A Message from the President of the Board of Directors (2016)

It is with great pleasure that I share with you our accomplishments for FY 2016. New Star Kafala works with a mission to help every child have a loving and secure home, and to

eliminate the causes of relinquishment and abandonment through advocacy, education and dissemination of resources.

New Star Kafala is the hub of information, services, advocacy and support for Adoption and Foster Care in the US Muslim community. We offer cost effective, Sharia compliant, facilitated adoption programs in Morocco and Pakistan. We focus on Outreach, Education and Advocacy

to raise awareness about Foster Care and Adoption in Islam by engaging key scholars, collaborating with other Islamic Institutions, and partnering with domestic as well as refugee

foster care agencies across the US. Our charity programs continue to support enrichment activities for children in several partner orphanages in Morocco and are now being expanded to Pakistan. May Allah bless our efforts to serve the needs of all of Ummah’s children, Ameen.

Case & Family Support

We understand the journey to adoption and foster care is full of questions.

To respond to that in 2016, we:

❏ Provided one-on-one relationship and support

❏ Regularly made ourselves available for families’ questions

We believe providing our adoptive families tender loving care and support is just as important as the technical assistance to complete the adoption process. 8

families. This will enable us to place

more orphans into loving homes

Pakistan Ground Facilitation New Star Kafala President spent December 2016 in Pakistan, leading to these

key accomplishments:

❖ Met with directors of several orphanages to build working relationships

❖ Hired a facilitator based in Karachi to shepherd NSK adoptive families

through the Pakistan adoption process on the ground

❖ Developed contacts with the National Database & Registration Authority in

Pakistan (NADRA), a key agency in the adoption process

❖ Engaged a local Social Worker to conduct Home Studies on the ground

❖ Established relationship with the Human Rights Commission of Pakistan 10

Based our our successful program in Meknes, we have earned the reputation

and the know-how to begin working with orphanages in other cities in Morocco.

We are visiting orphanages and exploring ways to expand our work into new

parts of Morocco.

Doubled Child Placement into Families

In 2016, we doubled the number of orphans placed into loving families. It was

made possible due to the following factors:

● Greater emphasis on outreach

● Better community engagement

● Expanded scope of services

Expanded Domestic OutreachThrough our New Star Kafala Ambassadors

program we expanded awareness and

education throughout the United States. Our

Ambassadors reach out to their local

communities with education and resources to

educate the Muslim community on how to take

an active role in the fostering and adoption of

orphaned and abandoned Muslim children.13

Kafala Fiqh: Adoption & Foster Care In 2016, NSK organized a Fiqh & Foster Care training and Q & A in Texas with

Shaykh Omar Sulaiman. The seminar addressed matters specific to Muslim

Kafala including:

- Milk bonds

- Mehram issues

- Inheritance

- Names & lineage

Launched our C.O.R.E. Program

Our new program, Community Outreach for Refugee Empowerment (C.O.R.E.)

focused on partnering with agencies facilitating Unaccompanied Refugee

Minors (URM) to connect them with potential foster families. We also helped the

older refugee children who are aging out of the system to integrate into the

community successfully.

Art for Little Hands Art for little hands is a charitable program that helps

orphaned, disadvantaged, and vulnerable children

experience the healing effects of art. Our program centers on

the whole child, helping him or her to connect feelings with

expression and hands-on tactical skills.

2017 Key Targets● Build a strong education and support program for NSK families

and adopted children

● Launch a research and education department that will gather and disseminate information and statistics on abandoned/orphaned Muslim children both domestically and abroad

● Launch domestic foster education programs

● Push for the expansion of our ability to adopt more orphaned children in Morocco, Pakistan, and in other Muslim countries

● Expand our ability to provide homes for both older and special

needs children
