    INTRODUCTIONTheGlocalAdvocacyLeadershipinAsia(GALA)Academyisajointinitiative bytwoleadingedge

    regionalcivilsocietynetworksworkinginthefieldofhumanrightsanddevelopmentinAsia namely,

    AsianForumforHumanRightsandDevelopment(FORUMASIA)andtheAsiaDevelopmentAlliance

    (ADA),withtheaimofstrengtheningadvocacycapacityofthemidlevelstaffinCSOsandthereby

    facilitatingsecond

    tier

    leadership

    for

    strategic

    glo

    cal

    (global

    and

    local)

    actions

    on

    key

    human

    rights

    anddevelopmentissuesaswellasrelatedregionalandinternationalprocesses.

    TheGALAAcademyisalsopartofcontinuedendeavorsbyhumanrightsanddevelopmentCSOsintheregiontomeaningfullyactivateintrinsiclinkagesbetweentheagendasofthetwocommunities,asa

    waytotakestockof20yearsofthe1993ViennaDeclarationandProgrammeofAction(VDPA)which

    affirmedthatallhumanrightsareuniversal,indivisible,interrelatedandinterdependent.

    TheGALAAcademybuildsontheexperiencesandlessonsfromavarietyofcapacitybuildingactivities

    thatFORUMASIAhasconductedforthelast20years,includingtheAnnualTrainingandStudySessions

    forAsianHumanRightsDefenders(ATSS),withtheviewtoempowerAsianCSOsanddefendersto

    developknowledgeandkeyskillsfortheirhumanrightsanddevelopmentwork.Furthermore,the

    GALAAcademyservesasoneoftheconcretefollowupstotheBangkokDeclarationandStatementon

    Post2015

    Development

    Agenda,

    which

    was

    adopted

    at

    the

    ADAs

    1st

    regional

    meeting

    in

    Bangkok

    on

    31

    January2February2013.

    The1stsessionoftheGALAAcademywillbeheldinBogor,nearJakarta,Indonesiafrom25to31

    August2013,incollaborationwiththeInternationalNGOForumonIndonesianDevelopment(INFID)as

    alocalhost.ThevenuehasbeenchosenastheroleofAsianStatesindesigninginternationalhuman

    rightsanddevelopmentpolicieshassignificantlyemerged,asexemplifiedbyIndonesiawhichcochairs

    theUNSecretaryGeneralsHighLevelPanelonthePost2015DevelopmentAgendaaswellasthe

    GlobalPartnershipforEffectiveDevelopmentCooperation(GPEDC).

    OBJECTIVES

    ThegeneralobjectiveoftheGALAAcademyistoenhancecapacityandsharedunderstandingofthe

    nextgeneration

    of

    CSO

    leaders

    in

    Asia,

    who

    shall

    play

    acrucial

    and

    constructive

    role

    in

    the

    national,

    regionalandinternationaladvocacyonhumanrightsanddevelopment.

    Inparticular,attheendoftheweeklongtraining,participantsareexpectedtohaveattainedthe

    followingspecificlearningobjectives:1)necessaryknowledgeontheinternationalpolicyagendaand

    processesonhumanrightsanddevelopment;2)advancedstrategicandcriticalthinkingbylinkingglobaldiscoursesandlocalcontexts;and3)collaborationamongCSOsintheregionindeveloping

    crosssectoraladvocacyactionplansbasedoncollectiveanalysis.

    TheGALAAcademywillbeconductedinaparticipatorymannerusingmethodssuchaspresentations,

    groupdiscussionsandexercises.Severalresourcepersonsfromdiversebackgrounds(NGOs,

    professionals,researchers

    and

    academics,

    etc.)

    will

    be

    invited

    to

    sessions,

    including

    Ms.

    Virginia

    Dandan,

    UNIndependentExpertonHumanRightsandInternationalSolidarity.Audiovisualmaterialswillalsobe

    usedtofacilitatecommunicationandinterculturallearning.

    PARTICIPANTS

    About40participantsareexpectedtoparticipateinthe1stsessionoftheGALAAcademy,including10

    fromIndonesia.About10additionalparticipants areexpectedtoattendthePolicyDialogueand

    StrategicPlanningSessionson3031August.Theselectioncriteriaofparticipants include:

    FulltimemidorhighlevelstaffinanationalNGO/CSOinSouth,SoutheastandNortheastAsia; Minimum5yearsexperienceinthefieldofpolicyandadvocacyonhumanrightsor/and

    development;

    Commitmenttoworkinginthesameorganizationatleastuntiltheendof2015; Sufficientknowledgeandexperiencesonnational/regional/UNhumanrightsmechanisms

    and/orMDGs,Post2015DevelopmentAgenda

    Preferably,basicknowledgeandexperiencesaboutGPEDC,Rio+20,G20;and AbilitytocommunicateinEnglish(bothspokenandwritten).

    EachNGO/CSOisencouragedtorecommendtwoapplicants onemaleandonefemalecandidate inordertoensuregenderbalanceamongparticipantsduringtheselectionprocess.

    FINANCES

    Theorganizerswilltakecareoffullorpartialexpensesofthosewhoareselectedandconfirmedasparticipants,suchasinternationalairfare(economyclass),fullboardandlodging,

    localtransportation

    and

    course

    materials.

    Alimitednumberofselffinancedparticipants maybeinvitedtoattendaswell.Selffinancedparticipantsneedtocovertheirinternational travelexpensesandpaytheparticipationfeeof

    USD1,000whichwillcoverboardandlodging,coursematerialsandotherrelatedexpenses.
