1. FW on Climate Change and Disaster Risk Reduction (CC/DRR)

The overall objective of the project is to build trust and confidence between the Serb-majority municipalities in northern Kosovo and the central authorities in Pristina through DRR activities that will contribute to the enhanced capacities of northern municipalities in Kosovo to prevent, prepare for and response to natural disaster.The FW will provide catalytic support for: (i) Renovation, disaster prevention and recovery works in 4 northern municipalities; (ii) Awareness raising activities including printing of flood prevention maps; (iii) DRR legislative framework; (iv) northern municipalities’ response capacity; (v) Community-based and gender-sensitive regional drill to enhance technical and logistical capacities in four northern municipalities; and (iv) Training and awareness raising sessions, specifically targeting women and their roles in community disaster management.

The project focuses on strengthening the capacities and structures of the Jordanian Parliament and Independent Election Commission (IEC) to be effective and representative decision-making bodies that promote transparency, inclusion and participation in political processes. Particular support aims to promote the institutions’ role to foster the SDG Agenda through research and advocacy.The FW will be used to: (i) identify and plan strategies for enhancing parliamentary participation and inclusion for civil society; (ii) support IEC and other civil society actors to enable effective data management of the 2017 municipal and governorate elections. Through identification of key baseline data and methodological approaches with partners, these two start-up activities will establish the strategic position of the broader project and therefore will assist in the leveraging of additional resources.

2. FW on Governance for Inclusive and Peaceful Societies (GIPS)

The project aims to reduce the vulnerability of youth to violent extremism through: (i) immediate injection of cash into vulnerable communities; (ii) provision of economic opportunities to disenfranchised youth; (iii) groundwork for emergency employment efforts that can serve as dividends of peace; and (iv) entry points for broader work on social cohesion and psycho-social support to at risk youth. The FW support will facilitate the financing of initial pre-employment activities in an at risk zone of the country by: 1) elaborating in a participative manner the selection criteria for the identification of beneficiaries of emergency employment programmes; 2) organizing community based consultations for the identification of community based rehabilitation or reconstruction projects; and 3) undertaking technical feasibility study of selected community works prior to commencing the cash-for-work phase of the programme.

Within the framework of UNDP Tunisia’s Anti-corruption portfolio, this project initially partnered with three pilot sectors (Customs, Police, Municipality) committed to promote effective collective action to tackle corruption. Extensive consultations were recently conducted with the Ministry of Health to reach their agreement on being the fourth « integrity island » to be included in this initiative. The choice of the Health sector is based on the fact that this is a sector directly related to people and also vulnerable to corruption. Specifically, the FW support will be used to: (i) conduct the survey at the pilot Health center (Baseline); (ii) conduct a corruption risk assessment for services rendered to the most vulnerable citizens; (iii) develop action plan and a capacity building plan; (iv) implement the capacity building plan & develop procedures and guides; and (v) evaluate the interventions and draft recommendations for large scale implementation.

UNDP has been implementing Early Recovery activities in the Far North region, in particular for IDPs and host communities, in the most affected areas by Boko Haram crisis for two years. The rise of tensions between communities fueled by Boko Haram insurgency and the considerable number of IDPs (18,215) and refugees (73,745) is creating a range of issues within the affected communities, including livelihoods and social cohesion. The FW will contribute to strengthening early recovery and resilience efforts especially in the conflict prevention and capacity building component. Expected key results are to: (i) Reduce risk of radicalisation, reduce isolation and exclusion of certain communities and enhance coexistence between antagonistic communities; and (ii) improve conflict/tension resolution skills for land disputes and other existing conflicts issues inter alia environmental degradation involving IDPs/returnees/refugees and local communities.

The project aims to address the root causes of displaced populations through two components: a) Capacitating civil society to work with Government to address service delivery among host communities and displaced people and b) Improving provision of social services to affected communities. The project is part of UNDP’s Post-Matthew Recovery Programme which aims to create conditions for long-term recovery, resilience to multiple shocks and sustainable development, while meeting the immediate needs in the affected region to kick-start recovery. The FW will specifically contribute to promoting the stability of marginalized post-hurricane neighborhoods by creating economic opportunities for young people and women vulnerable to violence in Grand Goave, Miragoâne and Jeremie. Its activities include: (i) provision of immediate income through street cleaning and opening access routes to those most affected; (ii) development of a certified supply-oriented employment training and socio-economic integration; (iii) establishment of a multi-sectoral coordination structure in partnership with political actors and the private business sector; (iv) reduction in the crime risks through the installation of solar street lights; and (v) strengthening of the resilience amongst young people affected by trauma caused by crisis and violence.

The objective of this project is to foster the resilience of vulnerable groups from radicalization that leads to violent extremism in Kosovo. The main focuses will be on prevention, de-radicalization and reintegration. The project will work with central authorities and initially with the 4 municipalities that have been identified as “hotspots” where many radicalized individuals come from.The FW supports two outputs: (i) improved inter-institutional communication and coordination to implement the Kosovo PVE action plan; and (ii) Increased community resilience towards radicalization and engagement of the communities in prevention of radicalization, de-radicalization and reintegration of ex-foreign terrorist fighters in four pilot municipalities.

Preventing Violent Extremism in Kosovo

In partnership with the MoIM and MoSA, UNDP will implement the Mechanism for Social Stability in Tripoli. This mechanism aims at providing safe and common spaces for local groups to discuss their fears in public and suggest mechanisms to resolve their conflicts. It will contribute to enhancing social cohesion through addressing cultural, socio-economic and security challenges facing local communities; to good governance through activating the role of local authorities; and to building trust between local authorities, citizens, donors and civil society. The FW support will be used to: (i) Identify a group of key actors that would lead on mechanisms; (ii) develop a conflict analysis for the area; (iii) develop the best mechanism for social stability; (iv) support the groups through capacity building, coaching, and funding; and (v) build the skills of MoSA SDC staff in the MSS methodology.

The project will set up a JMC (Joint Ceasefire Monitoring Committee) Support Platform, which will serve as a conduit and provide fiduciary backstopping for external assistance to the JMC; and provide support to the JMC enabling it to fulfill its mandate. The FW will support: (i) legal / institutional framework and the capacities of the Ministry of Interior, the Governorates, regional and departmental security councils through the acquisition, distribution and installation of security equipment, training of relevant security authorities; and (ii) regional, departmental and municipal mechanisms for the prevention, coordination and management of security crisis, including the reinforcement of social cohesion interventions and confidence building between forces of defense and security and civilian population.

In order to address the radicalization trend, the project will focus on the following key outputs: (i) Early-warning-and-response system integrated into the joint GPH-MILF security architecture, and into the work of local government units in select areas of the Autonomous Region of Muslim Mindanao; (ii) Civic and faith-based organizations assisted in generating sustainable platforms for inter-faith dialogue; and (iii) Religious, traditional and youth leaders equipped with the capacity to facilitate alternative discourses on tolerance and inclusion using social media, and accompanied in applying these capacities.The FW will provide catalytic support to promote comprehensive understanding of: (i) the drivers of radicalization; (ii) the risks of violent extremism; and (iii) approaches to mitigation. The objective of the project is to strengthen the capacities of the Supreme Electoral Tribunal (TSE) and the nine Departmental Electoral Tribunals to fully exercise their roles as per the 2009 Constitution. Specifically, the FW will support that: (i) Departmental Electoral Tribunals (TEDs) will have institutional and technical capacities to supervise and monitor the processes of conversion to indigenous autonomy; (ii) Proposals will be ready to adjust the regulations of the Supreme Electoral Tribunal with regards to the implementation of referendums, electoral publicity and supervision processes of indigenous autonomies; and (iii) TEDs will have strengthened capacities to promote gender equality in the electoral process at the municipal and indigenous autonomies level.

The project will serve to prepare a comprehensive program to promote electoral participation and improve public opinion regarding elections and improve women´s representation. Its key results sought include: (i) improve awareness and comprehension of electoral processes for democracy; (ii) design strategic activities to engage civil society organizations in the promotion of civic electoral education and participation; and (iii) monitor the level of women´s electoral representation. The FW support will be used for: (i) information-education campaign on electoral processes and democracy; (ii) establishing a civil society consortium to promote electoral participation; (iii) information and training activities for women candidates and political parties and movements nominating candidates to increase the number of women running for legislative elections in 2017.

The projects aims at strengthening the Supreme Electoral Tribunal´s (TSE) capacities in light of the upcoming elections, including the legislative and municipal elections of 2017 and presidential election of 2018. The project proposes two main strategies: (i) Use of nontraditional training, such as online courses “Training Video for Polling Staff”to reach as many citizens as possible; (ii) Build alliances with civil society and universities for developing a methodology for training based on the new legislations reforms.The FW will contribute to: (i) developing of a virtual learning course; (ii) training of trainers of the Capacity Unit of the TSE; and (iii) printing of electoral codes and procedure manual and other relevant information.

The project focuses on reviewing laws and regulations governing anti-corruption processes and the institutional effectiveness and capacity of relevant government entities with an emphasis on preventative measures to eliminate corruption within the public sector.The FW support will be used to: (i) develop SOP that maps the process of combating corruption and links all GoI entities involved in investigating, prosecuting & adjudicating corruption cases; (ii) conduct impact evaluation of Inspector General (IG) system in Iraq; (iii) assess the national procurement system and identify quick applicable measures; and (iv) conduct corruption risk assessment in the customs sector as an area of synergy with customs support project led by UNDP.

Working with national partners, the project will develop necessary legislations including the Legal Aid Bill and Legal Professions Bill as well as development of a Pro Bono mechanism to provide services to victims of SGBV. In partnership with universities, Clinical Legal Education will be introduced including In-House Legal Consultation with a target client focus on victims of SGBV.Specifically, the FW resources will be used to: (i) support the advocacy and implementation of the legal framework; (ii) develop public awareness campaign; (iii) conduct policy research on mechanisms for community based paralegals; and (vi) strengthen legal education through development of interactive and practical skills based legal training.

The objective of the project is to increase the number of women contesting and successfully gaining election in the PNG 2017 National and Local Level Elections. The expected results includes: (i) more women and voters understand their rights and responsibilities, and are active as candidates, citizens, leaders and voters to promote democratic governance; (ii) increased public confidence in female candidates standing for election; (iii) a cadre of women leaders with knowledge and skills to participate in a range of leadership and decision making roles; (iv) media deliver gender sensitized pre-election coverage; and (vi) electoral bodies to improve upon and expand in numbers the provision of safe, women only polling booths.As catalytic support, the FW resources will be used to: (i) facilitate multiple trainings on election campaign preparation for women candidates; (ii) advocate for set quotas for equality representation in political parties; and (iii) support a media campaign and training of media personnel.

The project will support government and civil society partners in a) advocating for the prompt ratification of the Council of Europe Convention on Preventing and Combating Violence against Women and Domestic Violence; b) creating the statistical framework necessary to monitor gender-based violence; and c) adopting and enacting the legislation, policies and practices needed to implement the Convention. The FW will contribute to: (i) supporting Government and Parliament in aligning national legislation with the Istanbul Convention and other relevant international norms and standards; (ii) conducting advocacy and prevention campaigns; (iii) establishing baselines and collecting data to track the prevalence of gender-based violence; (iv) strengthening the understanding of “due diligence” principles; (v) developing protocols and piloting specialized support services; and (vi) establishing tailor-made support to assist survivors of domestic violence.

The project aims to strengthen the institutional capacities of the national electoral regulatory authority (TSJE) to foster the effective exercise of women’s suffrage rights, to promote increased access to political decision-making positions for women, including through action plans and policies implemented by the Ministry of Women, and to advocate for the inclusion of gender-perspective and woman-empowering legislative reforms in Congress that would promote the political participation of women such as the Democratic Parity Bill. 3. FW on Sustainable Development and Poverty Eradication (SDPE)

The objective of the project is to capacitate local, regional and national state authorities in participatory and inclusive planning processes, upstream policy making and in technical, institutional and financial management to enhance quality service delivery, and support to local economic development. In support of the new Sustainable Development Vision (SDV) 2030 that the government approved, the project will develop a data dashboard as a tool to help align sectoral and sub-national policies and resource allocation with the new vision. 4. FW on Emergency Development Response to Crisis and Recovery (EDRCR)

The project will contribute to the social stabilization and recovery of the most affected population/communities in Adamawa, Borno and Yobe States. In particular, project activities will contribute to create a stable and safe environment for the return of internally displaced persons (IDPs) and assist affected communities to recover from the socio-economic impact of the crisis.
