MESSAGE FROM THE CHAIR

We are approaching the end of the 2016-17 FWEA year and on behalf of the FWEA West Coast Chapter Steering Committee, I would like to thank our members once again for your active and continued support of the chapter’s events and initiatives these past few months. We are looking forward to the last few events we have planned for the rest of the 2016-17 year ending in April. Our upcoming events include the Winter Luncheon, our last quarterly luncheon for 2016-17, on Thursday, February 23rd at the Columbia Restaurant in Tampa. Our topic for this luncheon is “National and Local Visions for the Future”, and our speakers will be Dr. Jim Mihelcic from the University of South Florida and Brad Baird from the City of Tampa. We also have our 2nd Annual Sporting Clays Tournament on Friday February 24th, which will be held at Fishhawk Sporting Clays in Lithia. As you know, no experience is required for this event! A Plant Tour of Pinellas County’s South Cross Bayou WRF on followed by a Happy Hour is scheduled for Friday, March 10th. On Thursday March 23rd, we will be holding our Annual RoundTable Luncheon at the Rusty Pelican in Tampa. This year’s topic is “Me, Myself, and I&I”. To conclude a very successful year and encourage continued participation from students and Young Professionals (YPs), our chapter is organizing a Young Professionals Luncheon on Friday, April 18th at Hillsborough County BSOC. As part of our effort to promote public awareness, our chapter is hosting a Saturday with STEM event for middleschool students. Since this is the first year we are holding this event, we will be limiting it to students from Dowdell Middle school, where the event is being held. Our plan is to continue to grow this event in size in the upcoming years! At this time, we are looking for YP volunteers to help with this event. Our chapter would like to congratulate Dr. James Mihelcic , Professor at the University of South Florida. Dr. Mihelcic was recently named a WEF Fellow by the WEF Board of Trustees. As I mentioned, above Dr. Mihelcic will also be one of our spekers at our Winter Quarterly Luncheon. Again, thank you for your active and continued support in making 2016-17 a very successful year for the FWEA West Coast Chapter! A special thank you to our 2016-17 Steering Committee for their incredible team work in achieving our goals this year. Dr. James Mihelcic was recently named a WEF Fellow by the WEF Board of Trustees. The WEF Fellows Program recognizes the professional achievement, stature and contri-butions of WEF members to the preservation and enhancement of the global water envi-ronment.
Dr. Mihelcic is the Samuel L. and Julia M. Flom Endowed Professor in the Department of Civil & Environmental Engineering at the Univesity of South Florida. He is a Board Certified Environmental Engineer and directs an EPA-funded National Research Center for Reinventing Aging Infrastructure for Nutrient Management. He is a member of the EPA Chartered Science Advisory Board, a past president of the Association of Environmental Engineering and Science Professors (AEESP), and past Board Trustee with the American Academy of Environmental Engi-neers and Scientists (AAEES).
Dr. Mihelcic is internationally recognized for leading efforts to integrate concepts of sus-tainability and global awareness into engi-neering education, engineering practice, and management of water and wastewater. He has authored over 160 technical papers and is the lead author of four widely adopted engineering textbooks that include Field Guide in Environmental Engineering for De-velopment Workers: Water, Sanitation, In-door Air (ASCE Press, 2009); and, Environ-mental Engineering: Fundamentals, Sustain-ability, Design (John Wiley & Sons, 2nd Edi-tion, 2014).

Awarded 2nd Place at WEFTEC 2016
Student Design Competition
Dr. James Mihelcic, University of South Florida
Two University of South Florida teams competed at the WEFTEC
Student Design Competition which was held in New Orleans. Both
teams had previously won first prize in the wastewater and
environmental capstone design contests at the 2016 Florida Water
Resources Conference. Prior to WEFTEC, WEF placed both teams in
the wastewater category. This past year the students partnered with
the following staff from the City of Plant City’s Water Reclamation
Facility (Lyudmila Haralampieva, Patrick Murphy, Frank
Coughenour, Al Miller). The teams were advised by Professor James
Mihelcic (University of South Florida) and Tom Cross (Tetra Tech).
Many members of FWEA provided the students with financial
support and valuable input as they prepared for WEFTEC.
One team won second place at the national competition. That team
developed an energy efficient and cost-effective, supplementary
sludge management process to achieve Class AA biosolids for the City
of Plant City Water Reclamation Facility. Their detailed design for a
solar drying system considered current and future flow rates,
included a detailed economic analysis, identified potential users of
the produced biosolids, and performed a carbon footprint analysis to
compare the environmental sustainability of the proposed solar
drying system with a baseline scenario of hauling biosolids off site.
The second team developed detailed off- and on-site strategies and
design for the handling and treatment of the septage that will no
longer be land applied because of FL Senate Bill 550. The team
developed a detailed on-site design, created a detailed analysis to
identify current and future volumes of septage, performed a detailed
economic analysis, and used a life cycle assessment to assess the
environmental sustainability of their on-site alternative.
PAST EVENT
2016 KAPPE LECTURE AT USF
On November 4th, the University of South Florida hosted the 2016 Kappe Lecturer. The Kappe Lecture Series was inaugurated by the Academy of Environmental Engineers & Scientists in 1989 to share the knowledge of today's practitioners with tomorrow's environmental engineers and scientists. This year’s Kappe Lecturer was Dr. Sudhir Murthy who is the Innovations Chief at DC Water. Dr. Murthy’s talk was on “Maximizing Process Intensification and Resource Recovery- from Theory to Practice.” The stand-room audience consisted of students, faculty, and practitioners. Dr. Murthy provided many examples in this talk about new approaches for process intensification that use or augment existing infrastructure in new ways. His presentation described the continuing research journey for developing an intensification and resource recovery program within existing infrastructure at DC Water, with little room to expand while meeting new stringent nutrient permits and managing combined sewer flows. One point of his talk was that understanding and addressing process limitations is key to bring about intensification.

ABOUT THE SPEAKERS:
Dr. Mihelcic is the Samuel L. and Julia M. Flom
Professor of Civil and Environmental Engineering and
Director of National Research Center for Reinventing Aging
Infrastructure for Nutrient Management at the University
of South Florida. He is a leader in integration of principles
of sustainability into water management and in the
provision of water, sanitation, and hygiene in developing
world settings. Dr. Mihelcic recently completed serving 6
years on the U.S. Environmental Protection Agency’s
Chartered Science Advisory Board. He is a Board Certified Environmental
Engineering Member and a Fellow with WEF and AEESP.
Mr. Baird graduated in 1982 with a Bachelor of Science
Degree in Environmental Engineering from the University of
Florida and is a registered Professional Engineer in Florida.
He has worked for the City of Tampa for over 34 years in
various capacities. As a Project Manager he managed
hundreds of wastewater capital improvements including the
expansion of the Howard F. Curren Advanced Wastewater
Treatment Plant. As Deputy Director for the Wastewater
Department he headed up an Optimization Program that
changed work processes, introduced skill-based pay and saved over $20 million. As
Director of the Water Department he spearheaded a water pipeline replacement
program, the Lower Hillsborough River Minimum Flows Program, reclaimed water
system expansion and two reorganizations saving millions of dollars and improving
customer services. Currently he is the Public Works and Utility Services Administrator
which oversees five departments including Contract Administration, Solid Waste and
Environmental Program Management, Transportation and Stormwater Services,
Wastewater and Water.
