The work has been awarded to Sh .Lal Singh Contractor by Executive

Engineer Dharamshala Division, HP:PWD, Dharamshala Letter No. 2376-84 dated

13.7.2009 with time period of one year. As per stipulated date of completion the work

was required to be completed by 28.7.2010. The main hurdle for not completing the

work is given as below:-

1. The late handing over the site by Technical Education Department. Even the portion

where D-Block is to be constructed has up till now occupied by the Kanoongo and

Patwari of the area.. Two nos. building of Revenue Department are still standing t in this

area.

2. The less funds provide by the Technical Education Department. A deposit of Rs.

85.00 lacs was made up to 31.3.2011 against A/A & E/S of Rs. 326.53 lacs..

The physical progress of the building is as below:-

1. A-Block:- This Block consists of workshop and the work is complete except plaster,

flooring, ceiling, roofing , painting and white washing. The work will be completed by

30th January, 2012.

2. B-Block: This block consists of class rooms. The plastering ,flooring roofing,

painting and finishing work is in progress. This block will be completed by December,

2012.

3. Block-C:- Some portion of this block falls on the area occupied by the Revenue

Department and this block partly will be completed by 15th March, 2012.

4. Block-D:- The execution of this block has also been taken up partly in the area

occupied by Revenue Department. This Block will house Administrative staff and no

target date can be given, because two nos. buildings of Revenue Department are still

standing in the area.

If the additional funds to the tune of Rs. 211.53 Lacs is provided by the

Technical Education Department, the work as stated above will be completed by 31th

March, 2012. It is also pertinent to mention here that this building has been taken as

target for the year 2011-12 and if the site for Block-D and additional funds are not

provided then it will not be possible to complete the building as per target date. The

contractor has been advised to focus on Block A & B so that classes of students can be

started in these blocks. The Executive Engineer Dharamshala advised to take up the

matter with Technical Education Department to hand over balance land and to provide

additional funds.

The following were present during the inspection.

The work of 6 Nos. Type-II Qtrs. is at final stage. The following defects were noticed:-

1. Handles of window wire gauge shutters are not as per specifications.

2. Tower bolts are below specifications.

3. Size of kitchen sink provided is less than that taken in the BOQ.

4. Size of W.C. pan is also appears to be lesser in size.

5. The floor level of toilet block has been raised which should be 12.5 mm below the floor level of

adjacent room/ passage.

6. The welding work done on M.S. shutters is honeycombing and required to be improved by

grinding.

Some other minor defects were noticed and the field staff as well as contractor advised to

attend them immediately in addition to above main defects.

FIFTH CIRCLE, HP.PWD.PALAMPUR ON 04-04-2011 IN RESPECT OF BALAKRUPI

DIVISION :

1. M/T OF GALOTI JUJPUR SIHOTI ROAD & CONSTRUCTION OF BRIDGE OVER

SHIVPURI NALLAH KM. 0/0 TO 9/395 :

The total length of this road is 9.395 kms. The work has been approved under

RIDF-XIII. The contract of civil work has been awarded in two parts i.e. (i) km. 0/0 to 5/0 to Shri

Sanjeev Anand Govt. Contracor for a sum of Rs. 73,14,264/- and (ii) km. 5/0 to 9/395 to M/S

Kamla Enterprises palampur for a sum of Rs. 86,16,036/-. The scope of work and physical

achievement upto 31/03/2011 is given as under :-

The work of M/T has also been awarded to Shri Rajinder Rana vide Executive

Engineer, Balakrupi Division letter No. 3081-89 dated 27/11/2010 for a sum of Rs. 1,35,53,385/-.

During inspection it has been noticed that the work of laying of wearing coat started at km. 0/0. No

screening as-well-as moorum has been stacked at site. The template, super elevation plates and

camber plates were also not kept at site. The requisite tests results of road aggregate being used

have also not been shown during inspection. These items are urgently required before taking the

laying of wearing works in hand. The Executive Engineer Balakrupi Division, Assistant Engineer,

& Junior Engineer advised to remove these deficiencies immediately.The small bridge having span

of 9.80 mts. has been constructed over Shivpuri Nallah but the alignment of road beyond this point

is not finalized as yet. It is advised to finalized the alignment immediately so that the road as-well-

as bridge constructed can be utilized fully.

2. M/T OF KUTIARA MAJHEEN SEORBALLA ROAD : This road has recently been transferred

from Dehra Division to Balakrupi Division. The work is approved under RIDF-XIII for a sum of

Rs. 247.60 Lacs. The scope of work and physical achievement as on 31/03/2011 is as under :-

ii. Sub Base 9.44 kms. 6.910 kms.

iii. Wear-I 9.44 kms. 6.435 kms.

vi. S/D 3.073 kms. ----

As reported by the Executive Engineer, Balakrupi Division that the expenditure has

been incurred to the tune of Rs. 327.86 Lacs against the approved DPR., however, a lot of balance

work is yet to be done. The wearing coat G-III laid between kms. 22/0 and 24/0 has been worn out

due to steep gradient, hence before starting B.T. work it is required to be re-laid otherwise proper

thickness of metal can not be achieved.

3. CONSTRUCTION OF PHC AT MAJHEEN : The A/A & E/S for the construction of this

work has been accorded vide Pr. Secy. (Health) to the Govt. of H.P. No. HFW-B(C )5-20/2004

dated 23/03/2007 for a sum of Rs. 68.51 Lacs. The work has been awarded to Shri Rajinder Rana

vide Executive Engineer, Balakrupi Division No. 4694-4703 dated 07/07/2010 for a sum of Rs.

84,15,507/- with stipulated date of completion as on 06/07/2011. the building has been raised upto

ground level and re-inforcement of columns erected. The contractor was also present at site of

work. It is advised to maintain record of all test results as per frequency given in the testing

manual. The test result of steel may also be kept at site of work. It is required to give due

consideration for quality control i.e. testing of sand, aggregate and cube strength of concrete as

well as other material to be used in masonry work. The awarded amount is more than the A/A &

E/S, therefore the Executive Engineer, Balakrupi Division advised to prepare revised estimate, so

that revised A/A & E/S can be obtained from competent authority well in time.
