Types of Local Govt as per Law

a) Metropolitan Corporation for Lahore District and a Municipal Corporation for such urban area as the Government may notify; (b) a Municipal Committee for such urban area as the Government may notify; (c) a District Council for the rural area of a District other than Lahore as the Government may notify;

Municipal Services • municipal services” include intra-city network of water supply,

sanitation, conservancy, removal and disposal of sullage, refuse, garbage, sewer or storm water, solid or liquid waste, drainage, public toilets, express ways bridges, flyovers, public roads, streets, foot paths, traffic signals, pavements and lighting thereof, public parks, gardens, graveyards, arboriculture, landscaping, billboards, hoardings, firefighting, land use control, zoning, master planning, classification declassification or reclassification of commercial or residential areas, markets, housing, urban or rural infrastructure, environment and construction, maintenance or development of these services and enforcement of any law relating to municipal services;

Union Council

• provide and maintain rural water supply schemes and public sources of drinking water, including wells, water pumps, tanks, ponds and other works for the supply of water and open drains;

• (h) coordinate with the community organizations for proper maintenance of rural water supply schemes and sewerage in the prescribed manner;

• (l) provide conservancy services in the Union Council;

Rural UC with approval of District Council

• provide, manage, operate, maintain and improve the municipal infrastructure and services, including–

• (i) water supply and control and development of water sources;

• (ii) sewage and sewage treatment and disposal;• (iii) storm water drainage;• (iv) sanitation and solid waste collection and

sanitary disposal of solid, liquid, industrial and hospital wastes;

•

Municipal Committee, Municipal Corporation and Metropolitian Corporation

• (h) provide, manage, operate, maintain and improve the municipal infrastructure and services, including–

• (i) water supply and control and development of water sources;

• (ii) sewage and sewage treatment and disposal;• (iii) storm water drainage;• (iv) sanitation and solid waste collection and

sanitary disposal of solid, liquid, industrial and hospital wastes;

• (v) roads and streets;

Legal provision

• MC may entrust any of its functions to a person, authority, agency or company through a contractual arrangements, on such terms and conditions as may be prescribed

1. The Biggest Challenge of implementation is the huge scope and expectation from LG

2. Absence of the base line & Level of Services is the biggest challenges of any significant improvement

3. Resistance to monitoring by SWM Company 4. Un conventional communication is strong in the

absence of effective communication 5. Reporting to BOD & TMA is weak and seldom

limited to Presentation

3. Commissioning of Asset Management system and stock take of asset by Chief Officer

4. Monitor performance of SWM and WASAs 5. Budgeting based on Integrated Development Asset

Management Plan in 5 cities to access WB funding 6. Master Planning and City Development Plans 7. Tehsil Water Supply Plan by Saaf Pani and Saaf Pani Tanzeem
