The Monsignor Joseph Dunne Lifetime Award for Advocacy is given in recognition of career dedication to improving the lives of problem gamblers and their families through advocacy, research, training, or the promotion of public awareness. The Advocacy Award is only bestowed in exceptional times and circumstances to individuals who exemplify at least twenty years of advocacy on behalf of problem gamblers.

Don Feeney

An advisor to the Governor of Minnesota, Don began working for the Minnesota State Lottery and rose to Director of Research and Planning and became the leading lottery advocate for responsible gaming. He served on the NCPG Board of Directors for 13 years, including as President. He was instrumental in launching Minnesota’s Northstar Problem Gambling Alliance affiliate and continues to serve on the Northstar Board. Through his calm, measured approach Don was able to literally move an entire industry forward.

FY 17 Overall Activity Highlights

• Hosted Minnesota Conference on Problem Gambling Nov 3-4 2016

• Launched Rule 82 online training site with the Dept of Corrections

• Northern MN Awareness Campaign completed with online and newspaper advertising in Virginia, Hibbing, Grand Rapids, Walker, Chisholm, and poster ads in areas near casinos in Cass Lake, Walker, Deer River, Carlton, Red Lake Onamia and Thief River Falls. Scholarships to training for new gambling counselors was provided to eight interested professionals in Northern MN to help increase the availability of trained counselors in the northern 1/3 of the state.

• Problem Gambling Awareness Month March 2017

• Continued print, electronic, and social media awareness activities.

• Developed materials and final plan for further outreach and education for older adults residing in Metro senior living complexes to be launched in August 2017.

• Rebuilt Website (4.0)

• Completed Brochure for Attorneys, Court Personnel and others in the Legal profession.

• Visited over 25 addiction and mental health treatment programs to speak to staff and clients reaching over 500 people

• Spoke at, displayed and provided materials at over 10 community events, health fairs, transition fairs and others reaching over 1500.

• Produced 10 email newsletters, 4 print newsletters reaching approximately 10,000 contacts multiple times per year.

• Developed a new contract for fiscal years 18 and 19 for an operation budget of 225,000 per year for two years and an additional 144,000 in FY 18 and 96,000 in FY 19.

• Achieved a cash reserve of 45,000 and eliminated need for 50,000 advance on new grant funds

• Completed FY 2017 within $3000 of 225,000 base grant budget. Carried over $45,000 in Grant II budget for future ues.
