• BUILD UP Skills UPSWING aims at the development of three fully functional (for their implementation in a large scale level, in a 2nd stage) technical vocational training and certification of qualification schemes that! will enhance / improve the knowledge - skills –
competencies in the energy efficiency issues of interest of the workforce of three (3) specialties-professions of the construction sector with substantiated great impact on the energy upgrade of buildings (therefore, on the achievement of the energy targets of Greece for 2020), namely:(1) Insulation technicians;(2) Aluminium and metal constructions craftsmen;(3) Installers-maintainers of burners (heating systems).
! in full accordance with the priorities and Action Plan of the Greek Qualification Roadmap (Pillar I Project BUS-GR).

• A holistic approach – fully consistent with the existing national
institutional framework – was/is pursued in order to achieve the objectives:
1. Update and validation (from the national competent body, i.e. EOPPEP) of the 3 occupational profiles.
2. Design of the 3 ‘specific’ training and qualification schemes, according to the identified needs:
2.1 Definition of the requirements and rules of the certification scheme(s), with the active involvement of the interested parties to meet market needs (National Technical Committees), 2.2 Design of the training courses’ structure and curricula, through the analysis of tasks and learning objectives that had to be covered during the training (in line with the NQF’s provisions). 2.3 Development of a cross craft “introductory” session (as Module 0), addressing all professions in the sector.

2.4 Production of the appropriate training materials (Handbooks) and guidelines (including those for the “practical part” of training), for both the trainees and their trainers.
2.5 Development of the assessment criteria and tools for the exams leading to the certification of trainees (pool of Q & A for the exams–theoretical part, scenarios for simulation of examination for the practical part of the training in classroom).

3. Design, planning and implementation of the “train of
trainers” (ToT) courses.! Trained (specialized) trainers: 21 for insulation technicians, 16
for aluminium frame installers, 21 for installers of burners.4. Testing of the 3 training and qualification schemes through pilot
courses, in order to be evaluated / assessed and revised before launching to a fully functional large-scale level.

5. Proposition of a number of accompanying measures to support the coordination and operation in large (national) scale of the developed schemes :
" Provision of incentives to boost the interest and demand for highly qualified workers: ! provisions in procurements for public works to use only
certified workers;! funding schemes (through Structural Funds or the Incentives
Investment Law) for building renovations or nZEB, with provision concerning the use of certified workers, as a mandatory prerequisite or providing premiums (evaluation criterion, additional scoring marks to the submitted proposal);
! establishment of incentives for employers to employ qualified workers.

" Proposition of funding mechanisms (for the large scale level):
! active involvement to the “negotiations” for the design of NSRF 2014-2020 # propose specific interventions, design of targeted subsidy training programs;
! exploitation of LAEK (Account for Employment and Vocational Training) fund (0.24% of employer contributions for workers);
! expansion of the training vouchers initiative to the construction sector workforce for obtaining green skills;
! motivation of large building materials manufacturers and suppliers to provide funds for training in the framework of their corporate responsibility programmes;
! mobilisation of the related Professional Associations to finance training courses – as part of their “services” for their members;
! linkage of wages with obtained skills and qualifications (advanced skills to be illustrated at the worker’s wage or employability).
6. Implementation of communication activities for public awareness.
