1.0 INTRODUCTION

The MMM Group Limited has been retained to prepare a Functional Servicing Report to assess the

servicing requirements relating to the proposed development of Winston Park West. This report provides

the conceptual framework for water distribution, sanitary sewage and storm drainage for the development

of this site, prior to detailed design being undertaken. A Stormwater Management Report outlining the

proposed quality and quantity controls for stormwater on this site has been prepared under separate

cover.

The site will be serviced by future local municipal sewers and watermains within adjoining municipal

rights-of-way as well as the existing watermain along Upper Middle Road East. Service connections will

be extended into the proposed site and coordinated with the building design team.

In preparing this report MMM staff has reviewed the Town of Oakville and Region of Halton drawings

to confirm existing infrastructure.

The proposed site development includes a 14.93 ha of employment lands, 5.08 ha of commercial and

5.36 ha of green space. There is also a 5.81 ha of future development that will be considered

employment land for the purpose of assessing servicing capacity. In addition to employment buildings,

a Storm Water Management Pond will be constructed on the south end of the site along Upper Middle

Road as a result of the nature of the land topography. A central road will provide access to Upper Middle

Road to the South and connect to a proposed roadway running East-West on the Northern limit of the site

accessing Ninth Line.

This proposed site development will be utilizing a portion of the sanitary trunk sewer that the Region of

Halton will be building to service the entire Winston Business Park West. The computations for the

trunk sanitary are discussed in the draft report compiled by MMM Group Ltd.; Winston Park West

Wastewater Sewer Design Brief, sent to the Region April 8th 2011. The computations for the trunk are

also included in the appendix section of this report.

1.1 SITE DESCRIPTION

The site is a approximately 96 acres (31.2 ha) of land currently consisting of farmland (refer to Figure 1

for a Location Plan). The site is bounded on the south by Upper Middle Road East, on the east by Hwy

403, on the west by residential lots and a school fronting onto Ninth Line, and by an adjacent parcel of

land deemed for future development to the north. In this area, the Oakville Transit operates a bus service

along Upper Middle Road East. Other existing development in the area is primarily residential.

The proposed Winston Park West development will consist of roughly 14 ha of employment lands, 6 ha

of commercial lands and 4 ha of woodlot and green space.

The internal topography is sloped from the north end toward the south, with a downhill gradient toward

Upper Middle Road. Please refer to Figure 2 for an illustration of the proposed development plan.

2.0 WATER SUPPLY AND APPURTENANCES

2.1 WATER SUPPLY

MMM Group has obtained Town of Oakville Drawings for the area adjacent to the site. Locally,

there is a 600mm diameter watermain on Upper Middle Road East under the north side of the street,

and another 150mm diameter watermain along the south side. A proposed 900mm diameter

watermain is to be built to the west of the site along Ninth Line.

New water services to the proposed building lots will be provided from the proposed watermain,

assuming a minimum size of 300 mm within the Street A right-of-way running north-south internal to

the site. The exact watermain size will be computed once building details are finalized and will be

part of a loop connecting to the existing 600 mm watermain on Upper Middle Road and eventually

the future 900 mm watermain along Ninth Line. Detailed design of services will be finalized as the

development advances and an architectural site plan is available. The design of the proposed

watermain connection points within the existing municipal road allowances will conform to the Town

of Oakville and Region of Halton standards and specifications for watermain construction.

The preliminary proposed location of the watermain and connection points is shown on Figure 3.

2.2 WATERMAIN APPURTENANCES

Building code requirements stipulate that each building be serviced by a fire hydrant which is located

no more than 45 m away from the building’s siamese connection. If the siamese connection for the

proposed building is situated so that it is not within 45 m of an existing fire hydrant, a new fire

hydrant will be installed.

Water metering of the proposed building is proposed to take place within the building’s mechanical

room. The meter rooms will need to be accessible by the City and provide remote read-out locations

for the City’s use in reading the meters. The details of the room layout will be provided by the

mechanical engineer at the detailed design stage.

3.0 SANITARY SEWAGE SYSTEM The existing site is not serviced. The sewer and connection point for the proposed site is described

below.

3.1 EXISTING SYSTEM

There are no existing sanitary sewers adjacent to the site. There will be a future trunk sanitary sewer

that the Region of Halton will be constructing to provide outlet for the entire business park. MMM

Group is in the process of designing the trunk to accommodate all sewage from the entire parcel of

land up to Dundas Street. The sewer alignment will be west along Upper Middle Road and south

through the MTO lands underneath the Hwy 403 bridge, along Ford Drive, and conveyed to the main

trunk sewer crossing Sheridan Drive. The depth of cover above the external sewer will be

approximately 4 m at the south end of the proposed development site and under the Ford Drive road

surface beneath the highway.

3.2 SANITARY SEWAGE

It is proposed to provide the new sanitary connection to the site, flowing downstream by gravity, to

Upper Middle Road East where the proposed Street A roadway will connect approximately 400 m

from the Ninth Line intersection, as shown in Figure 4.

An estimate of the post-development sanitary sewage flows from the site has been calculated. The

estimated flows were derived based on the development statistics provided by zoning and Town of

Oakville design parameters. To calculate the approximate peak sanitary flows, the following design

criteria have been utilized:

Infiltration = 0.286 L/s/ha

The approximate total peak sanitary flow for the post-development site is 73.54 L/s and can be

conveyed by a 300 mm diameter sewer. Refer to Appendix A for the flow calculations and details.

The theoretical calculations of the external sanitary sewer that will receive flows from this site are

included in Appendix B. The spread sheet indicates that the sewer will have the capacity to convey

205.53 L/s total peak flow for the entire parcel of land up to Dundas Street. Winston Park West

development will comprise roughly one third of the total capacity. The external trunk sewer capacity

is a conservative value to allow for possible future rezoning of green space and intensification.

The depth of the proposed internal sanitary sewer running along Street A will be preliminarily set as 3

m. During the detail design phase pipe depths and sizes may change to best suit the finalized building

sizes and locations. Approximate invert elevations will be available once the site plan is developed

and road grading is finalized. A cross-section of the proposed service connection in relation to the

existing municipal infrastructure will be provided during the detailed design for this development site.

Proposed sanitary sewers within the building structures will be designed by the site mechanical

consultant, to meet Ontario Plumbing Code Standards. The sanitary service connection to the site

within the existing municipal road allowance will be designed to the Town of Oakville standards.

4.0 STORM SEWAGE SYSTEM

A Stormwater Management Report for this development has been prepared under separate cover. It

identifies the stormwater quantity and quality controls under which this site will operate to comply

with Town of Oakville standards and Ministry of Environment (MOE) Storm Management

Guidelines.

Below we have described the existing storm sewer system based on the information provided by

either Town of Oakville or Region of Halton to date.

4.1 EXISTING CONDITIONS

Centerline road grades adjacent the site on Upper Middle Road East fall from east to west, while

those on Ninth Line from north to south. Overland flow from the site currently drains to both Upper

Middle Road and Ninth Line into a ditch which leads to two ditch inlet catchbasins, which outfall

under the intersection into Joshua Creek. The existing storm sewers adjacent to the site are:

Ninth Line – a 450 mm storm sewer which runs north to south toward Upper Middle Road East

and crosses at the intersection of the two roads through a 1050 mm outfall to Joshuas Creek.

Town drawings show the sewer to have a depth of cover of approximately 2.5m.

4.2 MINOR STORM DRAINAGE SYSTEM

The on-site minor storm drainage system will be designed to convey the 1-in-10 year storm event, in

accordance with Town of Oakville standards for commercial downtown uses. The proposed system

will provide service to the proposed Winston Park West development, with flows from north to south

out falling into a storm water management facility, as shown in Figure 5. Building drainage will be

intercepted by the proposed building services and accounted for in the mechanical consultant’s design

of the internal building storm sewers.

Please refer to the Stormwater Management Report, under separate cover, for details regarding the

pre-development condition of the site.

Site drainage will be designed to prevent any surcharges and maintain adequate depth of cover above

for frost protection. A cross-section of the proposed storm service connection will be provided as part

of the detailed design.

Any new on-site storm sewers must be designed to meet the standards and specifications of the Town

of Oakville.

4.3 MAJOR STORM DRAINAGE SYSTEM

The major storm system is a conveyance system for flows in excess of the minor system flows.

For the development of this site, the grading design will be prepared such that the surface (i.e. roads

and landscaped areas) grades will direct surface drainage away from the buildings to approved

outlets, such as the storm water management facility, pond and adjoining public right-of-ways.

5.0 UTILITIES

5.1 EXISTING CONDITIONS

The existing system adjacent the site boundaries, as summarized below, is based on the information

provided by the Town of Oakville and Region of Halton to date. A subsurface investigation is

underway to confirm exact depths of existing pipelines.

Oakville Hydro

There are overhead cables along Upper Middle Road East on the north boulevard and on

Ninth Line along the east boulevard.

There is a 100 mm conduit servicing a the Union Gas Compressor Station along the northern

limit of the site

Gas Pipelines

There are various transmission gas mains found within the site and a subsurface utility

investigation is underway to determine exact sizes and locations. Below is a summary of the

anticipated pipelines:

Union Gas

A 500 mm diameter high pressure main running east to west crossing beneath Ninth Line

in an easement on the north boundary of the site.

There is a 50 mm diameter gas main under the east side of Ninth Line, south of

transmission gas main crossing and 200 mm diameter gas main, north of crossing. There

is also a 300 mm diameter gas main under the west side.

5.2 DESIGN CONSIDERATIONS

The utility stakeholders will provide the design of their required services for this proposed

development. The Building mechanical and Electrical Consultants will provide the utility companies

with the proposed building load requirements to facilitate their designs.

Apart from the gas mains the only existing utility considerations within the site is the hydro conduit

servicing the Union Gas Compressor Station. Utilities found in the external right-of-ways of Upper

Middle Road East and Ninth Line will be taken into account during the detailed design stage. These

utility stakeholders will be included in the process to ensure that all access and maintenance rights for

their plant are maintained or redefined satisfactorily.

6.0 SITE GRADING

As noted above, the grading design of the proposed development will be completed to direct minor

storm drainage to the on-site collection points so that this drainage is self-contained. The major storm

drainage will be directed away from proposed and existing structures to approved outlet points. Site

grading will also take into consideration the following:

Existing grades along all boundaries are to match existing so that there is no impact to adjacent

properties;

Minimize disruption to existing municipal rights-of-way containing existing utilities and services;

Promote drainage into the minor storm sewer system;

Building floor level will be set to avoid building/property damage during all design storms;

Entrance ramps into parking structures will be protected from major storm flows.

7.0 CONCLUSION

7.1 WATER DISTRIBUTION

The proposed development will be serviced from the Town’s existing 600 mm diameter watermain on

Upper Middle Road East, and looped to the future 900 mm diameter main on Ninth Line. Sizing and

location of the proposed watermain and water services to the proposed buildings will be coordinated

with the mechanical consultant at the detailed design stage.

7.2 SANITARY SEWAGE

Sanitary sewage from this proposed development will be conveyed to the future external 450 mm

sewer in Upper Middle Road East, at the south end of the site. The theoretical post-development peak

sanitary flow is calculated to be approximately 73.54 L/s, and can be serviced by a 300 mm pipe

sewer at an approximate depth of 3 m. Exact pipe sizes and depths will be confirmed in detailed

design phase.

7.3 STORM SEWAGE

Minor storm drainage for the proposed development will be conveyed to the proposed storm water

management facility at the south west corner of the site. The proposed development is mainly

impervious, and thus extra attention will be spent on maintaining the green spaces and woodlot areas

during and after construction. Major storm flows will be directed away from the future proposed

buildings and also drain to the storm water management facility. For details concerning stormwater

management refer to the Stormwater Management Report under separate cover. The proposed storm

service connection for this site will include a minimum height above the maximum hydraulic grade

line elevation in the existing municipal storm sewer and storm management facility to prevent any

possibility of surcharge.
