Ganga Flood Control Commission

Ganga Flood Control Board (GFCB)

Setup by the Government of India in 1972 Functions

To effectively address the chronic and recurring flood, erosion and drainage problems in the Ganga basin through an integrated plan

To lay down the broad policies and decide priorities in the implementation of various schemes

To accord approval to the schemes and recommend annual outlays for their implementation

To issue necessary directions to Ganga Flood Control Commission in respect of formulation of comprehensive plan of flood control in the Ganga Basin and approval of schemes

Its 16th & last meeting was held on 16.01.2013 at New Delhi

Ganga Flood Control Commission(GFCC)

Constituted by the Government of India in 1972

Acts as the Secretariat and the Executive Wing of the Ganga Flood Control Board

Subordinate office of the Ministry of Water Resources

Headquarter at Patna Establishment cost of GFCC is included in

MoWR Plan Scheme “River Management Activities & Works related to Border Areas”

Total allocation during XII plan is Rs 45 crore.

46th & last meeting of GFCC held on 19.11.2014 at New Delhi

Ganga Flood Control Commission

GFCC Broad Functions

Techno-economic appraisal of flood control, drainage, anti-water logging and anti-erosion schemes of Ganga Basin States except for those on the river Yamuna in the reach between Tajewala to Okhla Barrage.

Monitoring of the implementation of selected flood control schemes particularly those receiving Central Assistance / executed under the Central Sector.

Performance Evaluation of selected Flood Control Schemes

Preparation and updating of Comprehensive Plans of Flood Management for various river systems in the Ganga basin.

Assessment of the adequacy of existing waterways under road and rail bridges.

Ganga Flood Control Commission

Cooperation with Nepal / Bangladesh

Provides technical support to MoWR Participation in various Committees formed

for the purpose: Chairman, GFCC is member of Indian Team in

JMCWR, JCWR and JTE, Indian Team Leader of JSTC and Chairman of GHLSC and KHLC.

Member, GFCC is Indian Team Leader of JCIFM and member of JCKGP.

Chairman, GFCC / Member GFCC is member of Indian Team in Indo-Bangladesh Joint River Commission

Appraisal and monitoring of works taken up with funding from Government of India, wherever required

Achievements of GFCC

Comprehensive plans for flood management for all 23 river systems prepared between 1975 – 1990. These are also updated as per requirement. So far, 22 plans have been updated once and five plans have been updated twice.(Details at web-site: http://gfcc.bih.nic.in/achievements.htm )

Study for assessment of the adequacy of existing waterways under road and rail bridges for 21 river system in Ganga Basin has been completed so far.

Appraisal of Flood Management schemes of Ganga Basin About 300 schemes appraised since XI Plan

Monitoring of Scheme implemented with Central funding 114 schemes taken up under FMP in Ganga Basin in Bihar,

Uttar Pradesh, West Bengal, Himachal Pradesh, Jharkhand and Uttarakhand . 58 schemes have been completed so far and 4 withdrawn/dropped.

Report of the Committee constituted by MoWR to find the cause for severe destruction in Uttarakhand due to flood and erosion during 16-17 June, 2013.

Opening of Regional Directorate at Lucknow

Ministry has sanctioned opening of a regional directorate at Lucknow on 12th March, 2015.

As of now, SE (C), UGBO, Lucknow, CWC has been given additional charge and a room in CWC complex, Lucknow has been allotted for this office. However, the State Government is yet to provide accommodation for office as well as residence and other logistics to set up Directorate of GFCC at Lucknow.

Other posts of DD(02 nos), AD and AD-II (04 nos)are to be filled.

Group C post services are to be outsourced.
