On 07-14-2018 at approximately 0135 hours, I was flagged down by security of the W Hotel to 7277 Camelback Rd. reference a

Disruptive Subject.

I arrived on scene in a fully marked Scottsdale Police Bicycle wearing a full regulation SPD uniform. I was also equipped with my

department issued AXON On-body camera throughout the investigation.

I was standing just east of 7277 E. Camelback Rd. (W Hotel) when a manager at the hotel flagged myself and other officers down

reference a disruptive subject. I then proceeded to the northside of the building (Front entrance) as the hotel manager stated they had

the subject on the ground.

Upon arriving on the north side of the building, I observed a male subject wearing black jeans and a black and yellow striped shirt

being held on the ground in the valet parking area of the W Hotel. The subject was later verbally identified as Roderick Seals-Jones.

I approached the subject who was still on his stomach and placed handcuffs on him. Roderick`s hands were handcuffed behind his

back as I ensured I double locked the handcuffs and checked for proper fit.

Roderick stated the following:

Roderick stated that he was attempting to gain entrance via the north west door in the valet parking area (Sushi Roku) when he was

stopped by hotel staff. Roderick stated that there was a barrier he climbed over to gain access to the door.

Roderick stated, "I hopped over the barricade that they had, cuz I had to piss". Roderick stated he knew there was a restroom inside

Sushi Roku and he just had to use it.

After being stopped by hotel staff, Roderick stated that they told him he could not use it as that area was closed. Roderick stated that

he had to go to the bathroom badly, so he attempted to walk past the hotel staff. Roderick stated he was then taken to the ground at

this point as hotel staff pushed him.

It should be noted that Roderick claimed he only asked the hotel staff at this point to walk him to the front entrance to get his

vehicle. It appeared the Roderick had valted his vehicle prior during the night.

Roderick stated that the altercation began inside the hotel and the hotel staff and he wound up in the middle of the valet parking area.

A search of Roderick`s persons was conducted to which nothing of evidentiary value was found. The Scottsdale Police Wagon

arrived on scene and took custody of Roderick. Roderick was secured into the back of the Scottsdale Police Wagon without incident.

A thumb drive with video surveillance has been impounded as evidence along with the original Video Evidence Preservation Letter

Form at the district two Police Station.

On 07/14/2018 at approximately 0135 hours, I was on bicycle patrol in full regulation Scottsdale Police Department uniform and a

fully marked police bicycle when I was flagged down by an employee of the W Hotel located at 7277 E Camelback Rd. in reference

to security staff having a subject detained in the valet area.

When I arrived on scene, I observed a member of security holding a large male subject on the ground. That security guard was later

identified as . I approached them and identified myself as a Scottsdale Police Officer. I activated

my department issued AXON on body camera at this time.

I instructed the subject, later identified as Roderick Loren Seals-Jones (03/15/1995), to roll over onto his stomach. I grabbed his left

arm and Roderick was compliant with my commands and began to roll over. I then assisted Officer Dearing #1488 as he placed him

in handcuffs. I then assisted Roderick with moving into a seated position.

Once in a seated position Roderick told me that he did not understand and that he "just wanted to go home". Roderick appeared to be

intoxicated and it was at this time that I observed he had bloodshot watery eyes and an odor of intoxicant emanating from his breath.

I asked Roderick if he needed medical attention and he did not answer. He then instead began to tell me that he tried to go to the

bathroom but was denied by employees of the hotel. He then told me that they were not going to "let him walk out the front".

Roderick then stated, "I understand. I walked through there. I did" while looking towards the entrance of the closed restaurant Sushi

Roku.

I then spoke with David and he told me the following.

David heard a radio call from a manager that security was needed at the front entrance. He observed two other employees trying to

detain Roderick. Those two employees had forced Roderick to the ground. Once on the ground, David approached them and pulled

one of the "manager`s" out of the way to take his place. David assisted with holding Roderick on the ground until SPD arrival.

David told me that he did not witness anything before this and that he was told that Roderick was attempting to enter Sushi Roku to

use the bathroom. Sushi Roku, which is located within the W Hotel, was closed at this time. David stated, "they jumped the ropes

and went through that door".

I then spoke briefly with a friend of Roderick who was identified through a Texas driver`s license as Jordan Drake Conner

. I asked Jordan if he saw anything and he told me that he did not.

Roderick was later placed under arrest and transported to the District 2 jail.

On 07/14/2018, at approximately 0135 hours, I was working within my capacity as a City of Scottsdale Bicycle Officer in the

downtown entertainment district. I was wearing a city issued SPD uniform, riding a marked "POLICE" mountain bike and wearing

my city issued AXON On-Body Camera (OBC).

I was flagged down, along with several other SPD Officers, by the W Hotel security staff to assist with a subject causing a

disturbance. I rode my bike to the front entrance of the W hotel located at 7277 E Camelback Rd.

Upon my arrival I observed a member of security holding a large male subject, later identified as Roderick Loren Seals-Jones with a

Texas DL with photo, on the ground. I secured the immediate area while OFC Dearing (1488) and OFC Jasperson (1420) handled

the situation with the security guard and Roderick. Please see their supplements for more details.

While providing scene security, I was informed by members of the W Hotel staff that one of their employees who was working the

front door entrance had been involved with the incident. I interviewed that employee who was later identified as Dennis

with a valid AZ DL with photo. Dennis told me the following:

Dennis was working at the front door when Roderick approached him from the valet area. Roderick requested to go inside of the W

hotel to use the restroom, but Dennis informed him that based on the time the hotel only allows guests of the hotel to enter. Roderick

said okay.

Roderick turned, walked to the northwest, the opposite way of valet, moved a rope that was blocking the northwest entrance (Sushi

Roku) and started to enter the hotel. Dennis told him again that he was not allowed in, only guests of the hotel were allowed to enter.

Roderick continued to enter the hotel and several members of W Hotel staff responded to the entrance. Roderick was asked again to

exit through the northwest entrance which he had entered through.

Dennis stated, "He became combative, pushed me." When I asked to clarify Dennis stated, "One hand shoved him in the shoulder

area."

At that time, Hotel staff went hands on with Roderick to remove him from the area.

Prior to assaulting Dennis, Roderick asked to walk out of the front door however the Hotel staff reminded Roderick that there was an

exit which he had just walked through.

I asked how everyone involved had gotten so far away from the Sushi Roku entrance. Dennis stated that during the shoving between

Roderick and members of the staff, they had moved so far away based on falling over the outside benches and trying to stop

Roderick from leaving.

I asked Dennis to point out exactly who had pushed him, and he pointed to Roderick who was seated on the ground with his hands

secured by handcuffs. I asked Dennis if he wanted to aid in prosecution and he stated yes. Victim`s Rights were later completed and

mailed to Dennis.

I then assisted with securing Roderick`s property which was on the ground. He told me the following:

Roderick said he hoped the fence because he had to piss. He was told to leave and asked to go to the front door. The staff said no,

Roderick took a step forward and the Hotel staff tackled him to the ground. Roderick said he wanted to go inside because he didn`t

want to pee outside and get arrested.

I informed Roderick that he was told by Hotel staff prior to walking through the Sushi Roku entrance that he could not enter.

Roderick said he did not talk to anyone at the front door. He stated that no one talked to him prior to walking through the Sushi Roku

door.

I told him that staff members from the W Hotel stated he shoved them and then took a step. Roderick denied shoving anyone. He

stated he took a step, someone put their hands on him, so he put his hands on them.

While speaking with Roderick, he appeared to be intoxicated and it was at this time that I observed he had bloodshot watery eyes

and an odor of intoxicant emanating from his breath. He repeated questions even after I provide him with the answer.

I informed Roderick that we would look at surveillance video. We assisted Roderick to a bench and made sure his property was

placed with OFC Dearing.

****VIDEO SURVEILLANCE****

While watching the video surveillance provided by W Hotel I noted the following:

There is no sound on the video.

Roderick could be seen walking from the Valet area to the front door and speaking with Dennis prior to walking over to the Sushi

Roku entrance. Roderick can be seen entering Sushi Roku by moving the ropes that were blocking.

Once inside, there is no camera angle that shows the interaction between Roderick and staff.

The same view that shows Roderick entering Sushi Roku shows all parties involved exit rapidly, fall over the benches, walk away

from the area and then continue to struggle with each other ending with Roderick on the ground and Police arriving.

A copy of the video was provided and later impounded as evidence.

On 07.14.2018 at approximately 0135 hours, I was in full regulation uniform, on duty working as a Bike Unit Sergeant, riding a fully

marked Police mountain bike. I was equipped with an axon on body camera, OBC and riding with Officers Jasperson, McGee and

Dearing.

We were located at the east side of the W hotel when we were flagged down by security as he was flashing his flashlight at us to get

our attention. We all rode to the north to his location and were informed that they had a subject detained outside the front door. We

rode to that area and I observed a black male subject on the ground with security personnel around him. They were located in the

valet round a bout, to the north of the main front doors. Officers placed the black male subject onto his stomach and handcuffed him

to the rear. The black male was later identified as Roderick Seals-Jones.

I was able to identify two main security personnel that were involved with Seals-Jones while on property. I then spoke to Victim

who stated the following.

***Interview with Victim ***

I had step to the side to speak with me and he stated the following: he was inside at the bottom of the stairs, inside the lobby

area. He heard a radio call that they were denied entry (Seals-Jones and Connor) as that is what should have happened as they were

only allowing hotel guests in. got the call that they were coming around and pointed towards the sushi roku door to our west.

went over there to see what was going on and added that Seals-Jones was trying to get into the hotel to use the restroom.

stated that he told Seals-Jones that only hotel guests were allowed in and Seals-Jones didn`t want to hear no for an answer.

Seals-Jones was now inside the hotel as he had stepped over a stanchion and rope outside the door, opened the door, and stepped

over another stanchion and rope just inside the door. stated that Seals-Jones muscled his way in by pushing him back with his

elbow to his shoulder and chest. added that this occurred at the sushi roku door and then Seals-Jones pushed him back as

well as another security member. said that Seals-Jones pushed him with an open hand to his chest, like being moved by an

offensive lineman and added that it was pretty forceful. stated that at that point he felt like he was in danger and then he and

the other security member started pushing Seals-Jones out of the hotel. said that there were never actual closed fist punches

ever thrown by anyone, just pushing and shoving.

When asked exactly where this occurred, walked me over to the sushi roku door and stated that he was standing inside the

door, inside the hotel when the pushing and shoving occurred. stated that he confronted Seals-Jones, placing a hand on him

all of the pushing and shoving started amongst , Seals-Jones and one other security member inside the hotel, just inside the

sushi roku door.

When asked how did everyone now get outside, stated that they pushed him out the door, the sushi roku door and ended up in

the round a bout.

When I asked what he wanted to do with the situation he stated that he wanted to press charges for Assault, DC and trespass.

Based on that statement, is willing to aid in prosecution as a Victim of Assault. added that he was pretty big bodied

and thought that he was going to get his head (smashed / splashed in?) for a second. I then obtained personal information from
