out. He informed that some of the up-coming IPPs in Chhattisgarh have approached

them and raised the issue of non-consideration of their application for LTOA by CTU

even when they have got land etc. In view of this, CSEB had raised the issue and

requested a discussion so as to have set criteria in place.

CMD, MPPTCL stated there has been precedence in the past for non-granting of

LTOA to them by CTU even when transmission margin was available on inter-

regional corridor and finally they had to file a petition in CERC for granting the same.

He opined that there is no harm if CTU comes out with the base paper in respect of

processing of applications of LTOA, which could be deliberated in the meeting as

suggested by the TCC so that clear-cut guidelines are available and apprehensions,

if any, can be addressed to.

MD, Chhattisgarh State Power Transmission Co. Ltd., stated that the original

beneficiaries of inter-regional link are the long-term customers and therefore there

should be no question of allotting the same corridor to the new entrant. It should be

allotted only in case of emergency for a short duration, as these are depreciated

assets for which the original beneficiaries have been paying the tariff for years

together. As such for allotment of inter-regional transmission corridor to the new

entrant, there should be a policy and clear-cut guidelines.

Member (PS), CEA stated that the IPPs who seek open access have to meet basic

requirement such as acquisition of land, coal/water allocation, environmental

clearance etc. But the financial closure is not possible unless connectivity to the grid

is assured. Further, when the IPPs don’t have the identified beneficiaries, they only

identify the region(s) for sale of power where there are likely shortages. CERC in

their discussion paper have suggested that the region could be considered as a

target unit for consideration of LTOA. In view of this it is very difficult to plan

transmission system keeping flexibility to cater its requirement though highways for

power transmission can be identified. In addition to transmission planning, the

implementation plan is also very important which has to match with commissioning of

various generating units. He added that though initially open access is given to the

IPPs to get connectivity to the grid; ultimately, it would be transferred to the ultimate

beneficiaries. He stressed it will be appropriate to file a petition in CERC either by

the concerned State or PGCIL with background paper to address the issues by

CERC.

Director (O), MSETCL stated that Standing Committee on power system planning

has nothing to do with granting of LTOA. In the TCC meeting it was agreed that

based on the paper to be circulated by PGCIL/CTU, the constituents will have a look

at it, try to get themselves clarified and as suggested a meeting may be schedule

during first week of Feb.’ 2009 to discuss the matter.

Chairman, WRPC/MSEDCL opined that there appears a need for some more

discussion on the various issues raised during the discussion. He stated that the

very purpose of RPC is to resolve the intra regional dispute as much as possible so

that every case should not go to CERC.

After detailed deliberations, the WRP Committee decided that PGCIL would circulate a base paper on procedure for granting of LTOA to all the beneficiaries within a week. All constitutes will give their comments to PGCIL within a month and thereafter PGCIL will arrange a meeting to discuss the same and formulate the guidelines. PGCIL agreed to the same.

(Action: PGCIL) ITEM No.4: ISSUES RELATED TO STANDING COMMITTEE ON POWER

SYSTEM PLANNING IN WR 4.1 TRANSMISSION SYSTEM ASSOCIATED WITH THE TILAIYA ULTRA MEGA

POWER PROJECT (4000 MW), IN JHARKHAND, NABINAGAR (1000MW) OF RAILWAYS AND NTPC, BARH-II (1320 MW), RIHAND-III (1000MW), VINDHYACHAL-IV (1000MW) AND MAUDA (1000MW) OF NTPC, AND IPPS IN JHARKHAND, ORISSA, MP, CHATTISGARH, AND MAHARASHTRA

4.1.1 Member Secretary, WRPC stated that in the 28th meeting of the Standing

Committee on Power System Planning in WR was held at Aurangabad on

6th December 2008. In the meeting transmission system associated with Tilaiya

Ultra Mega Power Project (4000 MW) in Jharkhand, Nabinagar (1000 MW) of

Railways and NTPC, Barh-II (1320 MW), Rihand-III (1000 MW), Vindhyachal-IV

(1000 MW) and Mauda (1000 MW) of NTPC, and IPPs in Jharkhand, Orissa, MP,

Chhattisgarh, and Maharashtra were discussed and identified. The transmission

scheme were identified in four groups, viz. (i) generation specific, (ii) system

strengthening common for WR and NR, (iii) system strengthening for WR and

(iv) pooling stations for IPPs in Orissa. Also, proposal for sharing of transmission

charges had been discussed and recommended in the above Standing Committee

Meeting.

The details of the proposal sent by CEA identifying the transmission scheme etc.

based on deliberations in the 28th meeting of Standing Committee of power system

planning in WR is enclosed at Annexure-4.

4.1.2 Member (PS), CEA stated that in Tilaiya UMPP (4000 MW) there is a

allocation to Western Region and like Sasan and Mundra UMPPs, the transmission

system have been identified in two categories viz. (i) directly emanating from

switchyard of generating station and connecting to the regional grid point which will

be shared by the beneficiaries of the project and (ii) the balance network for delivery

of the share is pooled into the regional transmission system. In case of Nabinagar

(1000 MW), which is a joint venture project of Railways and NTPC, the transmission

system from the project switchyard up to CTU network in the ER is the responsibility

of JV. Beyond that they will use the existing transmission system through open

access to meet the load of Railways in Eastern & Western part of the Grid. So far as,

Barh-II project is concerned Western Region may get some allocation from this

project as was done in case of Barh-I.

Rihand-III project in Northern Region is purely for beneficiaries of NRs, hereas

Vindhyachal-IV and Mauda projects of NTPC in Western Region are for the

beneficiaries of WR. However, as location of Rihand-III and Vindhyachal –IV power

projects are in close proximity and considering the large number of power projects in

the area, there are constraints in considering a separate transmission system for the

above projects. Therefore a common transmission corridor has been considered for

Rihand-III and Vindhyachal-IV projects. This transmission system will also be used

by some of the IPPs so as to optimize transmission system. All these projects have

been pooled in such a way that the common transmission systems have been

planned for the above projects including one or two IPPs on the way. The

transmission charges will be proportionately shared between the Northern and

Western Region.

In case of IPPs in Jharkhand and Orissa, the regional pool point where the

generators shall get connected has been identified. These IPPs are anticipating the

sale of power in Northern and Western part of country. The 3 pooling points in Orissa

are at Dhenkenal, Angul and Jharsuguda. Beyond Jharsuguda, a transmission

network is proposed by creating pooling point at Dharamjaigarh on Ranchi – Sipat

line and beyond Dharamjaigarh, there will be transmission system going through

Madhya Pradesh and Northern Part of the country.

Further, for the projects which are coming up in Chhattisgarh, two or three pooling

points have to be created in Chhattisgarh.

Member (PS), CEA further stated that the whole configuration of transmission

network had been discussed in the 28th Standing Committee Meeting of the power

system planning of WR held on 6th December 2008 at Aurangabad in detail. He

added that considering the CERC practice, all the system strengthening scheme that

have been envisaged could be pooled and shared by the respective region in

proportionate to the capacity allocation from various projects. Also within the region,

the common transmission element, which is going to come, will be distributed among

the beneficiaries as per the capacity, which is allocated in the region to the various

States. He further stated that the present estimated cost is tentative.

Member (PS), CEA requested the Members of WRP Committee to give their in

principle approval for the transmission schemes as detailed in Annexure-4 and

based on the development of generating projects, the identification of the time frame

for various lines will be decided in consultation with the beneficiaries through

Standing Committee Meeting. Based on above, the implementation plan will be

prepared and the concurrence of the beneficiaries will be taken before its

implementation.

4.1.3 Representative of Chhattisgarh stated that the above extensive agenda was

put up in the Standing Committee Meeting held at Aurangabad and the time for

discussing the same was very short. It was very difficult for them to understand the

cost implications and its sharing. He stated that Chhattisgarh wanted some more

time to examine the proposal for developing such a huge transmission system plan

before taking the final decision in this regard.

CMD, MPPTCL stated that for the transmission schemes associated with Tilaiya

UMPP in Jharkhand, Nabinagar, JV project of Railways & NTPC etc. and IPPs in

Jharkhand, Orissa Madhya Pradesh, Chhattisgarh & Maharashtra that have been

proposed in the 28th Standing Committee Meeting of power system planning in WR

held at Aurangabad in December 2008, they could not go to their DISCOM and get

their approval as the time was very short and they could not get the minutes of the

meeting. He stated that clearance of the DISCOM is essential before confirming the

proposed schemes.

Director (O.), MSETCL stated that the transmission system associated with the

above projects was discussed in detail and technically scrutinized in the Standing

Committee Meeting and all the Members had agreed for transmission elements

keeping aside the cost portion, which was not clear. In regard to the query raised by

Director (O.), MSETCL regarding approval of the proposed transmission scheme by

the Northern Region, Member (PS), CEA informed that the proposed scheme was

discussed in NR and they have given their clearance for the same.

MD, GETCO stated that the transmission system which has been envisaged was

discussed in detail and clarified in the Standing Committee Meeting and by and large

they agree with the proposed transmission scheme. However, if any member wants

more discussion and time, there is nothing wrong in doing so.

Member (PS), CEA stated that after discussion in the Standing Committee Meeting,

CEA have brought out the issue for endorsement in WRPC. He requested the

Committee Members that in case, there is no serious objection, the proposed

transmission schemes may be endorsed by the WRP Committee. He further added

that the minutes of the Standing Committee are available on the website of CEA and

the comments, if any, should be sent to CEA within a week or ten days. Member

(PS), CEA proposed that a meeting may be called after receipt of comments from

should not come back to the WRP Committee for endorsement.

The matter was deliberated in detail and the following was decided: (i) The constituents will furnish their comments on the minutes of

28th Standing Committee Meeting on power system planning in WR to CEA at the earliest.

(ii) The constituents if so desire may seek any clarification from CEA and communicate their views to them.

(iii) CEA will convey a meeting to discuss and finalize the transmission scheme and in case, the clearance is given, by the constituents of WR to the same, the matter will not again put up to WRPC for its approval.

(Action: Constituents/CEA) 4.2 PROVISION OF SECOND 400 KV FEED TO UNION TERRITORY OF DADRA

AND NAGAR HAVELI (DNH)

4.2.1 Member Secretary, WRPC stated that in the 28th meeting of the standing

committee on Power System Planning in WR, held at Aurangabad on 6th December

2008, it was intimated that the present peak demand of DNH is of the order of

400 MW which is projected to grow to 778 MW by end of 11th Plan. Their present

demand is met through 220 kV Vapi-Kharapada line and the 220 kV Vapi-Khadoli is

under implementation by PGCIL. Considering the future projected load demand,

need for another 400 kV feed along with associated transmission line to UT of DNH

under regional strengthening scheme was considered and the following proposal

was agreed:

• 400/220 kV 2x315 MVA substation at a suitable location in DNH by LILO

of Navsari-Mumbai New Location 400 kV D/C line along with underlying network.

WRP Committee gave their concurrence to the above proposal.

4.2.2 Administrator, UTs of DD & DNH stated that during the last Standing

Committee Meeting on Power System Planning of WR, on behalf of UTs they had

requested for establishment of 400 kV Sub Station for Daman & Diu as well. He

requested to consider 2nd 400 kV feed for UT of DD also. In this context

Member (PS) stated that this issue had come up during the last Standing Committee

Meeting and PGCIL were requested to carry out the survey and identify a suitable

location as getting a land and right of way is a serious problem in DD. He added that

thereafter the proposal will be discussed in the next Standing Committee Meeting of

WR. The Administrator, UTs of DD & DNH stated that they will provide full help and

also ensured that land will be provided and the problems, if any, will be addressed.

Chairman, WRPC suggested that in principle approval for establishment of 400 kV Sub Station at Daman could be considered. The matter was discussed and the WRP Committee gave in principle approval to the same. 4.3 ADDRESSING HIGH SHORT CIRCUIT LEVEL AT RAIPUR 400 kV

SUBSTATION OF PGCIL

Member Secretary, WRPC stated that in the 28th meeting of the Standing Committee

on Power System Planning in WR, PGCIL had intimated that with growing number of

interconnections, the short circuit level at Raipur would exceed the permissible limit

of 40 kA. Studies had been carried out by them and based on studies, the following

was proposed:

(a) To split 400 kV Raipur bus into two (2) sections between line bays of

Chandrapur 1 & Chandrapur 2.

(b) To by-pass 400 kV Korba/Bhatapara – Raipur – Bhilai at Raipur and

restore the line as 400 kV Korba/Bhatapa-Bhilai S/c.

(c) Shifting of Chandrapur 2 and Chandrapur 3 line bays from section

Raipur-B to Raipur-A.

The above proposal was discussed during the 28th meeting of SCM on Power

System Planning in WR and agreed as a regional scheme. The total estimated cost

of the reconfiguration as intimated by PGCIL is of the order of Rs 5 to 10 crores.

The matter was discussed and WRP Committee gave their concurrence to above proposal of PGCIL. Further, as requested by GETCO, PGCIL agreed to put data in respect of short circuit level at each place on their website at the interval of every 6th month. 4.4 TRANSMISSION SYSTEM FOR EXPORT OF POWER FROM DIFFERENT

GENERATION PROJECTS IN SIKKIM TO NR/WR Member Secretary, WRPC stated that in the 28th meeting of the standing committee

on Power System Planning in WR, it was intimated that a large number of generation

project developers are setting up generation projects in Sikkim. Based on the list of

generation projects and their latest status, as informed by different generation

developers, comprehensive transmission system had been evolved and phasing of

transmission system matching with the generation schedule has been finalized for :

(a) Transmission System for development of pooling stations in Sikkim and

transfer of power to a new pooling station on NER-NR/WR and

(b) Transmission System for development of pooling stations on NER-NR/WR

HVDC inter-connecter.

The details are given in Item 4 of Annexure-4.

The WRP Committee noted the same.

4.5 TRANSMISSION SYSTEM FOR EVACUATION OF POWER FROM KRISHNAPATTNAM UMPP (4000 MW) AND REQUIREMENTS FOR ADDITIONAL TRANSMISSION CAPACITY BETWEEN SR-WR

Member Secretary, WRPC stated that during the 8th meeting of WRPC held on 12th

Sept, 2008 concurrence of WRPC was accorded for the proposed transmission

system as well as proposed sharing of transmission charges for Scheme-B,

Scheme-C and Scheme-D of the proposal. Regarding Scheme-A consisting of

Narendra-Kolhapur 400 kV D/C line and 1000 MW HVDC back to back at Kolhapur

of which 500 MW was through shifting of equipment from Sasaram, WR constituents

agreed to share only 25% transmission charges and suggested that balance 25%

charges may be asked from NR constituents as NR would be importing power on

this link.

In the 28th meeting of the Standing Committee on Power System Planning in WR, it

was intimated by CEA that this was taken up with NR constituents who have agreed

to share 25% only for the purpose of facilitating initiation of the project and the matter

is now being taken up at the NRPC level. A large number of IPPs in SR are seeking

open access for inter-regional transfer of power to WR and NR. Once the charges

are tied up through these Southern Region IPPs, the NR constituents would be

relieved of this 25% charges.

The WRP Committee noted the same. ITEM No.5: PERFORMANCE OF WR GRID DURING SEP’08 TO NOV’08 5.1 System Performance Member Secretary, WRPC stated that during the period from September ‘08 to

December’ 08, the grid operated in the frequency range 49.0 Hz and 50.5 Hz for

93.43 % of time. The percentage time, when the frequency was within this range

varied between 84.65% to 99.28% during the period. Frequency continued to be low

during Sept’ 08 and first half of Oct' 08 after which it showed improving trend.

Percentage time when frequency was below 49.0 Hz was 15.35%, 8.94%, 1.15%

and 0.64% during Sep’ 08, Oct’ 08, Nov’ 08 and Dec’ 08 respectively. The months of

November and December were comparatively better with frequency remaining within

IEGC range for 98.81 % and 99.28% of time respectively. Frequency touched 48.8

Hz only on 2 occasions in Nov’ 08 and on 9 occasions in Dec’08. The comfortable

system performance during Nov’ 08 and Dec`08 was due to non picking up of

demand due to delayed winter in NR and resultant support from NR. During

November 08, WR could import 307 MUs from NR against the scheduled export of

42 MUs; and during December 08 we could import 417 MUs against scheduled

export of 110 MUs. Net import of region from all other regions was 464 MUs &

337 MUs during November & December respectively against schedule of

262 MUs (Import) & 78 MUs (Export) respectively.

During the period, the unrestricted demand varied from 36018 MW in September to

38698 MW in Nov’ 08 and peak shortage varied between 19.20% and 21.00 %.

The maximum demand met during Sep’ 08 to Dec ‘08 was 31061 MW which was

registered during Nov’08. Capacity shortage was in the range of 7300 to 7800 MW.

The details of frequency profile and registered demand / unrestricted demand,

energy availability & energy requirement during the above period are enclosed at

Annexure -5.1 (A) & 5.1 (B) respectively.

Member secretary, WRPC further informed the Committee that Hon’ble CERC had

issued directions vide order dated 16th Oct. 2008 for considering imposition of

penalty of Rs. One lakh for each block of over drawl when average frequency is less

than 49.0 Hz under section 29 of Electricity Act 2003. Further, RLDCs have been

directed to report the block-wise violation by each utilities at grid frequency less than

49.0 Hz. Accordingly WRLDC started sending these details based on the issue of UI

accounts by WRPC on weekly basis. In this context GM ,WRLDC informed that as

the frequency remained most of the time above 49.00 Hz, no regulatory action has

been initiated against any constituents since date of issue of CERC order.

MS, WRPC further informed that In pursuance of decision taken in the last WRP

Committee meeting, Chairman, WRPC has taken up the matter with

Secretary (Power), Government of India regarding making available the information

related to under frequency load shedding and load regulatory actions taken by the

various RLDCs on their websites.

GM, WRLDC said that they are making necessary arrangement in compliance of the

above requirement and very soon the required information would be made available

on their web site. Chairman WRPC said that NRLDC also should be pursued to

make information available on their web site regarding NR system

5.2 Voltage Profile

The WRP committee noted the month-wise details of voltages at important 400 kV &

765 kV sub-stations during the month of Sep’ 08 to Dec’ 08 as given at

Annexure -5.2. Member Secretary, WRPC indicated that during the period low

voltages were observed at 400 kV Jetpur which varied from 366 to 375 kV, and at

Indore S/S which touched to 375 kV during Nov` 08.

High voltages were recorded at 400 kV Dhule throughout the period, High voltages

at Karad and Bina were in the order of 423 to 430 kV. In order to control incidences

of high voltages during low load periods, installation of reactors at following locations

has been planned by various utilities:-

Constituents were requested to ensure timely commissioning of these reactors as

this would help in smoothening of high voltage profile in Western regional grid.

MPPTCL informed that they have already installed 50 MVAR reactor at their Indore

S/s and there was no space available for adding any additional reactor. As such, in

case additional reactor is required to be installed, it will have to be installed in

PGCIL’s Indore S/s.

GM, WRLDC informed that to arrest high voltages, WRLDC is resorting to opening of

8 to 10 400 kV lines and also SSP units are run in Synchronous Condenser mode

providing 80 MVAR per machine in emergencies. He further informed that many

lines are tripping due to foggy conditions in Northern region and may cause wide

spread disturbance in combined NEW grid. CE ( GM ) informed that NR had resorted

to replacement of porcelain insulators with modern version anti- fog insulators . Also

Auto reclosures are put in service and thus instances of tripping of lines on foggy

conditions are minimized

It was observed that instances of High voltages are observed at Nagda S/S and

installation of Reactor at Nagda is also necessary. It was felt that the proposal of

installation of reactors at Nagda and Raigarh as agreed in 8th WRPC meeting for

which CTU had agreed to carry out study would greatly benefit in alleviating the high

voltage situation the area around Indore

5.3 Under Frequency Load Shedding Scheme

Member Secretary, WRPC stated that The Western Regional Power Committee had

in its 8th meeting held at Jabalpur on 12th September 2008, discussed the low

frequency operation of the grid and performance of UFLS scheme. It was observed

that the UFR’s are not giving desired load relief and the Committee deliberated upon

the actions to be taken to ensure satisfactory operation of already implemented

AUFLS scheme. During the discussions it was observed that some of the

constituents were observing grid discipline and maintaining their drawals to the

scheduled values by imposing additional load shedding during under frequency grid

operations and still they had to face additional load shedding through operation of

UFR’s.

It was suggested that it would be desirable to link the UFR load shedding with

over/under drawal by the concerned utility. In view of this it was felt that a technical

discussion was required on the methodology of implementation of such a scheme

and devise equitable and logical linkages of such scheme with over/under drawal by

the concerned utility.

Member Secretary informed Committee that In pursuant of above, a meeting of

group of engineers drawn from constituents to review Under Frequency Load

Shedding (UFLS) Scheme was held on 10th December 2008 at WRPC Mumbai.

The members of the Committee after deliberations at length on the issue of linkage

of the load shedding with the over/under drawal against their schedules by the

utilities, felt that,

(i) The linkages of AUFLS scheme to the over/under drawal, would

require UFR’s having on line blocking facility through controllers of the

system operation, which would require high end tele-control technology

and also the existing relays may not have remote blocking/de-blocking

facility.

(ii) It is very difficult to anticipate in advance the over/under drawals by the

Utilities and decide upon the quantum of load shedding to be done by a

utility at any point of real time system operation. The over/under drawal

pattern keep on changing over the day and month and is very difficult

to predict it accurately.

(iii) By blocking the UFR’s, the quantum of load relief to be obtained would

get reduced during the eventuality of distressed operation of the

system, and thus reduction in the level of security of the system

operation. Members felt that system security cannot be compromised

with the linkages of over/under drawal with the load shedding, since

load shedding is a defense mechanism for the system from collapsing

in the event of major generation drop in the grid.

MS WRPC informed that during TCC Meeting on 15th Jan 2009 the issue was discussed and TCC was of the opinion that operation of UFR need not be linked with drawls by the constituents. WRPC members agreed to the above. 5.4 df/dt UFLS scheme in WR

Member Secretary stated that the Western Regional Power Committee, in its 7th

meeting held on 3rd May 2008, had approved the revised settings of df/dt load

shedding relays. These settings have been implemented by all the constituents of

WR. However, some of the constituents have intimated that the df/dt relays are

operating frequently, leading to frequent unwarranted tripping of feeders. This issue

was deliberated in the Meeting on review of Under Frequency Load Shedding

(UFLS) Scheme, which was held on 10th December 2008 at WRPC Mumbai and

following observations were made:

(i) The frequency setting of the frequency trend (df/dt) relays of 49.9/0.1

Hz/(Hz/sec) is too sensitive and the condition of system frequency of

49.9Hz remains satisfied most of the time during normal course of the

grid operation.

(ii) The existing df/dt relays are having a sampling rate ranging from 3 to 6

cycles and different sampling methods viz. average of rate of change of

frequency during the sampling cycle and voting amongst the rate of

change of frequency in a cycle, of the sampling cycle, to decide upon the

actuation of the frequency trend relay. The relays having sampling rates

of 3 cycles are also in service in some areas. These sampling rates

being too sensitive, the relays are operating very often during a stable

operation of the system below 49.9Hz, thereby increasing the number of

interruptions on the feeders. A sampling rate of 5 to 6 cycles should be

adopted wherever possible, so that the operation of the relays would be

stable and reliable.

(iii) The operation of the df/dt relays are not reliable at the settings of 0.1

Hz/sec, hence the Stage-I settings of 49.9Hz/0.1 Hz/Sec, needs to be

reviewed. It is felt that 0.1Hz/sec may be raised to 0.2Hz/sec.

MS, WRPC informed committee that this issue was discussed in TCC and after

deliberations, it was agreed that the constituents would analyze the mal-operations

of df/dt relays in their systems and present the facts & figures to WRPC/WRLDC.

Further WRLDC were requested to review these operations and relay settings in

coordination with other RLDC and suggest for any revision of settings which will

minimize these mal-operation

under the provision of Section 2, Subsection 55 of the Electricity Act 2003 vide its

resolution F.No.23/1/2004-R&R dated 25.05.2005 and subsequent amendment

dated 29.11.2005 published in the Gazette of India established the Western

Regional Power Committee in place of erstwhile Western Regional Electricity Board.

6.2 Subsequently, para 3 of the Resolution dated 29th Nov. 2005 is replaced by

the following Para 3 vide Resolution F.No.23/1/2004-R&R dated 9th May 2008:-

“ In pursuance of the aforesaid provisions, Central Government hereby

establishes the Western Regional Power Committee (WRPC) comprising

the States of Chhatisgarh, Gujarat, Madhya Pradesh, Maharashtra, Goa

and Union Territories of Dadra & Nagar Haveli and Daman & Diu with the

ii) One representative each of Central Generating Companies, Central

nominated by the administration of the Union Territory concerned

vi) A Representative of generating companies having power plants in

million units during the previous financial year.

Whenever a member is represented by rotation, the nomination would be for a period of one year. The representative from respective organizations should be either the head of the organization or at least a person not below the rank of a Director on the Board of the company/corporate entity except for Central Public Sector Undertakings (CPSUs) where representative could also be at the level of Executive Director.

Copy of Resolution F.No.23/1/2004-R&R dated 9th May 2008 is enclosed at

Annexure- 6.2.

6.3 Regarding representation of Electricity Traders, it was observed that as per

MoP resolution, only one trader will represent all the traders in all the RPCs.

CE(GM), CEA stated that this issue came up in the NRPC meeting also, and

Member(GO&D), CEA was requested to take up the matter with Ministry of Power.

WRPC members also requested CEA to take up the matter. It was agreed that till

such time the issue is resolved, present representative of traders (viz. Tata Power

Trading Co. Ltd.) may continue as member of WRPC.

6.4 In view of Resolution F.No.23/1/2004-R&R dated 9th May 2008 and

unbundling CSEB, the constitution of Western Regional Power Committee for the

TRANSMISSION LINES Member Secretary, WRPC informed that Hon’ble CERC, in their order dated 1st

December 2008 on petition No. 76/2008 in the matter of revival of dormant inter-

regional link of 220 kV Ujjain-Kota and Ujjain-Modak transmission system directed

that synchronization of these lines be done with immediate effect. They have also

directed that Madhya Pradesh may settle its past commercial disputes with

Rajasthan separately, as these cannot be allowed to prevent beneficial use of these

transmission lines. The RLDCs are required to ensure that while scheduling,

agreement between concerned parties is duly taken care of. Also, if Madhya

Pradesh desires fresh system studies, WRLDC will assist them in carrying out the

same.

Pursuant to above, the matter was taken up by WRLDC with MPPTCL and also

discussed in the 394th OCC meeting of WRPC held on 10th December 2008.

MPPTCL, while conveying their concurrence to synchronise these lines, pointed out

that:

(i) 220 kV Ujjain-Kota and Ujjain-Modak lines were being LILOed at their new

220 kV sub-station at Badod, which is likely to be completed in about a

months time.

(ii) 220 kV breaker at Modak (Rajasthan) end was under repair and may take

15-20 days time to repair.

(iii) The SEMs installed at 220 kV Ujjain S/s are required to be shifted to the

new 220 kV Badod S/s.

(iv) Considering the new Sub-station / transmission elements and latest

system parameter, fresh system studies are required to be carried out by

WRLDC.

Member Secretary, WRPC informed that during TCC meeting status of readiness of

charging of these lines was discussed. MPPTCL informed that LILO of Ujjain-Kota

and Ujjain – Modak lines at 220 kV Badod sub stations has been completed and also

NRPC have confirmed about readiness of breaker at Modak as the same had been

repaired .As regard to studies required in view of LILO at Badod, WRLDC informed

that studies would be completed by 20th January and thus seeing the readiness of

all connected activities the date for synchronization of these lines have been decided

to be 25th January 2009.

WRP Committee noted and agreed for the same. ITEM No.8: REQUIREMENT OF BUS REACTOR AT RAJGARH / NAGDA TO

CONTROL HIGH VOLTAGES IN DHULE AREA 8.1 Member Secretary, WRPC stated that in view of high voltages in Dhule area

and frequent tripping of 400 kV SSP-Dhule line on high voltage conditions, the TCC

in its meeting held on 11th September, 2008 suggested that shunt reactor

(controllable / switchable) may be installed in nearby areas. The CTU was

accordingly requested to conduct studies for installation of reactors at Nagda or

Rajgarh. This study should take in to account the reactors, which are already under

implementation. It was also suggested that the funding of the above-proposed

reactor could be met from the surplus fund available in reactive pool account under

system improvement. As per the intimation furnished by WRLDC an amount of about

Rs 2 Crores was available in the regional reactive pool account. The matter was

discussed and the WRP Committee accorded their approval for the above proposal.

8.2 In this context, Member Secretary, WRPC informed that the result of studies

carried out by PGCIL to examine the requirement of bus reactor at 400 kV Nagda /

Rajgarh substation in off-peak condition with low generation at Sardar Sarovar and

taking into account rectors already under implementation, was discussed in the in

the 28th Standing Committee Meeting of Power system Planning in WR held on 6th

Dec. 2008. It was observed that after commissioning of all the reactors that are

under implementation, voltage at Rajgarh, Nagda and Dhule remain at 410, 405 &

410 kV, even without any additional reactor at Rajgarh or Nagda. It was therefore

suggested that to contain high voltage phenomenon in WR grid, efforts may be made

by the respective utilities to install the bus reactors already planned at various

400 kV substations expeditiously. In addition, other means of voltage control like

switching-off shunt capacitors during lean hours; settings of transformer taps etc.

may also be explored.

8.3 The matter was discussed in the TCC meeting held on 15th Jan. 2009. As the high voltage problems even after opening of number of lines are still persisting, the TCC members requested PGCIL to carry out the studies fresh to examine the requirement of bus reactor around 400 kV Nagda / Rajgarh substations. PGCIL agreed to the same.

ITEM NO. 9: SCHEDULING OF UNREQUISITIONED SURPLUS POWER OF NTPC GAS STATIONS

9.1 Member Secretary, WRPC stated that the matter concerning utilization of un-

requisitioned power from NTPC gas stations in WR was raised by NTPC in the TCC

meeting held on 11th September 2008. The TCC suggested that this matter should

be put as a specific agenda item by NTPC in the Commercial Committee of WRPC

for deliberation and thereafter it may be put up to TCC/WRP Committee. The WRP

Committee in its 8th meeting held on 12th September 2008 agreed to the views of

TCC and advised NTPC to come out with the complete proposal. In this context

NTPC raised that following points during the 51st Commercial Committee meeting

held on 15th Dec. 2008 for deliberations:

a) URS power is available on day ahead or same day basis and

beneficiaries of other regions are required to apply for STOA to utilize

this power. Moreover, once this power is scheduled to other regions, it

requires four days period for cancellation. This is main reason why URS

power is not getting utilized outside region.

b) NTPC proposed that URS Power from Kawas & Gandhar GPS could be

allowed to be scheduled by constituents of other Regions without

application of open access and at Energy Charges only. This would

enable Gas stations to run efficiently, without frequent start-stop and

meet the requirement of Power starved beneficiaries.

c) It would be appropriate to consider that the free flow of URS power as is

being done within Western Region be allowed for other region. This will

help in better utilization of URS Power in national perspective vis-a-vis

the fuel (RLNG / Naptha) tied up by the generator for the purpose.

9.2 The above matter was discussed in detail by the Commercial Committee

meeting held on 15th Dec. 2008 and the beneficiary State/UTs unanimously opined

that un-requisitioned power from NTPC stations in WR could be allowed to be

scheduled to the constituents of other region in line with the decision taken in earlier

WREB/WRPC meeting. Further, as decided earlier energy charges for the energy

scheduled and proportionate capacity charges and entire tariff component etc. linked

with capacity charges etc. will be payable by the constituents of other region.

Regarding applicability of open access on URS power scheduled to other region it

was agreed that this issue should be addressed according to CERC regulation. 9.3 Member Secretary, WRPC stated that the TCC in the meeting held on

15th Jan. 2009 deliberated the matter, wherein representative of GUVNL had stated

that NTPC’s proposal for charging of URS Power scheduled from Kawas & Gandhar

GPS to the constituents of other Regions at Energy Charges will affect the

constituents of WR. He stated that if generation is scheduled beyond certain level,

the impact of payment of incentives will come on them besides payment of income

tax. So keeping this in view, it was earlier thought that proportionate fixed cost

reimbursement would take care of above charges. In addition, post facto revision in

tariff, if any, will have financial impact on original beneficiaries. So to take care of this

extra cost, it was earlier decided that fixed charges in addition to variable charges

should be paid by the utility who schedules un-requisitioned power.

In the TCC meeting, after detailed discussions, NTPC was requested to come out with details of cost implications of sale of unrequisitioned power to the States of other region at variable cost, which can be discussed first in Commercial Committee and then put up to TCC /WRP Committee for further deliberations. Chairman, WRPC opined that the commercial interest of WR beneficiaries should be protected and the constituents should not be financially affected. He requested NTPC to take up matter with NR also so as to have uniform policy. Matter was discussed and WRP Committee endorsed the above decision of TCC. 12.2 NPCIL in the TCC meeting held on 15th Jan. 2009 informed that they are

planning to install higher capacity nuclear units having capacity more than 1000 MW

each with foreign collaboration at Jaitapur, Ratnagiri Dist. in Maharashtra. As per

preliminary planning, first and second unit will be available by the end of 12th Plan or

beginning of 13th Plan.

demand is likely to remain high throughout this period. The peak demand deficit is

likely to be of the order of 8300-8450 MW, whereas energy deficit of the order of

130-145 MUs per day. The anticipated regional peak demand is in the range of

39000-40000 MW. The anticipated peak demand shortages for Gujarat,

Chhattisgarh, Madhya Pradesh, Maharashtra, Goa, DD and DNH would be in the

range of 3400-3650 MW, 10-200 MW, 1500-1800 MW, 4400-4550 MW, 130-150

MW, 75-90 MW and 150-175 MW respectively during the above period.

In view of shortages in the region during coming month all the constituents were

requested to maximized generation and plan for adequate load shedding so that

overdrawals do not occur at frequency below 49.0 Hz. All generating utilities should

plan their outage programme in such a way so that maximum generation is available

to grid. Also no capacity should be left unrequisitioned from all ISGS stations. NTPC

was requested to ensure availability of adequate quantity of Gas/LNG to enable full

utilization of their gas-based plants.

Further, it was emphasized that to meet any contingent conditions, the existing UFR

and df/dt relays under the AUFLS scheme should remain operative at the

recommended settings and the desired load relief must be obtainable.

In regards to payment of outstanding UI charges of about Rs. 140 Crores in respect

of Madhya Pradesh, MPTradco intimated they will make payment by Feb.-March as

they will be getting their outstanding dues from UP.

14.2 Secretary (P), UT of DNH informed that recently they had a meeting with Joint

Electricity Regulatory Commission. Since UTs of DD & DNH do not have their own

generation and are having power allocations from Central Sector generating station

Stations, JERC suggested that in their case, UI charges may be made applicable for

schedules above their allocated shares from Central stations even when their

entitled schedules gets affected due to less availability of these stations.

Administrator, UT of DD & DNH said that the impact of overdrawal of about 100 MW

by them on the regional grid as a whole as insignificant but corresponding load

curtailment in UTs will affect them severely.

Chairman, WRPC said that computation of UI has to be as per CERC regulations.

Further, issue of overdrawal by one or other utilities from the grid had been

discussed in WRP Committee meetings earlier also and there was consensus

decision that overdrawal should be discouraged at lower frequency, no matter how

small it is as it affects the operation of grid as a whole. He suggested that marginal

shortfall could be met by buying power at market rate from the Power Exchange

which is one of the option now available.

ITEM No. 15: MATTERS PERTAINING TO LONG TERM OPEN ACCESS AND ISSUES PERTAINING TO REGIONAL TRANSMISSION SYSTEM GIVEN BY PGCIL

15.1 Long-term Open Access cases/applications in Western Region

PGCIL intimated that Long Term Open Access (LTOA) applications of various

applicants in WR have been discussed in the 10th meeting of WR constituents

regarding LTOA held on 06.12.2008 at Aurangabad. The following LTOA

applications were discussed:

(i) M/s Aryan Coal Benefications Pvt. Ltd. (ii) M/s Spectrum Coal & Power Ltd. (iii) M/s Maruti Clean Coal & Power Ltd. (iv) M/s Dheeru Powergen Pvt. Ltd. (v) Jaiprakash Associates Ltd. (vi) Aryan Coal Benefication Pvt. Ltd. (vii) JSW Energy Ltd.

In the LTOA meeting, it was pointed out that some of the LTOA applicants were

applying for open access corresponding to net injection after taking out auxiliary

consumption. It was deliberated that as the sharing of pooled regional charges was

on the basis of gross generation capacity, the LTOA applicants should also share the

transmission charges for their total capacity. Accordingly, it was agreed that LTOA

would be issued w.r.t. full installed capacity for such cases. However, in cases where

the applicant had applied for part capacity with balance to be supplied to STU

system or for own consumption, LTOA would be granted for part capacity applied for,

provided all the components (LTOA from CTU, STU component, own consumption)

add to the full generation capacity.

Brief on summary of the discussions/decision on above cases is enclosed at

Annexure- 15.1.

WRP Committee noted the same. 15.2 Evacuation Transmission System for NKSTPP (1980 MW) 15.2.1 PGCIL intimated that the North Karanpura project (6 x 660 = 1980 MW) of

NTPC Ltd. in the state of Jharkhand is scheduled to be commissioned in

March 2012. The transmission system for evacuation and transmission of power

from North Karanpura was discussed at various meetings in Eastern, Northern and

Western regions and finalized in the meeting of Standing Committee on Power

System Planning of Northern (22nd Standing Committee meeting), Western region

(27th Standing Committee meeting) and Eastern region held on 12-03-2007,

30-07-2007 and 5-05-2007 respectively.

It was further intimated that the evacuation system was initially earmarked for

implementation by private transmission company through IPTC route. However, in a

meeting taken by Joint Secretary (Trans.), Ministry of Power on 13-12-2007 it was

decided that the associated transmission system for North Karanpura be split and

the critical lines of 400 kV from North Karanpura to Ranchi and Gaya pooling

stations be entrusted to POWERGRID immediately. Accordingly, PGCIL is taking up

the execution of following transmission system:

• NKSTPP-Gaya 400 kV D/c (Quad) line

• NKSTPP-Ranchi (New) 400 kV D/c (Quad) line The transmission charges of the above generation specific system is to be borne by

the beneficiaries of the generation project and accordingly will be included in the

BPTA.

15.2.2 Member Secretary, WRPC stated that the above matter was discussed and agreed to in the TCC meeting held on 15th January 2009. However, TCC suggested that the construction of this line should be linked with commissioning of NKSTPP.

WRP Committee discussed the matter and endorsed the above decision of the TCC. 15.3 Transmission System for Korba - III (500 MW) 15.3.1 Member Secretary, WRPC stated that as intimated by PGCIL, the Long

Term Open Access for proposed expansion project Korba-III (500 MW) at Korba in

Chhattisgarh had been granted to NTPC Ltd. by CTU in the meeting of WR

constituents regarding LTOA held on 23.02.2007 at Mumbai. This project is being

developed by NTPC Ltd. as merchant power plant. The transmission strengthening

scheme required was discuss in the above LTOA meeting and it was envisaged to

connect the Korba STPS switchyard to proposed 765/400 kV WR pooling station

near Sipat. However, in view of likely mismatch between commissioning scheduled

of Korba-III and the pooling station, the scheme was reviewed in the 27th Standing

Committee Meeting held on 30th July 2007 and Korba - Raipur 400 kV D/c line was

agreed as transmission system for Korba-III (500 MW) generation project. This line

was to be executed by PGCIL. The transmission charges of the same was proposed

to be shared by the Regional Constituents of Western Region and NTPC would

share WR pool charges corresponding to 500 MW capacity of Korba-III.

15.3.2 The above matter was discussed by the TCC in the meeting held on 15th

January 2009. GUVNL stated that in case of regional power station, since all

beneficiaries get power allocation, such lines are included in the pool. However,

since Korba-III is a Merchant Power Plant, it should be treated like any other IPP.

Accordingly, charges for the line should be borne by NTPC since it is identified as

dedicated line for the station.

In this context, NTPC stated that with the margins available in the existing

evacuation system of Korba complex, it would be possible to evacuate 500 MW

power of Korba-III also. The proposed Korba-Raipur D/c 400 kV line is only for

strengthening the existing transmission in that area. Therefore, it should be included

as a part of WR regional pool. NTPC also mentioned that since this line is a part of

integrated transmission network between Korba and Raipur complex it cannot be

termed dedicated line.

On a query from the constituents, it was clarified by PGCIL that this line was proposed as generation specific line, as in the absence of Korba-III, this line was not required. As such TCC opined that this line has to be treated as generation specific line of Korba-III and its cost should be borne by NTPC. Also, LTOA charges of WR transmission system, corresponding to 500 MW will be shared by NTPC.

WRP Committee discussed the matter and agreed with the views of TCC. ITEM No. 16: ESTABLISHMENT OF COMMUNICATION LINKS BETWEEN

BHILAI & RAIPUR

16.1 Member Secretary, WRPC stated that the matter regarding backup

communication links from SLDCs and strategic locations in the network of ULDC

scheme of WR in order to improve the data reliability from SLDCs to RLDC and vice

versa was earlier discussed during the 7th meeting of WRP Committee held on

3th May 2008. While approving the same, CSEB during the above meeting intimated

that SLDC, Bhilai is to be shifted to Raipur and as such the corresponding

expenditure for data communication link from Raipur to Bhilai shall required to be

pooled in regional system. The WRP committee had agreed to the same.

16.2 In this context, PGCIL vide letter dated 23rd Dec. 2008 have intimated that

cost estimates have been worked by them based on inputs from CSEB and as per

the present market price. Accordingly, the cost estimate for shifting of CSEB SLDC

from Bhilai to Raipur works out to Rs. 5.16 Crores. PGCIL, WRTS-I letter dated

23rd Dec. 08 indicating the detail of estimated cost is enclosed at Annexure- 16. 2.

16.3 Member Secretary, WRPC stated that above matter was discussed in the TCC meeting held on 15th January 2009 and TCC agreed the same.

WRP Committee members deliberated the matter and gave their in principle approval for the same. However, as requested by OSD, MPPTCL, the SCADA Committee of WR may examine the cost estimates worked out by PGCIL WRTS-I.

ITEM No.17: ANY OTHER ITEM 17.1 765/400 KV SUB-STATION AT PUNE UNDER KRISHNAPATTANAM UMPP ED (WR-I), PGCIL informed that land for 765kV Pune sub-station under

Transmission System associated with Krishnapattnam UMPP scheme has already

been identified in the Talegaon MIDC area near the existing site for 400/220kV Sub-

station (under WRSS-II scheme). In view of the possible expansion of 765kV S/S

Pune to 1200 kV levels in future, it was proposed that land for 765kV Pune

substation be so acquired that the upgradation is possible in the same substation

premises. Besides the present requirement of approximately 100 acre land (for

765kV under Krishnapattanam UMPP), it was proposed that additional 100 acres

land (for 1200 kV) adjacent to this be also acquired now to avoid creating a new

substation in future.

WRP Committee discussed the above proposal of PGCIL and gave their approval for acquiring of additional 100 acres land (for 1200 kV) adjacent to land for 765kV Pune substation being acquired, so as to avoid creating a new substation in future. 17.2 SIGNING OF PPA WITH RGPPL AND ITS SCHEDULING Administrator, UTs of DD & DNH stated that MoP had allocated power to them out of

5% capacity of RGPPL about a year back. However, despite repeated request to

RGPPL, the PPA has not yet been signed. As the UTs of DD & DNH solely depends

on the central sector power allocation, the PPA should be immediately finalized by

RGPPL and signed to enable scheduling of the allocated power to them at the

earliest. He stressed that whatever is generated at RGPPL, power should be

allocated to them as per allocation issued by MoP.

RED (WR), NTPC stated that the kind of situation RGPPL is facing is very much

complex in nature and there has been consistent problem at RGPPL as the

operation of units could not stabilized. However, he agreed to take-up the matter to

M/s. RGPPL and to request them to have a meeting to short out the issue at the

earliest.

Member Secretary, WRPC stated that the matter has been repeatedly followed up

with RGPPL for signing of PPA and address the other issues to enable scheduling of

5% allocated power to the concerned beneficiaries. He added that as per the

information, a meeting is scheduled by RGPPL on 22nd January 2009 to discuss the

issue concerning PPA.

Chief Electrical Engineer, Goa stated that the RGPPL have made them available the

PPA that RGPPL has signed with MSEDCL for supply of 95% power from RGPPL

for 25 years. So far as, allocation of 5% power by MoP from RGPPL is concerned, it

is for short duration i.e. for 3 months. In the PPA signed by MSEDCL with RGPPL

there is a clause that after 15 years, the renovation / over all liability has to be borne

by the beneficiaries. As such there should be separate PPA for this 5% allocation

otherwise, it will not possible for them to sign same type of PPA that RGPPL have

proposed.

Chairman, WRPC / MSEDCL stated that, Maharashtra do not have any objection in

scheduling of power from RGPPL on proportionate basis as per allocation of 5 %

power by MoP. So far as the signing of PPA, which is for a short duration is concern

it need to be addressed and binding them for 25 years will not work. Had 5% power

allocated on permanent basis, the cost of major overhauling of RGPPL after 15

years will be borne by all the beneficiaries.

Administrator, UTs of DD & DNH earnestly requested to address the issue at the

earliest.
